If I were to pinpoint where Kotaro's Astral Express badge would be I would say it's pinned to his shirt or on his scarf to make it more visible to the eye there. Also in regards to the Astral Express crew, he more or less sees them as a family up to the current timeline of the game and is likely a bit more open to his past than he was before.

1999 would also see the first title from FromSoftware release not on the PlayStation, this release Frame Gride was an action fighting game with rpg elements that released exclusively on the Dreamcast. Also releasing in 1999 was the follow up to 1998s Echo Night with Echo Night 2 Nemuri no Shihaisha, this sequel unlike its predecessor was released only in Japan.
