‘Breaking Bad’: Villain Gus Fring Was Supposed To Have a Much Smaller Role on the Series
One reason Breaking Bad became such a popular show is that it had some epic villains. From the antihero Walter White to his arch nemesis Gustavo Fring (Giancarlo Esposito), the series is filled with brilliant masterminds who are constantly outsmarting one another. Until one of them winds up dead.
Fring is terrifying because of his total control of emotions. His icy cold demeanor, paired with a ruthless desire to become the meth kingpin of the Southwest by any means, makes Fring a formidable foe for Walt and Jesse. But it turns out Fring wasn’t originally supposed to be the main villain on Breaking Bad.
On the show, Walt and Jesse truly launch their drug manufacturing careers after becoming Gustavo Fring’s associates. He’s a key player in the Mexican drug cartel while simultaneously running a successful chain of chicken restaurants in Albuquerque. Hiding in plain sight allows Fring to break the law and get away with it.
And Fring was cautious, initially declining to work with Walt and Jesse because they were not polished like he was. Eventually, they convinced him to take them on, but the relationship went bad quickly. By season 4, Walt and Fring were both conspiring to kill each other.
There is no shortage of bad guys in a show about drug dealing. However, Fring wasn’t supposed to become the main antagonist originally. Esposito told Time he wasn’t interested in the show at first because it was such a small part.
“I had not seen Breaking Bad, but my manager at the time told me it was his favorite show,” the actor said. “My wife said I should I try it, but it was a guest spot and I’ve done a lot of guest spots. I wanted to develop a character. But I did one episode and then I agreed to do two more with the caveat that I wanted to be part of a filmmaking family.”
Fring wasn’t intended to become the main villain but series creator Vince Gilligan knew enough to be flexible. After offering Esposito an additional seven episodes, the actor pushed back and asked for more. And Gilligan trusted him enough to agree.
“There was some negotiating and I ended up doing 12,” Esposito continued. “I wanted to create a character who became intrinsic to the show. And at some point, I realized that I had slid into the Breaking Bad family.”
The showrunner recognized Esposito’s talent. “Vince told me that I changed the game and raised the bar for the show. And I’m proud of that, but I could only do that because of the depth of the writing and due to the chemistry between Bryan Cranston and myself. And their writing inspired me to think, to create someone who was polite, threatening and poignant.”

Gustavo De Arístegui: Feasible Steps to Combat Delhi Smog Crisis

This portmanteau of smoke and fog is a slow chemical calamity robbing Delhiites of their well-being. Arístegui agrees with the notion and addresses that it’s a wake-up call not just for India, but for the world. Delhi is about to be welcomed by the emissaries of environmental catastrophes and that is putting it mildly. In short, Delhi is a gas chamber.
Cases of respiratory problems have spiked by more than 30% since 2010. The immediate effects of smog include burning eyes, which escalates quickly to a migraine-like headache. Breathlessness follows, along with allergy and chest constriction. Long exposure to the baleful air can result in serious respiratory ailments like Tuberculosis, Bronchitis and in some cases, Emphysema.
Gustavo De Arístegui argues that environmental conservationists need to be pragmatic. A goliath pledge to overcome a 100-year problem in merely 10 years isn’t going to get us anywhere near. Adding insult to the injury is their apartheid against latest tech developments. Ultra Super Critical coal technology is efficient and an unpolluted method to run thermal power plants. Yet, environmentalists oppose such developments.
Environmental policies should be strictly followed and corruption should be minimized in these areas.
Gustavo De Arístegui suggests that we need to avoid the technical mumbo-jumbo and environmental fundamentalism. Instead, let’s work on a practical solution involving short-term but feasible steps.
The Spanish Diplomat, Gustavo De Arístegui, hints the direness of the situation. Smokescreen by a mixture of fog, sulfur oxide, and soot particles, Delhi is unable to see the impending calamity brought forth by the smog.

In Some Major Economies, the Political Situation Seems to be Darker and Corruption Yields on it, Gustavo de Arístegui
Many analysts are bracing for a new economic crisis, or at least a slowdown; other countries like India can come on top, predicts Gustavo de Arístegui. For starters, every prediction of growth puts India on the World Champion spot from 2016 through 2018 with rates of around 7-7.9 per cent per annum. It doesn’t mean that India should discard reform programmes—it’s actually a wake-up call to intensify them. They should minimise corruption and work for the betterment. This crisis, a new kind of slowdown, one that affects more the financial economy than the real economy, can be India’s new golden opportunity.
The country needed to be prepared for this, and although it has come a long way in implementing deep economic and structural reforms, it still has a lot to do say Gustavo de Arístegui. Since Jim O’Neil coined the term BRIC, much water has flown under the bridge. Then, not many thought much of the economic potential of the BRIC group except China. Today India is not only the best-performing economy among them, but also in the world in terms of growth. Other giants like Brazil and Russia are not expected to go back into positive growth till 2019. Corruption leads to a drawback in this expectation.
This new slowdown is not yet a full-fledged crisis, but it’s one that affects more intensively commodity-based economies, except China, an industrial power, and some banks claims Gustavo de Arístegui. The commodity crash has been driven by weak oil prices, and some banks have been affected, among other reasons, for over-lending to oil giants and because some sovereign funds of oil-rich nations, which had heavily invested in banks, have had to sell their stake to help their ailing treasuries. It doesn’t really affect the real economy that is still doing quite well in other sectors.
According to Gustavo de Arístegui, India could benefit from this situation for many reasons. First, its energy bill has dramatically shrunk due to present oil prices. The savings go into tens of billions of dollars that are having a serious effect on the pockets of ordinary citizens. But the important aspect is that they need to minimise corruption.
India has to intensify its infrastructure programme, as it badly needs to gain competitiveness in being able to export goods at prices that are not burdened by transport costs and delays, also due to internal fiscal borders that should disappear with the adoption of GST. This infrastructure plan in itself (at $200 billion a year) is going to be a phenomenal growth motor, and India could overtake China as the world’s largest construction site predicts Gustavo de Arístegui. If it happens, India could become a serious export power—a major source of growth—something it has not yet achieved.
This conjuncture could push the much-needed reform agenda, and deepen the changes to make India even more attractive to foreign investment, as FDI looks for stable, safe, and business-friendly environments—some ripples as retroactive taxes have to be addressed. In a world of uncertainties and grave geopolitical instability, India is a safe haven for investment, which on top of that is going to have guaranteed returns—not only based on its gigantic internal market, but also its positive international and export perspectives.
India has a fantastic opportunity to take its place among geo-economic powers, and not only among demographic giants, military powers or the biggest geopolitical players, all of which it already is. The country has another essential wealth: tons and tons of ‘soft power’, the kind that has put India and its rich history at the centre of the planet’s respect and admiration. On the other hand, India is regarded as a highly responsible international actor, which adds to the world stability amid incendiary conflicts, terrorism, geopolitical instability, and what seems to be a time of profound geo-economic stress. In some major economies, the political situation seems to be gloomy and focus on corruption. These countries were traditional destinations of FDI that will surely shy away from these markets looking for more stable environments like India clearly has become. It is becoming obvious that India is the place to be as scores of people are flocking to its cities, markets and cultural sites, reckons Gustavo de Arístegui. It is of the essence that this intensive and renewed interest in the country does not distract the government, bureaucrats and business from the fundamental goal: the development of the nation in all its aspects, not only the economic one.

