Richard Barnard, the cofounder of pro-Palestinian activist group, Palestine Action, was charged under the Terrorism Act by UK police on 29 August. Barnard is being accused of “expressing an opinion that is supportive of a proscribed organization contrary to section 12 of the Terrorism Act 2000.” He also faces two charges of encouragement or intention to encourage criminal damage. A hearing will be held at the Westminster Magistrates’ Court on 18 September.
The charges against Barnard originate from a probe launched by the UK Counter Terrorism Policing North West (CTPNW) unit into a protest held on 8 October, one day after Operation Al-Aqsa Flood, in Manchester. “After a targeted campaign by the Zionist lobby, Palestine Action’s co-founder Richard Barnard is facing three charges for two speeches. He is accused of supporting a proscribed organization under the Terrorism Act and encouraging ��criminal activity.’ Mobilize in support at his plea hearing on September 18th from 10:00 AM at Westminster Magistrates’ Court, London, NW1 5BR,” Palestine Action said via social media.
British police raided the home of another Palestine Action activist on the same day that Barnard was charged. The activist is suspected of involvement in the storming of a facility belonging to the Israel-based weapons manufacturer Elbit Systems. Palestine Action activists have stormed Elbit facilities several times over the past several months in protest against the genocide in the Gaza Strip and against Britain’s provision of arms to Israel. A group of their members stormed an Elbit facility earlier this month, destroying weapons and machinery at the site.
Elbit Systems supplies 85 percent of the Israeli army’s drones and land-based equipment. It also exports drones, aircraft parts, and other equipment to the UK. On the same day Barnard was charged, UK police British detained pro-Palestinian human rights activist and social media influencer Sarah Wilkinson, reportedly over “content that she has posted online.”
Wilkinson’s arrest came two weeks after Syrian–British journalist Richard Medhurst was detained and questioned by UK police upon his arrival at Heathrow Airport under the Terrorism Act, Section 12. Other British journalists who have reported critically on Israeli, UK, and US foreign policy have also been detained and harassed upon returning to their home country, including The Cradle contributor Kit Klarenberg and Vanessa Beeley.

Australia challenged on ‘moral failure’ of weapons trade with Israel
Regular protests have been taking place outside Australian firms making crucial components for the F-35 fighter jet.
Melbourne, Australia – Israel’s continued assault on Gaza has highlighted a hidden yet crucial component of the world’s weapons manufacturing industry – suburban Australia.
Tucked away in Melbourne’s industrial north, Heat Treatment Australia (HTA) is an Australian company that plays a vital role in the production of F-35 Joint Strike Fighters; the same model that Israel is using to bomb Gaza.
Weekly protests of about 200 people have been taking place for months outside the nondescript factory, where heat treatment is applied to strengthen components for the fighter jet a product of US military giant Lockheed Martin.
While protesters have sometimes brought production to a halt with their pickets, they remain concerned about what’s going on inside factories like HTA.
“We decided to hold the community picket to disrupt workers, and we were successful in stopping work for the day,” Nathalie Farah, protest organiser with local group Hume for Palestine, told Al Jazeera. “We consider this to be a win.”
“Australia is absolutely complicit in the genocide that is happening,” said 26-year-old Farah, who is of Syrian and Palestinian origin. “Which is contrary to what the government might have us believe.”
More than 32,000 Palestinians have been killed since Israel launched its war in Gaza six months ago after Hamas killed more than 1,000 people in a surprise attack on Israel. The war, being investigated as a genocide by the International Court of Justice (ICJ), has left hundreds of thousands on the brink of starvation, according to the United Nations.

According to Lockheed Martin, “Every F-35 built contains some Australian parts and components,” with more than 70 Australian companies having export contracts valued at a total 4.13 billion Australian dollars ($2.69bn).
Protesters have also picketed Rosebank Engineering, in Melbourne’s southeast, the world’s only producer of the F-35’s “uplock actuator system”, a crucial component of the aircraft’s bomb bay doors.
Defence industry push
In recent years, the Australian government has sought to increase defence exports to boost the country’s flagging manufacturing industry.
In 2018, former Prime Minister Malcolm Turnbull announced Australia aimed to become one of the world’s top 10 defence exporters within a decade. It is currently 30th in global arms production, according to the Stockholm International Peace Institute.
It is an aspiration that appears set to continue under the government of Anthony Albanese after it concluded a more than one-billion-Australian-dollar deal with Germany to supply more than 100 Boxer Heavy Weapon Carrier vehicles in 2023 – Australia’s single biggest defence industry deal.
Since the Gaza war began, the industry and its business relationship with Israel have come increasingly under the spotlight.
Last month, Deputy Prime Minister Richard Marles insisted that there were “no exports of weapons from Australia to Israel and there haven’t been for many, many years”.
However, between 2016 and 2023 the Australian government approved some 322 export permits for military and dual-use equipment to Israel.
The Department of Foreign Affairs and Trade’s own data – available to the public online – shows that Australian exports of “arms and ammunition” to Israel totalled $15.5 million Australian dollars ($10.1m) over the same period of time.
Officials now appear to be slowing the export of military equipment to Israel.
In a recent interview with Australia’s national broadcaster ABC, the Minister for International Development and the Pacific Pat Conroy insisted the country was “not exporting military equipment to Israel” and clarified this meant “military weapons, things like bombs”.
However, defence exports from Australia fall into two categories, items specifically for military use – such as Boxer Heavy Weapons vehicles for Germany – and so-called ‘dual use’ products, such as radar or communications systems, that can have both civilian and military uses.

