On the Gaban / Gyaban thing:
I think it's important to recognise the difference between romanization and translation
Yes, the romanization of ギャバン is indeed gyaban. But it's pretty obvious that this is a katakana transcription of a foreign name and it makes no sense to translate it as if it was a Japanese name (unless you're the kind of person who also spells Luffy's name as "Rufi"...)
So what we actually need to do is to figure out what this ギャバン is a transcription of
You can use a general search engine for this (and I did) but honestly the most convenient resource IMO is this disambiguation page from Japanese Wikipedia which pretty much lists all the results I also got from Google:

This is Jean Gabin, famous French actor who was also apparently pretty well-known among Japanese cinephiles, known for playing both criminals and cops
(Gabin is pronounced [gabɛ̃] which... if you don't know IPA, the easiest way to transcribe it in English would be something like "Gabban". It's not exactly correct but it's close enough. Or you can just listen to it here.)

ギャバン (1966年の映画) - 1966年のインド映画。
The first one is a Japanese brand of spice products. It says here that the name comes from an Indonesian musical instrument called gambang, although it's spelled differently for whatever reason (citation needed I guess)
The second one is an Indian film based on the novel by the same name, apparently the title means "embezzlement" in Hindi. There's many different pronunciations given for the word so idk which one this transcription was based on.

Space Sheriff Gavan, a classic tokusatsu show. Apparently his name is actually based on the aforementioned French actor Jean Gabin (presumably because of his cop roles), which is why his name is actually sometimes written as Gabin

Okay, you might ask why are all of these written "gyaban" then, and not "gaban"? From what I can tell it's just because that's how they transcribe a fronted A vowel in Japanese, at least in some contexts. It's a vowel that doesn't exist in Japanese phonology so the approximation they went with is "ya" (the y sound kinda helps make the vowel sound more frontal). It's the same reason why "gyaru" is written as ギャル even though it comes from the English gal
Also if we're speaking about One Piece, Carrot is also written "kyarotto" キャロット but I don't hear anyone insisting that her name should be localised as "Kyarot" or something
Basically it's the difference between the "short A" (such as in the word gal) and the "long A" (such as in the word father) in English, but in terms of vowel quality rather than length. The short A is pronounced with the tongue slightly closer to the front of the mouth. I think English speakers intuitively pronounce "Gaban" with the long A, which is why I think "Gabban" would be better, but the only example I could find was a character from Fallout New Vegas called Gabban, whose name is indeed written as ギャバン in Japanese
Fallout New Vegas came out in 2010 (in both US and Japan) and I think Scopper was named for the first time in 2012, so technically it's not impossible that this guy was the source for the name, but I would consider it extremely unlikely.

So the most likely intended spellings are Gabin, Gaban, Gavan or Gavane. Gaban is the result that shows up the most and that comes up first, although that might just be because it's a brand. Gabin, Gavan and Gavane are actual names of characters or real people, but none of them have any obvious connections to Scopper Gaban (as far as I know) so it's hard to say if they were used as inspiration.
tl;dr:
It's unclear which name Oda was thinking of, and as far as I know there isn't a famous pirate with a similar name either. Based on these results, "Gaban" seems like a decent option, although in terms of pronunciation (for English speakers) "Gabban" would probably be even better.
(Also Yaa-san is apparently a euphemism for yakuza member and might not even have anything to do with his name. Besides, if it was based on his name it would probably be more like Gya-san anyway.)

Remembering Sadhana on her celestial birthday. Shankar Jaikishan and Sadhana The beautiful Sadhana started her career as a child artist, playing a cameo role in a movie. Her next movie was in her teens. But her major breakthrough came later and she never looked back. During her forty year career, the actor worked in over thirty movies. In the first decade of her career in the sixties and seventies, the actor commanded the highest remuneration for a female actor. She also tried her hand at producing and directing a few. Shree 420 (1955): Produced and directed by Raj Kapoor, Sadhana played a cameo role as a chorus girl in the popular song, “Mud mud ke na dekh.” Asli Naqli (1962): L B Lachman and L B Thakur produced the super hit movie directed by Hrishikesh Mukherjee. Dev Anand and Sadhana played the lead roles. There are a total seven songs in the fab album. Hasrat wrote five songs while Shailendra wrote one. Rafi sang four solos and one duet with Lata who sang two solos. Rajkumar (1964): The movie directed by K. Shankar has Sadhana act opposite Shammi Kapoor. Shailendra wrote four of the seven chartbuster songs and Hasrat three. Rafi sang three solos and three duets, one with Suman Kalyanpur and two with Asha. Lata sang one. The movie had a stupendous success at the box office. Arzoo (1965): The blockbuster was produced and directed by Ramanand Sagar. The movie has Sadhana and Rajendra Kumar in the lead. All seven songs are written by Hasrat who received a Filmfare nomination for, “Aji rooth kar ab kahan jayiyega.” Rafi sang four solos and Lata two. A duet was sung by Mubarak Begum and Asha. Gaban (1967): Based on Munshi Premchand’s novel by the same name, the movie is directed by Hrishikesh Mukherjee. Sadhana and Sunil Dutt played the lead characters. Hasrat wrote four songs and Shailendra wrote three. Lata sang four solos in the lovely album with Rafi singing two solos and one duet with Lata. Badtameez (1966): Jagdish Verma produced the movie directed by Manmohan Desai. Shammi Kapoor and Sadhana are cast in the lead.
