Fun fact! It's supposed to be a cloud. The artist intended for it to be a way for folks in Chicago to touch the heavens, so to speak, and enjoy a great view unfettered by the skyscrapers.

As someone who's visited it a few times, I can confirm that everyone touches the heavens— it's a game among visitors to plap your hand on it as high as you can go.
