What Is Forensic Engineering?
Tumblr media
According to a comprehensive definition forensic engineering is the investigation of products, structures, materials or components that don't operate properly, leading to personal injuries or damages to property. The results of failure are handled by the law of product liability.
A forensic engineer is much like a scientific detective. He is usually called to carry out investigations in order to figure out the causes of equipment failures, fires, accidents, structural collapses, and safety system defects.
There are cases when a building collapses for example. People get injured and the property is damaged. This is when structural engineers are called to inspect and approve the causes. There is a wide range of methods available for use in order to evaluate evidence and confirm particular details. Everything depends on the circumstances of the investigation and what is expected to achieve.
The basic steps of any forensic investigation include collecting data, failure technical review, failure profile development, formulating a hypothesis, and reporting.
When providing a suggestion in a court, the forensic engineer must prove special knowledge of the subject upon which the suggestion is based. Usually such knowledge is achieved through year of education, training and experience of course.
Imagine a house floods. A plumber is called to figure out if a water line within the house is broken and, as a result, leaking. Moreover, the house foundation and structure are also damaged. Obviously, the homeowner wants to find out whether the water from the leak led to such damages. Thus, a forensic engineer is hired in order to determine the cause of the damage to the foundation and walls.
The engineer gathers information, reviews the damage from the technical point of view, builds up a failure profile, determines failure cause, and then offers a report in the form of an opinion. This opinion can help the homeowner make the repairs.
If the homeowner takes the decision to recover damages through the court, then the structural engineer could be called to offer testimony by deposition, which may be limited to oral deposition. But, if the case goes further, the expert may be asked to testify before a jury. His testimony will likely be cross-examined in order to determine the credibility of his conclusion.
forensic engineering Singapore
Unlike other traditional engineering programs, forensic engineering is very rarely taught as a basic engineering science curriculum. This can be explained by the fact that forensic engineering involves multiple engineering and scientific principles necessary to figure out the root of a certain failure. Hence, when choosing a structural engineer to investigate the causes of certain damages, you should make sure the selected individual or company is a professional in the field and will be able to help you in the best way possible.

Well I guess the votes are in a tie.. I will be posting other rolling stock previews one by one. To start off with this 7th gen series rolling stock that will be replacing the legacy rolling stock.
Welcome to our newest superstar in the house the MOVIA R151! Now for this preview, I would like to give an introduction about this beauty.
The MOVIA R151, is the new 7th gen series rolling stock in SMRT that it will replace the old legacy trains (KHI, SIE & KNS) on the North South and East West Lines. Some R151 sets are delivered to Singapore while the all of them are awaiting to be delivered.
I will brief you through about the technical terms about this train. The interior of this train is spacious and has more room. The Dynamic Route Map Display (DRMD) were in placed in all carriages. The fully automated train doors were common to the KSF B and C trains.
The Auto Track Inspection (ATI), are fitted underneath which allows to monitor the tracks. This system detects any defects on tracks and it is useful for maintenance in a timely efficient manner. The ATI tracker has it's intelligent algorithm. Coding for this data based tracker takes time and lots of testing.
It looks like a data tracker train isn't it? The answer is yes. Let me explain this, between SIE and KSF A trains, they have a data tracker system on each sets. Similarly to the R151 trains.
The seats are in a different designs from KHI, SIE, KNS & KSF trains. The seats are purposed for more passenger comfort and room space for seating.
Commencement of revenue service operations will be delayed by 2023. Do mark your calendars for its revenue service next year!
That is a short preview about this rolling stock the MOVIA R151. More will be up which is CT251 on the Thomson East Coast Line and the Maintenance Locomotives from SMRT Maintenance Department.
Stay tuned for more SMRT rolling stock preview! Stay safe while you are travelling and cherish the legacy trains before they are gone.

What should you do during and after HDB renovation.
You may have heard of the HDB rules in passing, particularly if you're looking to buy a new home or renovate your current one. The Housing Development Board in Singapore is abbreviated as HDB. However did you know what to do during the HDB renovation and after the renovation, just leave everything to Interior design?
