Manipur Implements 'No Work, No Pay' Rule Amid Ongoing Unrest
In response to the ongoing unrest and reduced attendance in government offices, the Manipur government has taken a firm stance by introducing a "no-work, no-pay" policy. This decision aims to address the concerning trend of employees failing to report to their offices without valid reasons amidst the current state of violence in Manipur.
A recent circular issued by the Chief Secretary (DP) Vineet Joshi underscores the seriousness of the situation. It states, “Officials under the State Government who are unable to attend office at their usual place of posting on account of the prevailing law and order situation in the State had been attached with Deputy Commissioners/line departments/field level offices to enable them to function therefrom, or for discharging such responsibilities as may be assigned to them, by the Deputy Commissioners concerned, or such authorities duly authorised in this regard."
The circular further highlights the government's observation that many of the officials attached to other offices are not fulfilling their duties. Such behavior, it notes, is against the CCS (Conduct) Rules, 1964, and constitutes a serious dereliction of duty.
To enforce accountability, deputy commissioners and heads of departments are instructed to maintain attendance registers for the attached officials and submit an action taken report by March 13th. Moreover, the records, along with reports of improper conduct, will be shared with salary disbursing authorities.
The implementation of the 'No work, No pay' principle underscores the government's commitment to ensure that officials fulfill their responsibilities. Any official failing to report to their assigned authority or attending offices without valid reasons will face the consequences.
As Manipur navigates through this challenging period, it becomes increasingly imperative for government employees to prioritize their duties and contribute to maintaining stability and order in the state.

Reorganisation of States
Part 1
Provincial Congress Committees of INC were restructured and expanded on linguistic basis following the INC’s Nagpur Session in 1920.
This can be considered as the origin point for the demand for Linguistic division of states.
Post-Independence Period (1947–1950)
The time between 1947 and 1950 was fraught with power struggles between the independent princely states and the Indian union.
The princes wanted to hold on to as much powers as possible and get as many concessions as possible from the Union.
The union government wanted to unify the nation while reducing inequalities and privileges to the few.
The Princely states were integrated into the nation by 1950 and the new constitution was also enacted.
The states in the infant nation were divided into 4 categories.
Part A states
Part B states
Part C States
Part D states
Part A states
These were the former governors’ provinces of British India.
They were to be governed by an elected governor and state legislature.
Part A states were Assam, Bihar, Bombay, Madras, Madhya Pradesh (earlier Central Provinces and Berar), Orissa, Punjab (earlier East Punjab), Uttar Pradesh (earlier the United Provinces), and West Bengal.
Part B States
These states were the former princely states or groups of princely states
These states were to be governed by a Rajpramukh.
Rajpramukh usually was the ruler of a constituent state and an elected legislature who would be appointed by the President of India.
Part B states were Hyderabad, Jammu and Kashmir, Madhya Bharat, Mysore, Patiala and East Punjab States Union (PEPSU), Rajasthan, Saurashtra, and Travancore-Cochin.
Part C States
They were created from both the former chief commissioners’ provinces and some princely states,

The chief commissioner’s appointment was done by the President of India.
Part C states were Ajmer, Bhopal, Bilaspur, Coorg, Cutch, Delhi, Himachal Pradesh, Manipur, Tripura, and Vindhya Pradesh.

This state was administered a lieutenant governor appointed by the central government.
Part D category was created solely for Andaman and Nicobar Islands.

Death Toll Rises to 9 As Assam Floods Claim Another Life; Army, NDRF, Assam Rifles Mobilised To Provide Aid
The flood situation in Assam worsened on Wednesday, with one more person killed in the Darrang district. The death toll in the current pre-monsoon floods and landslides in Assam has risen to nine, officials said, with more than 6.62 lakh people affected in 27 of the state’s 34 districts.
According to the officials of the Assam State Disaster Management Authority, at least 6,62,385 people, including 1,25,491 children and 2,44,216 women, have been affected and nearly 8,260 houses have been either partially or completely damaged in 1,414 villages across 27 districts.
Over 46,160-hectare crop areas have been affected in the flood-hit districts while more than 48,304 people have taken shelter in 135 relief camps.
The worst-affected districts include Cachar, Dima Hasao, Hojai, Nagaon, Charaideo, Darrang, Dhemaji, Dibrugarh, Bajali, Baksa, Biswanath and Lakhimpur.
The situation in the hill section of the Northeast Frontier Railway (NFR) in the Dima-Hasao district remained critical on Wednesday as the rain continued to batter the hilly region, affecting the Lumding-Badarpur single line railway route, which connects Tripura, Mizoram, Manipur and the southern part of Assam with the rest of the country.
“Out of the 56 affected locations, in around 12 locations restoration work has been completed but the work in major affected areas is yet to start due to the inclement weather,” an NFR official told IANS from the NFR headquarters in Maligaon.
The officials said uninterrupted rains coupled with the difficult terrain severely affected the restoration and repair work, which might take several weeks. This rail link has been cut off for the past five days.
Several Assam Ministers, including Health Minister Keshab Mahanta, Water Resources Minister Pijush Hazarika and Environment and Forest Minister Parimal Suklabaidya, are supervising the rescue and relief operations camping in the flood-ravaged areas.
The Army, Assam Rifles, National Disaster Response Force and State Disaster Response Force along with the district administrations are working round the clock to rescue the stranded people to provide relief to them.
Union Home Minister Amit Shah on Tuesday discussed the overall flood situation in Assam with Chief Minister Himanta Biswa Sarma over the phone and assured all possible help from the Central government.
According to Defence Spokesman Lt. Colonel Angom Bobin Singh, two columns of Army and Assam Rifles men from Masimpur Garrison hurried for flood rescue operations in various parts of the district after receiving an urgent request from Cachar’s Deputy Commissioner Keerthi Jalli.

Elections for the first time were held in India between 25 October 1951 and 21 February 1952. They were the first elections to the Lok Sabha after independence in August 1947. It was conducted under the provisions of the Indian Constitution, which was adopted on 26 November 1949. Elections to most of the state legislatures took place simultaneously. Each Member of the Legislative Assembly (MLA) is directly elected to serve 5 year terms by single-member constituencies. These elections have been conducted since the 1950's.
The Election Commission of India (ECI) is an autonomous body under the ownership of the Ministry of Law and Justice, Government of India. It is established by the Constitution of India directly to ensure free and fair elections in the country. The Election Commission is headed by the Chief Election Commissioner (CEC).
Election Commission ensures the conduct of members pre-elections, during elections, and post-elections are as per the statutory legislation. The Election Commission is regarded as the guardian of elections in the country. In every election, it issues a Model Code of Conduct for political parties and candidates to conduct elections in a free and fair manner.
