I know discourse for Gotham, specifically pertaining to the twins, is near exhausted at this point (curse of joining a fandom late; criminally so).
Fortunately, I find that a body, physically or metaphorically, rarely, if ever, permits limit to the anatomist, no matter how abstract the incision. As I don’t necessarily ship Wayleska or Twinleska, favouring attention to individual attributes, it’s instinctive for me to be objective which leads me to believe that, for the sake of progressing narrative, Bruce was an “obtuse angle” intersecting the blueprints of Jerome’s plan to reunite with Jeremiah, for which may be assumed to ‘declare forgiveness’ and press restart, in a way only he knows. 
Additionally, while Jeremiah initially may have desired to confide in Bruce as a friend, decidedly the only person he could truly feel comfortable sharing prolonged presence, the neurotoxin could be surmised as more or less a means to amplify Jeremiah’s subconscious craving for fraternal rapport, stated by Jerome as a 15 year vacancy. 
I’m reluctant to omit Ecco in this journey but, admittedly, I’m ambivalent to how their affinity was portrayed pre-spray. I’m disinclined to agree with the idea that Ecco was little more than a secretary but despite their evident intimacy post-spray, the relationship is apt to operate as a union of clinical utility, albeit seemingly unrequited with Ecco’s affectionate streak. Another hint of inverted behavioural patterns effected by the toxin. 
Surely, their altered brainwaves are one of many culprits for this discrepancy in rapport, beyond business. Nevertheless, it appears to be demonstrated as a recurring theme that everyone is a puppet in the other’s game. Gotham doubles as a chess board and circus/commedia dell’arte all its own which reinforces Jerome’s assertion of himself being an arcane idea/philosophy. Naturally, anarchy existed long before this zesty ginger match struck his eternal flame, but with such indomitable charisma, he has a devoted cult following to facilitate his agenda, even if having never been explicitly organised.
Concerning Bruce and Miah’s dynamic, the verdict is intentionally ambiguous. Bruce may have been perceived as a potential threat by Jerome; a target to be eliminated if it means swaying his brother from ‘intended course’ (by obscure definition). However, to Jeremiah, his appearance would seem to have made all the difference in altering his labyrinthine course to familial substance. 
Although clearly exaggerated, (and patently unhealthy) Jerome’s spray could have been deemed effective in liberating Jeremiah’s otherwise suppressed brood of subconscious desires. Only a few of us could relate closely to his extended period of isolation. Whether or not the act was voluntary is subject to experience and/or interpretation.
The fact that the twins have an egregious reduction in screen time yet their presence still manages to make a lasting impact is remarkable. (Courtesy of Cam’s delightful duality of performance). That, or my concept of time is equally appalling as the screen time. 
As far as plot holes go, I’d say that duality extends to how we, the audience, perceive these characters. To some, we may be liable to question merits of truth with contradictory confessions and families of moral contention held at gunpoint. 
To others, it’s possible that the peccadilloes of narrative are parading about, instead, through the body’s landscape of bleeding wounds, rushed in pacing, riddling the mind with a volley of needles in attempts to condense poignant message.
With other conditions remaining the same, is it possible to express adoration for what you fear? 
What if the fear is irrational? 
Phobias can be conquered. 
A simple truth that Jeremiah tries to evince by having Bruce experience abreaction to his parent’s deaths. Given context, his motive isn’t quite so innocent considering intent of outcome to have Bruce relent to his darker urges. 
To “extract” the insanity. 
“You think we’re alike because there’s a darkness inside both of us. But, the difference is, I know how to control mine.”
Undoubtedly, many of us may relate to Bruce in this regard. Any appeals to monochrome morality is unnatural. A trope that can only ever exist within the boundaries of hero/villain dichotomies. 
But, that, therein is where our paradox breeds. 
Neither hero nor villain can be portrayed feasibly by derivative elements of rigid archetype and caricature. To simplify their characterisations not only means serving them a grave injustice but also succeeds in ‘dehumanising’ in a near literal sense of meaning.
A common source of controversy, to be sure, but one that nonetheless yields a modicum of verity to complex mechanics of the human psyche.
Humanity is inveterate, presiding even in the darkest of minds.
“All it takes is one bad day...”
Both summary and dubious warning.
Perhaps, by that measure, the true crime of this tale?
The pressure of choosing sides.

The second Valeska strode to his side, gloved hand moving to grip his chin harshly enough to cause bruising, "so, you think you've gone insane, is that it?"
Bruce knew that he shouldn't give in to what he thought, no- knew were just pieces of his past coming to play as the not-exactly-legal substances ran through his system. But this felt just as real as the night where the skin of his hands paled in comparison to the crimson liquid dripping down his hands. A faint, breathless answer left his mouth, "...yes."

Time thaws slow around the edges of Gotham; daylights are growing longer and Bruce has been coming to lose himself awhile in the winding willows of the west side, willing himself to trust their good faith he cannot see until they lead him to the hidden heart of the forest and there, he's found. There, Jeremiah stands by the half open door of his maze and in the haunted paths of his palms, Bruce is found for the hour.
