With rallies addressed by Prime Minister Narender Modi, Congress president Rahul Gandhi, BJP chief Amit Shah and Congress general secretary Priyanka Gandhi , the hilly state of Himachal is all set for the Lok Sabha polls, voting for which will be held in the last phase on May 19. Main contest is between ruling BJP and the Opposition Congress. BJP had won all the four seats in 2014 elections. Therefore, the polls are being seen as a big challenge for Jai Ram Thakur, young chief minister of the state to retain all the seats for his party, the BJP.
After many turns, the election has reached in the last phase of the electioneering. First, the BJP denied ticket to its stalwart 85-year-old former CM, Shanta Kumar. And then former union minister Sukh Ram quit BJP to join Congress along with his grandson Ashrey Sharma and also managed Congress ticket for him. Now Ashrey is contesting against one-time MP Ram Swaroop Sharma in Mandi, home district of CM Jai Ram Thakur.
This Lok Sabha elections have finally bid adieu to Shanta Kumar (85), who started his political career as a panch (panchayat member) in 1963 and was considered as one of the tallest leaders in Himachal Pradesh politics. The BJP has denied ticket to Shanta Kumar in Kangra and has fielded his close associate Kishan Kapoor, a Gaddi leader and a minister in the state BJP government.
The BJP has made two changes this time and also fielded new face in Shimla reserve constituency. However, the biggest news is farewell of Shanta Kumar who ruled this hilly state twice as chief minister and was elected five times to the Parliament, which included his four time stint as member of Lok Sabha. Supporters of Shanta Kumar claim that their leader may be sent to Rajya Sabha after Lok Sabha elections. However, it seems that the electoral career of Shanta Kumar has ended.
The party has retained three time MP Anurag Thakur, its young face, from Hamirpur and Ram Swaroop Sharma, one-time MP from Mandi and has fielded Kishan Kapoor — a Gaddi leader — from Kangra which currently is represented by Shanta Kumar. Kapoor is considered to be a loyalist of Shanta Kumar.
Shanta Kumar had earned strong criticism when as CM he gave ordered firing on agitating apple farmers in Shimla district after which BJP was reduced to eight seats in the 68-member state assembly. He is also unlucky that BJP governments in his both terms as chief minister could not complete full five-year terms. It was also Shanta Kumar who crushed employees’ agitation in Himachal Pradesh as CM and employees never forgave him for this anti-employee action. Interestingly when Narendra Modi was Himachal BJP incharge, he helped Prem Dhumal become the state chief minister in 1998 and not Shanta Kumar.
The BJP has denied tickets to two of its sitting MPs this time. Besides Shanta Kumar, Virender Kashyap, a two-time MP from Shimla has also been not given ticket. Suresh Kashyap, who is a two time MLA from Pachhad, will be BJP’s candidate from Shimla reserve constituency. If both Suresh Kumar and Kishan Kapoor win their election, the state has to hold by-elections to these vacant seats. Kishan Kapoor is MLA from Dharamshala while Suresh Kashyap is MLA from Pachhad.
On the other hand, Congress has fielded all four candidates who didn’t contested in 2014 Lok Sabha elections. Two of them, however, have already contested parliamentary elections. Ram Lal Thakur, who has been given ticket from Hamirpur against BJP’s young turk Anurag Thakur, had fought thrice but could not win even once. In Shimla, the party has given ticket to former CWC member Col (Retd) Dhani Ram Shandil, who won on HVC ticket in 1999.
Another big happening in this election is shifting of loyalities by 94-year-old tall Brahmin leader Sukh Ram, who along with his grandson Ashrey has now joined the Congress and also managed ticket for him. Interestingly his son Anil Sharma remained a minister in the state BJP government even after his son got the Congress ticket. He had later quit as minister. However, he is still a BJP MLA and didn’t join the election campaign of his son Ashrey.
