Henk Yorks: oude telecom wetgeving kan een sta-in-de-weg zijn voor opzetten Starlink in Suriname

"Ik ben voorstander van een bepaalde mate van regulering, maar niet van beperking. Ik kan met zekerheid zeggen dat onze oude telecomwetgeving niet afgestemd is op innovatie en ontwikkeling van Suriname", dat zegt Henk Yorks, ICT-deskundige en Tech advocate. Deze uitspraken deed hij naar aanleiding van een waarschuwing die de Telecom Autoriteit van Suriname (TAS) deed naar gebruikers en bedrijven die Starlink verkopen. Starlink is een nieuw satellietnetwerk dat ontwikkeld is door SpaceX, het bedrijf van Elon Musk. SpaceX heeft duizenden satellieten de ruimte ingestuurd waarmee gebruikers met een eigen Starlink satellietschotel deze internetsignalen overal op de wereld kunnen ontvangen. Het gebruik kunnen maken van Starlink zou volgens Yorks een hele uitkomst zijn in de ver afgelegen dorpen in het binnenland. "Mensen op ver afgelegen plekken hebben ook recht op informatie via radio, tv of internet. Starlink biedt hiermee de oplossing aan waar onze binnenland bewoners makkelijk toegang kunnen krijgen tot het internet, waar lokale telecombedrijven tonnen USD moeten uitgeven voor het opzetten van infrastructuur die ze nooit terug zullen verdienen, wordt opgelost met een Starlink schoteltje dat zichzelf richt en je binnen 10 minuten online brengt", merkt Yorks op. Echter lijkt met de waarschuwing van de TAS dat het bijna tot helemaal niet mogelijk zou zijn om de Starlink internetverbinding 'legaal' te gebruiken in Suriname. Volgens TAS moet het bedrijf van Starlink zich eerst registreren als men Starlink hier in Suriname wil gebruiken en/of verkopen. De TAS waarschuwt de samenleving ook voor derden of andere bedrijven die de Starlinkdiensten verkopen. "Er kunnen hieraan ernstige wettelijke en financiële sancties worden gekoppeld. Ook gebruikers van internetdiensten van Starlink maken zich schuldig aan illegaliteit, omdat artikel 55 van de Wet Telecommunicatievoorzieningen (SB 2004 no. 151) aangeeft dat het verboden is om zend- en ontvangstapparatuur te gebruiken zonder een daartoe strekkende vergunning", luidt de waarschuwing van de TAS. Yorks geeft aan dat Starlink in kleine markten niet werkt met lokale ISP's en resellers, ze doen alles zelf en het liefst volledig online. Bij registratie als lokale ISP gaan ze eerst na hoe ze hun business-to-consumer logistiek in orde kunnen maken. "Dat wil zeggen dat ze zelf klanten registreren en zelf online laten betalen, inclusief betaling van belastingen die overgedragen zullen worden aan de staat Suriname, dan hardware vanuit hun warehouse in het buitenland verschepen via DHL of FedEx naar de klant toe in Suriname, dus geen issues met de lokale douane over inklaring, want de belastingen worden vooraf voldaan bij de betaling (ook bij het betalen voor hun dienst)." Met de verouderde wetgeving en standpunt van de TAS is Yorks bang dat Starlink, willen zij hun producten en diensten werkelijk aanbieden aan consumenten in Suriname, tegen heel wat bureaucratie kan aanlopen. "De TAS doet haar werk, omdat ze een autoriteit zijn en heeft reguleren als 1 van de taken, maar ik hoop dat ze rekening houden met hedendaagse ontwikkelingen en een gedoogd beleid toepassen op zaken waar onze wetgeving achter loopt." Vooralsnog is TAS slechts een uitvoerend orgaan en ligt het vernieuwen van de telecomwet bij de regering die het niet als prioriteit ziet. Zo zit Zuid-Afrika nu ook met een telecomwet die aangeeft dat ISP-licentiehouders een aandelenbezit van minimaal 30% in handen moeten hebben van personen uit historisch achtergestelde groepen, waar Starlink niet aan voldoet. De tech-advocate geeft verder aan dat Starlink geen bedreiging zou zijn voor de bestaande internet-dienstverleners in Suriname omdat het een te dure oplossing is voor de huis- of zakelijke gebruikers die zich bevinden in gebieden waar er al een goede telecom infrastructuur is. Regulering is zeker verplicht en de ISP-registratie moet zeker komen, ook zodat bij enige illegale internetactiviteiten er via de PG een beroep gedaan kan worden op Starlink om de gebruiker te kunnen traceren. "Maar vergis je niet, voor gebruikers van buitenlandse Starlink op Surinaams grondgebied mag de PG ook een beroep op Starlink doen deze te traceren bij criminele activiteiten", merkt Yorks op. They've got the Vlad (they put a chain-link fence covered in DO NOT TOUCH signs around that one after the infamous CFO's 10-year-old Incident). Everything on the shop floor is ruggedized to the point that you could take a mech's fist to it without leaving a dent - and they sometimes do that to demonstrate the engineering quality. There's a giant screen hanging from the ceiling displaying constant advertising for the mechs and IPS-N in general, usually striding purposefully through idyllic Diasporan wilderness or doing hard, honest work like starship loading or construction. There's a mixtape of the most famous bro-country hits playing 24/7.

