Why Are Fire Extinguishing Systems Essential for Industrial Areas?
In industrial settings, big machines, chemicals that can catch fire easily, and machines that run all the time increase the risk of fires. This fact highlights the importance of strong fire safety measures, particularly installing fire extinguishing system. These systems aren't just about following rules; they're essential for keeping people safe, protecting buildings, and ensuring businesses can run smoothly. Fire extinguishing systems act as the primary defence against big fires in industries by dealing with dangers before they become huge problems. This Article will explore why fire extinguishing systems are essential for Industrial areas.
Immediate Response to Fire Emergencies
Fires in factories or industrial areas can cause serious problems, like people getting hurt, buildings getting wrecked, and the environment getting damaged a lot. The dense configuration of industrial plants often complicates the situation, making evacuation and emergency response challenging. The tightly packed layout of industrial facilities can make things difficult, especially when evacuating people and responding to emergencies. Effective fire extinguisher testing are made to spot fires when they start and put them out quickly. This helps stop big damage and let’s people get out safely.
Business Continuity and Reduced Downtime
Fires in industrial areas can have big economic effects. In addition to directly harming buildings and equipment, a fire can also lead to downtime, affecting production, delaying shipments, and undermining customer confidence. Using reliable fire extinguishers helps make sure that things can go back to normal quickly and safely after a fire. This not only keeps the company's financial health also saves jobs and keeps the market steady.
Lower Insurance Costs:
Having fire extinguishers can also affect your insurance. Industries with comprehensive fire safety solutions often benefit from lower insurance premiums as they are considered lower risk. Insurance companies value businesses that invest in top-notch fire safety gear because it lowers the chances of them having to pay out for fire damage. This money reward shows how important it is to have good fire extinguishers ready to use.
Compliance with Safety Regulations:
Fire safety is heavily regulated in most industrial sectors, and compliance with these regulations is mandatory. Fire extinguishing systems help businesses meet these legal requirements, avoiding potential fines and legal penalties. Following safety rules shows that a company cares about keeping its employees safe and helps build a good reputation for being responsible. This can make the company stand out from others in the same industry, giving it an advantage.
In Essence
Industrial areas are fraught with hazards that demand vigilant fire safety practices, prominently featuring the installation and maintenance of fire extinguisher service. Having good fire safety systems is important. They're not just about following the law but also about keeping things running smoothly and ensuring everyone stays safe. When workplaces are safer from fires, it helps keep people healthy and happy. Plus, it gives businesses a good reputation with customers because they know safety is a top priority. You can rely on companies like Lone Star Fire & First Aidto exemplify the commitment to care about safety and being ready in workplaces by giving expert advice on fire safety. This helps businesses be prepared for any surprise fires.

Aaron Bushnell: Self-Immolated in Front of the Israeli Embassy
Bushnell was a 25-year-old member of the U.S. Air Force stationed in San Antonio and originally from Cape Cod in Massachusetts. He joined the Air Force as an active-duty member in May 2020 and has since worked in information technology and development operations.
Hours before lighting himself on fire, Bushnell posted a Twitch link on his Facebook page with the caption:
Many of us like to ask ourselves, “What would I do if I was alive during slavery? Or the Jim Crow South? Or apartheid? What would I do if my country was committing genocide?” The answer is, you’re doing it. Right now.
Shortly before 1 p.m. on Sunday, Bushnell began his livestream and walked toward the Israeli Embassy with an insulated water bottle full of flammable fluid. “I will no longer be complicit in genocide,” he said in his video. “I am about to engage in an extreme act of protest. But compared to what people have been experiencing in Palestine at the hands of their colonizers, it’s not extreme at all. This is what our ruling class has decided will be normal.”
Bushnell then placed his phone on the ground and walked to the gates of the embassy, where he doused himself in liquid from the bottle. “Free Palestine,” he said, as he struggled to light himself. A law-enforcement officer approached, asking, “Can I help you, sir?” At this point, Bushnell lit himself on fire, screaming, “Free Palestine.”
As Bushnell screamed in pain, a law-enforcement officer off-camera yells at him to “get on the ground.” A second officer yelled at the first: “I don’t need guns, I need fire extinguishers.” By the time D.C. Fire and EMS arrived on the scene, the fire had been put out.
An incident report filed by a Secret Service agent states that they “received a distress call regarding an individual exhibiting signs of mental distress outside the Israeli embassy.” (The Secret Service is responsible for foreign-embassy security.) “Before the Secret Service officers could engage, [Bushnell] doused himself with an unidentified liquid and set himself on fire. The Secret Service officers promptly intervened, extinguishing the flames before the arrival of the fire department. [Bushnell] was subsequently transported to a local hospital due to the burns sustained from the incident. The report states that Bushnell was pronounced dead at 10:06 p.m. on Sunday.”

Shana tova, everyone. May this new year be a good year; a sweet year. May it be a year of breathable air for us all, literally and metaphorically.
I’ve been in a bad to middling place since March for a variety of reasons, but about a week ago I felt all of my emotions extinguish. Not for any specific reason, just, I realized that the only thing I could feel was anger and annoyance, and everything else was inaccessible. I have lived with my depression for over twenty five years now, and my ability to feel joy comes and goes, but normally I can drum up things like curiosity, humor, gratitude... even sorrow and guilt. But it all just is too much, apparently, right now. Forest fire ash nuclear winter kicked in and although I have good air filters and AC in my house now the rotten egg sky and the shrouded stagnancy through every window just... snuffed me out.
I’ve been going through the motions, feeding myself, keeping up with some cleaning, doing minimal life stuff - I even endured an hour long family phone call. I’ve been laughing at funny things but it’s rote, like a phatic smile. It’s been a long time since I’ve felt like this - I don’t know if I was even an adult at the time, I can barely remember when I last was like this. In recent years my depression has been so tightly entwined with anxiety that it’s impossible to tease them apart, but when I was younger it was more of a one or the other situation and I know I had periods of disconnected doldrum like this. It’s, I guess, emotional dissociation?
Anyway tonight I watched two different evening Rosh Hashanah services. Normally synagogues make a huge chunk of their annual budget selling tickets for high holy days, but because of covid everyone is streaming them for free online. I have no idea how anybody is going to make up operating costs, or like, pay rabbi salaries. But it’s convenient for me.
I first watched the service of my childhood synagogue in San Antonio. The rabbis are all different of course, but the space is the same. The same bima I toddled across as a five year old, the same pews I sat in when I was six and stared up and up at the domed ceiling and listened to the choir echoing from up and behind down into my little ears, my dad’s tenor pushing past them all, letting fly on his solos. And I sobbed. I learned about Ruth Bader Ginsberg’s death in one tab and they started the mi sheberach in the other. That’s the prayer not for the dead but for the sick and dying. I just lost it. I was literally wailing. It was catharsis, I suppose. We are all ailing in one way or another. There’s death from the pandemic, there’s the mental illness from the pandemic. There’s the suffering of the marginalized and the sickness of the souls of the people who choose to do violence. There’s the sickness of this society that’s gotten to the points that it’s gotten to.
Then later in my own time zone I watched the service of the big reform synagogue in Seattle that I’d never bothered to attend services at before. I always said that if I ever decided to get married I’d just roll up to the congregation and sign myself up for the kosher meat market, and in a way that’s why I’ve avoided it. The service was nice, but didn’t pull a stone out of my chest by metaphysical force. Every one of the rabbis can sing and it was comforting. I’m going to try to wake up in time to watch the morning service tomorrow. I think, maybe, when it’s safe to do so, I should really push myself to join the congregation in a year or two. Because I think I’m past my meat market years, and I think that, even if I get another phase where I don’t have emotions, if I can be part of *something*, at least that means I can go through different motions to coast until I can get my emotions back, instead of just feeding and cleaning myself until enough time passes.
I don’t think that the death of Justice Ginsberg is the apocalyptic scenario people are painting it as. Her memory is already a blessing, and her death on this day is, in Jewish tradition, indicative of her being not just blessed for passing on Shabbat, but righteous for passing on the eve of the new year. A tzaddik. We don’t have saints, we have people who have devoted themselves so wholely to study and righteousness and fixing what’s wrong that they become the most human of humans, an exemplary example of what we all could be. And Justice Ginsberg was most definitely that, regardless of the date of her passing - this just puts a bow on it. I think that it’s bad, that the world is in the state that it currently is. But I have to remind myself, and I hope to remind you, that there is power in the individual, that there’s power in the smallest of words and the simplest of intent. Unexpected things come from unexpected places. Small stones get dislodged in a dam and huge floods can follow.

