BHUBANESWAR: First waste to energy plant of Indian Railways has been commissioned at Carriage Repair Workshop, Mancheswar, of East Coast Railway (ECoR) here. It is fourth such plant in the country.
“This is the first government of India initiative in waste to energy plant of such large scale. Here world class technology has been inducted to deal with garbage disposal. We have come up with this plant within three months,” said ECoR general manager Vidya Bhushan.
This Rs 1.79 crore plant was inaugurated by Rajesh Agarwal, Railway Board member (Rolling Stock), on Wednesday night. The plant has a catalytic converter and it converts the waste materials into light diesel oil, gas, carbon powder and water through ‘Polycrack’ technology.

The ECoR can sell light diesel oil, use gas and water in its workshop and make carbon powder into bricks. The best thing of this plant is it does not create any waste from this process.
Gautam Dutta, chief mechanical engineer, ECoR, said a large amount of scrap is generated from the Mancheswar workshop daily. They send it for landfill due to lack of any proper method of disposal. “But now we have a patented technology ‘Polycrack’ process to get energy from the scrap (excluding iron and glass items) and save environment,” he added.
This plant can process all types of plastic, petroleum sludge, unsegregated municipal solid waste, wood, plywood, e-waste, sunmica, organic waste and rubber. Waste generated from carriage workshop, coaching depot at Bhubaneswar and railway station will be feeder material for this plant, said a senior railway officer.
Waste as collected can be directly fed into Polycrack without pre-segregation. Waste is processed and reformed within 24 hours. The plant requires less area compared to the conventional method of processing. It is fully automated and does not emit any hazardous pollutants into the atmosphere, said ECoR sources.
Due to safe and efficient system with inbuilt safety features, even an unskilled user can operate the machine with ease. It requires minimum man power. The ECoR will spend around Rs 10.4 lakh per annum as operational cost. It will earn around Rs 17.5 lakh per annum from the plant. Capacity of the plant is 500kg waste per day.
First such plant, a small one, was set up by Infosys at Bangalore in 2011. The second one was established at Moti Bagh, Delhi in 2014 with a capacity of 50kg per day/batch. The third one was set up at Hindalco in 2019 with 50kg capacity per batch, ECoR sources said.