In a word: bespoke. Everything in this place is custom. Each and every desk is individually built according to the height of the salesperson who sits behind it, and manages to be a unique art piece without disrupting the overarching aesthetic of the showroom. Whenever there's a change of staff on the sales floor, they rearrange every single desk so that they're still in ascending order.

How does it always manage to be just inside your line of sight, even when you're looking somewhere else?
They have a catwalk, like you'd see at a fashion show, but it's sized for mechs. If they really think you might make a purchase, they'll queue up the entire performance for you, and you'll get to see a Viceroy strut.
The mix tape for this showroom is a seamless mixture of complex jazz, psychedelic ambient and classical piano music. It's sophisticated and mysterious.
Harrison Armory
Imagine if America could be a showroom. Harrison Armory mech outlets are part dealership, part museum. Every mech is in its own diorama, depicting some heroic event in the Armory's glorious history. A phalanx of Sherman Mk. Is holds the line against some Diasporan slaver-tyrant's army. A Saladin fends off Karrakin hordes during the Interest War. The Genghis Mk. II? Oh, that diorama isn't open right now, it had to be closed for *coughcoughcough* and *coughcoughcough* but let's move on shall we heh heh
Everyone who works here has been in the Colonial Legion at some point, and knows every specification of the mechs they sell off by heart without even looking at their slate. If possible, the Armory tries to employ people who have actual combat experience with the mechs they're selling; people who can speak to the efficacy of their technology first-hand. It's one of the many programs which the Armory has open for retired veterans; it's easy work for decent pay, good benefits and it looks great on your Social.
The music here is a constant loop of patriotic Armory anthems. If you've ever heard the music from Starship Troopers, or the Outbreak of War from Star Ocean, you'll know what I'm talking about.

As part of your due diligence, you need to estimate the operating costs of a route so you can weigh that figure against the likely revenue and the purchase price. To properly evaluate FedEx routes for sale, you need to consider the various operating costs, particularly fuel and labor. Fuel costs, interest on loans, leasing costs, and labor costs obviously vary over time, but there are some resources to help you get a general idea of what to expect.
Estimating Operating Costs
You’ll find plenty of general guidance on the cost of running a pickup and delivery route. Capital Route Sales offers estimates along with other information for conducting due diligence. Here are the cost estimates:
Payroll: 40% to 50%
Repairs and maintenance: 10% to 15%
Fuel: 10% to 15%