During the renovation
Think where to live?
Many couples believe they can live with the noise and clutter that renovations generate, so they choose to stay in their new HDB while it is being renovated. This is a complete disaster.
Apart from the huge amounts of dust and disruption produced by contractors and workers entering and exiting your property, you will also have no space to store anything you own. If you're remodelling your bedroom, you'll have to move your bed as well, which means you'll be sleeping on a mattress that's moved and trodden on every day. Staying with your in-laws or renting a place if you have more than 6 months to spare are two options.
Timelines and progress reports
Your renovation contractor or ID would have established a timeframe for the project's completion before it began. A renovation typically takes 6 to 8 weeks to complete. It is your responsibility to guarantee that everyone follows the renovation schedule. Because IDs and remodeling contractors work with numerous clients at once, they are prone to missing or forgetting deadlines. You must check in on a regular basis and visit the flat frequently to monitor its progress.
Obtain a timetable for interiors execution from your designer/contractor. This lets you know if the task is being completed on time and allows you to plan for unexpected events.
Regular progress reports from both you and the ID will also help you avoid any unforeseen delays; for example, you'll be able to correctly arrange your furniture delivery or modify your plumber's appointment in advance if you notice difficulties early on.
Personalization of basics for the house
Some couples expect their ID to take care of all of the household purchases. They're willing to pay for ID to source products ranging from storage baskets to hanging racks and household basics.
One tip we can provide you is to purchase these products yourself. This allows you to personalize your home according to your preferences or life habits.
Things like hanging a art or design the location best for light.
If your room gets a lot of sunlight, choose light, non-fading hues. Cotton, linen, and silk mixes are the most popular lightweight materials for panels because they hang beautifully.
There are few things that look more absurd than putting a bunch of tiny paintings up too high on the wall. The center of a painting should be at eye level. If one individual is short and the other is tall, their heights should be averaged.Consider scale as well; if you have a huge wall, go big with one oversize piece or group smaller pieces in a gallery-style arrangement. When it comes to the latter, keep the photographs close together; 2 to 4 inches between items looks best.
After the renovation
Defects check conduct.
After your improvements are finished, you should conduct a thorough defects check, similar to the HDB BTO flaws inspection. There are a few things that should be double-checked:
Check that all surfaces are smooth and free of cracks, and that all fixtures function properly , all doors and cupboards open. Make sure that the paint application is consistent across all surfaces.Turn on your electricity and water before going down, and check sure the power sockets and toilet waterproofing are in good working order.
Cleaning
After you've completed the flaws check and signed off on the renovation contractors, it's time to begin cleaning your new home thoroughly before moving in your furnishings.

New Post has been published on http://yaroreviews.info/2021/07/chip-shortage-has-spawned-a-surplus-of-fraudsters-and-fake-parts
Chip Shortage Has Spawned a Surplus of Fraudsters and Fake Parts
Businesses in need of chips are taking supply-chain risks they wouldn’t have considered before, only to find that what they buy doesn’t work. Dubious sellers are buying ads on search engines to lure desperate buyers. Sales of X-ray machines that can detect fake parts have boomed.
It is a quality-control crisis created by the world’s scramble to land hard-to-find semiconductors at any cost. Without those essential parts, makers of products as varied as home appliances and work trucks are stuck in neutral as the global economy ticks back to life.
This spring, New York-based BotFactory Inc., a maker of 3-D printers that produce electronic parts, couldn’t source microchips at any of its go-to vendors for weeks. Eventually, it turned to an unknown seller on AliExpress, an online sales platform operated by China-based Alibaba Group Holding Ltd. An early sign of trouble: The orders arrived packed in plastic wrap rather than the usual protective antistatic bags.
X-ray machines, in higher demand this year during the chip shortage, can reveal if the inside of a chip is empty—like the second one from the right—or has inconsistent circuitry.
Photo: Creative Electron
“Of course, a bunch of them didn’t work,” said Andrew Ippoliti, BotFactory’s lead software engineer.
Mr. Ippoliti suspects the defective parts were fakes. Before making the purchase, BotFactory had been assured the microchips were legitimate, he said—but the seller went silent after the products failed to work. BotFactory filed a dispute with AliExpress, which issued a full refund.
