Suez Canal Crisis Sends Shipping Lines Scrambling for Alternatives
Shipping companies rerouted vessels, refused to take on new customers and forecast long delays—and longer-term port congestion around the world��raising the global trade and economic stakes of the grounding of the Ever Given in the Suez Canal.
Shipping executives said even if the vessel is removed imminently, a backlog of ships waiting to pass through the canal would linger for days, and diversions of cargo could wreak havoc on port traffic around the world for weeks, upsetting the usually carefully orchestrated management of the world’s containers. The canal connects the Mediterranean and Red Seas and accounts for as much as 13% of seaborne trade and about 10% of maritime shipments of oil.
Caroline Becquart, senior vice president at Mediterranean Shipping Co., one of the world’s largest container lines, said the blockage “is going to result in one of the biggest disruptions to global trade in recent years.” Amid super-tight capacity that started building late last year and has lingered through this year, the accident means that companies should expect “a constriction in shipping capacity and equipment.”
A.P. Moller–Maersk A/S, the world’s largest container vessel operator, said Sunday it has rerouted 15 of its ships away from the Suez Canal and is turning some new clients away for now as it assesses its capacity. “For every day the canal remains blocked, the ripple effects on global capacity and equipment continues to increase,“ it told clients. Delays and backlogs “will continue well beyond the physical removal of the Ever Given,” the 1,300-foot container ship that wedged itself into the canal’s banks early last Tuesday. Dredging continues to free the ship, with engineers trying to refloat the vessel during high tides. Maersk said it couldn’t give clients estimated times of arrival for affected ships.
Germany’s Hapag-Lloyd AG said in a client note that nine of its ships had been affected and another six have been sent around the southern tip of Africa. Three of the diverted ships were on Asia-to-Europe routes and another three were sailing between Asia and the U.S. East Coast. More diversions are in the works.
China Cosco Shipping said 10 of its vessels are blocked by the closure. Its Cosco Excellence, on a voyage from Southeast Asia to the U.S., has been sent around the southern tip of Africa.
Sea-Intelligence, a Copenhagen-based data group, said rerouting ships that normally use the Suez Canal around Africa or through the Panama Canal over the long term would effectively cut the world’s container-shipping capacity by about 6% because vessels would spend more time sailing on longer voyages.

“It is evident that such an amount of capacity absorption will have a global impact and lead to severe capacity shortages,” the group said in a report Friday. Sea-Intelligence said the disruption would affect all trade lanes as container lines adjust their routes with ships at sea for longer periods.
Retailers, consumer-goods companies and manufacturers are starting to turn to airfreight and alternative suppliers as they weigh how delays will affect their supply chains.
Supply-chain software provider Blue Yonder said customers hit by the crisis include a U.K.-based beverage maker with about 170 containers of finished goods stuck in transit between Europe and Asia. The company is calculating whether “if there are two weeks of delay, is that enough inventory stock in the destination supply chain, where they can prioritize their highest-level customers?” said Himanshu Mehrotra, principal solutions adviser for Blue Yonder.
Another customer, which makes medical devices, is checking with suppliers to see if more components are available to be shipped by air in place of goods that may be tied up on ships. “They are scheduling ahead of time to airfreight the bare minimum,” Mr. Mehrotra said. “They really can’t wait. They are scheduling more flights and then if things open up they will cancel.”
Eric Martin-Neuville, executive vice president of freight forwarding at France-based logistics provider Geodis SA, said rail and airfreight capacity is tight, however, limiting options for many shippers.
“Beside costs, the main difficulty is to access capacity on short notice in a period which was already highly constrained,” he said. “The current crisis will generate a new level of chaos on the schedules, congestion in the arrival ports both in Europe and in Asia and will generate [a] new and significant imbalance in container positioning while immobilizing urgently needed boxes at sea and at port.”
The Signal Group, a tanker-management firm with offices in London and Athens, estimated a two-week shutdown of the canal would effectively reduce capacity for shipping crude and petroleum products by 4.4% while a four-week closure would take out 12.6% of tanker capacity by requiring longer voyages around the blocked region, likely driving up freight rates for the oil sector.

