ROCHESTER, N.Y. -U.S. Attorney James P. Kennedy, Jr. announced today that a civil forfeiture complaint has been filed against Dr. Muhammad A. Cheema, 45, of Pittsford, NY, to forfeit assets allegedly obtained through fraud and that were involved in money laundering.
According to Assistant U.S. Attorney Grace M. Carducci, who is handling the civil case, the complaint seeks the forfeiture of:
• $806,871.91 from three separate bank accounts held by the defendant; • A 2015 Audi A8; • A 2017 Mercedes Benz; and • The defendant’s residence at 9 Bromsgrove Hill, in Pittsford, NY.
On July 30, 2018, Dr. Cheema, a licensed physician who provides psychiatric services at his private practice, Upstate Psychiatry in Pittsford, as well as at Rochester Regional Health, and various nursing homes, was charged by criminal complaint with health care fraud and making false statements relating to health care matters.
According to the criminal complaint, Dr. Cheema routinely billed health insurance providers the highest leve1 of evaluation and management services for new patient visits, and his medical notes were missing the documentation to support the level of evaluation and management services for his established patients. The defendant is also accused of routinely upcoding office visits of patients, improperly billing health care benefit programs for services that he did not provide, and, on more than one occasion, prescribing drugs to an undercover patient without performing an physical exam or psychotherapy.
In addition, Dr. Cheema, as alleged in the criminal complaint, submitted a fraudulent certificate which purported to show him to be board certified in Psychiatry. In fact, the defendant was not board certified in Psychiatry, has never passed the ABPN certifying examination in Psychiatry or Neurology. The investigation determined that the document submitted by the defendant was fraudulent, and was generated on his desktop computer using a valid Certificate belonging to a psychiatrist in Arizona.
“As I stated at the time of the defendant’s arrest, our office is committed to ensuring that those who seek unjustly to enrich themselves by perpetrating frauds against the health care system are brought to justice,” said U.S. Attorney Kennedy. “While the criminal complaint holds Dr. Cheema criminally responsible for his actions, this civil complaint seeks to divest him of his ill-gotten gains.”
The civil complaint is the result of an investigation by the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Gary Loeffert, and the New York State Department of Financial Services, under the direction of Superintendent Maria T. Vullo.
If convicted of the criminal charges, Dr. Cheema faces a maximum penalty of 10 years in prison and a $250,000 fine.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

CJP takes notice of attack on Hindu temple in Rahim Yar Khan
Chief Justice of Pakistan Gulzar Ahmed on Thursday took notice of the attack on a Hindu temple by a charged mob in Bhong village of Punjab's Rahim Yar Khan district, a statement said.
The top judge took cognisance of the incident after MNA Dr Ramesh Kumar Vankwani, who is the patron-in-chief of the Pakistan Hindu Council, called on Chief Justice Ahmed at the Supreme Court in Islamabad today to discuss the issue of the temple attack.
The chief justice "showed grave concern over the tragic incident", according to a press released issued by the Supreme Court.
He fixed the matter before the court on August 6 (tomorrow) at Islamabad, and directed the Punjab chief secretary and inspector general of police to appear for the hearing along with a report. Dr Vankwani has also been summoned, the statement added.
The incident took place on Wednesday, when hundreds of people vandalised the Hindu temple in Bhong and blocked the Sukkur-Multan Motorway (M-5) after a nine-year-old Hindu boy, who allegedly urinated in a local seminary, was granted bail by a local court.
Responding to the situation late in the evening, the district administration deployed Rangers in the area after Deputy Commissioner Dr Khuram Shehzad and District Police Officer Asad Sarfraz visited the town.
On the complaint of a cleric, Hafiz Muhammad Ibrahim, of Darul Uloom Arabia Taleemul Quran, the Bhong police had registered a case against the boy (who was not named) under Section 295-A (deliberate and malicious acts intended to outrage religious feelings of any class by insulting its religion or religious beliefs) of the Pakistan Penal Code on July 25.
Sources said some Hindu elders tendered an apology to the seminary administration, saying the suspect was a minor and mentally challenged. But when a lower court granted him bail a few days ago, some people incited the public in the town on Wednesday and got all shops there closed in protest.
A video clip that went viral on social media showed charged people wielding clubs and rods storming the temple and smashing its glass doors, windows and lights, and damaging the ceiling fans and idols.
Later, the protesters also blocked the M-5 motorway for more than three hours.
District police spokesman Ahmed Nawaz Cheema said Rangers had been deployed in the troubled area and the situation was under control.
About the alleged late response by the police authorities, sources said senior officials were busy attending the police martyrs’ day ceremonies.
Cheema confirmed that the suspect was a minor, saying he had no information about his mental health so far.
There were reports of some old monetary dispute between Hindu and Muslim groups in the area which was stated to be the actual cause of the unrest.
A PTI member representing minorities said after getting the Bhong market closed, the mob also tried to attack some houses of people belonging to the Hindu community.