The company finally procured some 200 microchips by ordering direct from the manufacturer.
At ERAI Inc., which maintains records of misbehavior in the electronics supply chain, new complaints arrive almost every day, said Kristal Snider, vice president at the industry watchdog. Buyers from more than 40 countries have filed reports of wire fraud, she added.
The transgressors are generally opportunistic criminals. They lure victims through targeted ads on search engines, direct them to boastful webpages and then disappear after receiving wire payment. ERAI has flagged dozens of high-risk websites, many based in Hong Kong.
The chip shortage has dented car makers world-wide, with Ford Motor Co. saying last month it would cut output across more than a half-dozen U.S. factories in July.
Photo: Rebecca cook/Reuters
One flagged firm is Blueschip Co., which calls itself one of the world’s “largest and fastest-growing” electronics-components distributors. ERAI said the company’s website shares similarities with those of known bad actors—including some guarantees that use the same wording.
Blueschip, in a written response to The Wall Street Journal, said it couldn’t be bothered to respond to ERAI’s claims. “The innocent know their innocence,” the Hong Kong-based company said.
“The number of websites we see popping up offering hard-to-find, allocated and obsolete parts is alarming,” said ERAI’s Ms. Snider in an email. “After 27 years of investigating and reporting fraud in this industry, it takes a lot to alarm me.”
Instances of chip fraud have historically been underreported, industry participants and experts say, because victims are reluctant to publicly admit that they have been duped. Pursuing criminal charges is difficult, particularly across borders.
For counterfeiters and shady distributors, the possibility of getting caught isn’t great enough to alter their behavior, said Diganta Das, a researcher at the University of Maryland who studies counterfeit electronics. There are so few convictions, Mr. Das said he could recite them all if he tried.
A global chip shortage is affecting how quickly we can drive a car off the lot or buy a new laptop. WSJ visits a fabrication plant in Singapore to see the complex process of chip making and how one manufacturer is trying to overcome the shortage. Photo: Edwin Cheng for The Wall Street Journal
Counterfeit chips existed before the current shortage. The knockoffs range from sophisticated copies to old parts refurbished to look new. Many buyers have improved testing capabilities, lowering the odds that errant parts could end up in finished products, chip experts said, though counterfeiting techniques constantly evolve.
Most companies encounter counterfeit parts about three times a year, estimates Michael Ford, a senior director at Horsham, Pa.-based Aegis Software Corp., who has worked on industry standards for the quality and tracking of electronic parts. In nearly every case, the fake parts go unreported, he added.
“The whole supply chain does not want to appear as though it’s compromised,” Mr. Ford said.
Given the chaos of this year’s shortage, some buyers are tightening their antifraud measures. The Independent Distributors of Electronics Association said orders for its 250-page manual on identifying suspect parts are coming in at twice last year’s pace. Some buyers are companies that had obtained faulty or suspicious components, said Faiza Khan, the group’s executive director.
A little scraping may reveal a counterfeit chip’s original markings.
Photo: Independent Distributors of Electronics Association
At U.K.-based distributor Princeps Electronics Ltd., requests for the most expensive and sophisticated electrical testing have nearly quadrupled this year, said Ian Walker, operations director. Those require a specialized engineer, he said, and in some cases mean a customer is paying tens of thousands of dollars to confirm the authenticity of a $3 chip.
“It is a very difficult thing to totally remove the risk of counterfeit parts in an efficient and cheap way,” Mr. Walker said.
Sales of Creative Electron Inc.’s fraud-spotting X-ray machines, which cost up to $90,000 and can detect whether the inside of a chip is empty or has inconsistent circuitry, have doubled over the past year, according to Bill Cardoso, chief executive of the San Marcos, Calif.-based company.
Astute Electronics Inc., an electronic components distributor, plans soon to buy its fifth X-ray machine for in-house inspection, said Dane Reynolds, vice president of operations. It began the year with two.
As client requests have surged, the firm is analyzing more components, Mr. Reynolds said. “As a result, we are finding more bad parts.”