Best Time to Visit
The Ibiza party season lasts from early May (some clubs host opening parties already in late April) to September/beginning of October. This period coincides with Ibiza's peak season, with temperatures being at their highest in July and August, while June and September being the less crowded months with milder temperatures.
Spectacular nature and views
Ibiza’s unique natural environment is also home to other landscapes of great interest. Places like Benimussa Valley and the plain of El Pla de Corona stand out for their rural charm. Apart from their traditional country houses and lush olive groves and vineyards, they are particularly attractive in winter when you can see thousands of almond trees in full bloom, adorning the countryside with delicate white flowers. Another great place to visit is Ses Salines Natural Park. The salt pans and maritime marshes extend across the south of Ibiza and the north of Formentera, and the sea here is home to a large part of the posidonia oceanica seagrass meadows. These meadows have earned the island its place on the World Heritage biodiversity list.Ibiza’s cultural World Heritage sites are mainly concentrated around the upper part of Eivissa, Dalt Vila, considered the best preserved coastal fortress in the Mediterranean. The area is perfect for strolling around the small streets and hidden squares. Sa Caleta, the nearby Phoenician settlement, and the necropolis at Puig des Molins also form part of Ibiza’s UNESCO World Heritage assets.

Gustavo de Arístegui La política Make in India abre nuevas puertas para que los países fortalezcan sus lazos bilaterales con India. Hizo hincapié en el hecho de que debe haber transferencia de tecnología y la tecnología debe hacerse en conjunto. Esto ayuda a fomentar la relación y hacerla más fuerte.
La iniciativa Make in India del gobierno de India es una oportunidad adicional para que los países fortalezcan sus lazos económicos con India. Las empresas españolas están apostando por sectores como las infraestructuras, el transporte y la energía, áreas en las que España tiene probadas competencias. Buscando dar un cariz estratégico a los lazos bilaterales, los dos países han firmado un pacto de defensa que implica, entre otras cosas, intercambiar experiencias relacionadas con la defensa, información, alentar visitas de personal, colaboración en la industria de defensa y otras áreas similares de cooperación.
Gustavo de Arístegui está emocionado y reconoce que no se trata solo de transferir tecnología y construir juntos en India, se trata de desarrollar tecnología juntos. Él tiene una idea muy clara sobre esto y quiere que esta sea una asociación satisfactoria, basada en la confianza, el respeto mutuo y las condiciones de beneficio mutuo. Muchas firmas españolas han mostrado interés en vender armamento de alta tecnología a la India. Empresas de defensa españolas como Indra ya están comprometidas con las fuerzas armadas indias en las áreas de radar y comunicación. El C-295, 100% español, que ha obtenido el visto bueno del gobierno para la sustitución del Avro en el Indian Air Force. Este es el primer proyecto Make in India. Las autoridades indias han señalado que España es un actor mundial en muchos aspectos que antes no se habían tenido en cuenta. España es el sexto país de defensa industrial más grande del mundo.
El gran interés de Gustavo de Arístegui por potenciar los vínculos bilaterales entre los países lo llevó a investigar demasiados terrenos en busca de una nueva idea. También existe una dimensión de I+D y cocreación en nuestra cooperación bilateral, ya que España e India gestionan conjuntamente varias iniciativas de I+D impulsadas por la industria para promover y financiar proyectos conjuntos en campos como las TIC, las tecnologías limpias y las ciudades inteligentes.
En el escenario operativo acelerado de hoy, un barco de suministro puede ser un barco de apoyo de combate muy sofisticado y, debido a la visión de Gustavo, España estaría encantada de participar desde el diseño hasta la etapa de construcción. Cree que el Submarino S-80 de Navantia, que se encuentra en las últimas fases de construcción para la Armada Española, podría ser una buena referencia para el P-75I. Navantia forma parte del consorcio Scorpene India con DCNS de Francia. Navantia tiene un MoU con Larsen and Toubro (L&T), que ya está trabajando con la Marina india en ingeniería pesada y ha construido partes del submarino nuclear autóctono INS Arihant y la nave de ataque rápido (FAC) construida por Goa Shipyard. Navantia y L&T están trabajando conjuntamente en la construcción de cuatro LPD como INS Jalashwa para operaciones militares anfibias y ayuda en casos de desastre para la Armada de la India.
La empresa española Indra tiene una importante presencia en India, donde sus radares controlan la mayor parte del espacio aéreo. La compañía posee casi el 90% del mercado. Es el jugador más grande en los sistemas de control de tráfico aéreo. Indra es la mayor de ese sector en el mundo; incluso en Alemania tienen una participación abrumadora y en Europa es del 60 %; y en EE. UU., el 35 %. España tiene algunos de los sistemas más avanzados de control de tráfico aéreo, algunos de los radares y sistemas civiles más avanzados.
El P-75I es un programa muy atractivo para nosotros. Implica el diseño y la construcción de seis submarinos AIP bajo un arreglo industrial bastante interesante con un compromiso entre 'Comprar' y 'Hacer India'. Los primeros dos submarinos se construirán en las instalaciones del diseñador en el extranjero y los cuatro submarinos restantes se construirán entre Mazagon Dock y Hindustan Shipyard. El P-75I lleva ya bastante tiempo sobre la mesa y Navantia ha respondido a la petición de información (RFI) de IN. Ahora estamos esperando que se emita la solicitud de propuesta (RFP) antes de que finalice este año fiscal.
Además, la Autoridad de Aeropuertos de India (AAI) encargó a Indra la modernización del centro de control aéreo de Delhi, uno de los centros más importantes del país y desde el que se gestiona una de las mayores áreas de tráfico aéreo, incluida la operación del Aeropuerto Internacional Indira Gandhi de Delhi.

