G.M. Workers Say They Sacrificed, and Now They Want Their Due
The United Auto Workers agreed to substantial wage concessions when General Motors was on the verge of bankruptcy 10 years ago. Over the last three years, GM has earned solid profits — it made $35 billion in North America — while closing plants in the United States. Under the contract just ended, workers have gotten a share of G.M.’s profits averaging $11,000 a year over the last three years, and now want an even “fairer” share of profits. If you were a GM executive, how would you determine what are the union workers fair share of profits?
A decade ago, when General Motors was on the brink of collapse and was ushered into bankruptcy by the federal government, the company’s unionized workers bore a significant portion of the pain to bring the automaker back to financial health.
The United Auto Workers agreed to allow General Motors to hire significant numbers of new workers at roughly half the hourly wage of those already on the payroll and with reduced retirement benefits. In the following years, G.M. was also able to bring in temporary workers with even slimmer wage-and-benefit packages and little job security.
The bitter medicine helped reinvigorate the automaker, and for the last several years it has been reaping record profits. Along the way, it has pared its United States payrolls, closed several plants and moved more work to Mexico.
Now nearly 50,000 workers have walked off the job at more than 50 G.M. plants and other locations across the Midwest and South, striking to get what they see as their fair share of the company’s hefty returns and block further erosion of their ranks.
“We have given away so many concessions over the last eight-plus years, and this company has been ridiculously profitable over that time,” said Chaz Akers, 24, an assembler at G.M.’s Detroit-Hamtramck plant, which is set to close in January unless the labor talks can win a reprieve. “That’s why we’re here. We’re fighting to get everything that we lost back.”
The across-the-board strike, the first by the U.A.W. since 2007, began at midnight Sunday, a day after the G.M. contract expired. Industry analysts said the walkout could cost the company tens of millions of dollars a day.
The company had no comment on the talks on Monday but said on Sunday: “We presented a strong offer that improves wages, benefits and grows U.S. jobs in substantive ways, and it is disappointing that the U.A.W. leadership has chosen to strike.”
In negotiations that resumed Monday morning and continued into the evening, the company has offered to invest $7 billion in United States plants and add 5,400 jobs. It also said it was willing to increase pay and benefits, without offering details.
That’s not enough for Wiley Turnage, president of U.A.W. Local 22, who represents the 700 workers at the Hamtramck plant. “I don’t like where we’re at,” he said at the plant’s main gate Monday, a picket sign reading “U.A.W. on Strike” propped on his shoulder. “We need job security. Our plant doesn’t have production beyond January. We have a lot of young, growing families and we need work for them.”
Focusing on a single company is standard practice in the talks between the U.A.W. and the Detroit automakers every four years. And although G.M. has a smaller domestic work force than its American rivals, Ford Motor and Fiat Chrysler, it presented an inviting target.
The automaker has earned solid profits — it made $35 billion in North America over the last three years — while closing plants in the United States. Ford, in contrast, canceled plans to build a plant in Mexico, and Fiat Chrysler has announced plans for a new factory in Detroit.
“The U.A.W. is making a significant move here and sending a strong signal that what G.M. has been offering is not acceptable,” said Peter Berg, a labor-relations professor at Michigan State University.
Among autoworkers, there is a strong sense that G.M. is not only making enough profit to increase wages but should be obligated to do so because the federal government rescued the company in 2009.
“We literally gave up a lot during the bankruptcy and the American taxpayer gave up a lot,” said Ashley Scales, 32, a G.M. worker walking the picket line outside the Hamtramck plant’s main gate. “We gave up twice because we pay taxes and we gave up in the contractual agreement. And now the corporation is making more profit than ever and they still want to play games.”
It also does not sit well with workers that G.M. has chosen to make certain vehicles in Mexico rather than in American plants. For example, the new Chevrolet Blazer, a sport utility vehicle that years ago was made in the United States, was assigned to a Mexican plant when it was reintroduced last year.
President Trump, who even before taking office castigated G.M. for shifting production to Mexico, returned to the theme on Monday in comments at the White House. While he said he was “sad to see the strike” and hoped it would be short, he emphasized his relationship with autoworkers, and added: “I don’t want General Motors to be building plants outside of this country. You know they built many plants in China and Mexico, and I don’t like that at all.”