Australia’s Department of Defence did not respond to Al Jazeera’s requests about whether the halt to defence exports to Israel also included dual-use items.
What is certain is that companies such as HTA and Rosebank Engineering are continuing to manufacture components for the F-35, despite the risk of deployment in what South Africa told the International Court of Justice in December amounted to “genocidal acts“.
In the Netherlands – where parts for the jet are also manufactured – an appeal court last month ordered the Dutch government to block such exports to Israel citing the risk of breaching international law.
The Australian government has also come under scrutiny for its lax “end-use controls” on the weapons and components it exports.
As such, while the F-35 components are exported to US parent company Lockheed Martin, their ultimate use is largely outside Australia’s legal purview.
Lauren Sanders, senior research fellow on law and the future of war at the University of Queensland, told Al Jazeera that the “on-selling of components and military equipment through third party states is a challenge to global export controls.
“Once something is out of a state’s control, it becomes more difficult to trace, and to prevent it being passed on to another country,” she said.
Sanders said Australia’s “end use controls” were deficient in comparison with other exporters such as the United States.
“The US has hundreds of dedicated staff – with appropriate legal authority to investigate – to chase down potential end-use breaches,” she said.
“Australia does not have the same kind of end-use controls in place in its legislation, nor does it have the same enforcement resources that the US does.”

In fact, under legislation passed in November 2023, permits for defence goods are no longer required for exports to the United Kingdom and the US under the AUKUS security agreement.
In a statement, the government argued the exemption would “deliver 614 million [Australian dollars; $401m] in value to the Australian economy over 10 years, by reducing costs to local businesses and unlocking investment opportunities with our AUKUS partners”.
International law
This new legislation may provide more opportunities for Australian weapons manufacturers, such as NIOA, a privately owned munitions company that makes bullets at a factory in Benalla, a small rural town in Australia’s southeast.
The largest supplier of munitions to the Australian Defence Force, NIOA – which did not respond to Al Jazeera for comment – also has aspirations to break into the US weapons market.
At a recent business conference, CEO Robert Nioa said that “the goal is to establish greater production capabilities in both countries so that Australia can be an alternative source of supply of weapons in times of conflict for the Australian and US militaries”.
Greens Senator David Shoebridge told Al Jazeera that the government needed to “publicly and immediately refute the plan to become a top 10 global arms dealer and then to provide full transparency on all Australian arms exports including end users.
“While governments in the Netherlands and the UK are facing legal challenges because of their role in the global supply chain, the Australian Labor government just keeps handing over weapons parts as though no genocide was happening,” he said. “It’s an appalling moral failure, and it is almost certainly a gross breach of international law.”

Elbit has come under fire for its sale of defence equipment to the Myanmar military regime, continuing sales even after the military, which seized power in a 2021 coup, was accused of gross human rights violations – including attacks on civilians – by the United Nations and others.
Despite a recent joint announcement between the Australian and UK governments for an “immediate cessation of fighting” in Gaza, some say Australia needs to go further and cut defence ties with Israel altogether.
“The Australian government must listen to the growing public calls for peace and end Australia’s two-way arms trade with Israel,” Shoebridge said. “The Albanese government is rewarding and financing the Israeli arms industry just at the moment they are arming a genocide.”
Protests have continued both at the HTA factory in Melbourne and their premises in Brisbane, with organisers pledging to continue until the company stops manufacturing components for the F-35.

A 7.8 earthquake followed by a 7.5 aftershock hit southern Turkey near the Syrian border. There are 2,300 dead across the two countries and that will continue to rise as workers search through the rubble. Unfortunately most buildings in that area are built of brick and mortar, which don't have much defense against earthquakes.
The State of the Union address will be tomorrow at 21:00 EST.
Hong Kong started its national security trial. Two years ago many pro-Democracy leaders were arrested on conspiracy to commit subversion charges. This trial is being seen as how far Xi and the party's influence has taken control.
Over the weekend there was an incident over a balloon that originated from China. The US claims it had spy equipment, China said it was a civilian manufacture for weather monitoring purposes. The US waited for the balloon to traverse the country and eventually shot it down in the Atlantic Ocean, where the military is now going through the debris. It is unknown who is right at this point, but it was very large for a weather balloon (about two buses together, which is why the US didn't want to down it over land).
Dell is shedding 5% of its workforce. The Wall Street Journal has a thorough article listing all the recent layoffs since the beginning of the year.
A sixth police officer was fired for his involvement in Tyre Nichols' death. He was already under suspension, and is under consideration for criminal charges.
House Republicans voted to removed Representative Omar (D-MN) from the Foreign Affairs Committee. Omar is part of the "the Squad," a group of very progressive Democrats, who draw a lot of ire from Republicans. Omar has gotten criticism for anti-Israel/antisemitic remarks, which is what Republicans removed her for.
At least 34 are dead in Somaliland. In the early 90s Somaliland said it broke away from Somalia, but that to this day hasn't garnered much international recognition. Every now and then there is still fighting over this dispute, and it seems this was one of them.
Israeli forces killed five in the West Bank during a firefight.
Pervez Musharraf, former military leader turned president of Pakistan, died at age 79. He led a coup in 1999 and a few years later held elections where he became president. His tenure was a very transformative time for Pakistan, both good and bad.

