What is RTI?
The full form of RTI is the Right to Information, which is governed by a revolutionary law namely, the Right to Information Act, 2005. The main objective of RTI Act is to promote transparency in government institutions in India.
Until the RTI Act gave the common man the right to seek information from the government, only members of Parliament had the privilege of accessing this information. How to file an RTI application?
Get the address of the Public Information Officer from the website of the organization.
Write the RTI application form in English/Hindi/state official language addressed to Public Information Officer and ask your questions clearly.
Write your full name, contact details and the address where you want your RTI information/response to be sent.
There is no prescribed format of application for obtaining information. The application can be made on plain paper.
The recipient need not state the reasons for seeking the information.
Steps for RTI Application Online
Department of Personnel and Training has launched a web portal called RTI online for all Union Ministries/Departments with URL www.rtionline.gov.in.
It is a facility for Indian citizens to file RTI applications and first appeals online to all Union Ministries/Departments.
The prescribed RTI fee can be paid online as well.
Reply to RTI applications and first appeals received online can also be filed online by the concerned PIOs/FAAs.
What is fee and modes of payment of fee for RTI application?
A citizen who wants to get some information from a public authority can send a demand draft or banker’s check along with the application or Rs. 10/- (Rupees Ten) Indian Postal Order, payable to the Accounts Officer is required. of a public authority as a prescribed fee for obtaining information. The fee can also be paid by cash to the Public Authority or Assistant Public Information Officer, against proper receipt. Payment of fees to Central 8 Ministries/Departments can also be made online through State Bank of India Internet Banking or through Master/Visa Debit/Credit Card.
The following are the modes of payment of fees for online applications:
Internet banking by SBI and its affiliated banks.
Using State Bank of India ATM-cum-Debit Card.
MasterCard/Visa Credit/Debit Card.
Note: It should be noted that as per the RTI Rules, 2012, the RTI fee is not required to be paid by a citizen living below the poverty line. However, the BPL applicant must attach a copy of the appropriate government issued certificate in this regard with the application.
What is the period for information supply?
Generally, the information will be provided to the applicant within 30 days of receipt of the application by the public authority. If the information sought relates to the life or liberty of a person, it shall be provided within 48 hours.
What Government bodies that are covered under the RTI Act are RTI information?
All government agencies, whether under the state government or the centre, come under the ambit of the Act.
Municipal Corporations, PSUs (Public Sector Units), Government Departments, Ministries at State and Central Levels, Judiciary, Government Owned Companies, Government Universities, Government Schools, Construction Departments, Road Authorities, Provident Fund Department etc.

Uplift Model in Practice
Estimating Uplift
Consider a telecom example of trying to prevent customer churn as shown in figure 3. The treatment is to offer an upgrade to a customer who is a potential churner. To perform uplift analysis, we conduct an experiment with 400 randomly selected test accounts to whom we offer a free upgrade, and a control group of 1600 accounts that receive no offer. (It is common to have a larger control group as it is less expensive).
In this experiment, we record 8 churns in the group that received an offer, and 160 churns in the group that did not receive an offer. This means that there is a 2% churn in the experimental group (RT) and a 10% churn in the control group (RC). The offer has a -8% uplift (U):
Overall Uplift U = RT – RC = 2% – 10% = -8%
The uplift in this case is negative because we are trying to avoid the target behavior rather than promote it.
For Uplift to be actionable in practice, we also need to know the treatment effect for each individual person uniquely, in addition to the general population. For example, my previous volume of online shopping may indicate that I am more persuadable to click on a particular advertisement than others in my same demographic group. Thus, we want to model how the attributes of a case impact the treatment uplift of that case. The way such a model is created in practice is as follows:
1) predict the outcome with the treatment applied (RTi in the telecom example),
2) predict the outcome without the treatment applied (RCi in the telecom example),
3) calculate the difference in the rates as the uplift (Ui=RTi-RCi), and
4) compute the upper and lower 95% confidence limits on Ui.
Once these values are calculated, individuals can be allocated to the four quadrants of the treatment effect matrix using these rules:
§ If the confidence limits of the Incremental Uplift (Ui) includes zero, the treatment effect can be thought of as unknown and not significant. Regardless of treatment, the Sure Things have a high outcome likelihood and the Lost Causes have a low outcome likelihood.
§ If the Incremental Uplift (Ui) is significantly greater than zero, the predicted outcome increases because of the treatment. These are the Persuadables if the outcome is positive.

