India 24x7 News Guwahati / New Delhi: The final list of the much talked-about National Civil Register (NRC) of Assam was released at 10 am on Saturday. 19 lakh people have not been able to make their place in this list. State Coordinator of NRC Prateek Hazarika said that a total of 3,11,21,004 people have succeeded in making a place in this list. He said that 19,06,657 people have been excluded from the final list of NRC. In fact, when the draft NRC was published, 40.7 lakh people were excluded from it, which was much debated. It is now made public today amid allegations of wrongful inclusion or removal of people by political parties in the NRC. On the other hand, the state administration has imposed prohibitory orders in sensitive areas including Guwahati. Officials said this has been done to ensure normal functioning of offices, normal movement of public and traffic. The state government has also assured the people that those whose names will not be included, will have further options. Nabarun Guha is sitting on his chair in a state of restlessness. Guha is a journalist and has visited NRC Seva Kendra (NSK) twice since he came to know that his name has not been included in the interim and final draft. He still does not believe if his name will be included in the Register of Citizens on Saturday. Guha is the great-grandson of eminent historian, economist and poet of Assam Amalendu Guha and his family has been living in the posh Ulubari area of Guwahati since 1930. All the people in his family have names in the draft NRC (National Register of Citizens) but they do not. Guha said, 'My parents have died, so there is no question of including their names. My father's name was included in the 1966 and 1970 voter lists. I showed them to be connected to them through my voter ID using their legacy code. Still my name was not included. Guha said, 'Actually it bothers me. I don't know if my name will eventually be included. If a mistake occurs twice, then it can happen a third time. State government will take care of people's concerns: Sonowal Assam Chief Minister Sarbananda Sonowal said that the state government will take care of the concerns of those who have been left out of the last National Citizen Register (NRC), which is going to be published on Saturday and will ensure that no one is 'harassed'. The Chief Minister said that as long as the petition of the appellant is under consideration in the Foreign Tribunal (FT), he cannot be considered as a foreigner, therefore, he appealed to the people of Barak, Brahmaputra, hilly and plains in the state to maintain peace and a mature society. Sonowal also assured that those whose names have not been included in the NRC, will get an opportunity to file an appeal and their side will be heard in the Foreign Tribunal (FT) as per the instructions of the Union Home Ministry. Assam: BJP hoodwinking people of Majuli with promise of bridge, alleges Congress | Guwahati News - Net4News
GUWAHATI: The Congress on Thursday accused the Bharatiya Janata Party (BJP) of hoodwinking the people of Majuli with false promises. The government had promised them the bridge that would have saved lives, but it did not come up, he said. In 2016, Union transport and highways minister Nitin Gadkari had laid the foundation of a bridge from Majuli connecting Jorhat and Lakhimpur district in the south and north. In February this year, PM Narendra Modi inaugurated the construction of the bridge, which the Opposition had slammed as a tactic to win the hearts of the people of the riverine island before the assembly election. State Congress president Bhupen Borah has blamed the BJP-led government for the failure to complete the bridge five years after the foundation stone was laid. "We have seen how the BJP government has made numerous electoral promises to the people of Majuli and Jorhat. In 2016, Nitin Gadkari laid the foundation of the bridge. The former chief minister Tarun Gogoi had remarked at that time that the bridge was coming up without a detailed project report,” said Borah in a news conference here on Thursday. Assam PCC has demanded that the BJP government immediately pays an ex gratia of Rs 25 lakh to each of the victim families of the Neamatighat accident. "I have never seen a central government like the present one going on a foundation stone-laying spree without even preparing DPRs," he said. "Lessons were not learnt from the unfortunate boat capsize that happened in north Guwahati in September 2018. The precautions that should have been taken by the BJP government all over Assam after this incident were simply not visible when the ferry accident happened," Borah added. "As per news reports, help from SDRF and NDRF took an hour to reach the site of the disaster. During the season of floods, is it not mandatory for river transport authorities to monitor water transport activities? Do Neamatighat and Majuli have river police stations?" Borah wondered. He also questioned whether the Inland Water Transport Department had properly