The utter failure of the U.S. Postal Service to serve my current hometown
The consequences of moving frequently
We moved to a rural part of eastern Virginia close to the coast late last year. We moved two years before that, and I moved two years before that.
I'm so effing done moving.
Updating addresses sucks.
Today my area got over 3 in (7.5 cm) of rain and it's still coming down. That means standing water everywhere and local flooding.
My task today was to take my stepdaughter to the DMV to take the written test for her driver's permit. Since this is a rural area, it's a 45 min drive there. My husband got the needed documents together. He would have taken her himself but he had to stay late to help sandbag the school cafeteria after students were dismissed early. He's a teacher at her school.
All went smoothly until the papers were presented and I came up one short. Birth certificate? ✔️ Proof of residency ✔️ Social Security card? ✔️ The clerk just needed my driver's license... that has my old address on it.
Shit.
No problem, the clerk said. She just needed something official, like a bill, that has my home (i.e. 911) address on it.
Shit.
For some twisted reason the U.S. Postal Service calls half of my fucking county by the name of the neighboring large, gentrifying town. We'll call it Richwhitepeopleville. I live in a small town--let's call it Littletown--that for years only let people get mail at PO boxes at the tiny post office. You could not get mail in a mailbox in front of your house like is normal in much of the U.S.
So I sort of have three addresses.
I actually live at 123 Main St. Littletown VA.
I get most of my mail at PO Box 321 Littletown VA.
I get some packages--mostly via FedEx, which somehow understands this insanity--at 123 Main St. Richwhitepeopleville VA.
I have had to explain to multiple delivery drivers that Littletown actually exists. The post office likes to call it Richwhitepeopleville.
Multiple things I've ordered have never arrived because of this bullshit. Drivers couldn't find my house. They drove all around Richwhitepeopleville, I guess. I was refunded the money.
Thus began my quest to try to get my hands on some sort of bill or invoice that had 1) my name and 2) 123 Main St. Littletown VA on it so the clerk knew I was who I was claiming to be.
All of this was complicated by the fact that Verizon coverage sucks in the town the DMV is in, so I was going back and forth through pouring rain to sit in the car and try to get enough signal to download things to then email to the DMV clerk because just looking at it on my phone isn't good enough.
My husband, who was filling and lugging sandbags at the flooding school, was dragged into this. My stepdaughter's phone had signal.
A photo of his driver's license wasn't good enough. The clerk had to see the real thing.
He mailed the clerk one of his paystubs. It was rejected because it has the PO box, which is what his employer wanted.
He wasn't able to get stepdaughter's school transcript, which the clerk insisted has the physical address on it but my husband says it doesn't, because the office staff had left for the day.
I emailed a contract from my ISP with the Littletown address on it to the clerk. She rejected it because "It was just written in Word. It needs to be on letterhead."
I nearly lost my shit then and there.
I tried to download two bills on my phone. The ISP's website sucks balls on mobile and didn't have that available. The other one--a seemingly decent website--sent my phone a .bin file (wtf?) instead of the PDF of my fucking insurance policy.
At that point I gave up.
I am skipping some of the insanity.
Stepdaughter and I left having accomplished nothing.
I do not look forward to getting my REAL ID. They'll probably demand a kidney, a shovelful of soil from my front yard, and idk something even more stupid.

