The phone or computer youâre reading this on may not be long for this world. Maybe youâll drop it in water, or your dog will make a chew toy of it, or itâll reach obsolescence. If you canât repair it and have to discard it, the device will become e-waste, joining an alarmingly large mountain of defunct TVs, refrigerators, washing machines, cameras, routers, electric toothbrushes, headphones. This is âelectrical and electronic equipment,â aka EEEâanything with a plug or battery. Itâs increasingly out of control.
As economies develop and the consumerist lifestyle spreads around the world, e-waste has turned into a full-blown environmental crisis. People living in high-income countries own, on average, 109 EEE devices per capita, while those in low-income nations have just four. A new UN report finds that in 2022, humanity churned out 137 billion pounds of e-wasteâmore than 17 pounds for every person on Earthâand recycled less than a quarter of it.
That also represents about $62 billion worth of recoverable materials, like iron, copper, and gold, hitting e-waste landfills each year. At this pace, e-waste will grow by 33 percent by 2030, while the recycling rate could decline to 20 percent. (You can see this growth in the graph below: purple is EEE on the market, black is e-waste, and green is what gets recycled.)
âWhat was really alarming to me is that the speed at which this is growing is much quicker than the speed that e-waste is properly collected and recycled,â says Kees BaldĂŠ, a senior scientific specialist at the United Nations Institute for Training and Research and lead author of the report. âWe just consume way too much, and we dispose of things way too quickly. We buy things we may not even need, because it's just very cheap. And also these products are not designed to be repaired.â
Humanity has to quickly bump up those recycling rates, the report stresses. In the first pie chart below, you can see the significant amount of metals we could be saving, mostly iron (chemical symbol Fe, in light gray), along with aluminum (Al, in dark gray), copper (Cu), and nickel (Ni). Other EEE metals include zinc, tin, and antimony. Overall, the report found that in 2022, generated e-waste contained 68 billion pounds of metal.
E-waste is a complex thing to break down: A washing machine is made of totally different components than a TV. And even for product categories, not only do different brands use different manufacturing processes, but even different models within those brands vary significantly. A new washing machine has way more sensors and other electronics than one built 30 years ago.
Complicating matters even further, e-waste can contain hazardous materials, like cobalt, flame retardants, and lead. The report found that each year, improperly processed e-waste releases more than 125,000 pounds of mercury alone, imperiling the health of humans and other animals. âElectronic waste is an extremely complex waste stream,â says Vanessa Gray, head of the Environment and Emergency Telecommunications Division at the UNâs International Telecommunication Union and an author of the report. âYou have a lot of value in electronic waste, but you also have a lot of toxic materials that are dangerous to the environment.â
That makes recycling e-waste a dangerous occupation. In low- and middle-income countries, informal e-waste recyclers might go door-to-door collecting the stuff. To extract valuable metals, they melt down components without proper safety equipment, poisoning themselves and the environment. The new report notes that in total, 7.3 billion pounds of e-waste is shipped uncontrolled globally, meaning its ultimate management is unknown and likely not done in an environmentally friendly way. Of that, high-income countries shipped 1.8 billion pounds to low- and middle-income countries in 2022, swamping them with dangerous materials.
High-income countries have some of this informal recycling, but they also have formal facilities where e-waste is sorted and safely broken down. Europe, for example, has fairly high formal e-waste recycling rates, at about 43 percent. But globally, recycling is happening nowhere near enough to keep up with the year-over-year growth of the waste. Instead of properly mining EEE for metals, humanity keeps mining more ore out of the ground.
Still, the report found that even the small amount of e-waste that currently gets recycled avoided the mining of 2 trillion pounds of ore for virgin metal in 2022. (It takes a lot of ore to produce a little bit of metal.) The more metals we can recycle from e-waste, the less mining weâll need to support the proliferation of gadgets. That would in turn avoid the greenhouse gases from such mining operations, plus losses of biodiversity.
The complexity of e-waste, though, makes it expensive to process. As the chart above shows, even an ambitious scenario of a formal e-waste collection rate in 2030 is 44 percent. âThere is no business case for companies to just collect e-waste and to make a profit out of this in a sustainable manner,â says BaldĂŠ. âThey can only survive if there is legislation in place which is also compensating them.â
The report notes that 81 countries have e-waste policies on the books, and of those, 67 have provisions regarding extended producer responsibility, or EPR. This involves fees paid by manufacturers of EEE that would go toward e-waste management.
