IRAN’S Universal Healthcare Program vs. India’s Ayushman Bharat Program:
By Deepak Singhal
In 2014, Iran rolled out a grand vision for universal healthcare insurance. Hailed as a landmark reform by the Ministry of Health, the policy aimed to democratize healthcare access across the nation. However, nine years down the line, it’s time to examine the prescription.
Despite decades of policy interventions, Iran’s progress toward Universal Health Coverage remains suboptimal in critical dimensions such as equitable access, service coverage, and financial protection. Instituted in 2014, the Health Transformation Plan sought to ameliorate these deficiencies. The plan facilitated an expansion of coverage, encompassing an additional 11 million previously uninsured individuals, predominantly from the self-employed sector. Moreover, it aimed to alleviate out-of-pocket expenditures in public healthcare facilities. Financial underpinnings for the Health Transformation Plan were sourced from targeted subsidies and a portion of the value-added tax.
Iran’s healthcare plan has had some success but also faces big challenges, especially in paying for the program in the long term. To improve healthcare for everyone, government departments need to work together to control costs, which could include measures like broadening family doctor programs and setting up clear treatment guidelines. The reality was that the costs weren’t managed well, and the government may have to cut free healthcare or make people pay more, making healthcare harder to access for many. As a result, following the National Health Accounts, out-of-pocket expenses for the whole population increased from 46.2% in 2003 to 53.8% of total healthcare expenditures in 2008.
Additionally, a lot of outpatient and basic health services in Iran are provided by private hospitals, which can be expensive and aren’t covered by the government plan. This makes it crucial for the government to improve public hospitals, especially in poorer areas. Balancing the costs between public and private healthcare is important. With extra financial challenges like international sanctions and the COVID-19 pandemic, it’s even more important to think carefully about how to make healthcare affordable and sustainable in the long run.
To make healthcare better in Iran, government ministries need to work together to control costs. They could expand the family doctor program to more areas and make sure treatments are cost-effective. It’s also important to improve public hospitals, especially in poorer areas, to take the pressure off expensive private ones. To fund all of this fairly and keep it going long-term, the government needs a clear payment plan, especially given extra challenges like international sanctions and COVID-19. Regular checks should be made to see if the plan is working.
The Ayushman Bharat Program is a flagship health protection scheme launched by the Government of India in 2018. It aims to provide universal health coverage to the poor and vulnerable sections of society by ensuring access to quality healthcare services agnostic of economic status. It has the potential to transform the healthcare landscape of the country by reducing poverty, enhancing productivity, and promoting social justice. As AB-PMJAY completes its fifth year, it has covered more than 15.5 crore families (about 50 crore beneficiaries) with a health cover of Rs 5 lakh per family per year for secondary and tertiary care hospitalization. Eleven states/UTs have pushed for 100% coverage of their respective population.
The scheme has catered to more than 5.39 crore admission events worth ₹66,284 crore in the last five years. If the beneficiaries had availed the same care outside AB-PMJAY’s ambit, the total cost of treatment would have been nearly two times higher. This has resulted in savings of more than ₹1 lakh crore for the beneficiaries

Financial Services Institutions Bureau: FSIB to be much more than just a headhunter
The Financial Services Institutions Bureau (FSIB), which will replace the Banks Board Bureau (BBB), will be much more than a mere headhunter to fill in key posts at state-run banks, insurers and other financial institutions (FIs). According to an official order, reviewed by FE, the FSIB will advise the government on a suitable performance appraisal system for whole-time directors and non-executive chairmen of the state-run financial services institutions. It will build a data bank relating to the performance of public-sector banks (PSBs), FIs and insurance companies. It will advise the government on “formulation and enforcement of a code of conduct and ethics for whole-time directors” in these institutions. The FSIB will even help these state-run banks, FIs and insurers in developing business strategies and capital raising plans, etc. These functions will be in addition to its role in recommending candidates for appointment as whole-time directors and non-executive chairpersons of public-sector banks (PSBs), financial institutions and public-sector insurers (PSI). The FSIB will comprise a chairperson nominated by the central government; the secretaries of the departments of financial services and public enterprises; the chairman of the Insurance Regulatory and Development Authority of India; and a deputy governor of the Reserve Bank of India (RBI). Apart from them, there will be three members with knowledge of banks and other financial institutions, and three more with knowledge of insurance, according to the order. Former BBB chairman Bhanu Pratap Sharma has been selected to head the FSIB for two years or until further orders. Sharma was at the helm of the BBB since 2018 until his term ended in April 2022. The government has also appointed three part-time members of the new entity (FSIB) who will