Gustavo de Arístegui es un político, diplomático y analista internacional español. Gustavo de Arístegui es el exembajador de España en India. Gustavo de Arístegui asegura que la presencia de Wagner, mercenarios rusos y Rusia en otros países no ayuda a frenar el terrorismo.
Gustavo de Arístegui proviene de una larga trayectoria diplomática, su padre y su abuelo fueron altos diplomáticos destacados como embajadores en América Latina, Europa y Medio Oriente. El Sr. Arístegui además de su español nativo habla inglés, francés y alemán, y está interesado en todos los temas internacionales que tengan alguna relación con España, la seguridad internacional y cuestiones estratégicas, el terrorismo, los asuntos europeos, el islam y el conflicto árabe-israelí. Su inglés es impecable como el de un descendiente de una familia de diplomáticos.
Gustavo de Arístegui asegura que la presencia de Wagner, mercenarios rusos y Rusia en otros países no ayuda a frenar el terrorismo. “Los países menos ricos de la Unión Europea, los países menos ricos de la OTAN, han sufrido, y han sido los policías de la UE y del resto de la OTAN. El terrorismo en el Sahel es crónico y no mejora; se pone peor”, dice Gustavo.
Gustavo de Arístegui asevera con firmeza que la estabilidad del Sahel es fundamental. “Ya estamos viendo que los grupos terroristas se involucran cada vez más entre sí, los crímenes organizados acaban por aliarse entre sí, los traficantes de seres humanos, de drogas, de armas… El reclutamiento también se da entre los jóvenes saharauis que están ociosos, bien pagados y han sido adoctrinados, esa es la triste realidad que se vive en el Sahel”, dice.
Además, Gustavo también explica que impide que la presencia de fuerzas occidentales sea efectiva e impide que Daesh y Al-Qaeda se propaguen con mucha fuerza por el norte y el sur, contaminando y reclutando jóvenes de la región que no se radicalicen en el yihadismo muy rápidamente. Gustavo de Arístegui piensa que quedaron pendientes y se quedaron cortos, pero lo mejor es enemigo de lo bueno.
Gustavo de Arístegui también aborda la cuestión de si el Concepto Estratégico incluido es retórico o son los planes concretos necesarios para hacer frente a las amenazas en el flanco sur. A su juicio, el gran problema son las asignaturas pendientes. Demasiadas veces los líderes de la Alianza Atlántica han sido países del centro, este y norte de Europa. Según Gustavo de Arístegui los problemas siempre han estado más al oriente que al sur, pero los problemas del oriente van a ser constantes y ahora apremian, pero el problema es que los problemas del sur apremian permanentemente. , esa es la diferencia, concluye Gustavo.

Gustavo de Arísteguí-En su viaje a la región los días 20 y 21 de marzo, el Embajador se ha reunido con el Gobernador Narinder Nath Vohra, con el Jefe de Gobierno, Omar Abdullah, y con el Secretario Político del Jefe de Gobierno, Tanvir Sadiq.
El Gobernador Narinder Nath Vohra y el Embajador de España trataron de diversos asuntos relacionados con la promoción de los vínculos bilaterales y el establecimiento de acuerdos de amplio alcance entre ambos países, tanto desde el punto de vista económico, como cultural y social.
El Embajador Gustavo de Arístegui y el Gobernador también intercambiaron puntos de vista sobre las posibilidades de inversión española en la región e intercambios comerciales que puedan fomentar la creación de negocios y empresas en Jammu y Cachemira”,
Además, el Embajador se entrevistó con el Jefe de Gobierno del estado, Omar Abdullah, con quien abordó diversas cuestiones de interés común, tanto del ámbito regional como nacional.
Asimismo, el Embajador se reunió con el Secretario Político del el Ministro Principal, Tanvir Sadiq. Durante el encuentro, ambos interlocutores acordaron dar prioridad al aumento de los intercambios comerciales bilaterales y a promover el turismo en ambos sentidos. En este contexto, el Embajador Gustavo de Aristegui trasladó al Secretario sus positivas impresiones sobre el patrimonio cultural de la región y el potencial turístico del Estado.