Of course, people could also stop throwing so many devices away in the first place, something right-to-repair advocates have spent years fighting for. Batteries, for instance, lose capacity after a certain number of charge cycles. If a phone canât hold a charge all day anymore, customers should be able to swap in a new battery. âManufacturers shouldn't be able to put artificial limitations on that ability,â says Elizabeth Chamberlain, director of sustainability at iFixit, which provides repair guides and tools. That includes limiting access to parts and documentation. âRepair is a harm-reduction strategy. It's not the be-all-end-all solution, but it's one of many things we need to do as a global society to slow down the rate at which we're demanding things of the planet.â
At the core of the e-waste crisis is the demand: A growing human population needs phones to communicate and fridges to keep food safe and heat pumps to stay comfortable indoors. So first and foremost we need high-quality products that donât immediately break down, but also the right to repair when they do. And what absolutely canât be fixed needs to move through a safe, robust e-waste recycling system. âWe are consuming so much,â says BaldĂŠ, âwe cannot really recycle our way out of the problem.â

Independent Excursion 1: Academic Cultural Reflection of Night Markets.
Iâve gone to an absurd amount of night markets throughout our numerous days in Taiwan, both independently and with the entire study abroad group as an excursion. Iâve been to most night markets around the Taipei area but the one Iâve gone to the most by far (a whole three times!) is Shilin Night Market. Not going to lie, Iâve definitely spent well over $4000 NTD within the few hours Iâve been there. Thereâs such a huge variety of different stalls, ranging from clothing stores, to arcade style challenges, to claw machines, and of course food.Â
Faith and I had gone to the Shilin Night Market on our 2nd day officially in Taiwan (we had come to the country a few days before the main group arrived) and it was my first real experience of one. Iâve been to Chinatown in New York and have heard tales of my motherâs haggling adventures in Hong Kong secondhand but the reality was even better than what I could imagine. There was so much to see and do it was almost overstimulating.Â
When googling âthings to do in Taiwanâ, night markets are guaranteed to be on the list. Frequented by both natives and tourists alike, theyâre a crucial part of Taiwanese society. Itâs a center for fostering community, stimulating economic growth, preserving current culture and innovation. But what draws people to night markets in the first place? This study from Chuang et al. (2014) finds that the main contributors to the high number of people going to night markets being âthe low unit prices, with products under US$3.30 compromising approximately 70% of [the market]â, the festivals/performances, and the servitude of the vendors.Â
Being someone who has gone to multiple night markets in my short time in Taiwan (just a bit over 2 weeks!), I completely attest to all points given. I've noticed that the pricing of things here are pretty similar or even more expensive than it is in America, with the main price disparity being the food costs. How could I resist myself from trying as much food as possible when itâs so cheap?Â
But donât let all my yapping about food fool you: night markets arenât just a place to eat. Because of how ingrained they are into Taiwanese culture, they also act as social gathering spots where family, friends, and colleagues alike can come together to mingle about and enjoy a unique atmosphere unlike anywhere else. I had such a fun time going around the night market, both alone, with Faith, and with a huge group. Itâs a different experience every time and Iâll really miss it when I go back to boring Gainesville.Â
In recent years, though, local Taiwanese government has been actively trying to curtail the prevalence of night markets, they continue to flourish in modern times, though not to the same extent (Taipei Times, issue 09/05/2009). I didnât initially understand why the government would be trying to make night markets less prevalent in society considering how it makes up such a huge part of its society, but upon further research, I understand why.Â
Itâs not the most hygienic place: the stalls are tightly packed and air-flow isnât the best. COVID-19 only exemplified these concerns, as the crowded nature of night markets was a super-spreader hub. The noise and waste generated by the night market can also be detrimental to the environment and the people living next to them. Despite all these downsides though, the importance the night markets serve cannot be denied by anyone, which is why theyâre still so many today despite such a large number of concerns. They also act as competition with more formal business - the ones we see more often in America. It's a delicate balance between preserving culture and reducing health and safety concerns. Tai, W. These night markets are a livelihood for thousands of Taiwanese citizens but contrary to what I had assumed before, the vendors at the night market arenât only those who canât find employment elsewhere but, in fact, are mostly people who chose this profession as an alternative to the traditional âdead-end laborious 9-5 white collar jobsâ (Liu, Yu. 2009).Â
Though I hadnât put much thought into this initially, this really does make sense. East Asian societies put a huge emphasis on education, big company jobs, etc, and Taiwan is no exception. Being a child of Chinese immigrant parents myself, I know just how much the pressure is to âsucceedâ both academically and professionally. I completely understand why the youth would be drawn to this. To those who are tired of the mundaneness of everyday life, tending a stall in the very night market they might have grown up going to seems like such a wonderful escape from the ârat raceâ.Â

Horseshoe crab blood is vital for testing intravenous drugs, but new synthetic alternatives could mean pharma wonât bleed this unique species dry

If you have ever gotten a vaccine or received an intravenous drug and did not come down with a potentially life-threatening fever, you can thank a horseshoe crab (Limulus polyphemus).