Nonetheless, it is a decision you should not take lightly, and most certainly approach it with a great deal of knowledge to help you make an informed business decision. Knowledge-based decisions are very important for any business investment, of course. When you’re considering an investment like buying a FedEx route, there are a few financial factors to consider first, such as upfront cost, population, and location, as these factors all go hand-in-hand when buying a FedEx route. To ensure that you are making the best investment, look at our market data when thinking about buying a FedEx route.
Location
In the world of real estate, “location, location, location” is the phrase to describe how the value of identical homes can decrease or increase in value based on their location. Well, take that maxim and apply it to FedEx routes.
If you look at our data, you’ll see how certain areas have a certain asking price for a particular route but the gross revenue comes out higher than the initial asking price. Well, location has a lot to do with that. On average, a FedEx driver can make up to 125 deliveries per day depending on where a driver’s route is located based on the FedEx Independent Service Provider (ISP) Model, a single ISP can deliver anywhere from 500 up to 2,500 packages per day with fleets of vehicles to complete high volume orders while consolidating overlapping routes.
With this, you still have to keep in mind that the location of these routes plays a significant role in their profit potential. Simply because having a route in an area that has a higher asking price than what the gross revenue can justify, that particular route will not be profitable for you.
Population
The population of a city, town, or particularly, a route will give you an idea of that particular area’s shipping habits, meaning, how often people in the area send and receive packages. Based on market data on FedEx sales, some routes had a substantial asking price backed by reasonable cash flow. Those routes have the potential for a gross income well above the cost of ownership.  
Whether you choose a route in an urban or rural area, you are definitely going to want to look at the growth of the area. High population growth can mean profit, as population growth does indeed play a significant role in package pickup and delivery volume. However, you want to be aware of cities or areas where the growth is substantial – it may not be the gold mine you think it is. Sometimes, areas with outsized growth can be a huge sign that the area is an expensive market.
Upfront Capital and Financing
To buy a FedEx route, you need a substantial amount of upfront capital. Just glancing at the market data shows you the asking prices of some of the routes over the years.  The required upfront capital the hundreds of thousands of dollars and to well over a million. The good news is that you do have options. There are lenders that will work with you in the acquisition of your route to ensure you have enough capital to meet the asking price and meet or exceed your projected gross revenue as time progresses.

La mayoría de expertos podrán coincidir que el Golf circunscribe su actividad en torno a las citas majors. El prestigio que significa adquirir la chaqueta verde o ser el Champion Golfer of The Year está fuera de discusión. Coronarse en alguno de los cuatro grandes abre las puertas del Cielo en un deporte de élite, donde el éxito agita su varita solo para unos pocos.   Suele decirse que la Historia es narrada por los ganadores. Sin lugar a duda una acepción válida considerando lo anterior. Pero también es nuestra obligación contar el lado B. Un lado B que lejos está de considerarse perdedor, porque significa consagrarse como Campeón del Mundo. Y tan ¿benévolo? es este deporte que la chance se da hasta cuatro veces en un año. Único.    En los eventos del Campeonato Mundial de Golf (más conocidos como los WGC: World Golf Championships) participan jugadores de todo el mundo que compiten en diversos formatos. Lanzados en 1999, cuatro eventos inundan el calendario golfístico, con altos premios en dinero, grandes beneficios en los exemption y puntos para el Ránking Mundial y la FedEx Cup.   La antesala de los WGC empezó a caminar en la Presidents Cup de 1996. En primer lugar, en el formato de juego. Tres son los eventos que se disputan en formato Stroke Play (por golpes) y otro en Match Play (se contabilizan hoyos ganados). El segundo aspecto se basa en el formato de clasificación. Mientras que el México Championship y el Dell Match Play facilitan el Entry List siguiendo las reglas normales del PGA Tour, el Invitational de St. Jude y el Champions de China presentan formatos más estrictos. Las palabras Invitational y Champions son la pista clara de lo afirmado.

El palmarés general indica un claro dominio yankee: entre las 81 disputas totales, 46 fueron ganadas por americanos. No sorprende que Tiger Woods lidere con 18 victorias, completando el podio su compatriota Dustin Johnson y Rory McIlroy, con seis y tres coronas respectivamente. El Tigre y DJ, a su vez, son los únicos que ha podido triunfar en los cuatro eventos, completando de alguna forma el Grand Slam de los WGC, pero con diferentes mecanismos:    Woods ganó los tres individuales y la ISPS World Cup, en su primera edición en el año 2000 junto con David Duval. Curiosamente, se dio en la primera visita del más grande de todos los tiempos a nuestro país, en Buenos Aires Dustin completó la gesta ya con los cuatro torneos en formato individual Ambos coronaron el Grand Slam en el Dell Match Play: Woods en 2003 y DJ en el 2017.   El último ítem para detenernos puede denominarse Geografía Abierta. Aspecto casi sin precedentes ya que no existen otros torneos en el Tour que hayan rotado de manera notoria su sede por los diferentes países, lógica que se mantuvo por varios años según los compromisos fundacionales de la Federación.