Under the contract just ended, workers have gotten a share of G.M.’s profits averaging $11,000 a year over the last three years. But some contend that the U.A.W. failed to push hard enough as G.M. and the other automakers bounced back over the last decade, including the union’s efforts in the last contract talks four years ago.
“The leadership is feeling some pressure from below to deliver something better than what we got in 2015,” Martha Grevatt, a U.A.W. member who retired from a Fiat Chrysler plant in Michigan earlier this year, said in an interview in August.
After making G.M. its target, the U.A.W. extended its contracts with Ford and Fiat Chrysler. The G.M. outcome is meant to set a pattern for the other companies.
But G.M. is looking to cut costs, or at least avoid cost increases, in a difficult business environment. Auto sales are slowing in the United States and China, the world’s largest and most lucrative markets, and the company is spending billions of dollars to develop electric vehicles and self-driving cars.
It still has room to get leaner. At the end of last year, G.M. had the capacity to make one million more vehicles that it was selling, said Kristin Dziczek, vice president for industry, labor and economics at the Center for Automotive Research in Ann Arbor, Mich.
To trim capacity, it has closed a small-car plant in Lordstown, Ohio, and components plants in Baltimore and Warren, Mich. The Hamtramck plant makes the Chevrolet Impala and Cadillac CT6, two slow-selling sedans that would need to be retained or replaced to keep the factory running.
Aside from keeping the Hamtramck plant open, the biggest issue for strikers is the tiered wage system, which leaves some workers making significantly less than others for comparable work.
Workers hired before 2007 make about $31 an hour, and can retire with a lifelong pension. Those hired after them (now more than a third of the work force) start at about $17 an hour and can work their way up to about $29 an hour over eight years. They also have to rely on 401(k) retirement accounts instead of pensions.
In addition, G.M. uses temporary workers (about 7 percent of the staff) who earn about $15 an hour, and do not have vision or dental benefits. The system has helped G.M. compete with Toyota, Honda and other foreign automakers operating nonunion plants in Southern states where hourly wages tend to range from $15 to $18 an hour.
But Hamtramck workers said the disparity in compensation under one roof created tension and resentment on the assembly line. “It’s a matter of fairness if someone next to you is making double for the same work,” said Stephanie Brown, 35, a Head Start teacher for 10 years until she took a temp position at G.M. three months ago.
Mr. Akers said he was paid $18 an hour for installing passenger-side headlights, while the driver’s-side headlights were installed by a temporary worker making $3 less.
“That guy has been a temp for two-and-a-half years,” Mr. Akers said. “Is that temporary to you?”
Depending on its length, the strike could have far-reaching effects, potentially hurting some of the thousands of companies that supply G.M. with parts like seats, motors and brake systems, as well as the components that go into those parts.
Other parts of the labor movement may be an asset to the U.A.W. Bret Caldwell, a Teamsters spokesman, said that his union represented about 1,000 drivers who transport G.M. vehicles to dealerships and that their contracts allowed them to avoid crossing a picket line.
Mr. Caldwell said he expected almost all of the car haulers to be idle throughout the strike. “That’ll be a big impact holding up any remaining inventory G.M. has, anything they try to bring in from out of the country,” he said. “It’s the main area of support we’re able to show.”

Three Missouri Voters Explain Why Everyone Should be Able to Vote by Mail in 2020
The COVID-19 pandemic has changed the way the world operates, but as the presidential election approaches, many states have failed to respond when it comes to voting. The safest way to vote during the pandemic is to vote by mail, but state restrictions block many voters from doing so. The ACLU has sued 10 states for restricting access, including Missouri, where the state legislature just voted to expand access in 2020. While the Missouri legislature win was a major step toward progress, the state is still restricting access by requiring most voters to notarize their mail-in ballots — which means they have to violate social distancing recommendations to vote by mail. The ACLU is fighting the notarization requirement on behalf of voters like Cecil Wattree and Javier Del Villar — two Missourians who joined the original lawsuit because they wanted to exercise their right to vote by mail. Cecil, Javier, and fellow Missouri voter Kamisha Webb shared their stories with the ACLU to show why voting by mail should be accessible — and safe — for all.