Congress has fielded two new faces. In Mandi, ticket has been given to Ashrey Sharma, grandson of Sukh Ram, who was cabinet minister in the then Narsimha Rao government at the Centre. Sukh Ram is considered to be opponent of former chief minister Virbhadra Singh. However, now he is hoping that Virbhadra Singh will support his grandson.
In Mandi, the BJP has repeated Ram Swaroop Sharma, a one time MP. However, Sukh Ram has now joined the Congress and this may affect the scenario on Mandi seat. Sukh Ram is considered to be a tall Brahmin leader in the region and has strong hold among the Rajputs. His move of joining Congress has made the contest interesting in Mandi. In 2017, Sukh Ram had joined the BJP just a month before the assembly elections and BJP won all 10 seats in Mandi district. Sukh Ram had joined the BJP alongwith his minister son Anil Sharma, who was minister in the Congress government.
Sukh Ram had helped Prem Kumar Dhumal to form government in 1998 when he asked three of the MLAs of his Himachal Vikas Congress (HVC) party to join the BJP so that Congress could not defect them to form government. He was thrown out of the Congress when huge money was recovered from his Mandi house during a raid. After that, he became bitter for Virbhadra Singh, who was CM. Sukh Ram on few occasions alleged that Singh was allegedly behind raids at his residence.
With Ashrey getting the Congress ticket from Mandi, things will be little tough for the BJP in this election, especially if former chief minister Virbhadra Singh supports him. Virbhadra Singh has already made elections visits to his constituency. Sukh Ram himself enjoys good hold in the region. Mandi had always been a stronghold of Sukh Ram who have won 14 assembly elections from Mandi seat besides two Lok Sabha elections. He, however, lost on two other occasions.
In Kangra Congress has fielded a OBC MLA Pawan Kajal. The OBCs are in large number in the Kangra parliamentary constituency. Kajal will be facing Kishan Kapoor of the BJP, who is a minister in the Jai Ram Thakur government. Kapoor is a Gaddi leader, who are in good number in the constituency. Kangra is considered to house Gaddi’s majority voters. Not only in Kangra, this community also resides in tribal area of Bharmaour in Chamba. This constituency may witness keen battle this time as Shanta Kumar is out of race now.
In Hamirpur, BJP has repeated its sitting MP Anurag Thakur, who is considered as most strong BJP candidate among all the four seats in the state. He has already won this seat three times. Anurag is considered as one of the most promising young leaders in the BJP.
Congress has fielded former minister Ram Lal Thakur against Anurag. It will be quite interesting to see contest on this seat. Former BJP chief and three time MP, Suresh Chandel, was also trying to join the Congress and get ticket. However, he could not succeed. The internal politics of the Congress blocked his way as most of the top Congress leaders were against his entry in the party.
Ram Lal had lost elections three times on this seat. However, Congress has again expressed faith in him. Few in the party feel that he may get sympathy of the voters for being rejected thrice. However, BJP candidate Anurag Thakur is a popular face in the area and it will be interesting to see how Ram Lal counters him. With former state BJP chief and three time MP Suresh Chandel also joining the Congress, Ram Lal claims that he is in better position this time.
In Shimla, Congress has expressed faith in MLA and former Congress Working Committee (CWC) member Col (Retd) Dhani Ram Shandil. He had won on this seat in 1999 on HVC ticket. This reserve constituency is also likely to witness a interesting battle this time. BJP denied ticket to sitting MP Virender Kashyap due to cases against him.
This election will be a first big test for Jai Ram Thakur who became chief minister in 2017. BJP had won all four Lok Sabha seats in the state in 2014 during Modi wave. Now it will be a big challenge for Jai Ram to retain all the seats. He has been a thorn in the eye of many, even in the party, for allegedly doling out big state projects to his constituency or home district Mandi.
However, he has denied the charges. Jai Ram told Tehelka that these are just rumours aired by Congress leaders. ‘’Modi government has sanctioned many projects for state and there have been equal distribution of funds for all 12 districts. Previous Congress government failed to brought projects and even misused the money which was allocated for the developmental projects of the state,” added the chief minister.