Chief Minister Punjab Sardar Usman Buzdar chaired a meeting of the Communication & Works (C&W) department to review departmental performance and future roadmap.
Provincial C&W Minister Sardar Muhammad Asif Nakai and others attended the meeting. The secretary C&W department revealed that disciplinary action has been initiated against 144 officers and officials for showing poor performance. 1027 development projects will be completed in the province, he added.
The meeting decided to introduce the road asset management system for bringing infrastructural improvements and roads' monitoring. The meeting further decided to set a special project unit and gave in-principle approval of adhoc recruitments against essential vacant posts in the C&W department and to overcome the dearth of professional in the Punjab Architecture Department. It was also decided to expand the scope of Lahore Ring Road Authority while renaming it as Punjab Ring Road Authority.
The chief minister directed to adopt the latest techniques for the construction of roads and buildings adding that fast-falling laser levellers will be used to improve the quality of the roads. He directed to initiate legal action against illegal buildings and housing schemes constructed within roads' limits. Similarly, construction of farm-to-market roads within the stipulated time should be ensured to ease access of villages, he added. The CM further directed to fix warning boards to discourage entry of heavy transport on small roads. Similarly, early completion of MM Road be ensured and unnecessary budget estimates for the construction of roads and buildings be discouraged, he added.

Chief Minister Punjab Sardar Usman Buzdar has said the notifications of March 29 and 30 about the south Punjab secretariat have been cancelled adding that the possibility of human error and clerical mistake cannot be ignored. In the light of the investigation of the ministerial committee, the concerned secretary has been made OSD. The establishment of the south Punjab secretariat is part of the PTI agenda and the party has contested elections under this agenda to ameliorate the lot of the common man living in remote areas. A 17 per cent budget was appropriated for south Punjab in the past but the PTI government has ring-fenced the whopping 33 per cent budget for south Punjab.
While addressing the presser at his office on Friday about the south Punjab secretariat, the CM announced the March 30 notification about the rules of business of district has also been cancelled and a ministerial committee led by the finance minister has been directed to devise new rules of business as the government is committed to giving the best and efficient administration to south Punjab. He said the ministerial committee will submit its recommendations about expanding the number of already existing 16 departments to all the provincial departments in south Punjab. It will also recommend making the south Punjab secretariat more efficient and active while laying the foundation stone of the south Punjab secretariat is being contemplated as well.
Similarly, the CM disclosed that the bill about reserving jobs-quota for south Punjab will be presented before the cabinet and further disclosed that he has decided to spend a full day in Multan and another in Bahawalpur every month. Similarly, all the ministers will also go to Multan and Bahawalpur every month for two days to deal with matters about the people, he said. The provincial cabinet meeting was held in Bahawalpur for the first time and the cabinet meeting will also be held in Multan soon and this will continue, he added. The south Punjab secretariat will be made fully functional and no hurdles will be allowed to arise in this regard, the CM emphasized adding that the committee will give its recommendations in seven days.
Replying to questions, the CM said he belongs to the backward area of south Punjab and now the whole province was being led to move forward. Additional Chief Secretary (South Punjab), Additional IG and officers of 16 departments were posted and legal action was taken and notifications were withdrawn upon confusion and ambiguity about south Punjab, he maintained. I want to make it crystal clear that the south Punjab secretariat will not be rolled back. It will, rather, be moved forward and further progress will be made in consultation with the ministerial committee, he announced.
Replying to a question, the CM said the line departments are actively working on the arrangements relating to Ramazan-ul-Mubarak and the different items will be provided to the people according to the rates of 2018 in 313 sahulat bazaars. The CM advised the people to follow corona SOPs as pressure is increasing on the health system. Meanwhile, the CM said the federal government was approached to meet the shortage of oxygen. He asked the media to lend a helping hand in sensitizing the people and announced to continue serving the masses while the conspirators will be busy fulfilling their agenda.
The CM stated concerning the cabinet that room for improvement is always there. Replying to a question about the allies, the CM said we hear pieces of advice and act upon them too. Matters are good with the allies and we have no problem, he affirmed. The CM stated the PTI vote bank has been rapidly increased in by-elections adding that the directions of the supreme court will be followed while the element of success or defeat is part of the election. Similarly, postings and transfers are a routine matter and strict action will be taken on the complaint of extortion of money by police during corona lockdown, he added.
Federal Minister Khusro Bakhtiar thanked the chief minister for taking immediate action over the reservations arising in the wake of notification in the people of south Punjab. The people of south Punjab are awoken for their rights while PTI is a public representative party from Karachi to Khyber. The PTI submitted a resolution in the assembly, last year, for south Punjab province and the opposition is invited to come forward to jointly resolve the issues faced by the nation, he added. To another question, he answered the chief minister has written a letter to the Speaker to invite opposition for electoral reforms.