T H R O U G H T H E L O O K I N G G L A S S : An Exploration Into Our Own Communities
By: Cristina Paula E. Castro
In the time of expansion, it had become easy for us to overlook our very own locales when we discuss about society. Today, we tend to look at the Macro Perspective of things without considering the smaller components that make it up. As we analyze the society in a global perspective and national perspective, it is important for us to also look into the tiny communities that make up our kaleidoscopic world. This is precisely what the University of Santo Tomas National Service Training Program enables students to do.
In a task to interview barangay officials about the hazards, vulnerabilities, capacities, and risk reduction abilities of the community, I was able to interview Mr. Marco Dan C. Salvaña and Mr. Fernando D. Concan about the conditions of Barangay San Isidro.
Shown in the photographs are Mr. Marco Dan C. Salvaña and Mr. Fernando D. Concan.
The interview began with the simple identification of the existing hazards for the community. Mr. Salvaña had identified two of the top hazards that threaten the community; fire and flood.
Mr. Fernando D. Concan signs the letter of consent.
Below is a photograph during the interview. Unfortunately, Rm. Marco Dan C. Salvaña requested not to be shown in the photograph on the day of the interview itself as discretion because he was in his school uniform.
While Barangay San Isidro sits in a heavily urbanized city, there are still portions of the barangay with less developed housing. With fire being unpredictable, it poses a huge threat to every area, especially those of which are compounds with houses and establishments made of light materials. The barangay has specific areas such as the Silverio Compound and the creek side of Valley 02 which are populated by informal settlers. As the houses and buildings were not planned with as much care as the other infrastructures within the barangay, fire easily spreads throughout these parts of the community. Earlier this year, a large fire consumed a commercial hardware establishment which is largely constructed with flammable materials. As a result, the whole area that it covers was consumed by fire. In the previous years, small fires that spark within Silverio Compound, Barangay Village, and the border near Santo Niño have created a great damage to the community due to the fast growing of the fire and due to the unpreparedness of the community during that time. Today, the Disaster and Risk Management Division of the barangay considers fire as the number one hazard to the community.
Unlike other phenomena, typhoons and rainstorm are largely predictable. Because of this, flooding has become less threatening for the barangay and disasters due to natural phenomena has become less frequent throughout the years. Still, the improve canal systems are only partly effective in alleviating this problem in certain areas. Although the city is situated in flat land, certain areas have been constructed with uneven roadwork and are located in lower land areas. Such places include Lopez Village, Vitalez Compound, and Matatdo Homes. Apart from this, there are also small bodies of water within the barangay. During the wet season, these bodies of water overflow and cause light flooding to sever flooding in the areas surrounding it. Such creeks include the inner part of Valley 02, the creek in the main road of Greenheights Village, and the lower part of Matatdo Homes.
Apart from these two hazards, the barangay also considers the possibility of an earthquake as a major hazard. While the barangay is not situated on the Marikina Valley Fault System which runs through Metro Manila, the barangay maintains serious earthquake preparedness as the city itself is situated near the areas along the fault line. Large structures such as the express way, abandoned buildings which have not been retrofitted, unfinished buildings, and newly constructed buildings may collapse during a strong earthquake. Apart from damaging its surrounding structures, it may also be a direct cause of the loss of life of the people. Such is observed in the neighboring barangay, Barangay Tambo.
Here are some of the photographs of abandoned and unfinished infrastructures found within the barangay.
Mr. Concan has mentioned that these hazards and risks are reviewed quarterly by the division, headed by the barangay chairman, Capt. Noel J. Haplos. While the division team is responsible for most of the operations, the projects are often proposed and organized by the barangay chairman as he is the one who coordinates with the neighboring barangays about the affairs of the community.
Prior to the heightened involvement of the people in the community in disaster management, the barangay was focused on the response to disaster alone. However, as more youth organizations sprouted along the line, the barangay was able to coordinate with these associations to educate the capable members of the society on how to prevent, prepare, and respond to a disaster. In the unfortunate instances wherein disasters and calamities caused a devastating impact, the division is only able to respond to select areas at a time due to blocked roads and disrupted signals. After a brief recovery period, the disaster team tasks individuals to gauge the damage caused to the community, its probable root cause, and how to address the said problem. Since then, the barangay, in coordination with the city, was able to improve waterways, acquire appropriate weather instruments, develop evacuation plans for the different sub-areas of the barangay, and distribute necessary items during emergencies and during calamities.
The community walk enabled me to see first-hand the key places within the barangay. We were able to visit the most hazardous places or the areas which are most likely to acquire the most damage in times of disaster.
Shown above is the entrance to San Antonio Valley 02.
Pictured above is the entrance to Silverio Compound, and below is a snapshot of the area.
For fires, the areas that are most susceptible to this hazard are Valley 02, Silverio Compound, and Barangay Village. There are large portions of Valley 02 with infrastructures that are very closely built. There are also less-developed portions in the compound with homes that are built with substandard materials. Silverio Compound, which lies near the barangay hall, is a relatively large area occupied by informal settlers. Because of this, the landscape of the compound is poorly planned with narrow roads, overlapping houses, and poor street system. In addition, the houses that populate the area are pre-dominantly made of thin wood planks and metal gals. During instances of fire, the fire department of the barangay finds it difficult to respond as soon as possible due to the narrow labyrinthine streets which block fire trucks from entering the compound. It is also doubly challenging to extinguish fires as the houses are stacked against and atop other houses. Barangay Village also houses an area of poorly-constructed homes that are compressed in a small land area. Because of this, it becomes difficult to trace the exact place from where fires specifically spark. The damage is also more fatal as the fire easily spreads in the small area which houses a large number of people.
Shown above is the entrance to Lopez Village. Entering the village is not possible during the time of the community walk as non-residents are not allowed to enter the premises without a letter from a homeowner.
Pictured above and below is the entrance to Vitalez Compound.
Pictured below is the downward slope of a street in Vitalez Compund.
The uneven ground level in Vitalez Compound is one of the reasons why it is susceptible to flooding.
Pictured above is the entrance to Matatdo Homes. Below is a photograph of the lower portion of the compound near its southern border.
Pictured below is the gate of Greenheights Village.
The two photographs below are the two parts of the creek located inside the premises of the village.
As one observes, the sides of the creek have now been cemented. However, the marshy part of the creek is yet to be cleared.
The most affected areas for flooding are Lopez Village, Vitalez Compund, Matatdo Homes, and a small portion of Greenheights Village where a creek is located. Lopez Village, Vitalez Compound, United Parañaque Subdivision 05 (shown below), and Matatdo Homes are similarly characterized by lower land area, poor drainage systems, and uneven roadwork.
As a result, the rainfall from other areas of the barangay are caught in the said areas. The clogged drainages in the said places also contribute to the pooling and non-filtration of rainwater. As for Greenheights Village, although the subdivision is considered as one of the safest place within the barangay, the creek within its territory easily overflows during typhoons. What is more unfortunate is how the said creek is located at the middle of one of the schools, Escuela De San Lorenzo Ruiz, whose two buildings are connected by a bridge that passes over the creek. Apart from its nature as a body of water, the creek is also heavily polluted and is dirtied by garbage. This contributes to the impeded flow of water.
Of course, the barangay also has a list of the safest places within its territory. While the villages such as Greenheights Village and Krause Village are considered safe, the barangay only advices one place as a truly secured place in times of disaster. This is the Manila Memorial Park. While the place is a cemetery, it is considered to have one of the best area designs in the city. In fact, it is considered as the main evacuation point in case a large disaster hits the city. It covers a large area of flat land, has a very small number of structures that may collapse, and is on a relatively elevated part of the city. While there is also a body of water within its premises, the said body of water rarely overflows as the land area it covers is larger than that of the smaller creeks within the barangay.
The Manila Memorial Park which is pictured above and below serves as the emergency evacuation site of the whole barangay and its neighboring barangays.
Of course, the barangay has ways to mitigate and manage the situations and conditions at hand. According to Mr. Salvaña and Mr. Concan, the barangay began by cleaning the drainage systems and addressing the overflowing of the creeks. As observed, the creek in Greenheights Village has since been cemented and today, the water rarely overflows as some efforts were made to clean the body of water. The disaster management division also holds seminars, trainings, and tournaments in the different villages and subdivisions of the barangay every four months based on the safety map that they have in their office. The participants are often youth members and these events are done in coordination with the different home-owners associations. I was informed by the interviewees that during these trainings, equipment such as manuals, first aid kits, and fire extinguishers to different households. Another one of the progressive and helpful practices in the barangay is how the local government is willing to give enough budget for the procurement of equipment needed for disaster management and for emergency responses during disasters and calamities. Such can be seen in the office of the disaster management division. In addition, Mr. Salavaña and Mr. Concan has also informed me that most of the members of the community have began to appreciate the need for preparedness. As a result, they no longer need to approach the different communities one by one as the respective associations of the said communities are now the ones to volunteer in sponsoring and pin participating in the events and projects that the disaster management division plans. Because of this progressive behavior the team behind the barangays disaster management is able to continuously improve. Now, they are even approached by schools such as the Philippine National University and the Far Eastern University to teach disaster preparedness and to educate on hazard and risk management in the said institutions.
Pictures above is the Barangay Hazard Map and below is the manual that is distributed to the residents.
As shown below, the Barangay San Isidro is a recipient of recognition for its efficiency in disaster management and preparedness.
Pictured below are some of he available equipment for response emergencies.
Fortunately for the barangay, the interviewees have informed me that there are very little concerns when it comes to disaster management in terms of the participation of the people. However, the trainings are only often attended by youth members. The main concern as of now is keeping the residents of the areas most susceptible to damage safe. Mr. Salvaña admitted that the team is unable to respond to all of the places at the same time during large calamities. He has also raised his concern on improving the conditions of the communities of informal settlers as it is not feasible or possible for the local government to provide better housing or better infrastructures for all of the residents of the said areas. This, of course, is understandable. The government needs to wisely consume its budget and with the thousands of homes within the hazardous areas, it is simply not probable or ideal for new homes to be constructed. Such a concern is raised as the said residents do not have the financial capacity to acquire better homes. Personal safety equipment is also not as accessible to certain parts of the community as they are to some of its other members due to economic status. In times of disaster, the people who live in the most hazardous areas are at a steep disadvantage as they receive the largest damage and have the least capacity to rehabilitate their homes and livelihood which may be destroyed during disasters. In the case of the barangay, the composting farm is located beside the creek in Greenheight Village, placing it in the direction greatly affected by the flooding that is caused by the creek.