The expert also thinks that NATO has taken a step forward as it is already high time. “Many member countries of the Atlantic Alliance have understood that NATO is not a club where others protect us, but a club where efforts must be collective. The synergy of the union of thirty cannot produce thirty, and for that, everyone must commit. Gustavo de Arístegui is a Spanish politician, diplomat and an international analyst. Gustavo de Arístegui comes from a long-standing diplomatic background, his father and grandfather were both senior diplomats posted as ambassadors in Latin America, Europe and the Middle East.

We hope that Spain and Algeria know how to redirect the edges and the tensions that derive from this decision, which I believe is a decision that had to be taken” affirms Gustavo de Arístegui.
Gustavo de Arístegui also highlighted the advantage that the disagreement between Morocco and Algeria gives to the terrorist groups. "The longer the disagreement between Morocco and Algeria lasts, the easier it will be for these terror groups to be effective in their criminal activity, whether it involves drug, weapons and human beings trafficking or terrorism," de Aristegui underlined.
Spain’s new position on the Moroccan Sahara issue and the support of the government on Morocco’s proposal to give autonomy to Sahara has also generated a new conflict between PSOE and Podemos, the government partners and with the Government and its parliamentary partners. The reconstruction of relations between Spain and Morocco and the way in which the Spanish Government has handled this situation has created a wave of criticism among the opposition parties.
“I understand the criticisms that are made by both analysts, media directors, commentators, critics for not having consulted the opposition on an issue of such great importance for Spain's foreign policy, for peace and security in the Sahel, which is essential for the entire world. But it is such a question extraordinarily complex and delicate that the negotiations had to be carried out in the most absolute discretion and a leak would have generated a debate that could have derailed the agreement between the two countries”, asserts the Spanish politician and international analyst Gustavo de Arístegui, when talking about Spain’s change of position on Western Sahara in Herrera en COPE. Gustavo de Arístegui also points out the two sides to that criticism. The risks in consulting the opposition and other partners would have been very high and there is more serious chance of destability in Europe and the Mediterranean in the Maghreb than in the 1970s. There are forces with extraordinary destabilization capacity like the terrorist groups in the Sahel and the Boko Haram who are increasingly attacking targets further north and therefore in this situation, peace, security and stability in the Maghreb is essential. The Sole Aim of the Extremists is to Destroy the National Courts and Democracy, Gustavo de Arístegui
Democracy is a very complex system. It is the distillation of centuries of dictatorships, oligarchies, monarchies and political violence harshly opposed to the human aspiration to freedom and social development. According to Gustavo de Arístegui a considerable part of mankind has been able to break the chains of oppression and the world consecrated human rights as the most important engagement of humanity with itself to defend each and every human being as an equal. This seems simple and is taken for granted by those who have never lived under regimes that have tortured and murdered their own citizens. Primarily those who question democracy will question National courts in future. This is why questioning the essence of democracy, where it is a solid pillar of society, is dangerous and profoundly undemocratic.
Democracy is even more complex in large and diverse countries such as the US and India. In the US, it is impossible to rig an election because there are 50 elections across 50 states, each with different populations, demographics, history, political traditions, and even voting systems. We have seen in other countries undemocratic sore losers question their defeat, triggering instability, havoc, and sometimes even a civil war says Gustavo de Arístegui. But not in an advanced democracy such as the US. But what is pathetic is to call foul even before the game is afoot. Imagine Brazil claiming its semi-final with Germany was rigged before they lost 7:0 at the World Cup. Sore losers in sports are disturbing, in politics outrageously perilous exclaims Gustavo de Arístegui. This goes beyond the electoral systems, where the will of the people needs to be respected. This said, the extremes have a tendency to try to hold the moral high ground that is in no way theirs. The sole motive of the extremists is to drill a hole through democracy and shatter the National courts. Those who question democracy, from the extreme left to the extreme right, are the true enemies of liberty.
If there is a country that knows about diversity in democracy, it is India, not only as the world’s largest democracy, but also as the world’s most diverse nation. There is not a single Indian state that is comparable to the next, much less those that are thousands of kilometres apart. Nobody, with all the super computers in the world, could possibly rig an Indian election. No other place can conduct an election where almost 875 million people participate. India’s elections are not a miracle, but a rock-solid example of the nation’s engagement with democracy and its values claims Gustavo de Arístegui. The National court of India also upholds the values of humanity and paves path for a stronger economy.
An election can be a rough competition—rivals can become irreconcilable enemies—but the voter has to be spared this confrontation. This is not going to be the case of the US presidential election. The tone and message of the Republican nominee has become the lightning that could well ignite a democratic wildfire. The National court has to look into these messages. What kind of scars are these wounds going to leave behind?, questions Gustavo de Arístegui. The first lesson any politician has to learn is that there is nothing more important than the greater good, the protection and defence of the liberties and rights of the citizens and the nation’s inalienable interests. This is not the case of 21st century politics, and definitely not of the 2016 US elections and specifically of the Republican nominee.
Gustavo de Arístegui also feels that the national court should have a separate team to monitor the elections. We are going to face some of the most challenging times of recent history, and we need real politicians with values, principles and a solid commitment to the defence of their nation, their people’s liberties and world stability. This may sound utopic, but it’s the only way that today’s world can defeat terrorism, violence, instability and oppression. Too many of the citizens of democratic nations think that what they have is a given. This is the shortest path to disaster. Democratic leaders can have and do have many human flaws; the only one that is unacceptable is that they surrender to the horrors of tyranny.