marked navigation routes. "How could two ferries collide in daylight in good weather conditions? Do they have licensed ferry drivers? Who is monitoring the load of the ferries as allegations are also rife that ferries and boats are always overloaded," Borah asked. The Roll on Roll off (Ro-Ro) service was inaugurated by then chief minister Sarbananda Sonowal at Kamalabari Ghat on October 11, 2018. The Ro-Ro vessel named MV Bhupen Hazarika was built at a cost of Rs 9.46 crore by the Inland Waterways Authority of India (IWAI) and had a capacity to carry over 100 passengers along with eight trucks. Many people came and left, but Congress remained the same. People will not forgive Dev for leaving Congress, a legacy which also enriched her,” Purkayastha, an MLA from North Karimganj, said a day after the former MP switched over to Mamata Banerjee’s party. AIUDF general secretary, Aminul Islam, said Dev was compelled to leave Congress because she was sidelined in the party for her stand on CAA. “Dev’s support for CAA embarrassed the Congress leadership. This made her leave the party for the sake of her political fortune. Her option to join BJP was prevented by the saffron party’s local leaders. So she found TMC as a last savior,” said Islam, an MLA from Dhing. “However, her support base outside Barak valley is insignificant. Assam: Congress MLA proposes contraceptives be sent to every woman | Guwahati News - Net4News
GUWAHATI: Congress MLA Sherman Ali Ahmed has proposed in the assembly that contraceptives be sent to every woman, especially in the minority-inhabited areas of lower Assam, to control the state’s population. Ahmed also urged the house to consider increasing the marriage age of girls to 20 years, with clearing the Class 12 exams being the minimum qualification for marriage. Delayed marriage, he felt, can help in population control in the lower Assam districts. In his reply, chief minister Himanta Biswa Sarma told the house that the government is planning to ready a workers’ force on the lines of ASHA workers just to distribute contraceptives. He revealed the government's plans to launch a Population Army comprising 1,000 Muslim youths from the char chapori or riverine areas inhabited by the minority community. "Our plan is to send 10,000 women to minority villages as additional ASHA workers. Their only task will be to make contraceptives available there," Sarma informed. He said details of the project will be made public after three to four months. Sarma also informed that increasing the marriage age issue is under consideration. He said in the context of Assam, the population control efforts of the state government are not anti-Muslim but anti-poverty. "The rise in Muslim population will automatically come down after 20-40 years. We just want to expedite the process," Sarma said. Earlier, Ahmed had urged the chief minister to ask the DCs and SPs, especially in the minority-inhabited lower Assam districts, to be stricter in dealing with underage marriages. "The DC and SP should be suspended, if any girl below 18 gets married in a district like Barpeta," Ahmed had said during a discussion on population control measures. The Baghbar legislator said that many women in minority-inhabited areas, including ASHA and Anganwadi workers, are not aware of the use of contraceptives. "They are hesitant to ask for contraceptives in pharmacies where usually men are behind the counters," Ahmed said. "If possible, the age of marriage should be increased to 20. If we can make clearing higher secondary exams the minimum qualification for a girl to get married, Assam will witness a change in the next 10 years," he added. Comparing the population growth over 10 years since 2001, the CM said, against the birth of 10 Hindus, the corresponding figure for Muslims was 29. "As a result of the slow population growth, the lifestyle of Hindus in Assam has improved. They have been able to buy vehicles, their children have become doctors and gone abroad to work," he said. Sarma said out of compulsion, Muslims have started encroaching on forest lands. He said a ground assessment of the minority areas is needed more than the surveys to assess the impending dangers. Sarma stressed that the Congress, BJP and AIUDF do not differ on the need for adopting population control measures. "We need a realistic solution for population control," he added. Assam: Nod to hold recruitment exams offline | Guwahati News - Net4News
GUWAHATI: The Assam State Disaster Management Authority (ASDMA) on Tuesday allowed conducting recruitment examinations in various government departments and entrance examinations for higher education in offline mode across the state adhering to Covid-19 protocols. Chief secretary Jishnu Barua, who is the chairperson of the state executive committee of the ASDMA, through an order allowed conducting the examinations with effect from July 14. He issued the order exercising the powers conferred under section 22(2) (h) of the Disaster Management Act, 2005. "The examinations should be conducted with 50% seating capacity of the examination hall or 50 candidates whichever is lower. Also, not more than 200 candidates should be allowed to take examination at any center in a shift," the order stated. Sikkim logs 226 fresh Covid-19 cases, tally rises to 22,623 | Guwahati News - Net4News