The CM Usman Buzdar has thanked the Japanese government and the ambassador through a letter adding that the Punjab government appreciates Japanese collaboration for improving the quality of life of the people. Chief Minister Punjab Sardar Usman Buzdar has accorded approval to revamping the directorate general public relations (DGPR) department at a meeting attended by finance minister Hashim Jawan Bakht, SACM Dr Firdous Ashiq Awan, chief secretary, chairman P&D and DGPR to review the future roadmap.
The CM approved procurement of two DSNG vans along with the establishment of a state-of-the-art studio while four directorates will be technologized to meet the modern-day needs. The print media, electronic media, digital media, administration, advertisement, press laws, IT and legal sections will be rejigged and all the directorates will be provided with the latest information and communication technology tools to optimally perform, the meeting decided.
It was further decided, in principle, to give 25 per cent special allowance to officers and officials of their basic salaries. The CM directed that cabinet standing committee for finance and development will give final recommendations after a detailed review. He approved monetization policy for DGPR employees to procure leased vehicles from the Bank of Punjab. He directed that estimates of modernisation and improvement in DGPR building be collected from Infrastructure Development Authority Punjab to bring it up to code. The participants also deliberated over the proposal of a media tower's construction in the DGPR department through a public-private partnership.
The CM directed prudent consultation before initiating the proposal of the chief minister’s internship program for young media graduates. The multifarious importance of DGPR department has increased than before and every sort of resources will be provided to modernize the department for meeting the emerging challenges of the 21st century. The ICT boom has brought an ever-increasing globalized information revolution; that is why, good command over dexterous use of digital media and IT tools is imperative for DGPR officials, he said and added that the department will be revamped to meet the electronic and social media challenges.

