Random Isle women who do NOT want kids, leaving their babies at the doorstep of Judge Frollo and Captain Hook and the likes, because, Pater semper incertum and all that: „....Might as well.“
On the Isle, Frollo is often portrayed as a creep who goes after pretty much every woman and girl he sees.
But that’s not like him.
Yes, this is Frollo. Frollo, who was so horrified at his own lust for Esmeralda that he did his best to convince himself that she was a witch who had cast a spell on him rather than realize that he was a mortal man with mortal desires to overcome like everybody else. 
This most likely was the first time he’s ever felt desire towards a woman - as someone on TVTropes put it, “Given how horrified he is by both his “weakness” and his belief he’s been bewitched, it’s safe to say that [Esmeralda] is [the first woman he’s ever lusted after]. If he’d gone to such insane extremes before, he probably wouldn’t have been around to see her in the first place.”
Why would he change on the Isle? That goes against everything he believes in. He is, after all, very proud of his virtue. He wouldn’t abandon his ways at all - he’d probably see himself as some sort of righteous fallen martyr.
Sure, he’s a creep in other ways, but he’s most likely specifically been celibate, Claudine’s mother being the only exception. As for her, she was likely a one-off. Frollo is angry at himself for giving in to weakness, blames her for tempting him (although considering the whole Esmeralda thing, who exactly was doing the “tempting” is very much up for debate), and takes it out on Claudine (because of course it’s her fault that she was born /s). And that’s assuming Claudine wasn’t a random abandoned baby he found and decided to adopt.
