That was shortly after the Biden administration announced, on February 5th, plans to use the Defence Production Act (DPA)—a law dating from the 1950s that grants the president broad industrial-mobilisation powers—to bolster vaccine-making. This legislation, previously invoked for similar reasons by Donald Trump when he was president, has helped American pharmaceutical companies to secure a variety of special materials and equipment, including plastic tubing, raw goods, filters and even paper, that are needed for vaccine production. But firms which export such products point out that the DPA hinders their ability to sell them abroad. They must seek permission before exporting these goods. That requires time and paperwork. And if the government decides it needs the goods in question to remain in the country, the firms concerned may be barred from exporting them at all.
On March 24th Micheal Martin, Ireland’s prime minister, warned that export bans (and not just from America) would harm global vaccine production. He noted that the Pfizer vaccine involves 280 components from 86 suppliers in 19 countries. Indeed, American export controls particularly harm European vaccine companies, which need special bags from America in which to make their products. At a vaccine supply-chain meeting in March, one such firm complained of 66-week delivery times for the supply of these bags.
Sai Prasad, head of the Developing Countries Vaccine Manufacturers Network, says the DPA and any other export restrictions will be a serious impediment to the ability of the industry to make and supply vaccines. He observes that making a batch of vaccine can take between 60 and 180 days. Disruptions in raw materials, packing materials and single-use consumables will thus lead to disproportionately longer delays. In short, vaccine production lines cannot come to a halt and then start up again quickly. The consequence of a missing item could be a disruption in supply which is felt for months.

When asked when the Biden administration would decide on India’s request to lift a ban on the export of vaccine raw materials, State Department spokesperson Ned Price said: “...the United States first and foremost is engaged in an ambitious and effective and, so far, successful effort to vaccinate the American people.”
“That campaign is well underway, and we’re doing that for a couple of reasons. Number one, we have a special responsibility to the American people. Number two, the American people, this country has been hit harder than any other country around the world – more than 550,000 deaths, tens of millions of infections in this country alone,” he said on Thursday.
It is not only in the U.S. interest to see Americans vaccinated; but it is in the interests of the rest of the world to see Americans vaccinated, he said.
“The point the Secretary (of State Antony Blinken) has made repeatedly is that as long as the virus is spreading anywhere, it is a threat to people everywhere. So as long as the virus is spreading uncontrolled in this country, it can mutate and it can travel beyond our borders. That, in turn, poses a threat well beyond the United States,” Mr. Price said in responses to questions.
As for the rest of the world, “We will, of course, always do as much as we can, consistent with our first obligation,” he said.
India is currently facing a horrible surge in coronavirus infections. The country on Friday added a record over 3.32 lakh new coronavirus cases in a single day taking the country’s tally to 1,62,63,695, while active cases crossed the 24-lakh mark.
The Biden administration recently conveyed to New Delhi that it understands India’s pharmaceutical requirements and promised to give the matter due consideration.
It observed that the current difficulty in the export of critical raw materials needed to manufacture COVID-19 vaccines is mainly due to an Act that forces American companies to prioritise domestic consumption.
President Joe Biden and his predecessor Donald Trump had invoked the war-time Defence Production Act (DPA) that leaves U.S. companies with no option but to give priority to the production of COVID-19 vaccines and Personal Protective Equipment (PPEs) for domestic production to combat the deadly pandemic in America, the worst-hit nation.
The U.S. has ramped up the production of COVID-19 vaccines mostly by Pfizer and Moderna to meet the goal of vaccinating its entire population by July 4.
The suppliers of its raw materials, which is in high demand globally and sought after by major Indian manufacturers, are being forced to provide it only for domestic manufacturers in the U.S.
The Serum Institute of India is the world’s largest producer of the COVID-19 vaccine.
In recent weeks, India’s Ambassador to the U.S. Taranjit Singh Sandhu has been taking up the matter with the Biden administration officials.
During the telephonic conversation between U.S. Secretary of State Blinken and External Affairs Minister S. Jaishankar, the two top diplomats also discussed the coronavirus pandemic and ways to deal with it.
State Department spokesperson Mr. Price said the U.S. has played a leadership role when it comes to containing, seeking to contain the virus beyond its borders.
“We have re-engaged with the WHO on day one, the $2 billion we’ve contributed to COVAX, with 2 billion more on the way. When it comes to our own hemisphere, the loan arrangement with Canada and Mexico, and when it comes to India, the Quad and the arrangement with the Quad, including to increase production capacity in India,” he said.
“So as we are more comfortable in our position here at home, as we are confident that we are able to address any contingencies as they may arise, I expect we’ll be able to do more,” he said.

The $133 million project will use these authorities to increase domestic production capacity of N95 masks to over 39 million in the next 90 days.
The increased production will ensure the U.S. Government gets dedicated long term industrial capacity to meet the needs of the nation.
Additional details, including the names of the companies, will be provided in the coming days when the contract is awarded.
N95 masks have been seen as a critical resource and the Defense Department has already pledged 10 million such masks from its own stockpiles to the Department of Health and Human Services.
An N95 respirator is a respiratory protective device designed to achieve a very close facial fit and very efficient filtration of airborne particles.
The ‘N95’ designation means that when subjected to careful testing, the respirator blocks at least 95 percent of very small (0.3 micron) test particles. If properly fitted, the filtration capabilities of N95 respirators exceed those of face masks. However, even a properly fitted N95 respirator does not completely eliminate the risk of illness or death.
If worn properly, an N95 mask is meant to help block large-particle droplets, splashes, sprays, or splatter that may contain germs (viruses and bacteria), keeping it from reaching your mouth and nose. N95 masks may also help reduce exposure of your saliva and respiratory secretions to others.

Coronavirus: Trump says 3M to supply U.S. with 55.5M face masks a month
U.S. healthcare supply company 3M has reached an agreement with the United States to produce 166.5 million face masks for its health-care workers, President Donald Trump announced on Monday.
Speaking during his daily COVID-19 response briefing, Trump said that the deal was a result of his actions under the Defence Production Act (DPA) and that the masks would be produced at a rate of 55.5 million a month.

“Because of my actions under the DPA, I can also announce today that we’ve reached an agreement with — a very amicable agreement — with 3M for the delivery of an additional 55.5 million high quality face masks each month,” Trump said. “So that we’re going to be getting over the next couple of months 166.5 million masks for our frontline health care workers, so the 3M saga ends very happily.”

Earlier on Monday, Ontario Premier Doug Ford said that around three to four million medical masks ordered from 3M were blocked at the border on Sunday. Ford later clarified that 500,000 of those masks were now being released to Ontario.
Last week, 3M released a statement in response to a Trump administration order to stop exporting N95 respirators to Canada and Latin America.