Mukesh Agnihotri, leader of the Opposition in state assembly, alleged that Jai Ram government has failed in the last one year and people will give a setback to BJP in the coming Lok Sabha elections. ‘’The BJP government have not even fulfilled its single promise during 2017 assembly elections,” added the Congress leader. Polling in Himachal Pradesh will be held on May 19, the seventh phase. Top BJP leaders — PM Narendra Modi, BJP chief Amit Shah, Congress president Rahul Gandhi, star campaigner Shatrughan Sinha are likely to campaign for their respective parties in the hilly state.
Two bypolls inevitable
Two assembly bypolls will be inevitable in the state after Lok Sabha results. The reason is that both Congress and the BJP have fielded sitting MLAs on Kangra and Shimla seats. In Kangra, BJP candidate Kishan Kapoor is a MLA from Dharamshala and minister in the BJP government. The Congress candidate Pawan Kajal is also a MLA from Kangra reserve constituency. On the other hand, BJP has fielded Suresh Kashyap while Congress candidate is Col (Retd) Dhani Ram Shandil. Both are MLAs.
Jolt to the BJP
Former state BJP chief and three-time MP Suresh Chandel joined Congress recently, giving a big jolt to the BJP. Though local Congress leaders are strongly opposing his joining, Chandel supporters claim that he will be able to make a dent in BJP votes. However, a senior BJP leader in Bilaspur said that Chandel is out of mainstream politics for long time and has no impact on voters now.
Dad in BJP, son Cong candidate
Perhaps this is happening for the first time in the state politics that father is a BJP MLA and son is Congress candidate. In Mandi, Anil Sharma till recently was a minister in the BJP government. However, he was forced to resign after his son Ashrey joined the Congress and has got party ticket. Mandi is the district of CM Jai Ram Thakur. Now Anil Sharma is still a MLA in the BJP and son Ashrey is contesting on Congress ticket in Mandi. It is said that Anil is silently supporting his son.

Having notched up a thumping victory in Lok Sabha Elections 2019, the Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) government was on Thursday sworn in for a second term in office. Led by Prime Minister Narendra Modi, more than 50 leaders of the BJP and other alliance partners in the NDA were administered the oath of office and secrecy by President Ram Nath Kovind at the Rashtrapati Bhavan in New Delhi.
Apart from Modi, some of the most prominent names in the new Union Cabinet are those of BJP President Amit Shah, Rajnath Singh, Smriti Irani, Nitin Gadkari, D V Sadananda Gowda, Nirmala Sitharaman, Ram Vilas Paswan and Ravi Shankar Prasad. PM CARES Fund to Be Audited by 'Independent Auditors' Instead of CAG: Report
New Delhi: While the central government is accumulating a huge sum of money under PM CARES Fund as a corpus to fight COVID-19, the amount spent will not be audited by the office of the Comptroller and Auditor General (C&AG). A news report by NDTV, quoting sources at the CAG office, said, “Since the fund is based on donations of individuals and organisations, we have no right to audit the charitable organisation”. Importantly, the Fund was created by the Union cabinet on March 28 to facilitate donations from private individuals and corporate entities to tackle the coronavirus crisis even though such a facility has been available with the government through the Prime Minister National Relief Fund (PMNRF) since 1948. The report said the PMNRF is also not audited by C&AG office “but it has not stopped the government’s auditor from asking questions about how the money was used when it provided for relief after the 2013 Uttarakhand floods”. However, the C&AG office, according to “a senior official at the C&AG”, would be able to do the same about PM CARES Fund only if the trustees asked it to audit the accounts. “According to the government, the PM CARES Fund will be audited by ‘independent auditors who will be appointed by the trustees,” the report said. Prime Minister Narendra Modi as the Fund’s chairperson and senior cabinet members are its trustees or members. Even as it was unclear how funds would be audited, the government, including the prime minister, had been making appeals to corporate houses, public figures, government officials and others to donate generously to the PM-CARES Fund. It has succeeded in accumulating a considerable amount of money so far. Recently, the Union cabinet secretary also asked all