Rerouting away from the Suez Canal intensified over the weekend as more shippers lost hopes of a quick resolution. Initial diversions around the waterway involved container ships and tankers that were still far away—typically sailing in the Atlantic on their way to Gibraltar to enter the Mediterranean. But now, container ships that are nearing the Red Sea also are abruptly changing course to go south around Africa.
That will delay their arrivals in Europe by up to two weeks and incur extra costs of as much as half a million dollars each. The diversions also threaten major port congestion in big ports in Europe and Asia, as all those diverted ships arrive late.
The Maren Maersk, which had been due at the canal on Wednesday on its way from Malaysia to Rotterdam, made an abrupt turn south on Sunday morning. It is now headed toward South Africa’s Cape of Good Hope, ship-tracking from FleetMon shows.
Two other container ships sailing from Asia, including MSC’s Amsterdam, were previously heading to the Netherlands and Portugal through Suez, but rerouted around Africa on Friday, FleetMon tracking shows.
Still, vessels that were near the canal have continued clogging its entrances because they were already too close to reroute. Leth Agencies, a canal service provider, reported Sunday that 327 vessels were waiting to get into the waterway at its two entrances at Suez and Port Said, and more than 40 more are waiting inside the canal in a large body of water called the Great Bitter Lake. A Suez Canal executive said once the canal reopens, it will take from one to three days to clear the backlog. Liner and tanker operators say they expect five days to clear once the passage is safe to navigate again.

Maersk said Sunday that it and its partners had 27 vessels waiting to enter the canal, with two more expected to reach the traffic jam later that day. That is up from seven last Wednesday.
A blockade in the Suez Canal is posing a special challenge for carriers bringing American and European live cattle to Middle East markets, just as the region prepares for peak demand at a time of religious celebrations around Ramadan.
Oil-and-gas tankers and container vessels can be rerouted around the Southern tip of Africa at extra cost but with limited extra risk of damage to their goods. But shippers say livestock carriers have no such option.
Livestock-laden vessels would struggle to find feed along the way, and an onshore transfer would require trucks with ventilation that are hard to find, said Valid Diab, general manager at Turkish company Observator Shipping Co., which is responsible for provisions and other shipping services for three such ships stuck outside the Canal.
The captain has a cargo of calves and lambs from Cartagena in Spain headed to Jeddah, Saudi Arabia, and two other vessels loaded with Romanian and Spanish cows going to either the same Saudi port or to Aqaba in Jordan. A fourth vessel in his fleet will be soon arriving at the canal from Venezuela on its way to Iraq, he said.

ABB Wins System Package With Keppel For Dredging Contractor Van Oord
ABB to deliver benefits of integrated vessel systems to two dredgers built by Keppel Offshore & Marine for Van Oord, securing a first full-scope power, automation and navigation contract for specialized dredger market.
The landmark order – ABB’s largest dredging vessel project for a European end customer – covers integrated electrical power, automation, control and navigation packages for a pair of 10,500m3 capacity trailing suction hopper dredgers built for the Dutch dredging and marine contractor Van Oord. The vessels, which will feature dual-fuel engines, are being built by the Singaporean yard Keppel Offshore & Marine and are due for delivery in 2021.
“Special attention has been paid to the efficiency of these vessels,” said Jaap de Jong, Director of the Ship Management Department, Van Oord. “They will be highly sophisticated, and they also need to be very flexible. ABB has shown flexibility as a systems integrator in covering the entire power, automation, navigation and dredging control systems, but also in adapting to the ship management optimization software developed by Van Oord and based on our specialization in this market. We look forward to welcoming these fully-integrated vessels into service.”

The scope of supply includes generators, main switchboards, distribution switchboards, propulsion drives with associated control systems and transformers. Fuelling the fleet – the network that supplies oil to the Royal Navy
Without fuel the navy goes nowhere. Replenishment at sea is an important part of the RN’s global reach and is well understood, but more fundamental are the land-based organisations and facilities that ensure the fleet is supplied with oil and ammunition. In the first of a 2-part article, we focus on the fuel infrastructure. Most fuel for HM ships is issued at the naval bases via the Oil Fuel Depots (OFD) located close to Portsmouth, Devonport and Faslane. There are a further three MoD-owned depots that can provide fuel to RN, NATO and commercial vessels in Scotland. There are also fuel facilities in Gibraltar, the Falkland Islands and Singapore, whilst the RN also has access to the Greek-run shared NATO depot at Souda Bay, Crete.
The DSFA (Defence Strategic Fuels Authority) administers contracts with commercial suppliers for the supply of fuel to the MoD. It also places ‘spot bunker’ contracts for one-off fuel consignments worldwide to HM Ships, RFAs and Charter tankers. F-76 diesel is a specialised military fuel grade used by the RN and most NATO navies. It has no direct commercial equivalent and is not readily available in the market. Marine Gas Oil (MGO) or even F-44 can be used in an emergency by RN vessels if F-76 is unavailable but this impacts negatively on engine life and performance.

