DU approves implementation of NEP from 2022-23 session
The Delhi University on Tuesday approved the implementation of the National Education Policy (NEP), and four-year undergraduate programme at its executive council meeting, according to a senior official. Registrar Vikas Gupta said that NEP will be implemented from the 2022-23 academic session. He said three members dissented against the implementation.

CBI sentences eight in Vyapam Scam
A Central Bureau of Investigation (CBI) court on Tuesday sentenced eight people to seven years of imprisonment each for rigging a Police recruitment test conducted by Madhya Pradesh Professional Examination Board in 2013, better known by its Hindi acronym Vyapam. The convicts have been penalized with Rs 10,000 each. The Vyapam scam involved fraud in Madhya Pradesh Professional Examination Board that was unearthed in 2013.
New IT Rules prevent fake news, misuse of freedom of press: Centre
The Centre, in its counter affidavit filed on a challenge to the constitutional validity of the new IT Rules, has submitted that although the right to freedom of speech and expression, including the freedom of press, is critical for a vibrant democracy like India, citizens “cannot be treated as passive consumers.” While submitting that there have been “past incidents of disinformation on digital media leading to disturbance of public order”, the Centre has asserted that digital media “allows sensational content being re-circulated in a different context leading to misinterpretation by the audience”, making it susceptible to being used as fake news.

Shocking footage has surfaced on social media from reportedly Afghanistan’s Kandhar in which an American Black Hawk chopper is seen flying with what seems to be a body dangling from it. The video that has been shared widely on social media appears to show the Taliban flying seized US Black Hawk helicopters over Afghanistan, including one in which someone is seen hanging below one from a rope, The New York Post reported.

While Neeraj Chopra was awarded Rs 50 lakh and a ‘gold javelin’ for winning the only gold for India in Tokyo, Manpreet Singh and nine other members of the hockey team received Rs 85 lakh. Organisers of the Tokyo Olympics discarded 5 million yen ($45,508) worth of surgical masks, gowns, and disinfectant after the Games, held practically with no fans amid the pandemic, left much of that medical equipment unused, media said on Tuesday. The Asahi daily quoted an organising committee official as saying 33,000 masks, 3,420 gowns and 380 bottles of disinfectant were discarded when they closed down operations at some of the venues used for the Olympics, which ran from July 23 to Aug. 8.

Johnson & Johnson said on Tuesday its experimental vaccine failed to provide sufficient protection against HIV in sub-Saharan Africa to young women who accounted for a large number of infections last year. The results from the mid-stage study are the latest setback to efforts to develop a vaccine to prevent HIV or human immunodeficiency virus, which causes AIDS that had infected over 37 million people globally as of 2020.

Haasan's tweets was in reaction to Haryana BJP chief media coordinator Suraj Pal Amu' s threat to the actress. Suraj announced a bounty of Rs 10 crore on the heads of Bhansali and Deepika. The comment was made after a Meerut resident from the Kshatriya community announced a reward of Rs 5 crore for beheading these celebrities. Haasan's films have created a similar political storm in the past and the actor has always been vocal about the importance of cinema in society.  Back in 2013, his film Vishwaroopam was banned by the Tamil Nadu government after he was accused of showing the members of Muslim community in a bad light in the film. The allegations were made against his film even before watching it, similar to the Padmavati row. Haasan's Hey Ram also faced severe criticism as many felt it was anti-Gandhi.