secretaries at the ministries to ask officials, and also the public sector units under them, to donate to the Fund. Early this week, Delhi University Teachers Association alleged that DU vice-chancellor Yogesh Tyagi, without consulting them, diverted a sum of Rs four crore to the Fund even though it was collected from staff members for PMNRF. The opposition parties, and several chief ministers in non-BJP ruled states, too have questioned the need for such a fund when the PMNRF is already in existence. As per the Prime Minister’s Office, the objectives of the Fund are: To undertake and support relief or assistance of any kind relating to a public health emergency or any other kind of emergency, calamity or distress, either man-made or natural, including the creation or upgradation of healthcare or pharmaceutical facilities, other necessary infrastructure, funding relevant research or any other type of support.To render financial assistance, provide grants of payments of money or take such other steps as may be deemed necessary by the Board of Trustees to the affected population.To undertake any other activity, which is not inconsistent with the above objects. Reacting to the NDTV report, former finance minister in the Atal Bihari Vajpayee government, Yashwant Sinha tweeted, “Shocking news that C&AG will not audit PM Cares Fund. It was opaque to begin with. Is it going the way of electoral bonds?” Sinha added, “PM Cares Fund has FM (finance minister), RM (defence minister), HM (home minister) as members (trustees). PMNRF has Congress president and representatives of FICCI and Tata Trust as members. So the second is transparent and the first is opaque. The internal politics of the Congress blocked his way as most of the top Congress leaders were against his entry in the party.
Ram Lal had lost elections three times on this seat. However, Congress has again expressed faith in him. Few in the party feel that he may get sympathy of the voters for being rejected thrice. However, BJP candidate Anurag Thakur is a popular face in the area and it will be interesting to see how Ram Lal counters him. With former state BJP chief and three time MP Suresh Chandel also joining the Congress, Ram Lal claims that he is in better position this time.
In Shimla, Congress has expressed faith in MLA and former Congress Working Committee (CWC) member Col (Retd) Dhani Ram Shandil. He had won on this seat in 1999 on HVC ticket. This reserve constituency is also likely to witness a interesting battle this time. BJP denied ticket to sitting MP Virender Kashyap due to cases against him.
This election will be a first big test for Jai Ram Thakur who became chief minister in 2017. BJP had won all four Lok Sabha seats in the state in 2014 during Modi wave. Now it will be a big challenge for Jai Ram to retain all the seats. He has been a thorn in the eye of many, even in the party, for allegedly doling out big state projects to his constituency or home district Mandi.
However, he has denied the charges. Jai Ram told Tehelka that these are just rumours aired by Congress leaders. ‘’Modi government has sanctioned many projects for state and there have been equal distribution of funds for all 12 districts. Previous Congress government failed to brought projects and even misused the money which was allocated for the developmental projects of the state,” added the chief minister.
Mukesh Agnihotri, leader of the Opposition in state assembly, alleged that Jai Ram government has failed in the last one year and people will give a setback to BJP in the coming Lok Sabha elections. ‘’The BJP government have not even fulfilled its single promise during 2017 assembly elections,” added the Congress leader. Polling in Himachal Pradesh will be held on May 19, the seventh phase. Top BJP leaders — PM Narendra Modi, BJP chief Amit Shah, Congress president Rahul Gandhi, star campaigner Shatrughan Sinha are likely to campaign for their respective parties in the hilly state.
Two bypolls inevitable
Two assembly bypolls will be inevitable in the state after Lok Sabha results. The reason is that both Congress and the BJP have fielded sitting MLAs on Kangra and Shimla seats. In Kangra, BJP candidate Kishan Kapoor is a MLA from Dharamshala and minister in the BJP government. The Congress candidate Pawan Kajal is also a MLA from Kangra reserve constituency. On the other hand, BJP has fielded Suresh Kashyap while Congress candidate is Col (Retd) Dhani Ram Shandil. Both are MLAs.