Ultimate Guide to Checking for Defects in Your Newly Bought Property
Tumblr media
There are tons of wonderful homes out there but even the most jaw-dropping house isn’t perfect – flaws and home defects will always be present. It is extremely rare to come across a home that is free of defects even for new launches because the work involved in the construction requires manual labor and the nature of materials used, even if high-quality, can always show imperfections.
What Are Property Defects?
The term “defect” means that there is a fault in the unit due to either defective workmanship, materials, or structures that have failed to pass the specifications set by the developer or governing body such as HDB. Purchasing a home is probably the biggest single investment you will ever make in your entire life. And as a new home owner, determining the condition of your home before or right after moving in is significantly important. Checking property defects will save you from unpleasant surprises that might come along the way. Additionally, it will protect you from costly repairs that on the first place, should be rectified by the developer since you procure a brand new property.
The Importance of Checking Your New Property for Defects
From uneven paint to chipped floor tiles, you might be overwhelmed with the dozens of imperfections present on your newly acquired home. Cosmetic flaws such as uneven paint on the wall, nail holes, dent on the table and the likes might not require immediate renovation but critical home defects like cracks on the wall, watermarks, leaking faucet, hollow tiles and door problems will necessitate prompt repairs to prevent future problems from haunting you back. Likewise, these crucial condo defects might be a sign that there is an underlying, more serious construction issue that needs to be rectified immediately. Often seen as a huge eyesore, cracks on the wall might mean that there is something wrong on the durability of the barrier. Leaking faucets if not solved immediately will result to increased monthly water consumption while door problems threatens your security at home.
Areas You Need to Check for Property Defects
Whether it’s a big crack on the ceiling or minute things like uneven crevices, you need to check all parts of your home for defects. Remember that not all property defects are visible in the naked eye, some are subtle and hidden that is why checking your new property meticulously is indeed essential. To avoid overlooking house or condo defects, especially those that are concealed, it is advised to inspect your home systematically. Categorizing areas on your home and checking them per group is easier and definitely more convenient. 1. Floors  Check for cracks, chips, marks and stains on the floor.  Make sure that the color tone is consistent.  Tap the floor to see if there is a hollow sound.  Floor unevenness of more than 3mm is generally not acceptable.   2. Walls  Ensure that there are no stains, rough or patchy surfaces.  Walls near doors and windows should be free from watermarks.  Check the evenness of the paint, obvious deviation and patchiness is not acceptable.  Make sure that there are no visible cracks, blistering or damages on the wall. 3. Ceiling  Check for straightness of the corners.  There should be no stains, marks, patchy surfaces, or cracks present.  Look for leaks and spalling due to water. 4. Doors  There should be no visible gap between the door and its frame.  Doors should have consistent and neat joints.  The door leaf and frame should be no more than 5mm.  Doors and frames should always be properly aligned.  Check for nail holes, dents and cracks.  The door security system should always run smoothly. 5. Windows  Windows shouldn’t have visible damages.  Make sure there are no dents, cracks or scratches on the window’s glass and frame.  You should be able to open and close the window easily.  Check for rainwater leakage and squeaky sounds.  See if there are paint stains, plaster left over and cement residues. 6. Mechanical and Electrical Fittings  Fittings must be properly aligned.  Check the switches for gaps between the wall.  There should be no exposed wirings.  Check the light switches, power box, air-con units, etc.  Make sure that there are no loose mechanisms. 7. Other Components External components such as railings, letter box, lightning and emergency taps should be checked for damages. Internal components like faucets, mirror, bath tub, closet, toilet, shelves and cabinets should be free from physical damages. Check for visible stains and functional issues.
Responsibility of the Developer and HDB
What if you found defects on your new property? Is the developer held responsible for this? How can HDB help you in terms of cost and repairs? What if the defects surface months after you moved in?... Bear in mind that under the “Sale & Purchase (S&P) Agreement” you signed with the developer, they have certain obligations to fulfill should defects are found within the Defects Liability Period (DLP). The developer is obliged to rectify any defect in the unit within a period of 12 months from the date of key collection or 15th day after you received the notice of Temporary Occupation Permit (TOP). When it comes to Singapore HDB flats, the Singapore Government body assures 3 types of warranty coverage. These includes the ceiling, external wall seepage and spalling concrete defects. This is on top of the 1-year DLP that covers any imperfections within the unit at no cost.