The form reached my inbox as part of routine paperwork, but I sensed a tinge of accusation. I had been invited to speak at a national laboratory. In order to access the facility, I was required to attest that I wasn’t a participant in a foreign talent recruitment program. China, my birth country, topped a short list of “countries of risk.”
I found the vigilance slightly amusing. I was going to give a talk! In a dash of mischievousness, I thought of scrawling over the form: “D-I-S-S-I-D-E-N-T!”
I have never liked the word “dissident” or claimed to be one, though others have labeled me as such. The point of the story is not that I’m special, but that I should have nothing to prove in the first place. No amount of public critique of Beijing’s policies or the personal cost dissent exacts can spare me from the extra scrutiny. As a Chinese person living in the US, I’m often treated as a potential spy before I’m seen as a human being.
Espionage was once considered antithetical to American individualism. The term invoked imperial European courts—the word spy originated from Old French, espie—and British secret agents, symbols of an old world that the young republic was trying to break away and distinguish itself from. The carnage of World War II shattered America’s isolationist proposition. Joining its newly founded clandestine services was lauded as patriotic. In the long shadows of the Cold War, the enemy agent in the popular imagination was someone hiding a Russian accent. Three decades after the fall of the Soviet Union, as China emerges as a new superpower and contests US hegemony, the face of foreign espionage in the West has become Chinese.
It’s not just that Chinese students and scientists are routinely depicted as puppets of Beijing and conduits of intellectual property theft. The tint of racialized suspicion has seeped into anything “made in China.” Communications equipment from Huawei and ZTE are lurking in the airwaves. TikTok is “the spy in Americans’ pockets.” US authorities deem Chinese-manufactured cargo cranes a possible national security threat; in the words of a former head of counterintelligence, “cranes can be the new Huawei.” The acquisition of American farmlands by Chinese firms has also been met with alarm: The properties could be used as a “perch for spying,” so the argument goes. When a Chinese high-altitude surveillance balloon flew across parts of the US before it was shot down over the Atlantic, the mass hysteria had less to do with the balloon itself—even the Pentagon acknowledged it posed minimal risk—and more to do with the state of the national psyche. The floating object was the materialization of a constant dread, the embodiment of an alien intrusion.
Each time an objectionable act becomes racialized, such as how “crime” is coded as Black and “terrorism” as Muslim after 9/11, the problem is not that every individual from the minority group is innocent but that the collective is regarded as uniquely guilty, and anyone who shares the identity is implicated by association. The ethnicization of espionage in the US as a distinctly Chinese threat is rooted in centuries-old Orientalism and reinforces racial stereotypes. The rhetoric is weaponized to expand state power and advance special interests. The illusion of protection by discriminatory means obscures fundamental questions about our relationships with technology and the state, as well as how to navigate between our intimate and communal selves. In a world of privatized commons and militarized borders, who sees or cannot be seen? For whose benefit, and to what end?
A prominent 19th-century science manual instructs that a person’s “faculty of Secretiveness” can be measured by how much the shape of the nostrils resembles that of a Chinese nose. Published in New York in 1849, the book asserts that the people of China “are the most remarkable people in the world for secretiveness.” This view, widely held at the time, was echoed by the American diplomat and travel writer Bayard Taylor, who claimed that “the Chinese are, morally, the most debased people on the face of the earth,” whose “character cannot even be hinted.”
As waves of Chinese migrants left a crumbling Qing empire for distant shores, their presence disrupted a fragile white identity based on native dispossession and the transatlantic slave trade. Moral panic ensued. Popular literature described the Chinese people as mysterious, with inner worlds as cryptic as their written script. The new arrivals were treated as an invading species, who were stealing jobs, spreading disease, and corrupting the body politic.
In 1912, the British novelist Sax Rohmer, a white man, invented a character who epitomized the West’s fears and fantasies about the Orient: Dr. Fu Manchu. The supervillain and mad scientist is “Yellow Peril incarnate.” Inspired by the works of Bayard Taylor, Rohmer described Fu Manchu’s face as inscrutable, an impenetrable mask concealing his evil plots. Ironically, in over a dozen film adaptations over the decades, the character has only been played by white actors.
The projection of one’s insecurities onto the other is always riddled with contradictions. In the West, the Chinese people are portrayed as both primitive—so they need to steal technology—and scientifically advanced, with superior spying capabilities. The Middle Kingdom is either hopelessly stuck in the past or already inhabiting the future, where an ancient wisdom bestows startling foresight. The only consistency in these conflicting prejudices is an othering stance. The people of China are regarded as so radically different they’re relegated to a different temporal plane, while the present belongs to the West.