The oil freighting task, formerly undertaken by RFA ships, is now done by light tankers chartered from James Fisher Everard. These vessels collect the F-76 marine diesel and F-44 aviation fuel from the refineries, mostly around the UK, and deliver it to the OFDs. The fuel is stored at the depots an until needed. When a warship needs fuel it is connected to the network of fuel lines within the naval base that are fed from the nearby OFD. The naval air stations at Culdrose and Yeovilton are provided with aviation fuel from the OFDs delivered by road tanker.
The amount of fuel required by the fleet has declined significantly as the number of vessels has fallen and engines are becoming more efficient. Despite this, the volume of fuel demanded by the RN remains significant, for example the MoD purchased around 230,000 tons of marine diesel in 2014 alone. The arrival of the aircraft carriers will also place a greater demand peaks on the system and is driving new investment in the fuel supply infrastructure. To fully fuel HMS Queen Elizabeth requires 4,800 tonnes of diesel and 3,700 tonnes of aviation fuel. A Type 23 frigate can take on around 600 tonnes of diesel.
The Oil and Pipelines Agency (OPA), manages the Government Pipeline and Storage System (GPSS) and the six OFDs on behalf of the MoD. The GPSS is an obscure but critical strategic national asset (Privatised in 2015) consisting of network of oil storage sites and underground fuel pipes connecting oil terminals, refineries, civilian airports and RAF bases. The Naval OFDs are not, however, connected to the GPSS network and must be sustained with deliveries primarily by sea or occasionally by road.
The storage and handling of fuel is subject to stringent regulation. Safety, quality control, environmental and accounting considerations require competent people to manage the system and operate each of the OFDs. The MoD has a good record for the safe management of fuels, Civil Servants engaged in this kind of obscure work that is critical to operations on the front line are often maligned or forgotten.
Gosport
Gosport Oil Fuel Depot at Forton provides fuel to the fleet across the harbour at Portsmouth Naval Base. The depot is supplied by ships discharging at Gosport Oil Fuel Jetty (OFJ). The jetty was originally built in the Victorian era but was extended in the 1950s to allow the berthing of deeper draught ships. Pipelines run the length of the jetty carrying marine diesel, aviation fuel, dirty ballast water and a fire-fighting main.

After many years of uncertainty over its future, beginning this Spring the Gosport OFD is being upgraded under a £45 Million contract with J Murphy & Son. The depot was originally built in 1910 and seventeen riveted plate oil tanks, some over 100 years old will be replaced and new gatehouse and site security features added. Due for completion in 2021, the work will be done in phases to ensure continuity of fuel supplies during the upgrade.
It is interesting to note that the Portsdown Underground Fuel Bunker which held 137,700 tonnes of furnace fuel oil (FFO) used to be connected by three underground pipes to the Gosport fuel depot. FFO passed out of use in RN vessels with the end of steam propulsion and the Portsdown site was closed in 1989. It is instructive to consider the inherent protection from terrorism, air attack or serious accident provided by underground fuel tanks, compared to the above-ground tanks in a residential area of Gosport.
Thanckes and Yonderberry
Thanckes Oil Fuel Depot, Torpoint was originally built in the 1920s and provides fuel to Royal Fleet Auxiliaries and to warships across the river Tamar at Devonport Naval Base. The depot covers 97 acres and is supplied by ships discharging at Yonderberry Jetty. The tanks have storage for 145,000 tonnes of marine diesel, 17,000 tonnes of aviation fuel and 34,000 tonnes of oily water, dirty fuel and compensating water.

Yonderberry Jetty is suffering from corrosion and is going to be replaced under a £43M contract with marine construction specialist VolkerStevin. A brand new jetty will be built just to the north of the existing facility. The dredging and clearing works began in January with the main piling works starting in September 2018 and the whole project is due for completion by November 2019. The site is within a Special Area of Conservation on the River Tamar and the project has to comply very with stringent environmental regulations. Firefighting services in the depot and at the new jetty are also being improved.
Scotland
There are four Oil Fuel Depots currently in operation in Scotland. All were built in the 1960s to NATO specification and originally had a total capacity of 600,000 tonnes. Drastic reductions in the size of the Royal Navy and the number of visiting US Navy vessels leaves the annual NATO naval fuel requirement in Scotland less than 10% of what it was in the 1960s. Despite this overcapacity, the four depots at Garelochhead (Faslane), Loch Striven (near Dunoon), Loch Ewe (Wester Ross) and Campbeltown (Kintyre), are still considered to have important strategic value and remain open. With the exception of Garelochhead, the MoD has attempted to reduce the overheads for each site by running them on minimum care and maintenance basis and sharing them with commercial operators.

Garelochhead OFD is just to the north of Faslane and provides fuel to the base. Faslane’s fuel requirements are more modest than Portsmouth and Devonport as it is primarily a nuclear-powered submarine base. However the submarines embark small amounts of fuel for back up diesel generators and the base supports the Sandown class minehunters as well as other RN and NATO warship visitors. Unlike the English facilities, all of the Scottish OFD tanks are partially or fully buried underground, reducing their impact on the scenic landscapes of the region and offering some protection from attack.

It is clear, even from this cursory study, that provision of fuel for a globally-deployable navy that can respond quickly to events is no simple matter.