The Faith Garden is a composting garden where common vegetable products are grown.
In response to this, the local government can focus on the prevention of the devastating effects of calamities and disasters from happening. As much as possible, the government must improve the public spaces where the hazardous places are. This includes cleaning and improving the drainage systems and fixing the already damaged roads and streets of these areas to ensure that emergency response teams can easily access these places when needed.
Pictured above and below are the streets of Silverio Compound.
Although some may negatively interpret it, the resilience of the people must also be strengthened. This includes effective emergency plans and consistent drills in preparation for disasters. An evacuation map for each community must be provided and evacuation practices must be continuously held in these areas. As an example, Kalayaan Village in Rizal holds these drills every few months to train the residents for an orderly and smooth evacuation in case a large calamity of an unpreventable disaster strikes. With the sprawling coverage of areas like Silverio Compound, it is important for the people to be trained for emergency situations and to be informed of the best routes to exit the area affected by the disaster. It is not realistic for the government to guard every area of the barangay during disasters. As a result, we as residents must also be informed and prepared.
There are instances when disasters cannot be prevented. However, we can improve the response to such disasters. The local government must make sure that emergency lines are available at all times and emergency response teams are present and well-equipped especially when the barangay already expects a certain disaster to hit. The local government can also heighten efforts in encouraging the community to volunteer as trained response team members. In addition, lessons on first aid may also be taught to the members of the community. This will enable every individual to be knowledgeable about emergency health care and able to provide temporary care to casualties in times of disaster. It is commendable that first aid kits are already being distributed in the households within the hazardous areas. However, this will not be truly beneficial if the people do not know how to properly administer first aid. As an addition, it would also be beneficial if weather-predicting instruments are given to the communities that live in more hazardous areas. The interviewees have informed me that such instruments are situated in Greenheights Village. While it would indeed be better for all of the areas to have their own gauges, it might prove to be more effective to provide these instruments to those who need it more. This way, the said areas would be able to know first-hand the nature of the typhoon that may hit in order for them to prepare immediately.
Similarly, these challenges are also present in the country as a whole. There are people and communities which are more vulnerable than others. First, the aging community and individuals with disabilities who have no immediate guardian may find it more difficult to respond and adjust during disasters. Not every Filipino live in places that are safe from calamities and disasters. Apart from this, not all of the citizens of the country have the means and capacity to pick themselves up after disasters that have heavily destroyed their homes and sources of livelihood. One of the biggest issues in terms if disaster management is the limited budget to acquire instruments in accurately predicting the strength of typhoons, to purchase enough and quality equipment for rescue operations during disasters, and to reach far-flung areas that have little knowledge on disaster manage and little means to rehabilitate their local community on their own. There are also a lot of illegal residential areas that are located in hazardous places. As a result, the said areas become a catch-basin for flood, a hot-spot for fire incidences, and highly dangerous places during earthquakes. In addition, a significant number of people even in the cities do not participate in disaster trainings with seriousness. During fire drills and earthquake drills, a number of people make a joke out of the situation and consider the activities as a waste of time. In first aid activities held in one of our classes in the National Service Training Program, some students who are laughing about the activity can be observed. This creates an unhealthy environment when it comes to teaching disaster management. In both the local and national sphere, the government cannot be the only entity responsible for disaster management. We, too, must be willing to support the projects of the government to address the problems concerning disasters by participating in national drills and volunteering to learn basic skills to raise the capacity of our community to reduce the damage that comes with calamities and disasters.
The interview, or as our facilitator pertains to it, the kuwentuhan, was truly a fruitful conversation. My appreciation for the whole team behind disaster management both in our barangay and in other barangays have grown more. Seeing how passionate the members were in their task made me realize how face our concern for the society around us can go. It has also made me appreciate my fellow residents as well who take it upon themselves to volunteer as members of the emergency response units despite having their own personal duties in work or in school. Hearing how the overall management of disaster in the barangay improved as members of the community began being more involved had made me realize how important it truly is for each individual to play his or her duty. Involvement in the community is a necessary aspect in the progress of the society. In a way, we must all use our resources and capabilities to look out for each other.
The photograph above is taken during the community walk while the picture below is taken before the community walk. With me are the members of the barangay’s fire and disaster management team.
Seeing the different areas in our barangay has made me more aware of the disparity that exists even within one location. The hazardous places and safer places pose a stark difference between each other, much of which was due to economic differences. This disheartened me as such conditions should not be the reason why the lives of a group of people is placed in a graver danger than those of others. Because of this, I am even more dedicated to supporting advocacies that aim to address the inequalities in the society. As we can see, such issues are not merely concerned with education or profession; they also permeate to the capacity and vulnerability of an individual.
As one may have realized by the end of the activity, there are countless challenges to overcome when it comes to the disaster and risk management of the country. As a tropical country and as a nation that is located in the Pacific Ring of Fire, we are a hot-spot for natural calamities on top of man-made disasters. Striving to establish responsible disaster risk management among individuals should not be seen as a way of romanticizing the resilience or the ability of the Filipinos to adapt. Instead, it must be seen as a priority to prevent the damage to life and to property during catastrophes. As we are now aware of, safety from tragedies, whether natural or not, is not guaranteed for all of us. Thus, those who have the capacity and capability to help those in more vulnerable situations must be willing to assist in times of need. With an average of twenty typhoons entering the Philippine Area of Responsibility as estimated by the Philippine Atmospheric, Geophysical and Astronomical Services Administration, twenty-three active volcanoes, and active earthquake activity on top of armed conflict in certain areas and the unpredictability of fires accidents, it is important for all of us to be aware and prepared. To begin this, we must first be willing learners when it comes to the topic at hand.
Being a member of the youth should not limit us from being active members of the society. In fact, I was fortunate enough to take a photograph with the fellow members of the youth; volunteers who were taught Basic Life Support at the same time I interviewed the barangay officials. The photograph below shows the youth volunteers and beside me, the organizer of the event and barangay chairman, Mr. Noel J. Japlos.
The active participation of the members of the community in disaster management is also one of the best practices within the barangay.
As young individuals, we have great capability to use our time and energy in volunteering to become responders during emergencies. The interviewees that I had the pleasure of having a conversation with has invited me to become a part of the youth responders in our barangay. In addition, even our own university offers a chance for us to participate in disaster management by holding first aid seminars and by offering opportunities to be part of the Philippine Red Cross. Of course, it is not possible for us to magically give a solution to areas with substandard infrastructures and to re-build stronger homes for our fellow Filipinos. What we can do is participating in the projects of our local communities where people are needed to teach skills related to disaster management. As individuals who are quite informed of effective disaster plans, we can use our learning to pitch project ideas and improved area designs for evacuation or for improvement. Even these small acts increase the capacity of our own community by boosting the number of individuals who are capable of addressing the problems brought by catastrophes.
As a student myself, I can accept the offer of the community to participate and train for the response team. Apart from being a responder, I would also be given the chance to pitch in my ideas on disaster management which I have learned during the course of the National Service Training Program Class that I have taken in the university. Of course, my knowledge is definitely not on par with my superiors. However, this will also be a good opportunity for me to learn new ways to become a more productive member of society.
Pictured above and below are the facades of the two buildings that serves as the home for the city’s Disaster Risk Reduction and Management Office, located beside Barangay San Isidro’s hall.
I was informed by Mr. Salvaña that while the village I reside in, Greenheights Village, actively supports and sponsors the disaster management division of our barangay, there is yet to be a youth organization within the village with whom they can coordinate with for more physically demanding projects. As a resident of the village, I may approach the local association about the formation of such a group. This way, we can help in addressing the barangay’s need for manpower. As younger members of the society, the more rigorous activities that come with disaster management will be more easily performed by our age group than by the more elderly members of the community. The capacity of communities in not only measured by emergency actions. Political and social involvement must also be considered. In time, the learning that our group and organization would have acquired may be used to pitch ideas to the local government on better means to improve disaster management. This may range from simple seminars and drills to the annual provision of emergency equipment to the communities within the barangay. Even increasing the number of fire hydrants around the barangay can prove to be an effective measure towards preparedness. As the City of Parañaque heavily involves its youth members in projects, we have the opportunity to play concrete and proactive roles in increasing the capacity of our community by proposing realistic and sustainable policies on disaster management. Such policies include those that are focused on equipping individuals of knowledge about disaster and risk management and empowering individuals on disaster preparedness and response.
Mr. Fernando D. Concan poses for a photograph during after the interview.
The session of the interview had taught me innumerable lessons not only about disaster management, but on the entire concept of community as a whole. With a spark of hope and resolution, I left the confines of the barangay hall being more positive about my personal ability to become of greater help to my community.