During the Mao era, Western writers used the phrase “blue ants” to describe the Chinese population, in reference to the light navy uniforms of the time. This image of the Chinese people as faceless, mindless automatons has also shaped American perceptions of Chinese spycraft, most notably in the so-called “thousand grains of sand” theory. Proposed by FBI analysts in the 1980s, the metaphor goes like this: To gather intelligence about a beach, the Russians would send in a submarine and frogmen, the Americans would use satellites, and the Chinese would simply dispatch a thousand tourists, each collecting a single grain of sand. The theory has been refuted—Beijing’s intelligence operations are not so different from those in other countries and mostly rely on professionals—but not before it had been hailed as doctrine for decades and cast a distorting light on every Chinese visitor as a potential foreign agent.
This February, during the first hearing by the newly established House Select Committee on China, former national security adviser H. R. McMaster described the pervasiveness of Chinese industrial espionage in graphic terms: “If you bolt your front door, they’re coming through the window. If you bolt your windows and put up screens, they’re going to tunnel under your house.” According to the retired general, the “many vectors of attack” demanded “a holistic approach.” As I listened to the hearing, I wondered how many who had heard these words pictured an army of ants creeping through the cracks, sweeping up every grain of sand.
Three days before its debut hearing, the House Select Committee on China held a rally and press conference in Manhattan, outside a commercial building in Chinatown.
"This innocent-looking building that you see behind me has an unauthorized secret police station linked to the Chinese Communist Party," said Congressman Mike Gallagher, who chairs the committee. According to law enforcement officials and some human rights groups, the Chinese government operates dozens of overseas police outposts, including three in the US, which can be used to surveil local Chinese communities and suppress dissent. Weeks after the press conference, the FBI arrested two men associated with the office in Manhattan on charges of conspiring to act as foreign agents and destroying evidence. On the same day, the Justice Department also charged 44 individuals, believed to be based in China, on crimes related to online harassment and intimidation against Chinese nationals in the US.
I watched a video of the press conference. Members of the Chinese and Tibetan diaspora stood behind the congressional delegates. They held up signs that read “Condemn the CCP’s transnational repression.” But one item from the demonstration caught my attention: a pale balloon with a Chinese national flag sticker on one side, and three letters on the other, “SPY.”
I reckon that the choice of prop might have been tactical. By holding up a white party balloon, the protesters were trying to invoke a common angst over Beijing’s aggression. For those of us who have crossed oceans and political systems, to still live under the watchful eyes of the home government can be a profoundly lonely experience, not unlike that of being a racialized minority. In the words of a Chinese human rights activist who spoke at the rally, “This is the first time that the Chinese basic community feel that their grievance is heard by the American public.”
However, the emotional appeal from minority members for official intervention can inadvertently imperil the same communities in need of protection. By casting violations of civil liberties through the sweeping lens of national security, Washington’s hardened response helps fuel racial bias, which can easily mistake targets of transnational repression as its suspected perpetrators. The emphasis on legal status and political allegiance in immigrant communities normalizes the nation and its borders, and reinforces a Cold War binarism where China and the US stand as polar opposites.
In 2001, as a member of the Washington state legislature, Representative Cathy McMorris Rodgers blocked a bill that would replace the word “Oriental” with “Asian” in official documents. This March, at the highly anticipated congressional hearing featuring TikTok CEO Shou Zi Chew, Rodgers, now chair of the House Energy and Commerce Committee, declared at the start, “We do not trust that TikTok will ever embrace American values.”
For the next five and a half hours, Chew, who is Singaporean of Chinese descent, tried valiantly to distance his employer as well as himself from ties to China. During his five-minute opening remarks, Chew mentioned his Singaporean upbringing, his education in the UK and the US, and that his wife was born in Virginia. In response to questions of whether TikTok or its parent company ByteDance is “a Chinese company,” Chew was evasive: “What is a company that is now global?”
Chew’s responses, packaged in notably Americanized English, did little to assuage skeptics on the committee. Many lawmakers believe the short-video app is a weapon in disguise, developed by a foreign adversary to poison American minds and extract Americans’ data. One piece of evidence, repeatedly cited to corroborate the claim that TikTok is de facto spyware, is China’s National Intelligence Law. Enacted in 2017, the legislation states that “all organizations and citizens shall support, assist, and cooperate with national intelligence efforts.”
The focus on the Chinese government’s subpoena power as a unique feature of its authoritarian system overlooks the many ways American companies cooperate with the state. Local and federal law enforcement routinely utilize access to social media platforms like Twitter and Facebook, private security cameras, and cell phone networks to criminalize and surveil, at times without proper authorization. The sweeps have been directed against migrants at the southern border, people seeking abortion services, and Black Lives Matter protesters. On the other hand, Chinese companies like Alibaba and Tencent have refused requests from state agencies to hand over customer data.
