While the Walt Disney Company’s prominence notably emanates from its perpetually treasured cinematic innovations and timeless characters, it manages an array of multifarious divisions that are aimed at maximizing the value of shares for investors. The Walt Disney Company is bifurcated into two discernible segments that orchestrate all of Disney's commercial transactions and daily operations for the purpose of advancing the corporation’s fiscal prosperity and entertainment acclaim. The Walt Disney Corporation is portioned into a distinct segment called Disney Parks, Experiences, and Products that exercises supervision over a worldwide collection of theme parks encompassing Walt Disney World, as well as magnificent vacation destinations exemplified by Aulani and maritime voyages under the subsidiary of Disney Cruise Line. In a similar fashion, the Walt Disney Company is demarcated into another segment named Disney Media and Entertainment Distribution that is responsible for the oversight of creation studios, including Lucasfilm Animation, and the administration of streaming platforms, including Hulu. The Walt Disney Company conducted assessments of St. Louis and Niagara Falls, but these cities ultimately failed to materialize into concrete manifestations of theme park ventures. Due to the frigid climates in the winter months of St. Louis and Niagara Falls, the corporation was compelled to explore land options in Central Florida. (Emerson) Recognizing that acquiring over 25,000 acres of land openly might arouse suspicion and lead to unnecessarily inflated prices, the Walt Disney Company formulated a tactical approach. The strategic plan involved creating shell corporations, cultivating land trusts, and employing covert designations to discreetly procure the marshy terrain of Orange and Osceola counties over the course of the mid-1960s. In 1967, the Walt Disney Company and the Florida State Legislature created the special tax district of Reedy Creek Improvement District, which granted the corporation the authority to oversee its own building codes, permit distribution, bond issuance, and tax collection. (Reedy Creek Improvement District) With special tax districts totaling over 1,000, including the prominent Daytona Beach Racing and Recreational Facilities District, the mechanism of utilizing special tax districts in Florida is common, as the districts generate revenue through specialized taxation, allow greater autonomy for communities, and provide efficient governance. (Sampson)
In 1968, the State of Florida sued the Reedy Creek Improvement District on the grounds that the district lacked the power to plan for drainage of its own waterlogged terrain and to issue revenue bonds for financing of the drainage endeavor. The Supreme Court of Florida rendered a verdict deeming that the appellant's contention that the project predominantly catered to Disney's interests was "untenable" because the primary objective is a valid public purpose given that the project would "improve sanitation and pest control conditions while aiding in the conservation of natural resources." The Supreme Court of Florida also deduced that as "long as specific constitutional provisions are not offended," a special improvement district can be located within "more than one county and possess multi-purpose powers essential to the realization of a valid public purpose." The Supreme Court of Florida held that the legislation establishing the Reedy Creek Improvement District did not conflict with Article III Section 20 of the Constitution of the State of Florida because the Court previously held that it is permissible for the Florida Legislature "to impose state and county" officials with administrative duties "as an incident to the formation of a taxing district for governmental purposes in order to effectuate the purposes of the district." Ultimately, the Court concluded that the legislation establishing the Reedy Creek Improvement District conferred the district with the control to "issue general obligation bonds, revenue bonds, or any other bonds to pay all or part of the cost of construction," and that the Board of the Reedy Creek Improvement District "was reasonable" and "accordingly not arbitrary, unfair, or inequitable" in its imposition of fees. Therefore, the Supreme Court of Florida ruled in favor of the Reedy Creek Improvement District and solidified a case precedent that granted the Walt Disney Company with more than 5 decades of safeguarded authority. In April 2022, Florida Governor Ron DeSantis signed Senate Bill 4-C, which stipulated that any "independent special district" promulgated "prior to November 5, 1968" that "was not reestablished, re-ratified, or otherwise reconstituted by a special act" will be "dissolved effective June 1, 2023." The Florida Senate bill conspicuously directed its focus towards the dissolution of the Walt Disney Company’s special district, which could cause the special district to be absorbed into Osceola and Orange counties. Jerry Demings, mayor of Orange County, declared that assuming responsibility for "the first response" and ensuring the public safety of Reedy Creek would be "catastrophic for the county's budget" and "would be an undue burden on the rest of the taxpayers in Orange County." (Sampson) Governor Ron DeSantis, the Walt Disney Company, and the mayors of Orange and Osceola counties must collaboratively formulate a resolution to rectify the imminent fiscal upheaval that is poised to confront Osceola and Orange counties.

