US Air Force Deploys New HH-60W Jolly Green Combat Rescue Helicopter to Japan
The Sikorsky HH-60W Jolly Green II combat rescue helicopters from the 55th Rescue Generation Squadron, Davis-Monthan Air Force Base, arrived at their new duty station, Kadena Air Base, Japan, January 26, 2024. The HH-60W is the successor to the HH-60G “Pave Hawk” and built on the established framework of the UH-60M “Black Hawk” production model. Alternatively known as the “Whiskey” model, the HH-60W is designed from the ground up with integrated mission systems that improve situational awareness for aircrews conducting the combat search and rescue missions in contested environments.

Sikorsky Awarded $656 Million Contract to Upgrade HH-60W Jolly Green II Combat Rescue Helicopter
Sikorsky Aircraft, Stratford, Connecticut, was awarded an indefinite-delivery/indefinite-quantity $650,000,000 maximum ceiling with a $12,000 minimum guarantee contract for the development of long-term capability upgrades for the HH-60W Combat Rescue Helicopter. The initial delivery order has also been awarded with a total face value of $91,240,127. This contract provides for the development and integration of the Global Positioning System Anti-Jam, Mobile User Objective System, and Degraded Visual Environment systems on the HH-60W Air Vehicle and its training systems. Work will be performed at Stratford, Connecticut, and is expected to be completed by Sept. 20, 2030. Fiscal 2023 research, development, test, and evaluation funds in the amount of $5,344,179 are being obligated at time of award. The U,S. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

U.S. Senate allows cuts of A-10 aircraft, but not F-22 aircraft

After years of preventing the U.S. Air Force from retiring A-10 attack aircraft, the Senate Armed Services Committee (SASC) will allow service to continue, but not with a new initiative to retire older F-22 Raptor air superiority jets.
The panel also agreed to add seven more jets to the USAF's order for F-35 fighters and rejected the service in its plan to reduce the purchase of the C-SAR HH-60 Jolly Green II helicopters.
In its version of the National Defense Authorization Act (NDAA) of 2023, passed on June 16, the SASC did not contest the USAF's request to retire 21 A-10 jets from the National Air Guard and replace them with F-16s. The number is lower than what the USAF has asked to cut in previous years. The approximate air support plane has received strong support in Congress and legislators often include clauses in the NDAA to prevent any A-10 from being retired.
The panel was not willing to let the U.S. Air Force take down its stock of F-22. The USAF wanted to retire the 33 oldest F-22 fighters, which are used only for training. The service said that they are expensive to maintain and produce negative learning because they are from an older configuration of Raptor and that it is very expensive to put them on the same level. The U.S. Air Force wanted to use the economy to improve the remaining jets and invest in replacing the Next Generation Air Dominance (NGAD) system.
In its version of the NDAA, the SASC said that no F-22 can be retired “until the presentation of a detailed written plan to train the crew of the F-22, avoiding any degradation in readiness or reduction in combat capacity,” according to a press release from the committee.
All USAF F-22s scheduled for retirement are assigned to Tyndall Air Base in Florida, which is represented by Senator Rick Scott (Florida Republican), a member of the Senate Armed Services Committee. Tyndall was largely destroyed by Hurricane Michael in 2018 and the F-22s that the U.S. Air Force wants to maintain were redistributed among other F-22 bases.
The U.S. Air Force requested only 33 F-35 fighters in its 2023 fiscal budget presentation, but in its list of unfunded priorities, it noted seven more that were squeezed. The Senate forced to add seven more F-35s to the USAF's request, for a total of 40. This is still lower than the USAF's request of 48 per year in recent years, raised in most of these years to 60 by Congress. The U.S. Air Force said it prefers to postpone purchases now to wait for the Block 4 model of the jet.
The committee also responded to the U.S. Air Force's request for unfunded priority for four extra EC-37B Compass Call aircraft, as well as its No. 1 request of $579 million for additional money to support the weapons system.

The U.S. Air Force had planned to reduce its purchase of HH-60W combat search and rescue helicopters (C-SAR) from 113 to 75, under the argument expressed by the commander of the Air Combat Command, General Mark D. Kelly, that the aircraft cannot reach the aviators shot down behind the lines in Asia. The USAF planned to interrupt the program with the 10 helicopters requested in the budget of Fiscal Year 2023, but SASC doubled the planned purchase to 20. It also included a clause requiring a briefing on "plans to meet the rescue requirement in combat with U.S. assets requiring the Air Force purchase program to be truncated below the inventory objective".
This requirement reflects an included in the brand of the subcommittee of tactical air and ground forces of the NDAA Chamber of Armed Services, which guides a "study on the requirements for the Air Force combat search and rescue mission to meet the objectives of the latest National Defense Strategy and the development of an acquisition strategy to meet the identified requirements".
The NDAA authorizes money and defines policies and priorities for the Pentagon. While the SASC conducted its marking of the 2023 bill behind closed doors and approved its version with a bipartisan vote of 23 to 3 - with a summary released soon after - the House Armed Services Committee will have an open session to consider its version on June 22.
Space
As the Space Force continues to grow and develop, the SASC version of the NDAA includes several provisions that address the structure of the service.
On the one hand, the NDAA would allow the Secretary of the Air Force to vary the final force more than the other services in order to build and establish the Space Force. On the other hand, the bill would require a federal government-funded research center to conduct a study on the Space Force's proposal to combine its Full-time and part-time Guardians into a hybrid space component.

The Senate also wants a report on the five-year cost of "transfer and operation of the Navy's narrowband communications satellite fleet to the Space Force", a process that has already begun.
The project would also direct the Secretary of Defense to make a recommendation on whether the Space Development Agency (SDA) should be exempt from the Joint Capacity Integration and Development System (JCIDS). The SDA is scheduled to make the transition to the Space Force in the coming months, created to accelerate innovation, acquire commercial technologies and generally move faster than the Pentagon's more traditional organizations. Meanwhile, JCIDS has the task of documenting, reviewing and validating capacity requirements for programs throughout the Department of Defense, but for years critics have criticized it for being too slow and complicated.
Finally, the SASC version of the NDAA would designate the Head of Space Operations as the "force design architect" for space systems of the Armed Forces.