The caricature of an almighty Beijing with absolute control feeds into the age-old misconception that the Chinese people are submissive subjects devoid of individual agency, who can only act out of national loyalty or political coercion, but never for personal interest or financial gain like their counterparts in the West. While the ruling party of China is nominally communist and maintains a Leninist structure, the country has been an integral player in global capitalism for decades. Yet, during the TikTok hearing, the word “communist” is frequently uttered, not to inform but to exoticize. The tone is reminiscent of an earlier era, when the United States claimed the holy mantle to save the colored masses of the world from the red menace.
TikTok is not a product of communism but of surveillance capitalism. As China moves from the margins to the center of global capitalism, the panic over Chinese espionage is inseparable from the apprehension about the West in decline. History repeats itself as Florida and several other states pass or propose legislation restricting Chinese citizens from purchasing property, citing security concerns. Similar excuses were used for the “alien land laws” in the early 1900s that barred Chinese and Japanese immigrants from land ownership. The spying allegations against TikTok and other Chinese products are often hypothetical: It’s not so much about what the companies have done or even what they can do; China is used as a foil to project American fears and desires. After all, the US military and intelligence agencies are pioneers in surveillance technology and foreign interference. As it was in the aftermath of 9/11, a perceived threat is used to justify massive expansions of executive power, which also include the ability to monitor and manipulate, both at home and abroad. The Senate bill to ban TikTok has been aptly called a “Patriot Act for the internet.”
To continue operating in the US under ByteDance ownership, TikTok has proposed to store American user data exclusively on US-based servers run by Oracle. The plan, Project Texas, is named after the state Oracle is headquartered in. The software giant, proudly American, boasts clients that include “all four branches of the US military,” the CIA, and local law enforcement. It has also marketed surveillance tools to Chinese police. Without universal data protection standards, the mere imposition of a national border around data does little to mitigate risk or reduce harm; instead, the border only helps determine who has the right to exploit the data and commit harm.
Oracle is one of the largest data brokers in the world. In a report released in June, the US Intelligence Community acknowledged that commercially available information, which “includes information on nearly everyone,” has reached a scale and sophistication on par with targeted, more intrusive surveillance techniques. The private data market is loosely regulated and open to all. US spy agencies are among its countless clients.
“Everyone is being surveilled constantly, but it’s always ‘Shoot the balloon!’ and never ‘Unplug Alexa.’” This line, delivered by comedian Bowen Yang on Saturday Night Live, encapsulates the quotidian reality of mass surveillance and the hypocrisy in official responses. After capitalism has commodified just about everything that sustains life—land, water, health care, to name a few, its latest site of extraction is life itself: our time, attention, movements, and presence. All can be captured, converted into data, and traded as commerce.
For years, this virtually unfettered transaction has benefited US companies and is aligned with Washington’s agenda. China’s economic rise, coupled with Beijing’s belligerence, has shifted this calculus. As US authorities place more restrictions on the transnational exchange of money, goods, information, and people in the name of security, at times in conflict with the demands of capital, the two superpowers increasingly mirror each other in their paranoia and protectionist stance. The Chinese government recently revised its anti-espionage legislation. The new law, which went into effect on July 1, broadens the definition of spying, grants the state more power to inspect facilities and electronic devices, and further limits foreign access to domestic data. Citing the new legislation, China’s Ministry of State Security proclaimed in a social media post that “Counterespionage needs mobilization from all of society,” while FBI director Christopher Wray has repeatedly stated that a “whole-of-society” approach is necessary to fight against threats from China. In Beijing's propaganda materials alerting Chinese citizens of foreign intelligence activities, the spy is routinely depicted as a white man.
The bodies we inhabit are never ours alone. In the age of surveillance capitalism, the bounds of our private existence are endlessly encroached on by the richest and mightiest of interests, who also dictate the terms of extraction and exploitation. In this uneven battle, privacy is more than an individual right; it’s a form of communal care. An encrypted message requires effort and trust from both the sender and the receiver. The decisions we make about seeing or not being seen also configure the spaces we move in; they affect how others see and are seen. To reclaim our sovereign yet porous selves, we must reimagine space—physical as well as digital, social as well as legal—and interrogate its many borders: around nation, race, gender, class, property and the commons.