Jolt to the BJP
Former state BJP chief and three-time MP Suresh Chandel joined Congress recently, giving a big jolt to the BJP. Though local Congress leaders are strongly opposing his joining, Chandel supporters claim that he will be able to make a dent in BJP votes. However, a senior BJP leader in Bilaspur said that Chandel is out of mainstream politics for long time and has no impact on voters now.
Dad in BJP, son Cong candidate
Perhaps this is happening for the first time in the state politics that father is a BJP MLA and son is Congress candidate. In Mandi, Anil Sharma till recently was a minister in the BJP government. However, he was forced to resign after his son Ashrey joined the Congress and has got party ticket. Mandi is the district of CM Jai Ram Thakur. Now Anil Sharma is still a MLA in the BJP and son Ashrey is contesting on Congress ticket in Mandi. It is said that Anil is silently supporting his son.

Besides rejecting the deposition of then TRAI chairman Nripendra Mishra, the trial court chose to contradict the February 2, 2012 observation made by the Supreme Court during the cancellation of all the 122 telecom licences allotted by A Raja. The SC had observed, “The material produced before the (apex) court shows that the Minister (Raja) wanted to favour some companies at the cost of public exchequer.” The over 1,500 pages judgment by a trial court on Thursday acquitting all 19 accused, including former Telecom Minister A Raja and DMK MP Kanimozhi, in the 2G spectrum scam cases, overtly ignores the incriminating remarks of the Supreme Court in its February 2, 2012 ruling, in which Justices GS Singvi and AK Ganguly had cancelled all the 122 telecom licences at one stroke thus indicting Raja in the case. “The exercise undertaken under the leadership of the Minister (A Raja) was wholly arbitrary, capricious and contrary to public interest apart from being violative of the doctrine of the equality... “The material produced before the (apex) court shows that the Minister (Raja) wanted to favour some companies at the cost of public exchequer,” said the verdict delivered by the SC. The SC ruling — which came in response to a Public Interest Litigation, filed by Subramanian Swamy and Prashant Bhushan, seeking answers to whether the Government had a right to distribute natural resources in a manner that was not “fair and transparent”, and evidence submitted by them and by CBI and Enforcement Directorate (ED) — went on to say, “Arbitrary action of the Minister (Raja) though appears to be innocuous was actually intended to benefit some of the real estate companies who did not have any experience in the dealing the telecom services.” Keeping in view the SC observation, it is intriguing how come a trial court judge’s verdict simply claims the evidence provided were insufficient to prove the criminality of the accused. If the same documents convinced the SC, then how is that they failed to convince the trial court? Delivering the judgment, the trial court judge, OP Saini, cleared all the accused of all charges. Also, he declared that there is no convincing evidence against the accused. Saini’s observation is in contrast to what he had observed in his own judgment on February 4, 2012. He had then said he “has enough evidence to prosecute Raja”. This assertion was made on the petition by Swamy to prosecute then Finance Minister P Chidambaram for engaging in conspiracy with Raja in the price fixing and approving the licences. In that judgment, the trial court judge had given a clean chit to Chidambaram, saying that Swamy had failed to prove the criminality of Chidambaram, but he had conceded that there was enough evidence to prove the criminality of Raja. The judgment agreed that the documents provided by Swamy showed that Chidambaram and Raja together fixed the base price for the controversial allotments of the 2G spectrum. Was it Swamy’s job to prove Chidambaram’s criminality? It would have been fair if the judge or the apex court ordered the CBI to verify Swamy’s charges against Chidambaram. Anyway it is an open secret that courts won’t so easily go against top sitting powerful Ministers after the landmark Allahabad High Court judgment against then Prime Minister Indira Gandhi led to the imposition of Emergency. Now, the moot question is how the set of evidence to establish Raja’s criminality as detailed in the February 4, 2012 judgment by Saini became so unconvincing that the same judge acquitted Raja of all charges about six years later. Moreover, the trial court not just ignored the SC ruling and evidence, but it vent ire against the prosecution. Being a