Application fees which is Non-refundable has to be deposited by using net banking facilities (NEFT/IMPS). Additional charges will be applicable as per the rule of the concerned bank. Fees will not be accepted through any other mode. Applications without payment of required fees will be considered incomplete and disqualified.
SELECTION PROCEDURE:
The names of the short-listed candidates along with date and time for the interview will be displayed on the NIRRH and ICMR website. The list of Ph.D. guides (who have vacancy for Ph.D. students in their laboratory) and tentative title of research project to be initiated under them would be given to the shortlisted candidates. Final selection would be based on the performance in the online interview.
FELLOWSHIP:
The selected candidates, who have passed the JRF examination conducted by CSIR/UGC/ICMR/DBT can avail fellowship as per the rules of respective funding agency. Non-fellowship holders will be provided an Institutional fellowship of Rs. 8000/- per month which will be initiated only after successful completion of coursework and Ph.D. proposal presentation. It will be for 2 years only and later these students are encouraged to seek fellowship from other funding agencies.
HOSTEL:
Women candidates selected for Ph.D may avail Hostel facility upon request
NIRRH reserves the right to change the minimum eligibility criteria in case of receipt of large number of applications. The decision of the Director and Selection Committee will be final and no correspondence will be entertained in this regard. Help To Claim – Coronavirus Job Retention Scheme (CJRS)
HMRC has issued an important update about changes to the CJRS including changes regarding employee eligibility.
They state:
“you can claim for employees that were employed as of 19 March 2020 and were on your PAYE payroll on or before that date; this means that you will have made an RTI submission notifying us of payment of that employee on or before 19 March 2020
employees that were employed as of 28 February 2020 and on payroll (i.e. notified to us on an RTI submission on or before 28 February) and were made redundant or stopped working for you after that, and prior to 19 March 2020, can also qualify for the scheme if you re-employ them and put them on furlough.”
In addition, HMRC outlines details on how to claim.
They comment:
“As you prepare to make a claim, please note:
the online claim service will be launched on GOV.UK on 20 April 2020 – please do not try to access it before this date as it won’t be available
the only way to make a claim is online – the service should be simple to use and any support you need available on GOV.UK; this will include help with calculating the amount you can claim
you can make the claim yourself even if you usually use an agent
claims will be paid within 6 working days; you should not contact us unless it is absolutely necessary – any queries should be directed to your agent, representative or our webchat service
we cannot answer any queries from employees – they will need to raise these with you, as their employer, directly.”
Most importantly HMRC outline the information required to make a claim:
“In addition to the information in our previous email, you will need to have the following before 20 April 2020:
a Government Gateway (GG) ID and password – if you don’t already have a GG account, you can apply for one online, or by going to GOV.UK and searching for ‘HMRC services: sign in or register’
be enrolled for PAYE online – if you aren’t registered yet, you can do so now, or by going to GOV.UK and searching for ‘PAYE Online for employers’
the following information for each furloughed employee you will be claiming for:
Name
National Insurance number.
Claim period and claim amount.
PAYE/employee number (optional).
if you have fewer than 100 furloughed staff – you will need to input information directly into the system for each employee
if you have 100 or more furloughed staff – you will need to upload a file with information for each employee; we will accept the following file types: .xls .xlsx .csv .ods.”

You will need to tell us which UK bank account you want the grant to be paid into, in order to ensure funds are paid as quickly as possible to you and as stated above this can take up to 6 days after filing the Furlough Claim.
Please contact us early to agree a fee to do this – each individual person on your payroll needs to be entered individually and this will be a time-consuming process.

Is the RTO Certificate Course Beneficial?
An RTI certificate course or a course on Right to Information Act, 2005 is available for every student or individual looking to expand his or her knowledge of this particular act. This course was initially launched in the form of a joint venture in the month of September in 2009. This joint venture was undertaken by the Government of India, the Centre for Good Governance and the Department of Personnel and Training. This course comes in the form of an endeavor towards publicizing the RTI Act and it has been very well received by concerned officials and authorities.
Details of the Course
Earlier, the RTI online course was continued over a time span of around 15 days but now this course has been slightly modified for making it more practical and interesting. Considering the modifications that have been made to this online course, the course has been bifurcated into two different versions and these are:
• Seven day online certificate course in English
• 15 day online certificate course in English
The seven day certificate course on RTI comes in the form of an introductory program that offers a very basic idea of the Right to Information Act of 2005. On the other hand, the 15-day certificate course serves in the form of an extensive program that features an orientation where the candidates are requested to submit their RTI applications while taking up the course. With the introduction of these two certificate programs or courses on RTI, the practicality of RTI learning has been duly improvised, now interested candidates get the scope of being trained towards applying the knowledge gained by writing and submitting RTI applications while seeking information from government authorities.
How is the Online RTI Course Helpful?
Considering the fact that there are several formalities that need to be taken care of and followed while filing RTI applications, it makes complete sense for individuals to take up the RTI online course. It is also important to note that individuals who do not have any idea of the RTI Act or the RTI application need to face major challenges when writing the application. They do not have any major idea on how to frame the right questions or enter the required and correct details or find and submit the application to POI. The online certificate course on Right to Information Act 2005 comes as a major help to all such individuals. ICMR NIRRH PhD Programme 2019
National Institute for Research in Reproductive Health, Mumbai invites applications from highly motivated graduates having a consistently good academic record in Modern Biology for enrollment in the Ph.D. Programme.