How can animals that are often called living fossils, because they have barely changed over millions of years, be so important in modern medicine? Horseshoe crab blood is used to produce a substance called limulus amebocyte lysate, or LAL, which scientists use to test for toxic substances called endotoxins in intravenous drugs.
These toxins, produced by bacteria, are ubiquitous in the environment and canât be removed simply through sterilization. They can cause a reaction historically referred to as âinjection fever.â A strong concentration can lead to shock and even death.
Identifying LAL as a highly sensitive detector of endotoxins was a 20th-century medical safety breakthrough. Now, however, critics are raising questions about environmental impacts and the process for reviewing and approving synthetic alternatives to horseshoe crab blood.
We study science, technology and public policy, and recently published a white paper examining social, political and economic issues associated with using horseshoe crabs to produce LAL. We see this issue as a test case for complicated problems that cut across multiple agencies and require attention to both nature and human health.

Protecting horseshoe crabs will require persuading the heavily regulated pharmaceutical industry to embrace change.
An ocean solution
Doctors began injecting patients with various solutions in the mid-1800s, but it was not until the 1920s that biochemist Florence Seibert discovered that febrile reactions were due to contaminated water in these solutions. She created a method for detecting and removing the substances that caused this reaction, and it became the medical standard in the 1940s.
Known as the rabbit pyrogen test, it required scientists to inject intravenous drugs into rabbits, then monitor the animals. A feverish rabbit meant that a batch of drugs was contaminated.
The LAL method was discovered by accident. Working with horseshoe crabs at the Marine Biological Laboratory at Woods Hole, Massachusetts, in the 1950s and â60s, pathobiologist Frederik Bang and medical researcher Jack Levin noticed that the animalsâ blue blood coagulated in a curious manner. Through a series of experiments, they isolated endotoxin as the coagulant and devised a method for extracting LAL from the blood. This compound would gel or clot nearly instantaneously in the presence of fever-inducing toxins.
Academic researchers, biomedical companies and the U.S. Food and Drug Administration refined LAL production and measured it against the rabbit test. By the 1990s, LAL was the FDA-approved method for testing medicines for endotoxin, largely replacing rabbits.
Producing LAL requires harvesting horseshoe crabs from oceans and beaches, draining up to 30% of their blood in a laboratory and returning the live crabs to the ocean. Thereâs dispute about how many crabs die in the process â estimates range from a few percent to 30% or more â and about possible harmful effects on survivors.
Today there are five FDA-licensed LAL producers along the U.S. East Coast. The amount of LAL they produce, and its sales value, are proprietary.
Bait versus biotech
As biomedical LAL production ramped up in the 1990s, so did harvesting horseshoe crabs to use as bait for other species, particularly eel and whelk for foreign seafood markets. Over the past 25 years, hundreds of thousands â and in the early years, millions â of horseshoe crabs have been harvested each year for these purposes. Combined, the two fisheries kill over half a million horseshoe crabs every year.
Thereâs no agreed total population estimate for Limulus, but the most recent federal assessment of horseshoe crab fisheries found the population was neither strongly growing nor declining.
Conservationists are worried, and not just about the crabs. Millions of shorebirds migrate along the Atlantic coast, and many stop in spring, when horseshoe crabs spawn on mid-Atlantic beaches, to feed on the crabsâ eggs. Particularly for red knots â a species that can migrate up to 9,000 miles between the tip of South America and the Canadian Arctic â gorging on horseshoe crab eggs provides a critical energy-rich boost on their grueling journey.
Red knots were listed as threatened under the Endangered Species Act in 2015, largely because horseshoe crab fishing threatened this key food source. As biomedical crab harvests came to equal or surpass bait harvests, conservation groups began calling on the LAL industry to find new sources.
Biomedical alternatives
Many important medicines are derived from living organisms. Penicillin, the first important antibiotic, was originally produced from molds. Other medicines currently in use come from sources including cows, pigs, chickens and fish. The ocean is a promising source for such products.