Sounding out the naval barge on Seneca Lake

The next time you are driving along Seneca Lake, on State Route 414 along the eastern shore or – if you are traveling through Yates County – State Route 14 along the western shore, gaze into the middle of the lake and see if you find an interesting-looking platform floating on the surface. It shouldn’t be too hard to find, but you might wonder just what you are looking at.
This platform is, in fact, a barge anchored in the middle of Seneca Lake off the shore at Dresden. Indeed, the operation is officially known as the Seneca Lake Sonar Test Facility under the auspices of the Naval Sea Systems Command and the Naval Undersea Warfare Center of Newport, Rhode Island. Though it appears only civilian employees work there and no military personnel are stationed there, one could say this facility represents the only presence of the U.S. Navy existing in the Finger Lakes.
According to its website, the Seneca Lake Sonar Test Facility does just that – performing tests and evaluations of equipment to include sonar arrays and systems – and is known for its massive lift and power capabilities. Acoustic testing professionals carry out tests on systems and equipment of all sizes, even an entire sonar suite mounted in its sonar compartment.
Because it is a deep freshwater lake that is open all year, Seneca Lake is the Navy’s primary site for active instrumented calibration and testing. The fairly constant and predictable weather and water conditions of Seneca Lake also make it a choice testing site. It is known for its testing and evaluation of major projects that require relatively deep water with fixed underwater geometry and capabilities for heavy load-handling and electrical power.
Located about a mile and a half from the Dresden shore, the facility consists of two barges – the Systems Measurement Platform and the Remote Calibration Platform – that are the primary measurement and calibration resources. Two equipment-handling barges and numerous transport boats serve the facility, and there are machining and fabrication capabilities on the site to repair or manufacture the equipment and gear being tested.
The facility has been used by the Department of Defense, Department of the Navy, universities, foreign governments, state and local agencies, and private industry. And it has been a part of the Dresden landscape and lakeshore for more than 60 years.
It all began in November 1961, when the original barge – a converted oil tanker measuring 165 feet long and 36 feet long – arrived in Seneca Lake from Miami, via the inland waterway, Hudson River, and Barge Canal. During the heyday of the Cold War, as America furthered its research and development of anti-submarine warfare, the barge was purposed to test advanced sonar equipment designed to detect underwater craft. The barge was a key unit in establishing an anti-submarine acoustics research facility, headed by General Dynamics/Electronics.
The company leased a site at Dresden that provided 180 feet of lakefront – with construction of docking and service facilities to begin soon, according to an October 1961 newspaper article – along with a county road serving the property that would allow access to the facility throughout the year. Seneca Lake was chosen because its 600-foot depth makes it one of the deepest lakes in the country and – with the exception of the Great Lakes – the deepest lake with direct access to the Atlantic Ocean. It also has temperature gradients similar to those in the Atlantic Ocean, meaning sonar tests could be correlated to ocean conditions. The waves on the lake aren’t high enough to interfere with barge operations, and since the lake rarely freezes tests can be conducted throughout the year.
The original barge was equipped with a diesel-driven, 200-kilowatt generator to supply electric power to its electronic equipment, a capacity that was later increased to 400 kilowatts. The barge’s hulls had several ballast tanks, with water pumped out of or into the tanks to raise or lower the height of the deck above water.
Initially, the barge was designed to test then-recently-developed transducers weighing as much as 35 tons. These transducers convert electrical energy into acoustic energy, sending sound signals through the water that bounce off an intended target with an echo that can be recorded and analyzed. For test operations, the barge was to be manned by three engineers working under the direction of a manager.
In 1965, the Navy began leasing the Dresden Marina – with 4.5 acres of land and 900 feet of lakefront – for $20,000 per year with an option to buy the marina for $125,000. As a result of this move, owners of boats and crafts docked at the marina were forced to remove them from the marina and find new facilities to store them. Those with mobile homes located on the hill above the docks also had to vacate the premises. Another result was the Navy expanding its research facilities on Seneca Lake through an investment of $500,000. The improvements included completely fencing in the installation since much of its research work dealing with sound and sonar equipment is classified.
An undated newspaper article – handwritten with “1967,” though the exact date is unclear – indicates the Navy bought the marina a couple of years later for $166,000 and took it over outright. That year, Albert Gatthardt, of the Washington Naval Research Center, spoke before a jointing meeting of the Seneca Falls and Waterloo Rotary Clubs and detailed the history of the Naval Research Laboratory and its recent developments and improvements.
Alternately known as the Seneca Underwater Test and Evaluation Center, the facility was profiled in a July 1968 newspaper article on the occasion of the barge’s conversion from diesel power generated aboard to being powered by an electrical cable from the shore. The change permitted the barge – referred to in the article as DARIUS, though it is unclear what that stands for – to test the largest underwater sonar sound sources.
The following year, the Navy announced a $2.2 million expansion of the research facility on Seneca Lake, making it “the newest, largest, and best underwater research center in the country.” Plans called for using the existing barges plus a new systems measurement platform measuring 195 feet long, 120 feet wide, and 9 and a half feet deep, with a crane capable of lifting 200 tons. The expansion would continue the Navy’s research into sound transmission, travel, and reception underwater, light transmission and reception, underwater radio communications, development of new oceanographic tools and techniques, and underwater tests in the field physics.
As of February 1969, the facility employed eight permanent employees – a number expanded by 10 or 20 visiting technicians, engineers, and scientists. With the expansion anticipated to finish in the summer of 1970, plans called for 15 permanent employees with a capacity for 40 people visiting and working on the site.
By September 1970, work on the expansion had fallen behind but was mostly complete, and the facility continued testing equipment on Seneca Lake. More than 50 years later, the Navy still has a presence in the Finger Lakes, and it is one you can see from the road or the shore.