In Latin America, indigenous people are at higher risk of COVID-19 infection due to lack of data and historical political neglect, according to indigenous communities and human rights organizations. Malnutrition, anemia, and obesity rates are high and resources to build nearby hospitals are low. In Bolivia, for example, the Bolivian Center for Legal Studies and Social Research (CEJIS for its initials in Spanish) also warned about the risk of the “ethnocide” of indigneous groups in the context of COVID-19. Similar concerns have spread throughout the continent. To face the lack of access to basic sanitary services and absent public authorities, indigenous peoples are finding ways to cope with COVID-19. Here are ways the peoples of Yek'uana, Kayapo Mekranoti, São Gabriel da Cachoeira, San Antonio de Lomerío, Multi-Ethnic Indigenous Territory and Tsimané community in Venezuela, Brazil, and Bolivia are resisting the pandemic.
This map outlines all indigenous territories in the South American Amazon and highlights communities featured in this story. The shapes were created by Global Voices based on a database compiled by Amazonia Socioambiental, filtered using QGIS and edited on Photoshop and Illustrator.
Indigenous peoples in Venezuela protest for their rights through YouTube and Twitter
In Venezuela, information has gotten even rarer after indigenous leader and journalist Melquíades Avilás was arrested on March 13 in the state of Delta Amacuro mining area. He was detained after asking, “Will our hospital be ready for coronavirus?” on his Facebook account. The post was later deleted, as medics and other activists in the area denounced state negligence during the pandemic more anonymously. While the exact number of indigenous people who have contracted and died of COVID-19 in Venezuela is not clear, the UN estimates that nearly 5,000 indigenous Venezuelans have fled to Brazil due to the pandemic. In late June, three indigenous leaders from Yek'uana people in the southeastern Bolívar state read their official statement resuming how the pandemic and the quarantine measures have affected the lifestyle and reported 302 indigenous stuck outside of their communities. At the time of publication, they have not been able to come home because of the quarantine and lack of gasoline. The letter is read in the video below:[youtube https://www.youtube.com/watch?v=GKfD5U6500M] To find less individual ways to protests their situation, indigenous peoples and human rights activists also supported a virtual protest throughout July #HoyMeUnoAKapeKape (#TodayIJoinKapeKape) organized by the NGO Kapé Kapé and aimed at indigenous communities in Amazonas state to denounce the lack of food, cash, water, gasoline, public health system, access to medicine, and the violation of their democratic rights. They most frequently complained about the electoral authorities’ decision to eliminate the indigenous peoples’ direct voting methodology.
Felicito a @ackapekape por un nuevo aniversario. I congratulate @ackapekape on their new anniversary. And I join the campaign to respect the right to integral health of indigenous peoples, due to the lack of adequate public policies, a situation that is aggravated by #Covid_19 in the region #TodayIJoinKapeKape
In Brazil, indigenous communities show resistance by blocking a highway and building mobile hospitals
The pandemic reached Brazilian indigenous communities in the midst of a battle to maintain basic rights. On August 18, dozens of Amazonian indigenous leaders denounced the social inequalities in their region by blocking a strategic road for transporting grains to the state of Mato Grosso. Armed with bows and arrows, the Kayapo Mekranoti settled on the BR-163 highway near the city of Novo Progresso, in northern Brazil, about 80km from the village where the Kayapo people live, for ten days. The Kayapo sent a letter during the blockage to the Fundação Nacional do Índio (Funai), the government agency responsible for implementing policies concerning indigenous peoples in Brazil. In it, they claimed that they were being forced out from their lands and had little to no access to basic preventive measures against COVID-19. This community lives on Badjônkôre territory, an officially demarcated indigenous land since 2003 that is extremely valuable to gold miners, cattle owners, and wood companies. There is a national tendency, illustrated by the fires in the Amazon and Pantanal forests, to strategically exploit these areas which are legally attributed to indigenous communities. Since President Jair Bolsonaro took office, there has been a tug of war to remove protective measures on demarcated lands alongside guarantees of access to healthcare and basic sanitary conditions from indigenous communities. On September 15, the Kayapó people won their first legal victory on that matter; the Brazilian State now has to comply with indigenous environmental protection demands in this region.