Vote by mail to protect Kamisha
For Kansas City resident Kamisha Webb, going to the polls could put her life in jeopardy. Kamisha has asthma and a condition called hereditary angioedema, which requires her to use a nebulizer machine, various medications, and biweekly injections to manage her health. A cold or flu could land her in the ICU. Contracting COVID-19 could be fatal. Kamisha is doing everything she can to be safe. She stays at home on paid leave from her job because teleworking isn’t an option. She talks to her grandmother virtually, despite wanting to see her in person. But she’s worried she may not be able to take similar safety precautions when it comes to voting.
“I feel like I have to choose whether to exercise my right to vote, or risk putting my life on the line,” she tells the ACLU. “And no one should have to mix the two, ever.”
Kamisha first learned about absentee voting when she overheard people signing up at a polling place during the 2018 midterm election. She learned that it was an option for people who are sick, for example, or have a disability that hinders their ability to vote in person.
“I just thought, wow, that’s so cool to have a process in place for individuals to still vote if they’re not able to physically go to the polls,” Kamisha tells the ACLU. “It would be wonderful if we could take that same idea and make an exception due to COVID-19. Whether or not someone has a health condition, we have a deadly virus on the loose. We should all have the right to not only vote, but to be safe in doing that.”
People of color will likely be harmed most by restricting access to voting by mail. Voter suppression efforts already target people of color nationwide, and COVID-19 disproportionately affects people of color, particularly the Black community, to which Kamisha belongs. She attributes this to the prevalence of underlying health conditions, lack of access to health care and insurance, and discrimination in medical care. On the higher death rates in the Black community, Kamisha is “saddened, but not surprised.” Kamisha joined the Missouri lawsuit not only because she is at risk, but because she believes everybody should be able to vote by mail during the pandemic. If the court rules in her favor, she says she will be overcome with joy: “I’m kind of filled with emotion just thinking about it.”
Vote by mail to protect Cecil’s daughter
By the time she turned eight, Cecil Wattree’s daughter, Allyn, had gone through open heart surgery, multiple strokes, was placed on a ventilator, and was on a waiting list for a heart transplant — among other ailments and surgeries resulting from her being born with hypoplastic left heart syndrome. “It’s a gift of God that she recovered to the point where she is able to function,” says Cecil. “But it still leaves her immunocompromised when it comes to her lungs and her heart.” That makes Allyn high risk to COVID-19. When the ACLU sued Missouri, he joined the lawsuit, explaining, “I’m in a unique position to be able to advocate for my daughter.” Cecil constantly worries about exposing his daughter to the virus, especially because he still has to go to work at a primary care clinic. The clinic has taken precautionary measures, and Cecil is being “super hyper vigilant” at home because of his daughter. “When I come home, I have to pretty much take all my clothes off in the garage or the cellar and then run into the bathroom and take a shower before I even see Allyn,” says Cecil. “Even after that, it’s a struggle to be safe when you have a highly affectionate eight year old who wants to be in your arms. I always worry that I might have encountered the virus in some way.”
It doesn’t help that as a Black man, Cecil has to navigate a world where his race directly impacts his ability to stay safe. He thinks twice about visiting a store wearing a mask in a white neighborhood. And he’s seen discrimination in medical care firsthand with his own daughter: “When Allyn had a stroke, the doctors didn’t believe she had one, even though she showed symptoms. I had to advocate so hard just to get them to look at her and give her a CT scan.” He worries about what this means when it comes to COVID-19, which has symptoms similar to the flu or cold: “How am I going to get them to take it seriously?”