I‘ve just outlined the plots of Top Gun: Maverick starring Tom Cruise and The Interview starring Seth Rogan.
But it also describes real world aspirations — here towards Iran and North Korea — from top policymakers across Nato.
These parallels are no coincidence. Because each film was actually subject to script changes imposed by Washington. In the documentary Theaters of War, we show how the CIA and Defence Department have exercised editorial control over thousands of films and TV shows in exchange for lending equipment like helicopters to producers to use on screen.
Such films reflect and construct the paranoid fantasies of our imperial masters, most of them with direct script input: Iran taking Western hostages in Ben Affleck’s Argo; kindly marines unjustly slaughtered for handing out grain to hungry Africans in Black Hawk Down; US politicians too innocent to realise that arming Islamic terrorists will lead to 9/11 in the Julia Roberts hit Charlie Wilson’s War, and the Gerard Butler film Kandahar in which an evil dictator is on the brink of manufacturing a nuclear bomb at a secret facility carved deep inside a mountain. With no option and against all odds...
Is it any wonder that 30 per cent of Americans in a poll said they want to bomb Agrabah, the capital city in Disney’s Aladdin?
Is it any wonder that our politicians, as though clutching rosary beads, prefigure Russia’s invasion of Ukraine with the word “illegal” with no sense of irony and “unprovoked” with no sense of history? When was the last thing you saw depicting Russia which didn’t have it crawling with tyrants? Red Dawn? Rambo; Air Force One; Hunter Killer; James Bond; Jack Ryan; 24; Homeland; Stranger Things…the 6 O’Clock News?
The US government has suppressed scripts — but on others it has overturned their original messages. In the Iron Man screenplay, Robert Downey Jr’s hero was opposed to his father’s arms business. After rewrites he became the ultimate evangelist for a bloodless industry: “Peace means having a bigger stick than the other guy.”
For four decades, almost all script changes had been suppressed until our team used the law to acquire large bundles of government documentation. Regardless, the Defence Department’s entertainment boss compared his role in the “court” of Hollywood to that of a “minor eunuch.” This from a man who controlled hundreds of titles including 12 of the top 20 grossing film franchises — more than Steven Spielberg. His army of Little Hitlers have ensured none of the scripts passing their desks depict: war crimes; coups; assassinations; torture, or indeed anything that “reminds the public” of the “nasty conspiracies” in which America has engaged.
Now, Hollywood producers and celebrities are terrible on foreign policy issues even without state interference. Consider Benedict Cumberbatch, who played the WikiLeaks founder Julian Assange in the 2013 film Fifth Estate. Assange tried reasoning with Cumberbatch, saying the studio will use him as “a hired gun, to assume the appearance of the truth in order to assassinate it.”
Sherlock scoffed: “As if I am an easily bought cypher for right-wing propaganda” and “I’ve worked far less hard for more money on other projects.” Cumberbatch demurred when asked to oppose the 35-year prison sentence for Assange’s colleague Chelsea Manning, pontificating: “Isn’t it hypocritical to say, we should know everything about you as a government, but the government can’t know anything about us?” Curiously, while Fifth Estate presents Assange as a shifty egotist, it is Cumberbatch who claims “there is only personal truth” and wanted to play the Assange lead because “I’m a vain actor.”
Acclaimed as a peerless journalist, Julian Assange has entered his fifth year in Britain’s highest security prison without trial. Assange used incontrovertible documentation to expose: US massacres; sadistic detention procedures; corporate suppression of data on global warming, and the Democrats’ backroom machinations to destroy their own socialist presidential candidate, Bernie Sanders, in favour of the less popular hawk, Hillary Clinton. Those intimately involved in Assange’s case say the state has meted out “torture,” which includes giving him a computer to conduct his defence with all the keys superglued down and falsely diagnosing him with HIV. And where was Cumberbatch in the middle of all this? Making The Courier, whose production was supported from the outset by the CIA and which mangled Cold War history to hype the threat from Moscow.
Or consider the state affiliations of another “nice” celebrity, Sacha Baron Cohen. Cohen’s production company claims they lied to the US military to gain entry into a base in Alabama but the scenes there feel staged, setting up Cohen’s character Bruno for a series of one-liners. Cohen apparently escaped by squeezing under a rapidly closing gate while guards yelled in pursuit.
Another time, Bruno interviewed a “terrorist” discovered through Cohen’s CIA contact. This was in fact a Palestinian greengrocer who said Cohen told him the interview would be about his peace activism. The resultant case was settled for an undisclosed sum.
In Israel, actually, Bruno was beaten by a crowd of Israelis, who, angered by his camp clothing, started to stone him on camera. For the first time, Cohen broke character. He desperately yelled that he was an Israeli Jew, not a homosexual foreigner and fled for his life. The footage has never emerged even though it would presumably highlight racism, supposedly what Sacha Baron Cohen is all about. Wrong racists.
Call this propaganda, soft-censorship, or threat construction — whatever — it shapes attitudes to foreign policy and it is ridiculous: in 2003 the Americans said Iraq had 5,000 tonnes of mustard gas but after 13 years of sanctions we didn’t even find mustard. This spring, the Americans invoked the terror of China’s spy balloon. Gee, I hope the Chinese don’t send any more party paraphernalia. I’d hate for them to make us sit on a Whoopee Cushion.
Of course, outside the political fiction projected in the blue glow of our spooky little monitors, there is a real threat — it is us. On Ukraine alone, leaks by people of conscience indicate casualties approaching half a million in a deadlocked war and yet still we insist we “weaken” Russia and, it seems, detonate our own oil supply and bring the fight to Crimea. Even international specialist John Mearsheimer, propelled to fame by his opposition to the war, does so on the grounds that we should be allying with Moscow to threaten China, oafishly asserting that if not Beijing will end up stationing missile systems in Mexico and Canada to target the United States.
Ours is a demented political culture, egged on by hubristic visions of its own righteousness. We urgently need to be a purposeful peace movement, with our eyes open to how the media holds diplomacy in abject contempt.

For the past few days @darthmelyanna has been sharing details about the infighting and incompetence behind the founding of the organization we now know today as USAG and boy does it make me want to know what other countries officials who had to deal with these clowns were saying.
Some fun facts:
The Amateur Athletic Union or AAU originally controlled gymnastics in the United States. As well as basketball, track, and a number of other sports. They controlled if an American athlete could compete in another country and if a foreign athlete could compete in the US. Among the traits of the AAU was that the bylaws of the organization had been written so the man in charge couldn't be fired or replaced and no one but that one individual was qualified to hold the job. Dictator for life.
And he ... didn't really respond to his mail either from US coaches/athletes or from foreign officials. When officials in New Zealand sent a request that some American gymnasts tour New Zealand 8 months went by before they had to write an American coach to find out if they were going to get an answer.
One of the things the AAU had done... or rather not done... was produce an english translation of the code of points. Americans were literally competing at Olympic events in a sport where they didn't have a rule book in their own language.
When they eventually did produce a translation the American gymnastics equipment manufacturer Nissen also produced a translation of the FIG code of points.
They didn't agree.
But that almost didn't matter because within the United States the different regions had their own individual judging standards. The Americans couldn't decide what scores should be between themselves. And because FIG was dealing with the AAU as the national governing body those coaches who broke off to form the USGF weren't getting FIG judges training.
So with all of this the Americans show up to the 1964 Olympic Games (presumably with their two different codes of points and several different judging standards) and decide that the US had been terribly underscored and that they were really the 3rd best team in the world even though they placed 9th. And are very mad at the AAU for not starting a diplomatic incident because the Americans didn't receive higher scores.
And that's all before we get into how much USGF really... really... loved apartheid South Africa.
I really hope she writes about this because I'm not covering even half the craziness.