GANGTOK: Sikkim's Covid-19 tally rose to 22,623 on Tuesday as 226 more people tested positive for the infection, a health bulletin said. East Sikkim district registered the highest number of new cases at 144, followed by South Sikkim (41), West Sikkim (40), and North Sikkim (one). The Himalayan state now has 2,281 active cases, while 19,767 people have recovered from the disease, 258 patients have migrated to other states and 317 have succumbed to the infection so far. The recovery rate among the coronavirus patients in the state stands at 88.3 per cent. Sikkim has tested over 1.74 lakh samples for Covid-19 thus far, including 796 in the last 24 hours, the bulletin said, adding that the positivity rate stood at 28.3 per cent. New Assam dept to protect indigenous faith, culture | Guwahati News
GUWAHATI: The Assam cabinet has given approval to open a new department of indigenous faith and culture. The BJP-led government has been vocal against “aggression of Muslim migrants” and the new department is likely to start its work with top priority to some of the areas which have been mostly affected by influx, government sources said. Chief minister Himanta Biswa Sarma, however, said people of “all indigenous faiths” will reap the benefits, including the Adivasis in tea gardens. “Our tribal people have their own language and culture. They have their own religious faiths. But official assistance from the governments was lacking,” said Sarma. Since they don't have huge financial resources to collect donations to celebrate their faiths, Sarma said the government has decided to preserve and protect their traditions with necessary financial support. He added that Bodo, tea tribes, Moran, Mottock, Rabha, Mishing and other indigenous communities living in Assam will get support from the department, including measures to promote traditional dance and music. “Our cabinet has requested the finance minister to make a substantial budget allocation for the department since it is a noble initiative,” Sarma said. In another major decision on administrative and financial reforms, he said the cabinet has decided that departmental committees will approve schemes worth Rs 2 crore and below. This will help officials take decisions faster to start new projects. Departmental committees will be headed by the commissioner of the department concerned. Sarma said it will reduce red tape to a great extent as the files won't have to go through tables in finance, planning and other related departments. “Even without consent of the minister concerned, the departments can now start planning projects below Rs 2 crore," he said. For projects between Rs 2 crore and Rs 5 crore, Sarma said every Friday, a meeting of the standing finance committee chaired by the chief secretary will be held. “The resolutions of the standing finance committee will be the approvals for such schemes and the documents won't be required to be sent to the finance or planning department,” he added. Sarma said for projects worth Rs 5 crore to Rs 100 crore, there will be a special standing finance committee headed by the state finance minister where departmental commissioners will be the member secretaries. Meetings of this committee to be held every Thursday have been empowered to approve the projects upto Rs 100 crore for any department. But for the over Rs 100-crore proposals, the department concerned will directly go to the cabinet to get the approval. “Documents won't move around tables but it's the agenda that will be discussed, reducing red tape which we call bureaucratic hurdles," Sarma said. Ten arrested as police bust sex racket in Assam's Nagaon district | Guwahati News
GUWAHATI: Police in central Assam's Nagaon district, acting on specific information, busted a prostitution racket on Friday and detained 10 people in connection with the case. Of the 10 people, 6 were women and the men included the house owner Mridu Pawan Saikia. Saikia is a resident of Lakhinagar Chariali. "We have information that a prostitute racket was being run here. We have conducted a raid here today and arrested 10 people in connection with the case. Of the 10, we have caught two women red-handed." The police said that several college students were found staying at Saikia's residence on rent. "Several objectionable items and Rs 70,000 in cash have been recovered from Saikia's residence. Other people staying on rent will also be questioned in connection with the case," the police said. On Sunday night, the police busted a sex racket in a house of one Atabur Rahman in the Siyalmari area. The police also caught two youths red-handed and three girls on the spot along with two bikes and other objectionable items.
