Beer was really unpopular with the Romans because they thought it to be a barbaric drink (unlike wine which was very 'civilised' and very 'Roman') so the thought of Rome bribing England with a pint so he'd stop being such a pain in the bum is pretty funny to me.

Note: "Shirogake" might instead be meant to reference Baiya (白崖乡), a place in China. I can't find an official romanization or translation of the title but I tried to make them. "White Cliffs" in Hetalia usually references France/FrUK, but since Rome owned that territory for a time, it could be a reference to him as well, like a place from both.