Cecil wants to be as safe as possible and vote absentee in November — but having a vulnerable daughter, being Black, and being an essential worker doesn’t make you eligible in Missouri. “A lot of people have fought and died for my ability to vote,” says Cecil on why voting is so important to him. “Being able to vote by mail would give me a sense of protection while also ensuring that I can exercise my right to have a say in the direction this country’s going.” No matter the outcome of the lawsuit, however, Cecil knows he’s privileged to have the option to vote in person when it comes down to the wire. “There are people who have no availability, no transportation, whose health is already compromised. To tell them to social distance while not allowing their voices to be heard is to take advantage of the current situation to suppress voters.”
Vote by mail to protect Javier’s community
As a 29 year old without pre-existing medical conditions, Javier is not considered by the CDC to be high risk to COVID-19. But Javier works for the national delivery service, making him an essential worker who comes into contact with the whole community on a daily basis. “In delivery, I feel like I’m helping people get what they need, because we do a lot of medical supply deliveries,” says Javier. “So it feels good. At the same time, it feels uncomfortable just knowing that the people receiving those deliveries are often out of work, while I am working.” While millions of people have lost their jobs in the past few months, Javier’s work has gotten even busier, with longer hours and more packages delivered each day. He calls it “Christmas volume.” Due to stay-at-home orders in the community, he’s also encountering more people when he delivers packages to their homes. Often, they want to come out and talk to him. “You really get the vibe that people just want to talk and see someone and interact,” he says. He’s noticed a range in responses to COVID-19 safety measures in the people he encounters. “Some customers wave through their window and then will come out with a bleach bottle and spray down the package I just left at their door. Parents will yell at their kids to not touch the package if they come running out. And then there are some people who will just pick up the package and take it inside like it’s any other day. Everyone’s handling it differently.”
Javier can’t control what others do, but he takes his own precautions like wearing latex gloves while working, even though it’s not required by his job. When a customer wants to chat, he tries to keep his distance. If he comes down with symptoms similar to COVID-19, like he did in March, he stays home. Javier does what he can to stay safe in all areas of his life, so he wants to do the same when it’s time to vote in November.
He knew voting by mail would be the safest way to vote during the pandemic, but he was surprised to find out how restrictive Missouri’s absentee voting criteria are. He says it’s a concern for the people he encounters on his delivery route, too. “I’ve talked to a good amount of people about it within the last two weeks,” he explains. He thinks that people will be more likely to vote if they can do it from home with an absentee ballot — especially considering the pandemic. “Voting is a basic, fundamental part of a democracy and it needs to be viewed more as a celebration and an essential part of every American’s duty if you will, to vote or not vote, but it still should be looked at as like a national holiday.” “I picture Missouri at the forefront of changing ideology in the United States,” says Javier. “If we’re able to do something progressive in Missouri, I think the rest of the country would be able to see that as a positive thing.”
The stories of Kamisha, Cecil, and Javier show why voting by mail is a necessary option for everyone, regardless of their circumstances. There have been bipartisan efforts to expand access to vote by mail in states including Alabama, Indiana, New Hampshire, New York, and West Virginia. States should take additional measures, such as expanding early vote periods, preparing for a surge in absentee ballots, and doing away with unnecessary requirements like getting a witness signature or having to pay for postage. At the same time, states must ensure safety for those who choose to vote in person as well as poll workers. Nobody should have to risk their health to vote.

There’s been a lot of encouraging news in the face of absolute disaster lately. None of it really applies to anybody but me. So I have been living that reality to the best of my ability. It hasn’t been without missteps. Things feel even more fucked up than they were in the world let alone life. For me society trends downward when I shut the door. So I’ve been focusing on improving my surroundings. My kitchen has officially become my office. Google announced their employees were working from home until the end of the year. Facebook threw its hands up and said forever. My situation is far more complex but doing my job depends on the internet. I upgraded my router back in April at the first hint of all of this. Slowly I’ve been building up the infrastructure around here to support me being able to do my job. I upgraded my internet and finally got a home phone number linked to a 312 area code. I’ve been relying on package delivery for a good month and a half. The amount of packages I’ve had stolen has dwindled. Yesterday the Stussy drop from Dover Street Market was misdelivered. The day before they wouldn’t drop it off without a signature. I had to flag down the fed ex truck on the corner. I walked them back to the address explaining that I had to be vigilant due to gang activity. That morning when I put out the signature release one of the gang members from the block had talked to me. Mostly in passing about life. I’m pretty sure theirs is rougher than mine. But that’s the upfront and transparent life I live. Having to be up front and center with people at all times nobody what emotions I feel inside. I wore a mask when I approached the fed ex truck. When I walked them back they discovered they had delivered both packages for my address to the neighbor. So I killed two birds with one stone though my neighbor would never know. He calls it “Christmas volume.” Due to stay-at-home orders in the community, he’s also encountering more people when he delivers packages to their homes. Often, they want to come out and talk to him. “You really get the vibe that people just want to talk and see someone and interact,” he says. He’s noticed a range in responses to COVID-19 safety measures in the people he encounters. “Some customers wave through their window and then will come out with a bleach bottle and spray down the package I just left at their door. Parents will yell at their kids to not touch the package if they come running out. And then there are some people who will just pick up the package and take it inside like it’s any other day. Everyone’s handling it differently.”