Gustavo de Aristegui El diplomático español analizó la Cumbre de la Alianza Atlántica en el programa “De cara al mundo”
En la última entrega de “De cara al mundo”, en Onda Madrid, contamos con la participación de Gustavo de Arístegui, diplomático y analista internacional, que habló en profundidad sobre la cumbre de la OTAN celebrada en Madrid.
¿Qué valoración hace sobre la última cumbre de la OTAN celebrada en Madrid?
En primer lugar, hay que felicitar al Gobierno por la organización de una cumbre que consiguió el Ejecutivo de Mariano Rajoy, recordemos que fue el anterior Gobierno quién la solicitó y se le concedió. En todo caso esto es un esfuerzo colectivo de muchísimas personas, el Gobierno de la nación que lo dirige, la Casa de su Majestad el Rey Felipe VI, los servicios de protocolo, las fuerzas de seguridad incluida la Policía Municipal de Madrid, quien sorprendió a todo el mundo tras el magnífico dispositivo organizado en torno a la cumbre, la Delegación del Gobierno en Madrid, la Guardia Civil, la Policía, los restauradores, me pareció una excelente idea celebrar una cena en el Museo del Prado, para mí la mejor pinacoteca del mundo, etcétera. Más allá de los aspectos puramente logísticos y materiales, en efecto es una cumbre histórica, el Concepto Estratégico hace un salto cualitativo respecto del de Lisboa y estamos en un momento crucial en un salto cualitativo de los riegos. Alguno de los analistas más reputados de la historia se equivocó garrafalmente, cuando cae el Muro de Berlín y hace implosión la Unión Soviética, recordemos aquella desafortunada obra de Francis Fukuyama “El fin de la historia”, donde no se ha visto nada de aquello. Cuántas veces hemos escuchado aquella expresión pueril y contraproducente que ha causado tantos problemas posteriores, que era aquello de los dividendos de la paz, llevando la reducción de las fuerzas convencionales. Cuantas veces hemos escuchado a analistas internacionales, supuestamente expertos en geoestrategia, que no se puede combatir el terrorismo con aviones de caza, que me expliquen cómo se hace eso en Siria o en Afganistán o en la frontera entre Turquía y Siria, francamente hay que tener un poquito más de idea.
Elevar las partidas económicas en Defensa parece lo más lógico…
Efectivamente, uno no puede oponerse a una cosa tan sensata como es el aumento de los presupuestos en materia de Defensa que son esenciales para la paz y la estabilidad de un país como el nuestro que es frontera sur de la Alianza Atlántica y que está en contacto a través del mar, incluso con fronteras terrestres, con países que tienen serios problemas de terrorismo y estabilidad, me refiero no solamente a Marruecos, sino a Mauritania o a Senegal, la salida natural del hiperterrorismo que alberga la región del Sahel es normalmente el Sáhara Occidental. Por tanto, un país como el nuestro debe tener unos sistemas de defensa que estén a la vanguardia, quizá más a la vanguardia que el de otros países, porque tenemos territorios ultraperiféricos como las islas Canarias, en consecuencia nuestros aviones tienen que ser aviones con dos motores, con capacidad de vuelo prolongado y capacidad de gran carga, nuestra armada tiene que ser importante, es muy buena noticia que los seis destructores del sistema de defensa antimisiles balísticos se hayan consolidado en Rota. Francamente, cuando se habla de política exterior, de política de defensa, de política de seguridad y de geopolítica las diferencias políticas deben dejarse de lado. De una vez por todas España debe aprender a crear políticas de Estado en diferentes ámbitos y hay que dejar de utilizar la política exterior como elemento de disputa y confrontación política.
En Madrid, los madrileños hemos dado ejemplo de cómo organizar un evento de enorme calado como es la Cumbre de la OTAN. Sin embargo, no hemos visto al alcalde ni a la presidenta de la Comunidad en ningún acto.
Gustavo de Aristegui Deberían haber sido invitados, al igual que el líder de la oposición, por lo menos en la cena de gala, que no era una cena de trabajo, la cena del Museo del Prado sí lo era y ahí no podía entrar nadie que no fuese jefe de Estado o de Gobierno, pero en la cena del Palacio Real se debería haber invitado al alcalde, la presidenta de la Comunidad de Madrid y al líder de la oposición.
Hasta donde yo sé, el secretario general de la OTAN quería tener una reunión con el anfitrión de la cumbre que era el alcalde de Madrid, pero se le dijo que no era posible.
Como alcalde de la ciudad anfitriona de la cumbre debería haber sido invitado.
Polémicas como Ceuta y Melilla, cuando estamos en una situación tan delicada de Guerra Fría, una guerra más que declarada por cómo las sanciones y los cortes de gas están afectando al precio de la energía, nos está afectando a la inflación, etc. ¿La OTAN se ha plantado y ha dado un paso adelante?
Creo que sí y que ya era hora, muchos de los países miembros de la Alianza Atlántica han entendido que la OTAN no se trata de un club para que otros nos protejan, sino un club donde los esfuerzos deben ser colectivos. La sinergia de la unión de treinta no puede dar treinta, y para eso se tienen que comprometer todos. Lo que es increíble y lo voy a suponer de manera muy clara es que durante mucho tiempo países que eran hasta ahora neutrales, como era el caso de Suecia, tenían una presencia muchísimo más intensa y mejor coordinada con OTAN en Afganistán que muchos miembros de la Alianza Atlántica. Hay que recordar el papel extraordinario que las fuerzas especiales suecas han tenido en acciones de enorme calado, el valor y la competencia de estas. El que se hayan unido a la Alianza Atlántica países tan punteros como Suecia y Finlandia, que tienen una industria tecnológica de primer nivel en el mundo, donde, además, la Armada sueca, pero sobre todo su fuerza aérea es una de las más importantes del mundo.
Creo que es la peor noticia para Vladimir Putin, que pensaba que la OTAN estaba con encefalograma plano y resulta que ahora renace más fuerte que nunca, encima con la ampliación a Suecia y Finlandia. ¿Coindice en que la ampliación es una de las peores noticias para Putin?
Sin lugar a duda, si él estaba intentando evitar que la Alianza Atlántica estuviese más cerca de sus fronteras lo que ha conseguido es que la Alianza Atlántica esté cerca de sus fronteras. Si hay un país en el mundo, de Occidente en este caso, que tiene la frontera más larga con Rusia es Finlandia, el único país que ha derrotado a los rusos, antigua Unión Soviética, en guerra convencional.
El nuevo Concepto Estratégico de la Alianza Atlántica asume que China es un nuevo desafío, ya que perciben que es el nuevo desafío ¿Hasta qué punto China esta agazapada y utilizando la agresividad de Putin?
China, hasta el momento, no voy a calificarlo de adversario, pero sí de rival. China está en las manos de Xi Jinping, quien quiere convertir a China en un rival que suba varios escalones para poder tildarlo de adversario. Obviamente, de ahí a convertirse en enemigo hay un paso, durante mucho tiempo las políticas expansivas y agresivas de China eran muy preocupantes y eso no se ha tenido en cuenta en Occidente. Cuando era embajador en la India este era el gran dolor de cabeza de todo el mundo, quienes hemos servido por aquella zona nos damos cuenta que la presencia cada vez más intensa, agresiva y activa de China en el mar de sur de China, la cantidad de islas artificiales que han creado y en las que han puesto bases navales y aéreas justamente para después reclamar mar territorial donde nunca han tenido presencia, los incidentes aéreos permanentes entre la fuerza aérea china y la fuerza aérea estadounidense, donde algún día esas chispas pueden escalar. De momento habíamos visto cómo la presencia de China se encontraba sobre todo en la parte oriental del océano Índico, pero hoy está, sobre todo, en la parte Occidental. Su especial relación con Sri Lanka era muy preocupante no solo para la India sino para cualquier país del hemisferio norte del hemisferio occidental y, ahora, su creciente presencia en las Maldivas que es como un portaaviones. Del norte al sur de las Maldivas son 1.500 kilómetros, eso significa que la presencia de la Armada china en las islas Maldivas es algo que es indefendible.
