F-35 program reaches milestone C and full rate production

Finally today (03/12), the Pentagon approved the F-35 Joint Strike Fighter for full production, five years later than initially planned.

The Milestone Decision Authority, Undersecretary of Defense for Acquisition and Support, Dr. William A. LaPlante, approved the Milestone C/Full Rate Production (MSC/FRP) of the F-35 Lightning II aircraft with the signing of a Procurement Decision Memorandum (ADM) after meeting with the Defense Acquisition Council (DAB).

The F-35 achieved this milestone after considering the results of the combined initial operational test and evaluation of the F-35 and the test and evaluation report of actual weapons firing, exit criteria from the development phase and system demonstration, compliance with statutory/regulatory documentation, future production strategy and basic details of the acquisition program. Proceeding to MSC/FRP requires control of the manufacturing process, acceptable performance and reliability, and the establishment of appropriate support and support systems.

The DAB, which met on March 7, 2024, was chaired by Dr. LaPlante and is the department's senior-level forum for critical decisions regarding procurement programs in the Department of Defense.

“This is a great achievement for the F-35 Program,” LaPlante said. "This decision - supported by my colleagues in the Department - highlights for the Services, F-35 Cooperative Program Partners and Foreign Military Sales customers that the F-35 is stable and agile, and that all legal and regulatory requirements have been adequately addressed. The F-35 Program is the main system that boosts interoperability with our allies and partners, while contributing to the integrated deterrence component of our National Defense Strategy."

With this milestone, the program is now well positioned to efficiently produce and deliver the next generation of aircraft to meet the growing needs of our FMS services, partners and customers.

"I am very proud of our team and this is a great achievement!" said Lieutenant General Mike Schmidt, Director and Executive Officer of the Program, Joint Office of the F-35 Program. "The F-35 company has made significant improvements in the last decade and we will always be motivated to continuously improve sustainability, interoperability and lethality so that fighters have the necessary capacity to fight and win when called upon to do so. In addition, the Program and our great staff can now focus on the future of the F-35 rather than the past."

In September 2023, a key portal for MSC/FRP was achieved when the F-35 Runs for Score in the Joint Simulation Environment (JSE) and the initial validation of the test were completed.

"The DOT&E conducted the analysis of the results of the Initial Operational Test and Evaluation (IOT&E) and the Real Weapons Shooting Test and Evaluation and delivered a comprehensive and combined report as required by law to inform the decision of the Milestone C / Full Rate Production. DOT&E also provided a separate attachment that evaluated the post-IOT&E Operational Tests Block 4 of the 30P06 and 30P07 software,” said Dr. Raymond D. O'Toole Jr., Interim Director of Operational Test and Evaluation. "The Program is working to address the DOT&E conclusions and recommendations contained in the report. One of DOT&E's concerns is to continue to improve the testing infrastructure to support development and ensure readiness to test the future capabilities of Block 4. This includes timely deliveries of the next iterations of the F-35-In-A-Box for integration into the JSE."

Achieving the MSC/FRP is important for the program and helps validate the aircraft's capabilities for the current and future partners of the F-35 company.

To date, more than 990 F-35 aircraft have been delivered to U.S. services, F-35 cooperative program partners and foreign military sales customers.

The F-35 offers multi-mission capability, including strategic attack, suppression/destruction of enemy air defenses (SEAD/DEAD), offensive/defensive anti-aircraft, anti-surface warfare, attack coordination and reconnaissance and approximate air support. It brings stealth, sensor fusion and interoperability to allow access in contested environments and improves situational awareness.
