My tinfoil hat theory is that making Cole a ghost was a last minute change to the plot to give him something to do lol. There's no s5 ghost Cole minifig and the sets are finalized first. And aside from the episode right after, nearly every instance of Cole as a ghost is some incidental line or quick shot. They forget to apply the ghost effect to him at least once.