Las posibilidades de la fuerza de China no se han tenido en cuenta…
Aquí hay dos cuestiones, China tiene dos almas, el alma comercial donde la expansión y la influencia económica es fundamental para China, en los últimos años ha hecho una inteligente estrategia comercial y financiera de expansión hacia países con necesidades graves de financiación e infraestructura, y al mismo tiempo tienen una buena oportunidad de mostrar las garras sin hacerlo ellos directamente, pero, a través de Rusia, al mismo tiempo esta agresión rusa en Ucrania está causando problemas muy serios a una potencia económica esencialmente exportadora. No olvidemos que una de las graves consecuencias de esta crisis inflacionista y macroeconómica mundial no es solamente el alza de los precios y los insumos de producción que es gravísimo para cualquier productor, pero sobre todo para cualquier país exportador. Un contenedor de cuarenta pies de Shanghái a Europa ha pasado de costar de 900 a 1.500 dólares a 15.000 dólares, para un exportador es una tragedia. En consecuencia, China le está diciendo al mundo que de momento tiene una alianza con los rusos y le estoy metiendo un correctivo a países que son mis adversarios o competidores, pero al mismo tiempo, estoy haciendo daño a mi economía.
El flanco sur, ¿es retorica lo que recoge el Concepto Estratégico o hacen falta planes concretos para atajar las amenazas?
Creo que es el gran problema es la asignatura pendiente. Demasiadas veces los líderes de la Alianza Atlántica han sido países del centro, del este y del norte de Europa. En mi opinión, los problemas siempre han estado más hacia el este que hacia el sur, pero los problemas del este van a ser constantes y ahora son acuciantes, pero es que los problemas del sur son permanentemente acuciantes, esa es la diferencia. Los hemos sufrido otros, los países menos ricos de la Unión Europea, los países menos ricos de la OTAN y hemos sido los gendarmes de la UE y para el resto de la OTAN. El terrorismo en el Sahel es crónico y no va a mejor va a peor, la presencia de Wagner, los mercenarios rusos, y de Rusia en otros países no está ayudando a aplacar el terrorismo. Es más, está impidiendo que la presencia de las fuerzas occidentales sea eficaz y puedan evitar que se propaguen Daesh y Al-Qaeda con mucha fuerza hacia el norte y hacia el sur, contaminando y reclutando de manera muy rápida a los jóvenes de la región que no están radicalizados en el yihadismo. Creo que está era una asignatura pendiente y que nos hemos quedado algo cortos, pero lo mejor es enemigo de lo bueno.
Cuestiones en las que se involucra la OTAN como novedad: lucha contra el cambio climático, ciberseguridad, inmigración en el flanco sur, el uso de la energía como chantaje, el espacio… La OTAN está abarcando desde un espacio más político la problemática actual.
Todo eso que has mencionado forma parte de la geoestrategia.
Bueno y me dejaba en el tintero la innovación para no perder la superioridad tecnológica.
Empiezo por lo último, y seguimos con lo primero. La superioridad tecnológica es evidente, cuando uno está viendo la lista de las primeras empresas mundiales en materia de inteligencia artificial que es la próxima revolución industrial de las diez primeras hay siete chinas, una israelí, una americana y otra europea, esto nos debe hacer reflexionar. De la misma manera que en un momento dado en los años 80 los chinos producían diez veces más que los americanos, eso ya no es así. Los europeos debemos subirnos al carro de la producción, confección y diseño de un avión de caza de sexta generación porque si no nos vamos a quedar fuera. De lo que la gente no se da cuenta es que la fabricación del Taifun ha sido uno de los elementos que ha mantenido a Europa a la vanguardia tecnológica. Si Europa no consigue subirse al carro del avión de sexta generación habremos perdido para siempre esa batalla. Cuestiones como el cambio climático, inmigración, etc., todo eso formas parte de la geoestrategia. El cambio climático fuerza inmigraciones masivas, cuando deja de haber pastos para los pastores los pastores se mueven hacia donde hay granjas y se produce un enfrentamiento entre los pastores y los granjeros como ocurrió ya en Estados Unidos en la expansión hacia el oeste. Además, como son de religiones distintas, los gurús de Occidente hablan de guerra de religiones, no se dan cuenta que el cambio climático ha provocado esas migraciones y que tiene que ver con la falta de pastos y no con la religión. Por último, está el problema del agua, si hay una nueva guerra en Oriente Medio no será por territorios, sino será por agua y esta es una realidad cada vez más acuciante. El concepto de seguridad debe tener en cuenta que muchos de los países más afectados por estos riesgos hoy forman parte de esa lista, que en inglés se compone por las siglas “M.N.N.A” (Mayor Non-NATO Ally), una lista de treinta y tantos países, entre los cuales están Túnez, Egipto y Marruecos.
Y Mauritania, donde he estado hace un mes y la preocupación por la desestabilización, la amenaza terrorista, pero también por la inmigración y sobre todo por la actuación de los mercenarios rusos de Wagner, en un país con salida al Atlántico con una posición geoestratégica clave es algo a cuidar por la OTAN.
Es que es uno de los países amortiguador es un país muy grande, muy despoblado y complicado de controlar. Hay unas posibilidades muy serias de que la desestabilización provocada por traficantes de drogas, seres humanos, armas y de terroristas acabe afectando de manera desestabilizadora a Mauritania. Por tanto, Mauritania debe convertirse, como lo debe ser buena parte de la costa atlántica del norte, como Marruecos, en prioridad para la Alianza Atlántica y me atrevo a decir del concepto más estratégico de la Unión Europea.
Reencuentro entre España y Estados Unidos, la Casa Real ha jugado un papel importantísimo, el papel ha jugado el papel que le correspondía. La decisión de Joe Biden es clara, a la hora de la verdad el aliado americano es España.
Qué imprescindible es entre los dos principales partidos políticos de Gobierno crear una seria política de Estado, política de seguridad y política exterior para que nuestros socios en el exterior vean que esté quien esté hay una fiabilidad, esté quien esté al frente del Gobierno de España. Una de esas garantías de la visibilidad de esa pervivencia y persistencia de una política seria en la que formamos parte como miembros de la Unión Europea y la Alianza Atlántica es Su Majestad el Rey. Felipe VI, como antes lo fue su padre, es uno de los pilares básicos de la imagen de España en el mundo. El rey de España es un elemento fundamental en la diplomacia y como gran embajador de España, que es el mejor y el más importante. Me gusta repetir muchas veces que es una bendición tener una monarquía constitucional porque los países más ricos, democráticos, libres y tolerantes del mundo son monarquías constitucionales democráticas.