Javier can’t control what others do, but he takes his own precautions like wearing latex gloves while working, even though it’s not required by his job. When a customer wants to chat, he tries to keep his distance. If he comes down with symptoms similar to COVID-19, like he did in March, he stays home. He’s noticed a range in responses to COVID-19 safety measures in the people he encounters. “Some customers wave through their window and then will come out with a bleach bottle and spray down the package I just left at their door. Parents will yell at their kids to not touch the package if they come running out. And then there are some people who will just pick up the package and take it inside like it’s any other day. Everyone’s handling it differently.”
Javier can’t control what others do, but he takes his own precautions like wearing latex gloves while working, even though it’s not required by his job. When a customer wants to chat, he tries to keep his distance. If he comes down with symptoms similar to COVID-19, like he did in March, he stays home. Javier does what he can to stay safe in all areas of his life, so he wants to do the same when it’s time to vote in November.
He knew voting by mail would be the safest way to vote during the pandemic, but he was surprised to find out how restrictive Missouri’s absentee voting criteria are. He says it’s a concern for the people he encounters on his delivery route, too. “I’ve talked to a good amount of people about it within the last two weeks,” he explains. He thinks that people will be more likely to vote if they can do it from home with an absentee ballot — especially considering the pandemic. “Voting is a basic, fundamental part of a democracy and it needs to be viewed more as a celebration and an essential part of every American’s duty if you will, to vote or not vote, but it still should be looked at as like a national holiday.” “I picture Missouri at the forefront of changing ideology in the United States,” says Javier. “If we’re able to do something progressive in Missouri, I think the rest of the country would be able to see that as a positive thing.”
The stories of Kamisha, Cecil, and Javier show why voting by mail is a necessary option for everyone, regardless of their circumstances. There have been bipartisan efforts to expand access to vote by mail in states including Alabama, Indiana, New Hampshire, New York, and West Virginia. States should take additional measures, such as expanding early vote periods, preparing for a surge in absentee ballots, and doing away with unnecessary requirements like getting a witness signature or having to pay for postage. At the same time, states must ensure safety for those who choose to vote in person as well as poll workers. Nobody should have to risk their health to vote.

Three Missouri Voters Explain Why Everyone Should be Able to Vote by Mail in 2020
The COVID-19 pandemic has changed the way the world operates, but as the presidential election approaches, many states have failed to respond when it comes to voting. The safest way to vote during the pandemic is to vote by mail, but state restrictions block many voters from doing so. The ACLU has sued 10 states for restricting access, including Missouri, where the state legislature just voted to expand access in 2020. While the Missouri legislature win was a major step toward progress, the state is still restricting access by requiring most voters to notarize their mail-in ballots — which means they have to violate social distancing recommendations to vote by mail. The ACLU is fighting the notarization requirement on behalf of voters like Cecil Wattree and Javier Del Villar — two Missourians who joined the original lawsuit because they wanted to exercise their right to vote by mail. Cecil, Javier, and fellow Missouri voter Kamisha Webb shared their stories with the ACLU to show why voting by mail should be accessible — and safe — for all.