Indian railways poised for a bright phase ahead
As the nation is all set to celebrate its seven decades of Independence before long, Indian Railways (IR) that pre-dates its origin to pre-Independent India is a magnificent monument to the changes that had occurred in the country’s growth trajectory. Today, even as the global economy is moving at a snail’s pace with developed countries posting a measly less than two per cent economic growth, India is one of the fastest growing emerging economies in recent years that had overtaken even China. In India’s unfolding economic growth story the part being played by the arterial mode of transport, the Indian Railways, is no less remarkable as it had helped and continues to help in ensuring the seamless movement of people and materials across the continental country of India’s size and diversity day in and day out. Today IR runs 9212 freight and 13,313 passenger trains over its gargantuan network of 66,687 route kilometers (rkm) and hauls more than one billion tonne of freight traffic per year and about  22 million passengers daily. These trains are propelled either by diesel or electric locomotives.  A point to note is that as on end-March 2016, 27,999 or 47 per cent out of 58,825 broad gauge rkms have been electrified across IR. With 5869 diesel and 5214 electric locomotives as on March 31, 2016, 64.80 per cent of the freight traffic and 51.3 per cent of the passenger traffic is hauled by electric traction. There are several pronounced beneficial effects of using electric traction as this is more eco-friendly over diesel traction in that it crucially helps the nation to prune the use of fossil fuel, drastically reduces import of petroleum and thereby cuts down its carbon footprints. For IR, electricity is relatively a cheaper source of energy and electric rolling stock is also capable of regeneration process. The three-fold benefits of electrification encompass increase in speed, ease of operation and better economic viability of the operations. No wonder, down the decades, the railways have on their own, opted for optimizing electrification of various routes/sections.  The extant capacity of IR to execute electrification project is intended to be increased and it had drawn up an action plan in August last of electrifying 24,400 rkms of broad gauge network in the quadrennium 2016-17 to 2020-21. To move in this direction with a mission mode, IR has decided to assign electrification work to Indian Railway Construction Corporation (IRCON), Rail India Technical and Economic Services Limited (RITES), both the public sector undertakings of the railways.  It has also co-opted Power Grid Corporation of India Ltd, a public sector unit from the power ministry, with proven expertise in laying the transmission lines in India and abroad. It needs to be mentioned that during the last three years (2014-2017) and for 2017-18, a total number of 93 railway electrification projects consisting 16,815 rkm at an estimated cost of 17, 165 crore of rupees were included by the railways in their earlier separate budget and the one that got merged with the general budget this  year. Consequently, the pace of electrification has been augmented from the present average of 1700 rkm per annum to 4000 rkm in the current fiscal. Besides electrification, the IR today is in the midst of meeting major challenges to continue its role and relevance as a productive pillar for the domestic economy.  For speedy capacity creation, IR recognizes the vital significance of enhancing project execution capabilities.  A colossal investment plan for 8,56,020 crore rupees over five years was announced in 2015-16 in the second year of the NDA government to augment infrastructure capacity and modernization. The latter includes network decongestant and expansion (including electrification), National projects, Safety, IT and Research, Rolling Stocks, passenger amenities, High Speed & Elevated corridors and station redevelopment. In the current fiscal, IR has fixed the target of commissioning of 3500 rkms of new line/gauge conversion/ doubling which works out to be 9.59 km per day. Over the past three years, IR took several steps to improve passenger amenities, infrastructure and services and initiatives under Make in India, freight initiative, resource mobilization drive and green initiative so that the environmental safety is not jeopardized. IR established in February 2016 the National High Speed Rail Corporation Limited to implement its maiden high speed rail corridor between Mumbai and Ahmadabad. Total length of the proposed corridor would be 508 km between the Bandra Kurla complex in Mumbai and Sabarmati/Ahmadabad in Gujarat to set off from 2023 On the freight front, the railways has sanctioned implementation of Dedicated Freight Corridors (DFCs) namely, Western DFC(1400 km) and Eastern DFC (1856 km). Western DFC starts from Jawaharlal Nehru Port Trust(JNPT),Mumbai and passes through the States of Maharashtra, Gujarat, Rajasthan, Haryana and terminates at Dadri in Uttar Pradesh. Eastern DFC starts from Sahnewal near Ludhiana in Punjab and passes through states of l. Estimated to cost  81,459 crore of rupees, the commissioning of Western and Eastern DFCs is targeted in phases by 2019-20. In order to ensure requisite resources for implementing these mega projects that would alter the topography of the IR and its business module in the future, the Government in August 2014 notified a slew of areas for foreign direct investment in the IR. These include, among others, suburban corridors through public private partnership, high speed train projects, dedicated freight corridors, rolling stocks including trains sets and locomotives/coaches, freight terminal, railway electrification, signaling system, mass rapid transport system and passenger terminal. With all the positive initiatives in recent years in order to retrieve lost ground due to past neglect, the Indian Railways stands at the crossroads wistfully hoping to reap rewarding results as these initiatives begin to bear fruit soon for the holistic development of the nation. 'Padmavati' row: Producers postpone film's release; protests intensify
Amid the raging protests over "Padmavati", the film's co-producers Viacom18 Motion Pictures said Sunday that have postponed the release date of the Sanjay Leela Bhansali-directed film.
Padmavati, starring Deepika Padukone, Ranveer Singh and Shahid Kapoor was up for release on December 1. The film has been co-produced by Viacom 18 Motion Pictures and Bhansali Productions.
A spokesperson of Viacom18 Motion Pictures said that it had taken the decision "voluntarily" and would soon announce the new release date for the film.
"Viacom18 Motion Pictures, the studio behind "Padmavati", has voluntarily deferred the release date of the film from December 1 2017," Viacom18 stated.