Procedure to Rectify Property Defects
Should you find defects on your new property, make sure to note it and take pictures if possible. Aside from personal documentation, you should also report any condo defects to the Building Services Centre (BSC) of the developer. You can likewise report it on the nearest HDB branch. Again, home defects should be reported within the given DLP period. 1. Specify the details of the defect through a written notice. 2. Request a joint inspection between you and the developer. 3. Allow the developer to carry out rectifications. Important Things to Note Generally, reported home defects are rectified within two weeks to one month. In case the contractor or developer requires more time due to the nature of the defect, unavailability of the materials and unforeseen events, you must be informed about the expected date of completion. If you are not satisfied with the corrections made, you may notify the developer by sending a Notice of Intent. If the developer failed to make arrangements within 14 days, you may proceed to personally rectify the mistakes by consulting third party contractors. Provide a written quotation of the estimated cost before proceeding with the repairs. To claim for the cost and expenses made for the repairs, follow the guidelines stipulated on your contract or contact the developer for discussion.
Tumblr media
Checking property defects is no easy task, it requires a lot of patience and effort on your part. Unlike the 7-day replacement warranty of electronic gadgets or appliances, properties don’t have this express guarantee that is why checking your home for every possible defect made by the developer should always be taken seriously. To live comfortably and to uphold the safety conditions of your new home, remember to check your property for possible defects. This is to ensure that you get what you pay for and that untimely costs from unwanted repairs wouldn’t be an issue you need to worry about. Boeing grounds several 787 jets due to manufacturing defect
Boeing has found manufacturing defects on some of its 787 long-range airliners in areas where parts of the fuselage are joined together, the latest setback for the aircraft maker whose 737 Max is still grounded after two deadly crashes.
The company said Friday that eight planes must be inspected and repaired before they are allowed to fly, and it contacted the airlines, which removed those planes from service.
Boeing declined to identify the airlines involved, but United Airlines, Air Canada and Singapore Airlines confirmed that each has one plane grounded for inspection.
Boeing said that it discovered “two distinct manufacturing issues” toward the rear of certain 787s that mean the planes don’t meet design standards. The company said it notified the Federal Aviation Administration and is trying to determine the cause of the problem.
The issue was first reported by The Air Current, which said it was the first known instance of a structural problem with the plane’s mostly carbon-fiber fuselage, causing Boeing to tell airlines to ground 787s.
The 787, which Boeing calls the Dreamliner, entered service at many airlines in 2011 and became popular with airlines for longer routes because of size and fuel efficiency. Boeing has delivered nearly 1,000 of them.
In 2013, when there were about 50 787s in service, the planes were grounded worldwide for three months after battery packs on two of them overheated, including a Japan Airlines 787 that was parked at Boston’s Logan Airport. Regulators allowed 787s to resume flying after Boeing redesigned the housing around lithium-ion batteries used for auxiliary power systems including the electrical system in the cockpit.
Last year, Singapore Airlines grounded two of its 787s after finding that fan blades on some Rolls Royce engines deteriorated faster than expected.

500 Transactions Later, 5 Important Car Buying Lessons We Have Learnt
1. Understanding the need of our buyers first
From all these years of working and dealing with buyers and sellers all over, we have been able to connect with people from all walks of life.
Young and enthusiastic drivers – Who just got their driving license and are raring to shop for their first car.
Young adults – Who needs to commute frequently due to their career and require a fuss-free workhorse.
Young executives – Young and ambitious professionals ready for their next upgrade into an entry level continental car like the BMW 3 Series or the AUDI A4.
The next Takumi Fujiwara – JDM lovers who love even more to modify their vehicles and build their next Tamiya car.
Family Man – Who requires an MPV to fit his family of 5-7 comfortably.