be looking after affairs relating to PSBs and FIs–Animesh Chauhan, former chairman and managing director of Oriental Bank of Commerce; Shailendra Bhandari, former managing director and chief executive of ING Vysya Bank; and former Reserve Bank of India executive director Deepak Singhal. Similarly, the government has decided to appoint three more part-time members to handle affairs relating to insurance—Usha Sangwan, former managing director of LIC; AV Girija Kumar, former CMD of Oriental Insurance and Sujay Banarji, former whole-time director of IRDAI. In future, the FSIB chairman and the three members handling affairs relating to banking and financial institutions will be selected by a search committee that will comprise the governor of the Reserve Bank of India (RBI) and the secretaries of the departments of financial services and personnel and training (or such other secretary as may be approved for this purpose by the Appointments Committee of the Cabinet). Similarly, the part-time members relating to the insurance sector would be chosen by the chairman of the IRDAI and the secretaries of the departments of financial services and personnel and training. “To avoid conflict of interest, the part-time members shall be either retired or, if working, be required to discontinue work. Further, such members shall have no commercial relationship with any commercial entity that has commercial relationship with any PSB or FI or PSI, and the central government may consult the regulator concerned in this regard,” according to an order by the department of financial services. The FSIB chairperson and part-time members will get a fee of Rs 50,000 per sitting. “FSIB shall be a professional body with autonomy in its affairs and shall have its own secretariat. It may appoint a person, or take on deputation from RBI a person in the rank of chief general manager or general manager in RBI, to act as full-time secretary of its secretariat,” the DFS said. Fashion models show their summer quarantine look from home - fashion and trends
https://www.liveindiatimes.com/fashion-models-show-their-summer-quarantine-look-from-home-fashion-and-trends/
Covid-19 almost wiped out the thought from our mind that it’s summer time. From easy-breezy dresses to an array of tropical, paisley or polka prints to play with, we have forgotten how we rejoiced our summer vacations earlier in style. So to bring back that joy of summer dressing, we asked some of India’s most sought-after models to do a home shoot in the most fashion forward way. They were given a moodboard and asked to style their look, do their own hair and makeup and self shoot or take help from a family member who they are quarantined with. The results show that our models can replicate a professional shoot with utmost ease.
Tashi Pedy ( Anima Creative Management)
She is currently quarantining in Bhutan and she styled her summer look by cutting her ripped boyfriend jeans to make thigh-high shorts. The leftover part was used in covering her boots. “We realised that styling a look can help motivate an individual to think out of the box and be creative,” she says. For the top she used a part of her national uniform called the ‘wonju’ and broach to help the outfit from falling apart. The picture was clicked by her younger sister. “ I shot the outfit in more than five locations before we found locations with good light and setting. Shooting at home was challenging cause I had to work with the surrounding to create the mood,” she adds.
Sunny Kamble
The model got this shot clicked from his wife Kavita Kharayat Kamble, in their Mumbai abode on a lazy summer afternoon. Wearing a red baseball shirt which was unbuttoned and a pair of printed harem pants, he made his long, unkempt hair do the required drama. “I wanted to play around the colour red with white backdrop. Summer days for me is all about bright colours,” he says.
Ansh Duggal
The model sports a tank top with a pair of track pants with a pair of Jordans. He further gushes that he got to slip into these Jordans because of the shoot. The shot was clicked by his sister Vani Duggal.” My hair was really kind to me so I didn’t really have to do much to style it,” he says.
Sheryl Bennett ( Anima Creative Management)
Wearing a floral skirt teamed with a loose yellow tee and a printed head scarf tightly tied around the head and her braid, Sheryl posed up a storm. The shot has been clicked by her mother Rosama Francis. The colour yellow with the colourful floral printed skirt sum up our summer mood.
Adarsh Raj (Purple Thoughts)
Model Adarsh Raj showed off his newfound love for this paisley shirt which he teamed with a pair of track pants. The sneakerhead wanted to make sure his love for sneakers should also make for an element in the picture, therefore those shoe boxes lying behind showing his prized possession. The shot has been taken by his brother.
Dipti Pawar (Anima Creative Management)
For model Dipti Pawar, her favourite pastime during quarantine happens to be spending time with her pet. Channelling androgynous chic in this black bandhgala and her hair wrapped in a towel, this shot clicked by her cousin Deepak Pawar is everything we would want to do on a summer break.
Palak Singhal (Purple Thoughts)
“I love dressing up whenever possible and quarantine has given me enough reasons to do so and cheer up my mood,” says Palak. She wanted to raise the oomph quotient in the shoot and decided to wear a one-sleeved neon orange dress with a thigh-high slit. A pristine pearl neckpiece adds to the magic. The shot has been clicked by her sister.
Sharan Mahtani (TFM)
Model Sharan Mahtani’s mother Vanita Mahtani turned his photographer for a day and captured him posing on their terrace wearing a block print shirt teamed with black trousers and pair of sneakers.