As a "responsible and law-abiding corporate citizen", it was committed to following the established procedure and convention, it said.
"...We are a responsible, law-abiding corporate citizen and have the highest respect and regard for the law of the land and all our institutions and statutory bodies including the Central Board of Film Certification," the statement said.
"We have faith that we will soon obtain the requisite clearances to release the film," the statement read.
"We will announce the revised release date of the film in due course. We stand firm in our commitment to tell endearing tales that resonate with our audiences the world over as we have in the past with our other projects such as "Toilet: Ek Prem Katha", "Queen", "Bhaag Milkha Bhaag" and many more," it added.
The makers reiterated that the film was a cinematic masterpiece capturing "Rajput valour, dignity and tradition in all its glory".
"The film is an eloquent portrayal of a tale that will fill every Indian with pride and showcase our country's story-telling prowess across the globe," it said.
The statement comes in the wake of the criticism by the Censor Board chief Prasoon Joshi who had yesterday criticised the filmmakers for putting pressure on the censor board to clear the film without completing the paperwork. 
He had also slammed the filmmakers for screening the film for the press and on national channels without the censor board "having seen or certified" the film.
The CBFC had sent the film back to the producer as the application for the certification was "incomplete".
Protests intensify
Protests against the film continued on Sunday.
Uttar Pradesh deputy chief minister Keshav Prasad Maurya said his government would not allow the film to release in Uttar Pradesh "unless and until objectionable scenes are removed."
"The screening has been deferred by a few days, we will also wait for a few days and see," Lokendra Singh Kalvi, President of the Rajput Karni Sena, which is at the forefront of the protests said today on calls for a shutdown on December 1.
On  Saturday, the Rajput Karni Sena president had said that he had given a call for ''Bharat Bandh'' on December 1 and won't allow the release of Padmavati.  
Haryana BJP's chief media coordinator SP Amu said on Sunday he would reward those who beheaded Sanjay Leela Bhansali and Deepika Padukone with Rs 10 crores. He also threatened to break actor Ranveer Singh's legs if he didn't "take his words back."
"Want to congratulate Meerut youth for announcing Rs 5 crore bounty for beheading Deepika, Bhansali. We will reward the ones beheading them, with Rs 10 crore, and also take care of their family's needs," SP Amu said. 
"If you (Ranveer Singh) don't take your words back, we will break your legs and hand them to you."
Haryana BJP's chief media coordinator threatened to quit the BJP if needed and asked prime minister Narendra Modi to exercise his powers to strike down the film. Members of the Akhil Bharatiya Kshatriya Mahasabha brandished swords and protested against the film in Delhi.
Members of the Akhand Rashtrawadi Party staged a demonstration against Padmavati in Delhi and said they have filed a Public Interest Litigation in the Delhi High Court against the film. Rajasthan chief minister Vasundhara Raje on Saturday wrote to Information and Broadcasting minister Smriti Irani requesting her that the film "Padmavati" should not be released until some changes are made to it so that it "does not hurt the sentiments of any community".
In her letter, the Rajasthan chief minister has suggested that a committee should be formed to discuss the film and its plot and should suggest amendments. 
The Rajasthan government had earlier this month suggested that a committee should be set up to examine the facts related to the film. 
The Supreme Court has refused to stay the film and said that the Central Board of Film Certification or the censor board follows guidelines and considers all aspects before granting a certificate to any film.
"Padmavati" has been in the centre of a storm ever since filming began earlier this year.
The Rajput Karni Sena had vandalised the film sets in Jaipur and Kolhapur and also allegedly assaulted Sanjay Leeka Bhansali during shooting in Jaipur.
Various Rajput groups, the Rajasthan BJP and the Bajrang Dal have claimed that the director has "distorted" historical facts.
Their objection is to an alleged dream sequence between Ranveer Singh's Alauddin Khilji and Deepika Padukone's Rani Padmini, on which "Padmavati" is based.
Mahipal Singh Makrana of Rajput Karni Sena made a video in which he stated that Rajputs do not raise their hand on women but if need be, they will do to Deepika what Lakshman did to Shurpanakha.