Mature Businessman – Who wants a BMW 5/7 series, Audi A6 or Merc Benz E/S class.
The list goes on and on.
The most important lesson that we have learnt is to listen and understand our buyer’s needs. Being able to empathise with our customer’s needs and wants allows us to advise and recommend them a car that would better suit their needs.
2. Being realistic with the offer price
A very huge chunk of our time is spent on managing customer expectations (both the buyer and the seller). This is usually due to unrealistic offers or asking prices by either party and honestly, we don’t blame them; who doesn’t want to buy as low as possible while selling as high as possible?
Car sellers > Be ready to offer some discounts and send your car for a workshop inspection. We know that you search for the "highest price for my car" but it's always ideal to check for the "best price for my car". Always remember that you are competing with car dealerships and car marts in Singapore who are offering cars that are usually spruced up with a warranty and lemon law protection attached.
Car buyers > The beauty of buying from a direct seller means you get an honest opinion of the vehicle; and more often than not, that means the car is not going to be in “showroom condition”. While prices are usually negotiable, please refrain from asking for huge discounts that are usually unrealistic.
As much as we try to filter away unsavoury buyers before a viewing, there will be occasions where the buyers still give a lowball offer, sometimes below scrap value due to their lack of market knowledge.
Handling hundreds of enquiries everyday have taught us to ensure that our buyer put on a realistic offer price before the viewing happens. I mean seriously, if the seller is willing to give you a $5,000 discount, are you sure you dare to buy?
3. Providing financial advice
A car is likely the second most expensive purchase you would make after your house.
One of the mandatory steps during the purchase process is to provide our buyers with a financial breakdown – advising them about the (i) Loan Amount, (ii) Interest Rate and how much is the (iii) Monthly loan repayment amount.
We frequently noticed that many (young) Singaporeans tend to punch above their financial weight and while we totally understand that a Mercedes-Benz E63 AMG is much sexier than a Toyota Vios, we normally advise our customers to be honest with themselves and not strain themselves over with the budget.
It’s extremely important for us to ensure that our buyers are buying within their financial capabilities. The honest truth is that it makes little to no difference to us whether you purchase a small hatchback or a luxury sedan. We really just want our customers to be happy, since we are all here for the long haul.
4. Workshop Inspection
Being a consignment agent means that Otua Auto has to keep both our buyer’s and seller’s interest in mind. As we pass on the savings to the sellers, we also want to make sure that our buyers are treated fairly. While reasonable wear and tear are to be expected, we have to make sure that the powertrain of the vehicle is in good condition. This includes:
Engine
Gearbox
OBD-2 Scan to check for faults/defects
Car air conditioning
Suspensions and more
Unlike most dealerships, we would never say our cars are in perfect condition. Why would we do that when we know that most used cars would have some kinks or minor issues that need to be fixed?
That is why we always recommend buyers to send the car for an inspection.
5. After sales support
After every successful deal, we would usually encourage our buyers to take up a one year warranty program with us at only $1.50* per day for a year. This is an excellent opportunity for our buyers to really protect themselves from any nasty surprises. An engine overhaul will easily cost about $2000-$3000 (sometimes more), so why take chances?
Otua Auto provides full fledged services of car towing, car servicing and repairs. For all our customers, do feel free to contact your respective client adviser, should you need any after sales support.
Yes! So these are the 5 important lessons we have learnt and will ensure that all our buyers are assisted and advised accordingly.

Criticism of FAA mounts as other nations ground Boeing jets
WASHINGTON — The U.S. Federal Aviation Administration is facing mounting criticism for backing the airworthiness of Boeing’s 737 Max jets as the number of countries that have grounded the aircraft grows in the wake of the Ethiopian Airlines crash over the weekend.
The rest of the world typically takes it cues from the FAA, long considered the world’s gold standard for aircraft safety. Yet other aviation safety regulators, including the European Union, China, Australia and the United Kingdom, have decided not to wait for the FAA to act. The Ethiopian disaster came just five months after the deadly crash of another new Boeing 737 Max 8 operated by Lion Air in Indonesia.