The thrust areas of research include Fertility Regulation, Infertility and Reproductive Disorders, HIV/STIs/RTIs, Maternal and Child Health, Immunology and Microbiology, Reproductive cancers, Osteoporosis, Genetic Disorders, Stem Cell Biology, Structural Biology, Bioinformatics and Reproductive Toxicology. The Institute is affiliated to the University of Mumbai for the award of Ph.D. degree in. Life Sciences, Applied Biology and Biochemistry.
Who Can Apply:
1) Candidates who are Indian citizen and having Post graduate degree in any branch of Life Sciences (Biochemistry/ Biotechnology/ Microbiology/Zoology/ Bioinformatics/ Biophysics etc.) or MBBS or MD degree from India with at least 60% or equivalent Grade Point Average (GPA) from higher secondary (10+2) onwards for General and OBC category and 55% for SC/ST/Differently-abled candidate in aggregate (or equivalent grade). In case CGPA is not based on 10 point scale candidate should provide a statement issued by the respective University indicating conversion of CGPA to percentage. Candidates, who have appeared or are appearing for qualifying examination in the academic year 2018-19 and results are awaited, are also eligible to apply. However, such candidates will have to submit the proof of qualifying marks either at the time of interview or if selected at the time of admission. Kindly note that registration for PhD degree at Mumbai University will happen only after fulfilling the eligibility criteria of Mumbai University. AND
2) The candidates should have cleared at least one of the following exams Either
Ph.D. entrance test (PET) conducted by the University of Mumbai in the subjects of Life Science / Applied Biology /Biochemistry/ Microbiology/ Zoology/ Biophysics/ Bioanalytical Sciences/ Biomedical Engineering/ Molecular Biology.
OR GATE (Life Sciences/ Biotechnology)/ SET (Biological Sciences/ Life sciences) / CSIR-UGC NET (JRF or LS) / JRF examination conducted by national agencies such as ICMR/DBT/GPAT
OR Valid DST-Inspire fellowship
Age Limit: Upper age limit is 28 years as on 5th July 2019 for General Category. Age relaxation of up to 5 years (33 years) for SC/ST/Differently Abled/ Women candidates and up to 3 years (31 years) for OBC (Non-Creamy Layer) candidates will be granted.
Reservation: Will be as per the UGC rules followed by the University of Mumbai.
How to apply:
Application form available at the NIRRH website (www.nirrh.res.in) http://www.phdappli.nirrh.res.in should be duly filled and submitted online on or before 5th July 2019.
Printed copy of the filled application form should be submitted along with a non¬refundable Demand Draft for Rs 300/- (Exempted for SC/ST and Differently Abled candidates, provided they submit supporting document) drawn in favour of “The Director, NIRRH” to In-charge, Post Graduate Studies, ICMR-National Institute for Research in Reproductive Health, Jehangir Merwanji Street, Parel, Mumbai 400 012, so as to reach on or before 15th July 2019. The envelope should be marked as “NIRRH Ph.D. 2019“. Incomplete applications and applications received after the closing date will be disqualified.
Selection Procedure:
The names of the short-listed candidates along with date and time for the personal interview will be displayed on the NIRRH and ICMR website. The list of Ph.D. guides (who have vacancy for Ph.D. students in their laboratory) and a brief description of their research project would be given to shortlisted candidates. Final selection would be based on the performance in the interview.
Fellowship:
he selected candidates, who have passed JRF examination conducted by CSIR/ UGC/ ICMR/ DST can avail fellowship as per the rules of the respective funding agency. Non-fellowship holders will be provided Institutional fellowship of Rs. 8000/- per month which will be initiated only after successful completion of coursework and Ph.D. proposal presentation. It will be for 2 years only and later these students are encouraged to seek fellowship from other funding agencies.
Hostel: Women candidates selected for Ph.D. may avail Hostel facility upon request.
NIRRH reserves the right to change the minimum eligibility criteria in case of receipt of large number of applications. The decision of the Director and Selection Committee will be final and no correspondence will be entertained in this regard. Canvassing in any form and/or bringing in any influence will be treated as disqualification. No traveling allowance shall be provided by the Institute at any stage of the admission process and outstation candidates appearing for the interview should make their own arrangements for their stay in Mumbai