When possible, synthesizing these substances in laboratories â especially widely used medications like insulin â offers many benefits. Itâs typically cheaper and more efficient, and it avoids putting species at risk, as well as addressing concerns some patients have about using animal-derived medical products.
In the 1990s, researchers at the National University of Singapore invented and patented the first process for creating a synthetic, endotoxin-detecting compound using horseshoe crab DNA and recombinant DNA technology. The result, dubbed recombinant Factor C (rFC), mimicked the first step in the three-part cascade reaction that occurs when LAL is exposed to endotoxin.
Later, several biomedical firms produced their own versions of rFC and compounds called recombinant cascade reagents (rCRs), which reproduce the entire LAL reaction without using horseshoe crab blood. Yet, today, LAL remains the dominant technology for detecting endotoxins in medicine.

The main reason is that the U.S. Pharmacopeia, a quasi-regulatory organization that sets safety standards for medical products, considers rFC and rCR as âalternativeâ methods for detecting endotoxins, so they require case-by-case validation for use â a potentially lengthy and expensive process. The FDA generally defers to the U.S. Pharmacopeia.
A few large pharmaceutical companies with deep pockets have committed to switching from LAL to rFC. But most drug producers are sticking with the tried-and-true method.
Conservation groups want the U.S. Pharmacopeia to fully certify rFC for use in industry with no extra testing or validation. In their view, LAL producers are stalling rFC and rCR approval to protect their market in endotoxin detection. The U.S. Pharmacopeia and LAL producers counter that they are doing due diligence to protect public health.
Change in the offing
Change may be coming. All major LAL producers now have their own recombinant products â a tacit acknowledgment that markets and regulations are moving toward Limulus-free ways to test for endotoxins.
Atlantic fisheries regulators are currently considering new harvest limits for horseshoe crabs, and the U.S. Pharmacopeia is weighing guidance on recombinant alternatives to LAL. Public comments will be solicited over the winter of 2024, followed by U.S. Pharmacopeia and FDA review.
Even if rFC and rCR donât win immediate approval, we believe that collecting more complete data on horseshoe crab populations and requiring more transparency from the LAL industry on how it handles the crabs would represent progress. So would directing medical companies to use recombinant products for testing during the manufacturing process, while saving LAL solely for final product testing.
Making policy on complex scientific issues across diverse agencies is never easy. But in our view, incremental actions that protect both human health and the environment could be important steps forward.

On July 21, 2023, Brookings Metro Senior Fellow Jenny Schuetz testified before the U.S. Senate Special Committee on Aging for a hearing titled Laying the Foundation: Accessible and Affordable Housing for Older Adults and People with Disabilities.Â
Schuetzâs testimony addressed several aspects of housing accessibility and affordability, including: national and regional trends in housing supply; new construction and retrofits of existing homes; and roles for private capital and public investment. Â
In her written testimony, Schuetz identified three policy recommendations:Â
Congress should create financial incentives for local governments to revise their zoning in favor of allowing a wider range of structure types, and better integrate federal investments in housing, land use, and transportation. Local governments and regional planning agencies would also benefit from federally funded technical assistance and clearer guidance on what types of zoning reforms work best in different local housing marketsâtasks that fall well within the scope and mission of the U.S. Department of Housing and Urban Development. Accessible housing and the housing needs of people with disabilities is a serious omission in publicly available data and academic research. Federal agencies including HUD, HHS, and the Census Bureau should explore ways to address knowledge gaps and support high-quality policy-relevant research on these topics.Â
Congress has several channels to relieve financial stress created by high housing costs. The most direct, straightforward way to help low-income older adults and people with disabilities afford safe, decent-quality housing is to give them money. Increasing funding for housing vouchers or making the Earned Income Tax Credit payable monthly instead of annually would be effective tools to support financial stability for low- and moderate-income households. Providing flexible support is particularly helpful for people whose largest expenses may fluctuate month to month, shifting between housing, health care, and supportive services.Â
Congress and the Biden administration have already approved historic investments in infrastructure and the built environment through the bipartisan infrastructure law and the Inflation Reduction Act. Channeling some of this funding toward accessibility retrofits for homes and neighborhood-serving pedestrian infrastructure would substantially improve safety and well-being for older adults and people with disabilities. The cost of these investments is relatively modest compared to building out new energy transmission lines, and yet they are often overlooked by state and local agencies in favor of larger, more complex projects.Â
