His name is Slappy Laszlo! He's a cartoon fish parody of Peter Lorre (an actor who was famous during the golden age of Hollywood and is frequently parodied in both Looney Tunes and other in cartoons to this day)

Slappy's first debut was in Spongebob's Big Birthday Blowout in season 12. He's also a reoccurring character in The Patrick Star Show.

He's a little undead fish familiar to Nosferatu the vampire and he generally doesn't do much besides be a little weirdo. He doesn't bother anyone, he's just there for a good time.

And most importantly he's my FAVORITE character <3