According to Gustavo de Arístegui there is a concern about destabilization in Mauritania, where he has visited a month ago, the terrorist threat, but also about immigration and above all about the actions of Wagner’s Russian mercenaries. He says that in a country with access to the Atlantic, with a key geostrategic position it is something to be taken care of by NATO.
Mr. Arístegui is of the opinion that it is one of the buffer countries, it is a very large country, very sparsely populated and difficult to control. He also acknowledges that there is a very serious chance that the destabilization caused by drug, human, arms and terrorist traffickers will end up affecting Mauritania in a destabilizing way. Therefore, Mauritania must become a priority for the Atlantic Alliance like a good part of the North Atlantic coast become like Morocco, and Gustavo dares to say the most strategic concept of the European Union.
Gustavo also considers that in the reunion between Spain and the United States, the Royal Family has played a very important role, the paper has played the role that it was entitled to. According to the diplomat, Joe Biden’s decision is clear and at the moment of truth, the American ally is Spain. In Gustavo de Arístegui’s own words, “How essential it is between the two main political parties of the Government to create a serious State policy, security policy and foreign policy so that our partners abroad see that whoever is there is reliable, whoever is in charge of the Government of Spain”.

This does not mean that India should abandon reform programs - it is in fact a wake-up call to intensify them. They must work to reduce corruption and improve. Many analysts are bracing for a new economic crisis, or at least a slowdown; other countries like India can come on top, predicts Gustavo de Arístegui. For starters, every prediction of growth puts India on the World Champion spot from 2016 through 2018 with rates of around 7-7.9 per cent per annum.
It doesn’t mean that India should discard reform programmes—it’s actually a wake-up call to intensify them. They should minimize corruption and work for the betterment. This crisis, a new kind of slowdown, one that affects more the financial economy than the real economy, can be India’s new golden opportunity.