U.S. National Air Guard recommends Leonardo's BriteCloud decoy for its F-16

The U.S. National Air Guard (ANG) issued a "field recommendation" for the disposable active decoy BriteCloud 218 from the manufacturer Leonardo, tested on U.S. F-16 Fighting Falcon aircraft.
The service has conducted an extensive live testing and testing campaign with BriteCloud since 2019. The decoy provides greater platform protection capability for 4th generation fighters, such as the F-16.
The U.S. Air Force later designated BriteCloud 218 as AN/ALQ-260(V)1, identifying it as a countermeasure of airborne electronic warfare. BriteCloud includes state-of-the-art DRFM blocking technology in a compact disposable device that can be launched from standard countermeasure dispensers. Unlike traditional chaff and flares, BriteCloud employs a sophisticated on-board electronic warfare capability, designed to combat radar-guided threats.
Designed and manufactured by Leonardo in the United Kingdom, BriteCloud has already entered service with the Royal Air Force of the United Kingdom. As a pioneering technology in the world, BriteCloud is being evaluated for potential service with the U.S. Armed Forces under the Foreign Comparative Testing (FCT) program of the Office of the Secretary of Defense (OSD). The field recommendation by ANG is one of the final stages of the program and gives the green light to BriteCloud 218 as proven effective and fit for operations.
The variant rounds of BriteCloud 218 evaluated under the FCT are standard-size rectangular countermeasures measuring only two by one by eight inches. This means that they are compatible with common dispensers, including the AN/ALE-47, and are ready to equip other 4th generation fighters, such as F-15, F/A-18, F-16 and A-10 fighters. The BriteCloud 218 is also an effective protection capability for smaller unmanned platforms, with the German Armed Forces successfully testing the system with drone aircraft last year.
Leonardo's original BriteCloud 55 decoy (a slightly larger variant, compatible with 55 mm round flare dispensers, such as those of the Eurofighter Typhoon and Saab Gripen C/D), is used by the Royal Air Force of the United Kingdom.

Being properly prepared beforehand will make the whole experience much more pleasant. Here are some essential tips to help you make the most of your visit:
Tip 1: Before You Book Your Trip
Which phase will the products you are interested in fall under? Make sure you book your trip at the right time.
Research Exhibitors-Identify Key Exhibitors: Use the fair’s website to find exhibitors that match your interests. Create a list of booths you want to visit and note their locations.
Are you going to need a guide and translator? Some of the exhibitors will speak English but a translator may be needed at times. There is also a big difference between Chinese culture and Western culture. It will pay you to learn what some of these differences are before you leave so you get the most out of the experience.
It’s a good idea to stay at least three to four days to get the most out of your trip – there is too much to see in even one or two days.

WeChat is an extremely popular way to communicate in China due to restrictions on many forms of social media. Download the WeChat app and start getting to know it’s features.
Tip 2: When You Pack
You will need to pack comfortable clothes and shoes. Expect a lot of walking; comfortable footwear is a must. Consider the weather and the business setting.
Pack a couple of notebooks and also work out some generic questions you will ask prospective suppliers like what the minimum order quantities are, customizability, etc.
Make sure that you have either a bag on wheels or a backpack to take with you to the fair. You will receive a number of business cards, pamphlets, etc. throughout the day and these get heavy to carry after a while.
Have plenty of business cards made to take with you – this helps to convince exhibitors that you are a serious business person and many will want a business card if you ask for a brochure.
Tip 3: Know How to Get to and From the Fair
There are a lot of options when it comes to getting to and from the fair.
The cheapest and easiest is usually to take the hotel shuttle. Just make sure that you know what times they arrive and leave because they are very strict about keeping to schedule.
The metro system will take you just about anywhere you want to go but it is easy to get yourself lost. Learn the route you need to take and what stations you must get off at the upfront. Download a Baidu Map APP or Gaode Map App, just enter your destination, and the App will show you the metro route very clearly.
Taxis are relatively inexpensive but there have been reports of taxi drivers being less than scrupulous with tourists. This won’t always be the case but it pays to be on your guard.
Ride-hailing. DiDi is similar to Uber. In China, DiDi is the dominant ride-hailing platform and offers a variety of services tailored to local needs.
Tip 4: At the Canton Fair
Get too involved in conversations with the exhibitors you are interested. This is where your notebooks come in handy. Looking up information about the companies that you were interested in and do some more in-depth reading on the products you were interested in so that you can whittle down the list of people to speak to.

Novelis plans to try to go public again in 2025
According to foreign media reports, Satish Pai, managing director of Hindalco, said in an interview with Bloomberg that he plans to push Novelis to go public in the United States again in 2025.
Novelis is Hindalco's aluminum subsidiary. The initial public offering was originally scheduled for 2024, but was postponed in June 2024 due to "unfavorable market conditions."
Pai said that Hindalco pushed Novelis to go public just to get a premium valuation, "We don't need this money to maintain Hindalco's business in India."

It is reported that Novelis' initial public offering was originally going to be one of the largest listings in the United States in 2024. The company originally planned to sell 45 million shares at a price of US$18 to US$21 per share. Hindalco will hold about 92.5% of the company after the IPO.
At the top end of the price range, Novelis’ market value is about $12.6 billion, based on the number of outstanding shares listed in Novelis’ filings with the U.S. Securities and Exchange Commission.