Even though COVID-19 spread fast in Brazil, the Brazilian city with most indigenous populations managed to extinguish its COVID-19 related deaths in July. Located on the border with Colombia and Venezuela, São Gabriel da Cachoeira is known for having more than 90% of the population composed of indigenous people who belong to about 23 different ethnicities. When the pandemic started, they established a curfew and organized local information campaigns, which included the production of podcasts and the circulation of a sound car through the city streets carrying information in indigenous languages, in order to prevent the disease from spreading. This was done in May, almost two months after the arrival of COVID-19 in Brazil, with the help of indigenous leaders who collaborated with foreign institutions, such as Doctors without borders and a national fund that aggregates donations from banks, hospitals, and members of civil society. Together, they have donated R$ 800,000 (150,703 US Dollars) to build nine mobile health units and start a massive testing campaign.
Indigenous peoples in Bolivia share their wisdom with the world
A recipe book, a handmade syrup, and a health protocol are what indigenous peoples from the low plains in eastern Bolivia advise to face the pandemic.

The leaders of the Multi-Ethnic Indigenous Territory (TIM for their initials in Spanish), who own land through collective title according to Bolivian law, published Remedios del Monte. Remedios del Monte can be loosely translated to remedies of nature, the forest, or the bush. Paulina Noza, the president of TIM's women's council, explained why to local press:
Hicimos este recetario, preocupados por la pandemia que brotó este año. (…) Por eso nosotros seguimos conservando [esos saberes] y ahora queremos que la gente lo conozca
We made the recipe book because we are worried about the pandemic. (…) We want people to know the age-old wisdom we preserve.
The lawyer and researcher Fátima Monasterio told local press that the use of natural medicine is a survival strategy due to the absence of the state. In fact, the recipe book’s presentation says:
En esta lucha por la vida, que se remonta a la memoria de los antiguos, seguiremos exigiendo el cumplimiento de nuestros derechos.
In this struggle for life, which dates back to our ancestor's memory, we will continue to demand the fulfillment of our rights.
The recipe book contains instructions to increase the body's natural defenses, cure colds, treat symptoms such as fever, diarrhea, and cough, and also shares recommendations to improve human's spiritual relationship with nature. Also, the Tsimané community, which belongs to TIM, developed a health protocol together with doctors and anthropologists that consists of special care for the elderly, controlling entry points into their territory, caring for quarantined people, contact tracing, and dissemination of information in their indigenous language. In the video below, TIM President Paula Noza explains the community's help and how entry points work. [youtube https://www.youtube.com/watch?v=QqAcoLwi2MI?feature=oembed&w=650&h=366] Meanwhile, José Parapaino Chuvirú, from the indigenous territory San Antonio de Lomerío, launched the traditional syrup “Sabor Original Kutuki” [“Kutuki Original Flavor”], made of the medicinal herb kutuki and macerated with a mixture of roots and leaves. According to testimonies mentioned in the platform Salud con Lupa, the beverage has been effective in calming COVID-19 symptoms.

Opening Bell: January 27, 2017
This week, President Donald Trump at a White House reception launched into a story which he claimed was relayed with him by professional golfer and Florida resident Bernhard Langer from Election Day last November. The story was billed by Trump as the reason for his proposed nationwide probe into alleged voter fraud. Deciding to launch a massive investigation based upon hearsay evidence from a German citizen living in the United States is hardly sound, but what makes this even more amazing is that late yesterday Langer claimed that he never told Trump the story at all, but had heard it from someone else and then passed it along to another friend who must have mentioned it to the White House. To say that President Donald Trump’s first week in office has been “interesting,” would be the understatement of the century so far.
Also this week, Trump signed an Executive Order decreeing that the federal government should begin marshaling resources to start the construction of a wall on the United States-Mexico border “within months.” Trump has since early in his campaign pledged to make Mexico pay for the wall and yesterday Press Secretary Sean Spicer said that funding would be collected by assessing a 20% tax on Mexican imports to the United States. These announcements caused Mexican President Enrique Peña Nieto to cancel a summit meeting with Trump that had been planned to take place soon in Washington. Trump’s border plan also includes a massive hiring increase of Border Patrol officers and customs agents. Within days of this announcement, the chief of the Border Patrol, former FBI careerist Mark A. Morgan, was removed from his position by the acting Commissioner for Customs and Border Protection. Morgan had been in conflict with the Border Patrol’s powerful union. Morgan was on the job for barely six months and was the first chief to come from outside the Border Patrol’s ranks.
Trump’s immigration Executive Orders this week drew swathes of criticism from Democrats, but also from some Republicans who represent districts adjacent to the border. Rep. Will Hurd represents the Texas 23rd District, which stretches from the western suburbs of San Antonio down to the upper Rio Grande Valley and across most of West Texas and the Big Bend to the suburbs of El Paso; a district larger than some states. Hurd has come out against the wall, calling it extraordinarily impractical, and defeated Democratic challenger Pete Gallego last November by promising voters in his majority Hispanic district to stand up to Trump. Another issue which observers have questioned of the Trump administration plan: does he realize the number of ranches and oil and mineral leases that exist near the southern border from Southern California to South Texas? Asserting eminent domain in order to construct a large, obtrusive wall, will not sit well with many land and leaseholders in the four border states.
Yet another Trump Executive Order which is already causing controversy: newly sworn-in CIA Director Mike Pompeo—whose first day in the office was Tuesday—was not consulted or notified ahead of time that President Trump would sign orders tasking the CIA with reopening so-called “black sites” around the world and with resuming the use of interrogation techniques like water boarding. Pompeo only learned of both orders when he saw them reported on in the news. At his Senate confirmation hearings days before his confirmation on Monday, Pompeo stated in no uncertain terms that he was against the use of both black sites and of interrogation techniques not found in the U.S. Army Field Manual, which is significant because the Army’s Field Manual does not allow physical abuse of prisoners. Meanwhile Trump himself declared in an interview with ABC’s David Muir this week that he believes that “torture works,” notably eschewing the term “enhanced interrogation techniques” used by the Bush administration.
A document obtained by the Huffington Post this week appeared to indicate that the Trump administration’s goal in Syria will be to use both U.S. military and State Department resources to establish “safe zones” in Syria and its neighboring states. The Obama administration deliberately avoided this and other ideas, such as “no-fly” zones, in order to avoid the potential for a messy confrontation with Russia, which is conducting an independent air campaign in Syria.
In the least bemusing Trump news of the week, he has nominated former hedge fund manager Philip Bilden to be Secretary of the Navy. Bilden was an intelligence officer in the Army Reserve from 1986-1996 and, like Trump’s pick for Army Secretary Vincent Viola, comes from the world of finance. Trump’s pick for Air Force Secretary, former New Mexico Rep. Heather Wilson is an Air Force Academy graduate and well known for her technical expertise in defense administration and acquisition.
Hey, how about a story about questionable political judgment that does not involve Donald Trump? A week ago, I linked a story about a secret trip to Syria by Hawaii Democratic Rep. Tulsi Gabbard. She returned to Washington after seven days and revealed that she had met directly with Syrian President Bashar al-Assad. Criticism of Gabbard’s trip was bipartisan, though Republicans were more vocal. House leadership across both aisles indicate that they were not forewarned about the trip by Gabbard’s office and no one is entirely certain who paid for it. Gabbard received further criticism when she declared that the American bombing campaign was not helping moderate freedom fighters, but instead was assisting ISIS and other radical terrorist groups. This talking point has been bandied about multiple times by Assad’s government since the air campaign began two years ago.
Steven L. Hall, a former 30 year veteran of the CIA’s Clandestine Services, writes about the scope of the victory by Russian intelligence services in hacking American political organizations and significantly affecting the 2016 campaign. Hall, who spent much of his career behind the Iron Curtain in Warsaw Pact territory, provides fascinating insight into Russia’s goals and views when it comes to offensive use of intelligence assets.
While in office, former President Barack Obama famously used a Blackberry smartphone which was secured from outside attacks. Just prior to his inauguration, President Donald Trump was forced by the secret service to give up his Android smartphone for a new, highly-secured phone with a brand new phone number which only a handful of people are allowed to have. This story talks about what security steps and methods were probably used by the Secret Service to secure this new phone for Trump.
A long-planned Centers for Disease Control and Prevention conference on climate change and the environment, which was cancelled only days before the inauguration of Donald Trump, is now back on. The conference cancellation caught the attention of former Vice President, and noted climate change communicator, Al Gore who worked with non-government organizations to sponsor the event—reduced from three days to one—and host it at the non-profit Carter Center in Atlanta.
Seven days into the Trump administration, the University of Virginia’s Center for Politics does one last deep dive analysis into the results of the 2016 Presidential election. This time it is by the Center’s Rhodes Clark. If you’re into deep statistical analysis, this is your election recap.
Foreign Policy magazine has two stories which looks at those Executive Orders which seek to reduce American involvement in international organizations like the United Nations and its place on the world scene. FP is traditionally interventionist in its leanings—though perhaps less hawkish than individuals like Sens. John McCain and Lindsey Graham—and so you can imagine that FP takes a dim view of Trump’s less-than-internationalist views.
Fifty years ago today, the crew of Apollo 1—astronauts Gus Grissom, Ed White, and Roger Chaffee—were killed in a fire which broke out inside the pressurized crew capsule during a test run on the launch pad at Kennedy Space Center in Florida. While the capsule itself remains locked away in NASA storage, probably never to see the light of day again, the hatch from the capsule will be displayed by NASA today. The hatch, which in ideal conditions required 90 seconds and a technician with a specialized wrench to open from the outside, was partly blamed for the astronauts’ deaths; had crews been able to open the hatch more quickly, they might have been able to extinguish the fire which fueled toxic fumes in the capsule which killed all three men.
Finally this week, once upon a time Pennsylvania had a thriving lumber industry. Now the state is more closely linked to coal production and steel manufacture, though neither of those industries dominates the state as they once did either. The New York Times has an interesting pictorial retrospective on Pennsylvania’s extinct timber industry.
Welcome to the start of Trump week 2: Electric Boogaloo.