regular visitor to the 2G Court, I have witnessed Judge Saini praising the SC-appointed Special Public Prosecutors (SPP) UU Lalit and Anand Grover on many occasions. He had even agreed to add charges under Breach of Public Trust against Raja and other accused on the recommendation of Lalit. Lalit led the majority part of prosecution till August 2014, after which he was elevated as a SC Judge. Grover took charge from September 2014 and led the final arguments. Many times I have witnessed the Judge fully agreeing to and appreciating the arguments and evidence put forward by Lalit and Grover. I have seen the appreciation by Judge Saini on deposition of star witnesses, like the 2G scam whistleblower Aseervatham Achary and then TRAI chairman Nripendra Mishra, currently Principal Secretary to Prime Minister Narendra Modi. Considering all these, it is shocking to find his observation that he “waited all these years for evidence”. This catchphrase looks similar to the dialogue of the Judge character in the famous sarcastic movie on judicial system — Jolly LLB. It is interesting to note in the judgment, Judge Saini says Nripendra proved that Raja violated the TRAI Act. What was proved by Nripendra? He proved during his deposition that among the 122 licences allotted, 85 belong to new companies, including the shell companies of real estate companies owned by accused like Shahid Balwa, Vinod Goenka and Sanjay Chandra. As per the TRAI Act, it needs TRAI’s mandatory clearance to allow a new firm to operate in telecom sector. This violation was the crux in the SC judgment. This was the major evidence cited in the CAG report and CBI’s charges. And during his deposition also then TRAI chairman Nripendra proved it, says Judge Saini in his controversial judgment. Then how is that he acquitted all by complaining about the lack of evidence? The judgment also simply ignores the deposition of whistleblower Aseervatham Achary to give clean chit to Raja and Kanimozhi. The Judge says as Achary had political ambitions, therefore, his deposition cannot be taken at face value. Is having political ambition a crime? How can one ignore that the facts provided by CBI were corroborated by Achary’s deposition? What is the basic of 2G scam and evidence provided? 1. Raja allotted telecom licences in 2008 at a price fixed in 2001 by violating the Cabinet decision of October 2003 and TRAI recommendations. In 2001, there were only three million mobile users and in 2008 the number of mobile users surged to 360 million. So he made a gross loss to the exchequer by indulging in favouritism. 2. Raja preponed the last date of application from October 1, 2007 to September 25. How can he prepone? On January 10, 2008 (scam day) at 2.30 pm, the Telecom Department issued a controversial press release on this controversial decision. 3. The Press release also said all operators have to pay the licence fee ranging up to Rs 1,658 crore in demand draft between 3.30 pm and 4.30pm on the same day! How can you make high value demand drafts in an hour and rush from banks to the Department of Telecom.? 4. The CBI and the CAG found all these demand drafts were made well in advance and some companies a week ago. This clearly shows that all the preferred companies were given information in advance. If this is not criminal conspiracy, then what is criminal conspiracy? Achary in his deposition corroborated evidence saying the accused players were in touch with Raja on regular days before the scam day January 10, 2008. 5. The CBI and the ED gave crystal clear bank transaction evidence of Rs 200 crore kickbacks to DMK MP Kanimozhi-controlled Kalaignar TV by Swan Telecom owners in circuitous transaction. The money transferred between 2008 and 2009 was all of a sudden returned through banking channels hours after CBI summoned Raja in December 2010. Is this not an evidence of kickbacks, then what more proof the CBI and the ED can give? If this is not convincing to a Judge, what more we can say? As the laws on contempt of court implies strong provisions let me limit myself to say this is a bad judgment. The Government, the CBI, the ED and Chief Prosecutor Anand Grover should immediately challenge this judgment by filing an appeal in the Delhi High Court. There should be a well-coordinated strategy in filing appeal to bring justice in this grand loot of 2G scam. Appeal hearings should be conducted on daily basis to avoid the case being dragged for years. We have seen frauds committed by then tainted CBI director Ranjit Sinha in mid-2014. He was removed from the 2G scam probe by the SC, and now he is facing investigation in trying to