Rep. Peter DeFazio, D-Ore., the chairman of the House Transportation and Infrastructure Committee, said in a statement Tuesday that he’s concerned that international aviation regulators are providing more certainty to the flying public than the FAA.
“In the coming days, it is absolutely critical that we get answers as to what caused the devastating crash of Ethiopian Airlines flight 302 and whether there is any connection to what caused the Lion Air accident just five months ago,” DeFazio said.
The FAA has increasingly become cozy with airplane manufacturers and airlines when it should be more pro-active in safety, said Bill McGee, aviation adviser for Consumer Reports.
The magazine and website on Tuesday called on airlines and the FAA to ground the 737 Max planes until an investigation into the cause of the Ethiopian crash is completed to see if it’s related to the Lion Air crash in October.
“They have not presented any evidence that the problems that we’ve seen with these two crashes are not problems that could potentially exist here in the U.S.,” McGee said.
“Increasingly the FAA is relying more and more on what the industry calls electronic surveillance,” added McGee, who has written about aviation for nearly two decades. “Not going out and kicking the tires, seeing the work being done, making sure it’s being done properly.”
Former Transportation Secretary Ray LaHood also called for the U.S. to ground the 737 Max, just as his agency halted flights of another Boeing plane six years ago because of safety concerns.
“These planes need to be inspected before people get on them,” LaHood said Tuesday. “The flying public expects somebody in the government to look after safety, and that’s DOT’s responsibility.”
LaHood was Department of Transportation secretary in 2013 when the department grounded the Boeing 787 because of overheating lithium-ion battery packs. The planes were idled for less than a month, until Boeing crafted new fire-resistant compartments around the batteries.
LaHood said current Secretary Elaine Chao should do the same thing with the Max 8, even if it means overruling the FAA, which has taken no action in the face of the dozens of other countries banning the plane from their skies. “The secretary has the authority to suspend these planes” and require inspections by both FAA and Boeing personnel, he said. “She has the authority to do it no matter what the FAA thinks.”
But veteran accident investigators defended the FAA, which has said there’s no data to link the two crashes.
“I don’t see the facts to justify what they’ve done,” John Goglia, an independent safety consultant and former member of the National Transportation Safety Board, said of the moves by other countries to stop the Max 8 from flying. “If they have facts, I wish they would share them with the rest of the world so we can protect the air-travelling public.”
John Cox, president and CEO of the aviation consultancy Safety Operating Systems, said countries that have grounded the Max 8 may have linked the Ethiopian and Indonesian crashes even though investigators had yet to analyze the Ethiopian plane’s black boxes.
“The FAA is on solid ground so far,” said Cox, a former airline pilot and accident investigator. “But politics may overwhelm them if enough members get together and demand the planes be grounded.”
Democratic Sens. Richard Blumenthal of Connecticut and Dianne Feinstein of California already have urged FAA to do just that, signalling that the agency may soon face escalating pressure from Capitol Hill.
“My fear is that the FAA is simply trying to save face and avoid acknowledging the safety defect that they failed to find when they certified the plane’s safety,” said Blumenthal, a member of the Senate Committee on Commerce, Science and Transportation.
Air safety regulators in at least 40 countries, including the European Union, have either grounded Boeing 737 Max jets or banned them from their airspace after Sunday’s deadly crash in Ethiopia. In addition, at least 10 airlines worldwide have stopped flying the planes.
The European Union Aviation Safety Agency, which covers 32 countries, announced Tuesday that it would ban the planes from flying in its airspace. Other countries that have either grounded the planes or temporarily banned them include China, the United Kingdom, India, Indonesia, Singapore, Oman, Malaysia and Australia.
Airlines that have stopped using the planes include Gol Airlines of Brazil, Cayman Airways, Ethiopian Airways, Jet Airways of India, Aeromexico, Norwegian Air Shuttle, Turkish Airlines, Eastar Jet of South Korea, Smartwings of the Czech Republic and LOT of Poland.
Sandy Morris, an aerospace analyst at Jefferies in London, called the string of bans on the Boeing Max jets unprecedented.
“It seems like a rebellion against the FAA,” Morris said.