FAA certifies S-70M Black Hawk helicopter for the civilian market

The Federal Aviation Administration (FAA) has completed its certification of the S-70M Black Hawk helicopter - a new type designation - by issuing to Sikorsky, a Lockheed Martin company, a Special Restricted Category Airworthiness Certificate, allowing delivery to the commercial/civil market.
FAA certification and the establishment of a pilot type qualification are expected to expand the market for military project helicopters, allowing civilian and commercial operators in the United States to purchase new Black Hawk aircraft directly from the factory.
“With type certification, the new S-70M Black Hawk helicopters of production in the latest configuration are available to the U.S. commercial/civil market for the first time,” said Jason Lambert, vice president of Sikorsky Global Commercial & Military Systems. “Internationally, where the FAA restricted category is not widely accepted, we can now discuss with other civil aviation authorities the potential to validate the aircraft to challenge civilian operations in the airspace of their countries.”
“We thank the FAA for its rigorous evaluation of the first S-70M aircraft and FlightSafety International for its partnership to upgrade an S-70i flight simulator and S-70M training curriculum to FAA standards,” he said. “We also congratulate and welcome our first S-70M customer, San Diego Gas & Electric, who requires the robust design and lifting capacity of the Black Hawk helicopter to carry out the demanding air firefighting mission.”
California's San Diego Gas & Electric (SDG & E) public service received the first restricted-class S-70M aircraft on November 18 at the Sikorsky Training Academy in Stuart, Florida. SDG & E will modify the aircraft to the Firehawk configuration at United Rotorcraft, a division of Air Methods in Colorado. By 2023, the aircraft will be ready to release water into forest fires with high precision from its 3,785-liter external tank (1,000 gallons).
FlightSafety was instrumental in the certification effort.
"As an authorized training partner of Sikorsky's S-70 Black Hawk, FlightSafety sees the importance of the S-70M model for the global helicopter market," said David Harper, central manager of the FlightSafety Learning Center in West Palm Beach, Florida. “We invested heavily to develop an all-new S-70M pilot training curriculum with advanced courses and upgrade our flight simulator to a full-movement D-level capability. Here are five NASA competitions and contests waiting for your ideas on everything from innovative ways to drill for water on other planets to naming our next rover:
1. The BIG Idea Challenge: Studying Dark Regions on the Moon
Before astronauts step on the Moon again, we will study its surface to prepare for landing, living and exploring there. Although it is Earth’s closest neighbor, there is still much to learn about the Moon, particularly in the permanently shadowed regions in and near the polar regions.

Through the annual Breakthrough, Innovative and Game-changing (BIG) Idea Challenge, we’re asking undergraduate and graduate student teams to submit proposals for sample lunar payloads that can demonstrate technology systems needed to explore areas of the Moon that never see the light of day. Teams of up to 20 students and their faculty advisors are invited to propose unique solutions in response to one of the following areas:
• Exploration of permanently shadowed regions in lunar polar regions • Technologies to support in-situ resource utilization in these regions • Capabilities to explore and operate in permanently shadowed regions
Interested teams are encouraged to submit a Notice of Intent by September 27 in order to ensure an adequate number of reviewers and to be invited to participate in a Q&A session with the judges prior to the proposal deadline. Proposal and video submission are due by January 16, 2020.
2. RASC-AL 2020: New Concepts for the Moon and Mars
Although boots on the lunar surface by 2024 is step one in expanding our presence beyond low-Earth orbit, we’re also readying our science, technology and human exploration missions for a future on Mars.
The 2020 Revolutionary Aerospace Systems Concepts – Academic Linkage (RASC-AL) Competition is calling on undergraduate and graduate teams to develop new concepts that leverage innovations for both our Artemis program and future human missions to the Red Planet. This year’s competition branches beyond science and engineering with a theme dedicated to economic analysis of commercial opportunities in deep space.

Competition themes range from expanding on how we use current and future assets in cislunar space to designing systems and architectures for exploring the Moon and Mars. We’re seeking proposals that demonstrate originality and creativity in the areas of engineering and analysis and must address one of the five following themes: a south pole multi-purpose rover, the International Space Station as a Mars mission analog, short surface stay Mars mission, commercial cislunar space development and autonomous utilization and maintenance on the Gateway or Mars-class transportation.
The RASC-AL challenge is open to undergraduate and graduate students majoring in science, technology, engineering, or mathematics at an accredited U.S.-based university. Submissions are due by March 5, 2020 and must include a two-minute video and a detailed seven to nine-page proposal that presents novel and robust applications that address one of the themes and support expanding humanity’s ability to thrive beyond Earth.
3. The Space Robotics Challenge for Autonomous Rovers
Autonomous robots will help future astronauts during long-duration missions to other worlds by performing tedious, repetitive and even strenuous tasks. These robotic helpers will let crews focus on the more meticulous areas of exploring. To help achieve this, our Centennial Challenges initiative, along with Space Center Houston of Texas, opened the second phase of the Space Robotics Challenge. This virtual challenge aims to advance autonomous robotic operations for missions on the surface of distant planets or moons.

This new phase invites competitors 18 and older from the public, industry and academia to develop code for a team of virtual robots that will support a simulated in-situ resource utilization mission—meaning gathering and using materials found locally—on the Moon.

4. Moon to Mars Ice & Prospecting Challenge to Design Hardware, Practice Drilling for Water on the Moon and Mars

We have more advanced electronic ear protection (Howard Leight Impact Sports) and Shooting Safety Eye Protection (SSP Shooting Glasses) in stock and available for purchase in our Retail Store. Your own handgun. We recommend bringing a second handgun as a backup, should your primary firearm fail. Defensive Pistol strong-side OWB or IWB holster for your handguns, and magazine holder (weak-side) with a a recommended two (2) magazine capacity. Your own ammunition for your handgun(s), at least 300 rounds. Four (4) or more magazines for each of your handgun(s) What NOT To Bring NOTE: we do not allow any live ammunition in our classroom due to safety restrictions. DO NOT bring  a friend or multiple friends or a family member(s) or any children of any age, who are NOT registered with the Lakota Safe Company Trading Post as students. They will not be allowed in the classroom And they will not allowed on the shooting range EXCEPTIONS: Individuals With A Disability (Please contact prior to class)  Legal guardian and/or care taker will be allowed in the classroom and shooting range. Legal guardian and/or care taker will be required to sign our legal waiver. Other Restrictions If you are a valid Florida Concealed Carry permit holder, we ask that you keep your firearm and ammunition in your vehicle;  these same SAFETY rules apply on the shooting range. Absolutely no children will be allowed in the classroom or the shooting range. If you do not complete the shooting portion of the class, your NRA certificate will be put in a pending status and another date will be scheduled for you to complete your shooting requirements.