sabotage the coal scam. Most of the accused were caught paying clandestine visits to his home at nights. There are many such hurdles faced by investigators. ED’s Investigating Officer Rajeshwar Singh is still facing all kind of hardships created by the corrupt politicians and corporates. Many times, the SC has warned the Government on this. Recently also attempts were made to shunt him out from ED as soon as after he attached Karti Chidambaram’s bank accounts in connection with the Aircel-Maxis scam. We have seen the shunting of CBI Joint Director Ashok Tiwari to Himachal Road Transport Corporation for summoning Chidambaram in December 2014. It is high time Prime Minister Narendra Modi fixed the investigation and prosecution in high-profile corruption cases where all sorts of unholy nexus work, including judicial fixing. Niira Radia tapes remind us how some judgments were written by someone outside the judiciary and transferred in pen drives to certain judges concerned. These murky things have to end and it is the responsibility of the Modi-led Government which came to power on the promises to fight against corruption. The 2G trial court judgment is black chapter in the history of judiciary. This judgment shows how crony capitalism and corrupt lobbies survive and escape prosecution despite foolproof incriminating evidence. There are many factual errors in the trial court’s judgment and I am doing forensic reading of this bad judgment to list it out. I will hand over the list of errors to the CBI, the ED and prosecutor Anand Grover. I will do this duty as a citizen of this country. Fiat justitia ruat caelum. This famous Latin legal phrase means, “Let justice be done though the heavens fall.” Let us be optimistic that higher forum of Indian judiciary will do justice and undo the bad judgment of the 2G trial court. Research governance issues to develop national vision: Modi to IAS trainees
Prime Minister Narendra Modi on Thursday interacted with IAS officer trainees at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) and asked them to study and research governance issues in depth.
Modi, who is at LBSNAA on a two-day visit, interacted with over 360 officer trainees of the 92nd Foundation Course.
According to an official release, he had "a lively informal interaction" with the officer trainees in four groups.
During the wide-ranging interaction, which lasted nearly four hours, the Prime Minister urged them to express their ideas and thoughts to him frankly and without fear.
"A variety of subjects such as administration, governance, technology and policy-making came up for discussion. The Prime Minister encouraged the officer trainees to study and research governance issues in depth, so that they could understand them well," the release said.
Modi also stressed on the need for them to develop a national vision. The discussions were marked by a large degree of experience-sharing.
The Prime Minister also interacted with faculty members of the Academy, who gave him an overview of the work being done there to train India's civil servants.
He also visited Gandhi Smriti Library at LBSNAA and attended a short cultural programme by the Officer Trainees.
Earlier, on arrival at the academy, the Prime Minister offered floral tributes on the statues of Sardar Vallabhbhai Patel and former Prime Minister Lal Bahadur Shastri.
Cabinet Secretary P.K. Sinha, and LBSNAA Director Upma Chawdhry were present during the interactions.

Everything you need to know about reshuffle no. 3 of Narendra Modi's Cabinet
Third reshuffle of the Union Cabinet, being termed the last one before the General Elections of 2019, by Prime Minister Narendra Modi on Sunday promoted sincere and hardworking ministers, inducted new faces with potential and talent to work and silently dumped all those who proved to be the non performing and could not come up to the level of the Prime Minister's expectation.
The cabinet reshuffle has been guided by the "4P" principle: "passion, proficiency, professional and political acumen", aimed at delivering on Modi's vision of "New India" by 2022, the 75th anniversary of India's independence-an idea he had first flagged in March in an address to party workers at the BJP's headquarters in Delhi.

Three Top Changes
The 'Three Top Changes' made by Prime Minister Modi during this reshuffle of Union Council of Ministers were:
One - elevating Nirmala Sitharaman to Cabinet rank and giving her the key Portfolio of Defence Ministry.
Two - Suresh Prabhu shifted from Railways to Commerce and Industry Ministry.
Three - Piyush Goyal was given the Cabinet rank with Railways as his portfolio.
