Do you think Munakata show his Munakata Reisi side (not as Blue King) to Fushimi, other than that time when he said he's tired after fighting Iwa-san? (I mean sure it's mix of act too, but i think he really meant it when he said he's tired that time) . We all know from the anime he show that side a lot to Mikoto.
It might be biased, but I'd like to think that Fushimi even know the loneliness of a king. It's also the reason why even tho he has respect for Munakata, he never put him in somekind of pedestal.
I do think there are some parts of Munakata as 'King' that Fushimi doesn't understand – that whole 'only Kings can understand other Kings' thing, like while Fushimi may have some idea of that loneliness he can't really know what it's like because he isn't a King himself. That said I do think Fushimi sees Kings in a different light than other people, not just in the sense of Kings as individuals but also just his idea of what a 'King' is. While I think Fushimi admires Munakata (and won't admit it) and while he does clearly have respect for him and is drawn to him at the same time I don't think Fushimi has quite the same sense of awe that other people do when it comes to their Kings. Fushimi is clearly willing to talk back to Munakata when he thinks Munakata's doing something stupid and he doesn't see the need to hold himself back or treat Munakata with deference just because Munakata is a King (and I tend to think that's one of the things that drew Munakata to him, he likes having someone who will treat him in this blunt manner).
And in that sense I think Fushimi does have an ability to look beyond 'The Blue King' and see 'Munakata Reisi' at times too. I think it helps that Munakata often tries to give Fushimi advice and treats him kindly, those moments when Munakata to somewhat more looking after him rather than looking down at him help Munakata to come off more human than King. Fushimi might make comments like 'so even Captain has parents after all' but he still can see Munakata as something besides just his title. I think this helps Fushimi too, because he doesn't care for Kings but he's able to consider Munakata as simply 'annoying superior' and such things, which brings Munakata down to the level of a normal person and lets Fushimi have respect for Munakata the person over the Blue King.