Two injured in oil tank explosion near Dilley, Texas
KENS5.com Staff , KENS 6:25 PM. CDT October 17, 2017
DILLEY, TEXAS – Two oilfield workers were injured after an oil storage tank exploded at an oilfield near Dilley, Texas, according to La Salle County Sheriff’s Office.
Emergency responders were sent to Ledwig Ranch between Dilley and Millet in La Salle County around 10:45 a.m. Tuesday where LSCO said the site is operated by Carrizo Oil and Gas.
When emergency crews arrived they found a number of upright oil storage tanks fully engulfed in flames. LSCSO said an oil tank battery had ignited and the cause unknown at the moment.
Plumes of smoke could be seen in the sky all the way from Cotulla, according to reports.
Firefighter surrounded the scene and remained on site to help extinguish the remaining fires and prevent the possible spread to the surrounding open areas.
Two oilfield workers were airlifted from the scene to San Antonio for treatment to injuries sustained. There was no word on the severity of their injuries. LSCO said that oilfield workers are often airlifted for treatment when injuries are minor as it is the fastest mode of transportation.

COTULLA, Texas — At least two people were injured in an explosion and fire at an oil storage facility in La Salle County Tuesday.
Officials say emergency crews were called to the Ledwig Ranch around 10: 48 a.m. Tuesday, where an company called Carrizo Oil and Gas is operating a facility. A spokesperson for La Salle County confirmed the fire was at a oil tank battery, a term used to describe a row of upright storage tanks.
“We don’t have word on the cause of ignition yet,” the spokesperson told us.
“The exclusion zone is presently 1/4 of a mile”, he told us of the perimeter that has been set by first responders. “It’s fairly standard procedure,” he said, adding this is just to keep people from wandering on to the site.
Firefighters from La Salle county were standing by, waiting for the fire to die down and preventing the flames from spreading.
“We do have information that two people were airlifted,” the spokesperson told us. He said the airlift, however, is not a reflection of the severity of their injuries, adding that oil field workers are commonly transported by air ambulance because they are usually in remote areas.
Oil Rig Explosion In Louisiana Leaves 7 Injured, 1 Still Missing
By Tsvetana Paraskova – Oct 16, 2017, 10:30 AM CDT
An oil rig exploded on Sunday evening in Lake Pontchartrain just north of New Orleans, leaving 7 people injured, one missing, and crude oil possibly leaking into the lake, authorities say.
The Coast Guard said Sunday evening that it was coordinating search efforts for a missing man after an explosion on an oil platform in Lake Pontchartrain. One of the platform workers has said that eight people were aboard at the time of the explosion, and one person did not make it to shore. Of the seven people who made it to shore, six were taken to the hospital, the Coast Guard said, adding that the cause of the incident is yet unknown.
Louisiana authorities said that seven people were injured, five of them critically.
According to Michael Guillot, director of East Jefferson Emergency Medical Services, five people were initially taken to a trauma center and were listed in critical condition with “blast type injuries and burns.”
“We have an oilfield platform that is currently burning, it’s a platform that’s used for the transfer of oil, there’s a number of wells in that location and the oil is transferred at that point. So our first objective from the firefighting standpoint is we’re trying to stop the oil flow if there’s any and at that point we have to cool it and let it burn off,” Fire Chief David Tibbets of the East Bank Consolidated Fire Department said.
Clovelly Oil Co owns the platform that is in production, Taylor Darden, a lawyer for the company told the AP.
In an update on the rig explosion, the City of Kenner Government posted on its Facebook page that “Authorities on the scene report that cleaning chemicals ignited on the surface of the oil rig platform. Seven crew members were rescued and are being treated at local hospitals.”