CM INAUGURATES BAHIMAT BUZURG PROGRAM
LAHORE, November 20:
Chief Minister Punjab Sardar Usman Buzdar inaugurated Bahimat Bazurq program at 90-SQA and distributed cards among the elderly women.
Addressing the ceremony, the CM stated that a special fund has been set up with an initial amount of Rs.2 billion to assist deserving senior citizens of 65 years and above. Under this program, needy senior citizens will be given a monthly stipend to lessen their financial difficulties, he added.
The CM emphasised that elderly women have been particularly included in this program to make them self-reliant. He termed the program a good omen saying that he is feeling happy. The government is inching closer to the goal of the state of Madina envisioned by PM Imran Khan, he said. The establishment of the state of Madina is a long and arduous journey but I am convinced that we will succeed in achieving this important goal, he stressed.
The CM said that the Riasat-e-Madina would be an exemplary State fulfilling its responsibility towards every citizen. He maintained that the respect and service to elders is a social as well as collective religious obligation. The provincial government has started Punjab Ehsas program to fulfil the needs of deserving elders and other neglected segments of the society. Similarly, Nai Zindagi program was launched for the rehabilitation of affectees of acid-attacks and Bahimat Buzurg is a part of Ehsas Program, he added. It is a unique social pension initiative under Punjab Social Protection Authority having no comparison in the past.
The CM gave away certificates to DC Bahawalnagar and ADCs of Sialkot and Khushab for showing good performance concerning the start of Bahimmat Bazurq program.
Vice-Chairman PSPA Ali Asjad Malhi said the program is close to the heart of Usman Buzdar and another program is going to be started to provide stipend, training and loan to differently-abled. The Punjab Human Capital Development Program is the largest welfare initiative worth Rs.52 billion. Monthly aid will be provided to needy elders under the Bahimat Bazurg program and they can receive cash from today, he added.

NUMBER OF ACTIVE CORONA CASES IN PUNJAB IS 2424:USMAN BUZDAR
LAHORE, Oct. 22:
Chief Minister Punjab Sardar Usman Buzdar has appealed to the citizens to follow corona SOPs as the number of active cases has reached to 2424 in the province.
In a statement, he stated 171 new cases have reported while 5 patients have died during the last 24 hours. Meanwhile, 9639 were tested in this period. 97289, out of 102107, have been recovered, he added. He regretted the number of corona patients was increased due to the negation of SOPs and death rate was also enhanced. It is imperative to observe SOPs at crowded places and everyone should exhibit a socially-responsible behaviour to overcome the spread of this virus, the CM concluded.

A parliamentarian’s delegation comprising of Ch. Amir Sultan Cheema, Haji Imtiaz Ahmed Chaudhry, Muhammad Ibrahim Khan, Sardar Owais Dreshak, Sardar Farooq Amanullah Dreshak, Ch. Faisal Farooq Cheema, Muhammad Munib Sultan Cheema, Muhammad Ijaz Hussain, Gulraiz Afzal Gondal, Muhammad Tariq Tarar and chief whip Syed Abbas Ali Shah called on Chief Minister Punjab Sardar Usman Buzdar and apprised him about their constituencies related problems. The CM assured to solve their problems on a priority basis and reaffirmed that no one will be allowed to disturb the public service agenda. The parliamentarians are my companions and their genuine problems will be solved on a priority basis, he assured.
The CM expressed the satisfaction that resources are aptly used to develop the backward areas adding that the development work done by the incumbent government has no resemblance. The opposition is connived to create chaos in the country and these elements want to impede the development journey, the CM remarked. The opposition is engaged in the negative politics of creating anarchy and it has always taken benefit of deceit and lies, he added. The nation has not forgotten the spate of institutional corruption in past tenures and the looters cannot escape from the accountability, he stressed and added that no one will be allowed to sabotage the mission of a transparent Pakistan.

CM DEPUTES MINISTERS, ADVISERS AND SPECIAL ASSISTANTS TO MONITOR PRICES OF ESSENTIAL ITEMS
LAHORE, Oct. 22:
Chief Minister Punjab Sardar Usman Buzdar has deputed ministers, advisers and special assistants to check sahulat bazaars, monitor the prices of essential items and submit their reports to the CM Office. A circular has been issued by the principal secretary to the chief minister. They are also directed to hold open-courts along with DCs and DPOs to solve public problems on the spot. The place and schedule of open-courts will be announced in advance to facilitate the citizens. Meanwhile, ministers, advisers and special assistants are also directed to pay surprise visits to offices, hospitals, police stations, schools and also meet with the parliamentarians for their feedback about price control and service delivery issues. The government will not tolerate an unjustified increase in prices of essential items and it will go to every extent to ensure price control, the CM concluded.