Nine New Ministers

Shiv Pratap Shukla
Shukla is a Rajya Sabha MP from Uttar Pradesh. He is a Member of the Parliamentary Standing Committee on Rural Development. A Law Graduate with an LLB from Gorakhpur University, Shiv Pratap Shukla started off early in politics as a student leader in the 1970s.
Ashwini Kumar Choubey
Choubey is a Lok Sabha MP from Buxar, Bihar. He is member of the Parliamentary Committee on Estimates and Standing Committee on Energy.He is also a Member of Central Silk Board.
Having faced the disastrous Kedarnath floods with his family in 2013, Ashwini Kumar Choubey has authored a book KedarnathTrasadi on the tragedy. A BSc (Hons) in Zoology, he has a special interest in Yoga.
Virendra Kumar
Kumar is a Lok Sabha MP from Tikamgah, Madhya Pradesh. He has had a distinguished career in Public Service as a 6 term Lok Sabha MP. Highly qualified academically, VirendraKumar is armed with an MA in Economics and a PhD in Child Labour.
Anantkumar Hegde
Hegde is a Lok Sabha MP from Uttara Kannada, Karnataka. He is a Member of the Parliamentary Standing Committee on ExternalAffairs and Human Resource Development.
With a deep focus on rural India, Hegde is the Founder President ofKadamba, an NGO working in the field of rural development, rural health, SHGs, rural marketing and other rural welfare programmes.
Raj Kumar Singh
Singh is a Lok Sabha MP from Arrah, Bihar. He is a Member of the Parliamentary Standing Committees on Health and Family Welfare, Personnel, Pensions and Public Grievances and Law & Justice. Raj Kumar Singh is a former IAS officer of the 1975 batch, Bihar cadre. He rose up the ranks to become the Home Secretary of India.
Hardeep Puri
Puri is a decorated former IFS officer of the 1974 batch, known forhis experience and expertise in foreign policy and national security. He is the President and Chairman of Research and Information System for Developing Countries (RIS) think tank, and was the Vice President of International Peace Institute, New York.
As Head of the Indian Delegation to the UN Security Council, Puri had served as Chairman of the Counter-Terrorism Committee of the UN as well as President of the United Nations Security Council.
Gajendra Singh Shekhawat

Alphons Kannanthanam
Kannanthanam is a distinguished former IAS officer of the 1979 batch, Kerala cadre. He is also a practicing advocate. He became famous as Delhi's Demolition Man when he was Commissioner of the Delhi Development Authority, having cleared DDA areas of encroachment removing around 15,000 illegal buildings. This got him listed in Time Magazine's list of 100 Young Global Leaders in 1994. Kannanthanam retired from the IAS, to get elected as an Independent Member of Legislative Assembly for Kanjirappally in Kerala from 2006 to 2011.
The Six Dropped Ministers
Prime Minister Narendra Modi also dropped six ministers from his council of ministers in Sunday's reshuffle.
Those dropped are Kalraj Mishra, Bandaru Dattatreya, Faggan Singh Kulaste, Rajiv Pratap Rudy, Sanjiv Balyan and Mahendra Nath Pandey.
Kalraj Mishra- Mishra was Cabinet minister for Micro, Small and Medium Enterprises.
Bandaru Dattatreya- Dattatreya was Minister of State (Independent Charge) of Labour and Employment.
Faggan Singh Kulaste- Kulaste was Minister of State for Health and Family Welfare.
Rajiv Pratap Rudy- Rudy was Minister of State (Independent Charge) of Skill Development and Entrepreneurship.
Sanjiv Balyan- Balyan was Minister of State for Water Resources, River Development & Ganga Rejuvenation.
Mahendra Nath Pandey- Pandey was a junior minister for Human Resource Development.
Apart from Pandey, who has been appointed Bharatiya Janata Party's Uttar Pradesh unit's president, it is believed that others were dropped due to non-satisfactory performance. However, Mishra, claimed he himself offered to resign as he crossed age of 75 years.