An Increase - Injuries, Plans, Choirs, Teams - Conducted Themselves in a Bad Manner Generally
15 MAR 1887. Austin Daily Statesman.
AUSTIN BOOMING.
The preface to the new city directory, by the publishers, Messrs. Fourmy & Morrison, contains some highly interesting statements concerning the growth of Austin in wealth and population. These statements are all the more valuable, coming from gentlemen, one of whom is a resident of Galveston, the other of San Antonio. The total population of Austin is set down by the new directory at 27,000 souls. This is based on the usual proportion between the number of names in the directory and the population. Messrs. Fourmy & Morrison, who have no motive, whatever, in exaggerating, set down the number of names in 1880 at 3,492 and the then population of Austin 12,222. In 1887 they announce the number of names 7,741, and the population 27,093, an increase of 4,249 names and 14,870 population since 1880.
As to wealth, attention is called to the fact, shown by the books of the city assessor, of an increase of $300,000 in taxable values in 1886 over 1885.
Messrs. Morrison & Fourmy are directorymen of long experience, and the correctness of their estimates concerning the population of Austin will be generally accepted; and, if true, they show the Capital City of Texas is fast coming to the front as one of the most populous, as she will eventually be one of the finest and grandest cities in the Empire State of the South.
Population, 27,000!
Taxable property, $8,000,000!
Houston, San Antonio, Fort Worth, and Dallas, where are you?
LOCAL SHORT STOPS. Fresh, Crispy Gleanings of Recent Noteworthy Happenings.
The grand jury of the district court has returned ten felony indictments to date.
The Baptist Mission is booming; one hundred and sixty-four in attendance last Sunday.
Little Willie Swearingen Wood is still in a dangerous condition although some-what improved.
Officer Wm. Darnwell has recovered sufficiently from his recent injuries to be out on the streets again.
The county commissioners were engaged yesterday in examining plans for the new addition to the court house.
The public prize debate of the Athenatum society of the University, will be held Wednesday and Thursday night at Turner Hall, to which all are invited.
In sounding the fire alarm yesterday evening the striker of the city hall bell was broken, which accounts for the peculiar tones of the alarm.
The fire alarm yesterday evening was sounded from the sixth ward, and was caused by a small blaze in the home of Mrs. Duff, which was extinguished without serious damage.
The waiters at the Driskill are getting up a base ball nine, to be called the “Tray Artists.” Harry LaGalla will be the captain, and he says the St. Louis Browns will be distanced.
The singing chorus choir in St. David’s church, on Sunday morning, was highly spoken of, and indeed was the best rendered service for some time. The voices harmonized well and the, organ accompaniments were executed with taste and precision.
Those coming to the debate at Turner hall Wednesday and Thursday evenings, are requested by the debaters to come early in order to avoid confusion to the debaters by coming in after the services have begun. Debate commences at 8 o’clock sharp.
Officer Chenneville yesterday made another haul of stolen goods, and discovered several buggy rugs and whips, and also a box of tools that had been stolen from Alderman Campbell some time ago. He also arrested one Charley White as a receiver of stolen goods. Chenneville is a holy terror to the evil-doors, and has landed a number of them behind the bars.
City Marshal Lucy desires all parties to take notice of the fact that the city council has ordered the pound ordinance to be strictly enforced, and that from and after this date he intends enforcing it. Parties having cattle or stock running at large can take fair warning from this, and if they find their stock in the pound they need not grumble about it.
A number of Indies residing on West Pecan street complain that on Sunday night last parties coming from Pressler’s garden indulged in vulgar and obscene language on the street, and conducted themselves in a bad manner generally. The request is made that City Marshal Lucy will look after these parties in future. It is said that this is not the first instance of the kind.

Residents worried they’ll be forced out after San Pedro Creek renovation
San Pedro Creek construction (Alma E. Hernandez, Folo Media). In October, the Soapworks apartments were purchased by the Barvin Group of Houston (Lynda M. Gonzalez, Folo Media). The Soapworks and Towne Center apartments are located in west downtown (Lynda M. Gonzalez, Folo Media).
SAN ANTONIO – Donnie Dawson, 70, is grateful he’s able to afford a three-bedroom downtown apartment on a caregiver’s salary. He can afford such spacious digs because he lives at the Soapworks apartments on North Santa Rosa Street, one of a handful of affordable communities left in San Antonio’s urban core.
But it may not be affordable for long.
The $175 million transformation of San Pedro Creek, the channel that winds through the western half of downtown, is beginning to threaten the affordability of the two Soapworks properties and the neighboring Towne Center complex — all of which abut the creek. Led by Bexar County, the massive public project will revive what has been a decades-long dried-up ditch into something like the next River Walk.
About a year into construction, which began late 2016, Dawson wasn’t too worried. But in October, when a Houston-based investment group bought Soapworks and Towne Center, and immediately began renovating them, he became frightened.
The apartments “needed a fixup, but what they are trying to do is not that,” Dawson said over the incessant cacophony of downtown traffic and nearby construction vehicles. “We all think that they are trying to push us out.”
Dawson feels the renovations, the likes of which he hasn’t seen in the 38 years he’s lived there, are less for him and his current neighbors, and more for attracting higher-paying tenants, improvements for others to enjoy. Dawson’s rent has not yet increased, but empty units that are renovated are being offered at much higher rates than current residents pay.
Dawson, for example, pays 76 cents per square foot, but some of the renovated units are being advertised as high as $1.63 per square foot on the properties’ website.
Many of the residents of Soapworks and Towne Center — which combine for 381 units — are low-income, elderly or disabled, and some walk to their service industry jobs downtown. They believe the owners, the Barvin Group, are trying to capitalize on the San Pedro Creek project, which is expected to draw major investment from housing developers and other private sector players, just as the Museum Reach, another urban ditch turned linear park funded by public dollars, helped catalyze the Pearl.
Even if the Barvin Group doesn’t push out current residents for more immediate profits, residents worry that increasing property values in the area will leave them no choice. (The Barvin Group did not respond to requests for comment.) Some residents have already left on their own.
Some don’t expect to be around for San Pedro Creek’s grand opening, currently scheduled for May 5.
While San Antonio is already strapped for affordable housing — 153,000 units are needed, by last estimate — and while Mayor Ron Nirenberg has recently expressed his desire for affordable housing to be included in downtown development henceforth, what happens when some of the last existing affordable stock in a community is endangered by continued efforts to revitalize that very community?
A familiar cycle
Soapworks and Towne Center occupy three corners of the West Martin and South Santa Rosa intersection and offer some of the last affordable housing units left in a fast-gentrifying downtown.
The way some residents see it: because city and county policies are the driving force behind all of downtown’s recent and potential growth, shouldn’t it be the city and county’s responsibility to offset potential damage to long-term and vulnerable residents?
As San Antonio’s center continues to grow with the help of public money, this dilemma plays on repeat. Specifically, major transformations of segments of the San Antonio River — the Museum Reach to the north, the Mission Reach to the south — have had an impact on communities built along the waterway.
During the late 2000s, when the Museum Reach was completed, a handful of residents and organizations along that portion of the San Antonio River were displaced as development moved in and property values rose. In 2014, 300 residents were uprooted from the Mission Trails mobile home park along the Mission Reach to the south to make room for a luxury complex.
Recently, to help curb this trend while simultaneously addressing downtown’s lack of affordability, Mayor Ron Nirenberg placed a moratorium on a downtown incentives program known as the Center City Housing Incentives Policy. Also, Nirenberg’s housing task force is currently meeting to solve dilemmas like Soapworks and Towne Center.
“We created the Mayor’s Housing Policy Task Force to address issues just like this one,” Nirenberg said in a statement to Folo Media. “Understanding that the challenges of growth and development are complex, we expect the Task Force to deliver a set of compassionate policy recommendations that would help us ensure that affordable housing stock exists throughout our city and that our residents can age in place.”
A 2013 economic impact report predicted that in its first 10 years, the San Pedro Creek project would bring in new 7,300 residents to the area, increase property values by 150 percent and draw in $227 million in ad valorem tax revenue.
Though Dawson and other residents like where they are living, most just want to move — if they can afford to.
A handful of tenants have approached District 1 Councilman Roberto Treviño to request financial help with a move.
Treviño met with the San Antonio Housing Authority and the Department of Human Services on Friday, Jan. 13, to discuss the situation. Treviño said he will find a way to get moving assistance for any resident that is priced out.
“My goal is to help them however they want me to,” Treviño said. “I want to help them if they want to stay or if they want to leave … that is their choice.”
Treviño said he is still analyzing how he can help residents stay if their rent increases dramatically, but so far no one who has approached him has wanted to stay.
Bexar County Judge Nelson Wolff said county officials have not discussed the situation at Soapworks and Towne Center, nor has he heard complaints from its residents. However, he said the county will not allow a scenario like Mission Trails to happen again.
“It is one thing when residents are being displaced, but that is not what is happening here,” Wolff said.
Most residents describe their relationship with the new owners as shaky. At best, they feel management isn’t worrying about them because they’re so focused on the upgrades. At worst, they feel management is intentionally being difficult and uncommunicative in an attempt to drive them out.
Several residents, Dawson included, say management has not explained to them how the price increase will occur. They see their floor plans listed online for significantly more than they are currently paying, and thus they worry. Dawson currently pays $746 a month for his three-bedroom, 972-square-foot apartment, but on the Soapworks website, it’s listed at $1,350.
Michelle McMillan, a representative of Capstone Real Estate Services, Inc., said they intend to create “middle-income housing” at Soapworks and Towne Center. Residents will not be forced out by management or intentionally priced out, she said.
Instead, rent will only be raised on units once they are rehabbed, she said. They will not begin the renovations while someone is living in a unit, nor will they ask residents to leave so they can renovate, she said. McMillan said Capstone will work with an apartment locator service to identify affordable properties in the area for residents who want to leave.
In two or three years, McMillan expects all of the apartments at Soapworks and Towne Center will have been renovated, meaning they will all be rented at the higher rates quoted on the website.
The residents Folo Media interviewed — seven, in all — had not heard these terms.
The current lease terms offered at the properties range from four to nine months, exacerbating fears among the residents that they will be kicked out around the time renovations along the San Pedro Creek are finished in May.
Maureen Galindo, 30, a single mother of three children — ages 1, 5 and 7 — has been offered a four month lease. She worries Capstone will push her and her kids out after the four months are up, or raise her rent in retaliation for her vocal opposition. Others fear retaliation for speaking out as well.
“Not having housing security is literally debilitating on the brain and on the mind,” Galindo said.
“I’m going through that once again, as well as all of our neighbors. It’s bad from a moral viewpoint and also from an economic (viewpoint). You can’t just kick people out on the streets.”
McMillan said Capstone does not consider these leases to be short-term because they offer the same terms at other properties they manage. She also said residents will be able to extend their contract for the same price when the current lease expires.
All of the residents Folo Media interviewed complained about how management has treated them, from expired fire extinguishers, to missing rent statements, to faulty water heaters. Residents say Capstone won’t accept $1 bills for washing machines tokens, only $5. And when the machines eat the tokens, the management won’t refund the lost coins, the residents say.
“I feel like they are hitting us with a wooden knife,” said a Soapworks resident who wished to remain anonymous. “It’s enough to hurt, but not make us bleed.”
McMillan denies that management is trying to force out residents under the table. She claims most of the residents have not voiced their concerns to the staff, and insists the staff would assist them if they did so.
She also added that management has not looked at the incomes of any of the current residents, but that many of them will possibly be able to afford updated units. According to the website, the new prices for Soapworks and Towne Center range from $1.35 to $1.63 per square foot, which is nowhere near the $2 per square foot offered at complexes in and near the Pearl or even higher luxury apartment rates cropping up elsewhere, such as the $3.14 per square foot at the Cellars in the Pearl.
Even if some of the rumors floating among the residents are false, their fear represents a very real concern about the availability of affordable housing along the San Pedro Creek as the renovations go forward.
The residents are planning to meet soon to discuss what is happening and what needs to be done. For now, they say, all they can do is wait.
“Everybody sort of just feels clueless in that realm,” Galindo said. “I just bring it up to people, outside, walking around, ‘How do you feel about everything?’ They say, ‘I don’t know, I don’t know what’s going on.’”