Vote by mail to protect Kamisha
For Kansas City resident Kamisha Webb, going to the polls could put her life in jeopardy. Kamisha has asthma and a condition called hereditary angioedema, which requires her to use a nebulizer machine, various medications, and biweekly injections to manage her health. A cold or flu could land her in the ICU. Contracting COVID-19 could be fatal. Kamisha is doing everything she can to be safe. She stays at home on paid leave from her job because teleworking isn’t an option. She talks to her grandmother virtually, despite wanting to see her in person. But she’s worried she may not be able to take similar safety precautions when it comes to voting.
“I feel like I have to choose whether to exercise my right to vote, or risk putting my life on the line,” she tells the ACLU. “And no one should have to mix the two, ever.”
Kamisha first learned about absentee voting when she overheard people signing up at a polling place during the 2018 midterm election. She learned that it was an option for people who are sick, for example, or have a disability that hinders their ability to vote in person.
“I just thought, wow, that’s so cool to have a process in place for individuals to still vote if they’re not able to physically go to the polls,” Kamisha tells the ACLU. “It would be wonderful if we could take that same idea and make an exception due to COVID-19. Whether or not someone has a health condition, we have a deadly virus on the loose. We should all have the right to not only vote, but to be safe in doing that.”
People of color will likely be harmed most by restricting access to voting by mail. Voter suppression efforts already target people of color nationwide, and COVID-19 disproportionately affects people of color, particularly the Black community, to which Kamisha belongs. She attributes this to the prevalence of underlying health conditions, lack of access to health care and insurance, and discrimination in medical care. On the higher death rates in the Black community, Kamisha is “saddened, but not surprised.” Kamisha joined the Missouri lawsuit not only because she is at risk, but because she believes everybody should be able to vote by mail during the pandemic. If the court rules in her favor, she says she will be overcome with joy: “I’m kind of filled with emotion just thinking about it.”
Vote by mail to protect Cecil’s daughter
By the time she turned eight, Cecil Wattree’s daughter, Allyn, had gone through open heart surgery, multiple strokes, was placed on a ventilator, and was on a waiting list for a heart transplant — among other ailments and surgeries resulting from her being born with hypoplastic left heart syndrome. “It’s a gift of God that she recovered to the point where she is able to function,” says Cecil. “But it still leaves her immunocompromised when it comes to her lungs and her heart.” That makes Allyn high risk to COVID-19. When the ACLU sued Missouri, he joined the lawsuit, explaining, “I’m in a unique position to be able to advocate for my daughter.” Cecil constantly worries about exposing his daughter to the virus, especially because he still has to go to work at a primary care clinic. The clinic has taken precautionary measures, and Cecil is being “super hyper vigilant” at home because of his daughter. “When I come home, I have to pretty much take all my clothes off in the garage or the cellar and then run into the bathroom and take a shower before I even see Allyn,” says Cecil. “Even after that, it’s a struggle to be safe when you have a highly affectionate eight year old who wants to be in your arms. I always worry that I might have encountered the virus in some way.”
It doesn’t help that as a Black man, Cecil has to navigate a world where his race directly impacts his ability to stay safe. He thinks twice about visiting a store wearing a mask in a white neighborhood. And he’s seen discrimination in medical care firsthand with his own daughter: “When Allyn had a stroke, the doctors didn’t believe she had one, even though she showed symptoms. I had to advocate so hard just to get them to look at her and give her a CT scan.” He worries about what this means when it comes to COVID-19, which has symptoms similar to the flu or cold: “How am I going to get them to take it seriously?”
Cecil wants to be as safe as possible and vote absentee in November — but having a vulnerable daughter, being Black, and being an essential worker doesn’t make you eligible in Missouri. “A lot of people have fought and died for my ability to vote,” says Cecil on why voting is so important to him. “Being able to vote by mail would give me a sense of protection while also ensuring that I can exercise my right to have a say in the direction this country’s going.” No matter the outcome of the lawsuit, however, Cecil knows he’s privileged to have the option to vote in person when it comes down to the wire. “There are people who have no availability, no transportation, whose health is already compromised. To tell them to social distance while not allowing their voices to be heard is to take advantage of the current situation to suppress voters.”