The country needed to be prepared for this, and although it has come a long way in implementing deep economic and structural reforms, it still has a lot to do say Gustavo de Arístegui. Since Jim O’Neil coined the term BRIC, much water has flown under the bridge. Then, not many thought much of the economic potential of the BRIC group except China. Today India is not only the best-performing economy among them, but also in the world in terms of growth. Other giants like Brazil and Russia are not expected to go back into positive growth till 2019. Corruption leads to a drawback in this expectation.
This new slowdown is not yet a full-fledged crisis, but it’s one that affects more intensively commodity-based economies, except China, an industrial power, and some banks claims Gustavo de Arístegui. The commodity crash has been driven by weak oil prices, and some banks have been affected, among other reasons, for over-lending to oil giants and because some sovereign funds of oil-rich nations, which had heavily invested in banks, have had to sell their stake to help their ailing treasuries. It doesn’t really affect the real economy that is still doing quite well in other sectors.
According to Gustavo de Arístegui, India could benefit from this situation for many reasons. First, its energy bill has dramatically shrunk due to present oil prices. The savings go into tens of billions of dollars that are having a serious effect on the pockets of ordinary citizens. But the important aspect is that they need to minimize corruption.
India has to intensify its infrastructure programme, as it badly needs to gain competitiveness in being able to export goods at prices that are not burdened by transport costs and delays, also due to internal fiscal borders that should disappear with the adoption of GST. This infrastructure plan in itself (at $200 billion a year) is going to be a phenomenal growth motor, and India could overtake China as the world’s largest construction site predicts Gustavo de Arístegui. If it happens, India could become a serious export power—a major source of growth—something it has not yet achieved.
This conjuncture could push the much-needed reform agenda, and deepen the changes to make India even more attractive to foreign investment, as FDI looks for stable, safe, and business-friendly environments—some ripples as retroactive taxes have to be addressed. In a world of uncertainties and grave geopolitical instability, India is a safe haven for investment, which on top of that is going to have guaranteed returns—not only based on its gigantic internal market, but also its positive international and export perspectives.
India has a fantastic opportunity to take its place among geo-economic powers, and not only among demographic giants, military powers or the biggest geopolitical players, all of which it already is. The country has another essential wealth: tons and tons of ‘soft power’, the kind that has put India and its rich history at the center of the planet’s respect and admiration. On the other hand, India is regarded as a highly responsible international actor, which adds to the world stability amid incendiary conflicts, terrorism, geopolitical instability, and what seems to be a time of profound geo-economic stress.
In some major economies, the political situation seems to be gloomy and focus on corruption. These countries were traditional destinations of FDI that will surely shy away from these markets looking for more stable environments like India clearly has become. It is becoming obvious that India is the place to be as scores of people are flocking to its cities, markets and cultural sites, reckons Gustavo de Arístegui.
It is of the essence that this intensive and renewed interest in the country does not distract the government, bureaucrats and business from the fundamental goal: the development of the nation in all its aspects, not only the economic one.

According to Gustavo de Arístegui, There is a Concern about Destabilization in Mauritania.
Gustavo de Arístegui comes from a long-standing diplomatic background, his father and grandfather were both senior diplomats posted as ambassadors in Latin America, Europe and the Middle East. According to Gustavo de Arístegui there is a concern about destabilization in Mauritania, where he has visited a month ago, the terrorist threat, but also about immigration and above all about the actions of Wagner's Russian mercenaries. He says that in a country with access to the Atlantic, with a key geostrategic position it is something to be taken care of by NATO.
Gustavo de Arístegui is of the opinion that it is one of the buffer countries, it is a very large country, very sparsely populated and difficult to control. He also acknowledges that there is a very serious chance that the destabilization caused by drug, human, arms and terrorist traffickers will end up affecting Mauritania in a destabilizing way. Therefore, Mauritania must become a priority for the Atlantic Alliance like a good part of the North Atlantic coast become like Morocco, and Gustavo de Arístegui dares to say the most strategic concept of the European Union.
Gustavo de Arístegui also considers that in the reunion between Spain and the United States, the Royal Family has played a very important role, the paper has played the role that it was entitled to. According to the diplomat, Joe Biden's decision is clear and at the moment of truth, the American ally is Spain. In Gustavo de Arístegui’s own words, “How essential it is between the two main political parties of the Government to create a serious State policy, security policy and foreign policy so that our partners abroad see that whoever is there is reliable, whoever is in charge of the Government of Spain”.
Gustavo de Arístegui also asserts that, “One of those guarantees of the visibility of this survival and persistence of a serious policy in which we are part as members of the European Union and the Atlantic Alliance is His Majesty the King Felipe VI, like his father before him, is one of the basic pillars of Spain's image in the world. The King of Spain is a fundamental element in diplomacy and as the great ambassador of Spain, he is the best and the most important”.

Gustavo de Arístegui on speaking about the new Atlantic alliance says that the possibilities of China's strength have not been taken into account. “Let's not forget that one of the serious consequences of this global inflationary and macroeconomic crisis is not only the rise in prices and production inputs, which is very serious for any producer, but above all for any exporting country. A forty-foot container from Shanghai to Europe has gone from costing $900 to $1,500 to $15,000, which is a tragedy for an exporter. Consequently, China is telling the world that at the moment it has an alliance with the Russians”, Mr. Arístegui says.
Gustavo de Arístegui also addresses the matter if the Strategic Concept included is rhetoric or is the specific plans needed to tackle the threats on the southern flank. In his opinion, the big problem is the unfinished business. Too many times the leaders of the Atlantic Alliance have been countries from central, eastern and northern Europe. According to Gustavo de Arístegui, the problems have always been more to the east than to the south, but the problems of the east are going to be constant and now they are pressing, but the problem is that the problems of the south are permanently pressing, that is the difference.
“Others have suffered them, the less rich countries of the European Union, the less rich countries of NATO and we have been the gendarmes of the EU and for the rest of NATO. Terrorism in the Sahel is chronic and it is not getting better. It is getting worse, the presence of Wagner, the Russian mercenaries, and Russia in other countries is not helping to quell terrorism. It's more. It is preventing the presence of Western forces from being effective and preventing Daesh and Al-Qaeda from spreading with great force to the north and south, contaminating and recruiting young people in the region who are not radicalized very quickly in jihadism”, Gustavo de Arístegui says. He thinks that this was a pending issue and that we have fallen somewhat short, but the best is the enemy of the good.