After the killings, shock and grief in a small Texas town
yahoo
SUTHERLAND SPRINGS, TEXAS—It was one of those towns where everybody knows everybody, seemingly far removed from the violence that stalked big cities, where you could leave your front door unlocked and the sound of gunfire signified recreation and not a cause of concern.
But then came Sunday morning, when a man in black armed with an AR-15-style semi-automatic rifle showed up at the First Baptist Church. Moving methodically from pew to pew in the tiny sanctuary, he slaughtered half the congregation in a matter of minutes. Survivors describe him hovering over weeping women and crying children, firing hundreds of rounds in an effort to extinguish any sign of life. The local sheriff who was one of the first on the scene initially couldn’t distinguish the 26 dead from the nearly two dozen wounded.
Suddenly, on Monday, Sutherland Springs, this tiny town on the dusty back roads of south Texas that few people had ever heard of joined Newtown, San Bernardino and Oklahoma City on the roll-call of modern American atrocities. This one-stoplight town about 35 miles southeast of San Antonio where everybody knew everybody was suddenly full of strangers, swarmed by hundreds of reporters who parked their rental cars and satellite trucks on every foot of land for a half a mile in every direction from the only major intersection.

Grief counselors descended on the area to offer comfort to those in need, but like reporters, many wandered around the few square blocks of the town, much of it behind yellow caution tape, unable to find any “real people” to talk to. Volunteer agencies, like the American Red Cross, showed up in motorhomes ready to render aid, but most workers stood around, looking at their phones for the latest information and talking to members of the media.
“We’re here to help, but it seems like the only people here are reporters,” a counselor with the Billy Graham Ministries who had driven from Dallas, five hours away, told a reporter outside the VP gas station, two blocks from the church and one of just four commercial businesses in town.
Across state Highway 87, the main route through Sutherland Springs, there was a post office. That was next door to the Valero, the other gas station in town, which sits directly across the street from the First Baptist Church. A block from there was the Dollar General, where the parking lot was full of TV reporters doing live shots. The rest of the area was rolling farmland, dotted with the occasional trailer and ranch house.
“This is a small place, which is why you can’t wrap your mind around something like this happening here,” said Lorenzo Flores, who, along with his girlfriend, Terrie Smith, owns a restaurant inside the Valero gas station across the street from the crime scene. “You can’t make any sense of it, no sense at all.”

Those residents who did emerge were swarmed by reporters who thrust cameras in their faces to capture every word and tear. What did they see? Did they know any victims? How will the town recover? And increasingly, throughout the day, there was the trickier question, particularly for a region where firearms are an integral part of the culture, like going to church and watching football: Should there be new limits on guns to prevent anything like this from happening again?
It was a subject that many here waved off, both residents and local officials, saying it was too soon to talk about as the community recovers from the shock and grief of an attack that affected nearly everyone in this small town of roughly 600.
But those who did talk about it suggested that one lesson of Sunday’s massacre is that more guns seemed to be the answer—not less.
On Sunday, Stephen Willeford, a former NRA instructor who lived across the street from the church, grabbed his rifle when he heard gunfire coming from the sanctuary. He ran outside and began firing at the gunman, identified by police as Devin Patrick Kelley, wounding him at least two times and forcing him to drop his weapon and flee the scene. He and another man, Johnnie Langendorff, pursued Kelley in a high speed chase that ended with the gunman crashing in a field about 10 miles away. Local officials have called Willeford “a Texas hero”—saying he likely stopped Kelley from enacting more carnage.
On Monday night, Willeford, who gave a single local television interview but has otherwise shunned the reporters, was greeted with tears and hugs as he arrived at a memorial service for the victims at a ballpark a few blocks away from the church.

“People will say you should ban guns like the one that was used by that killer,” said Raymond Martinez, a former resident who returned to town to mourn the victims. “But then the neighbor probably wouldn’t have had his gun and who would have stopped (Kelley) from killing more people?”
Freda Connolly, who lived a few blocks from the church, said she felt dread thinking about a religious sanctuary, a place that should have a feeling of safety and peace, now disrupted by fear. She didn’t necessarily like the idea of people openly carrying guns or seeing police or armed security guarding the doors.
But after this, she understood why people would now feel more than ever the need to have guns. “What choice is there?” she said.
As the sun went down on Monday night on a town that now turns to dealing with how they will mourn and bury the dead, Meredith Cooper stood across the street from the First Baptist Church with her 8-year-old daughter, Heather. The two had driven from San Antonio to visit the scene and mourn with a town that they had no connection to.

Cooper said her daughter, who had heard about the attack on television, was upset and had wanted to visit the scene to lay flowers for the victims. Her school in San Antonio had been on lockdown earlier Monday, amid a heightened sense of threat. “You have kids her age trying to understand why,” Cooper said, as her daughter began to cry. “How do you explain this to a child when you can’t even understand it?”
