This was announced by the party’s National Publicity Secretary, Hon. Debo Ologunagba, in Abuja, on Friday.According to him, the NWC acted based on an earlier approval by the party’s National Executive Committee (NEC). Ologunagba said, “Following the National Executive Committee (NEC) approval for the Constitution of the PDP National Reconciliation Committee (NRC) of our Great Party, the National Working Committee (NWC) hereby releases the List of the Members of the National Reconciliation Committee as follows: “Prince Olagunsoye Oyinlola-Chairman, Rt. In 2014 three friends in university co-founded an eCommerce startup but their biggest barrier to entry was a payment aggregator but today Aisha an Instagram merchant, Obi an electronics seller in Alaba Market or Alhaja Toyin fabrics seller at Oshodi Market can receive payment from any part of the world and have it in their accounts immediately because of the amazing work of Flutterwave to democratize payment in Africa. Receiving payments is at the core of commerce. For many years African merchants were disconnected from the global economy because of their inability to easily receive payment from different parts of the world but today with the advent of Flutterwave this has become a thing of the past. Makinde says Oyo can’t pay N30,000 minimum wage,talks about #3000 tuition
Governor Seyi Makinde took the oath of office alongside his deputy, Alhaji Rauf Olaniyan, on Wednesday with a declaration that the state could not pay the N30,000 minimum wage because of its lean resources.
He, however, scrapped the N3,000 tuition per pupil in the state secondary schools.
Makinde also promised to donate his salary to the state’s “suffering pensioners.”
The governor, who admitted that the greatest challenge confronting the state was poverty, promised to tackle it with investment in agriculture.
Makinde stated this in his inaugural speech shortly after the state Chief Judge, Justice Muntar Abimbola, administered the oath of office to him and his deputy at the Obafemi Awolowo Stadium, Ibadan.
Notwithstanding the good intention of his government, Makinde said the state was not capable of paying the new N30, 000 minimum wage.
He said, “I am taking this opportunity to solicit your support. We are going to be taking decisions that may be tough in the immediate but will have long-term benefits. We want you to look at the big picture. We want you to focus on the goal.
“For example, I have always said that the Oyo State civil servants deserve to earn a whole lot more for their dedication and service to the state. Recently, the Federal Government announced a new salary scheme in which the lowest cadre of civil servants are expected to earn at least N30,000 per month.
“I know how access to this type of money will improve the lives of many of the families that I have had direct contact with. However, with the way the Oyo State account currently stands, I will be deceiving you if I say we are capable of taking on this burden.
“I believe in true federalism. I believe the states should decide the minimum wage of their workforce based on individual realities. All states are not created equal, so it is against the principle of fairness to apply a blanket rule to govern them all.
“That being said, our plan is to make Oyo the first state to pay above the national minimum wage. We know this is possible. We have already set our plan in motion to make this possible. But, this requires time. We propose staggered increments.
“I met with organised labour during my campaigns and made a pledge to an open relationship. I intend to stand by that promise. We will have a sincere conversation and arrive at the best possible decision. Rest assured that the decision will put your overall best interests first.
“We will set up a committee in due course to look into all cases of those who believe they have been wrongly dismissed from the civil service, including those whose cases have been decided in their favour in court who have not been reinstated.”
Makinde also promised to invest more in the education sector with a view to increasing enrolment in public schools and thus reducing the number of out-of-school children, which he put at 400,000 in the state.
“Effective immediately, the school fees of N3,000 in state-owned secondary schools is hereby abolished. We want enrolments to go up, we want our children off the streets and in the classrooms. We are throwing the school doors wide open. Whoever opens a school door opens an opportunity. We are opening opportunities for a brighter future,” he said.
He added that his administration would open access to quality health delivery to the people, saying that existing health facilities would be upgraded.
Meanwhile, the leader of the coalition political parties in Oyo State and former governor Rashidi Ladoja was conspicuously absent at the inauguration.
Our correspondent gathered that Ladoja was around at his Bodija, Ibadan residence but chose to stay away for reasons yet to be disclosed.
His media aide, Alhaji Lanre Latinwo, who was contacted on the development told our correspondent on phone, “I didn’t meet him in the house when I got there in the morning and he had yet to return when we arrived from Liberty. Until I see him, I wouldn’t know why he was not there. I believe he went somewhere.”
Dignitaries at the event included the Peoples Democratic Party Deputy National Chairman, Chief Yemi Akinwonmi; Afenifere leader, Chief Reuben Fasoranti; Chief Ayo Adebanjo; Chief Olu Falae; Chief Olabode George; a former governor of Oyo State, Dr Omololu Olunloyo; and Osun and Ekiti states governors,  Olagunsoye Oyinlola and Ayo Fayose, respectively.
The immediate past governor of the state, Abiola Ajimobi, was represented at a brief handover ceremony by the new Head of Service, Alhaja Amidat Agboola.
In the same vein, Makinde has appointed Chief Bisi Ilaka as his Chief of Staff.

The Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture raised concerns about the revenue projections expected to fund the budget. In a position statement made available to Newsmen on Wednesday, NACCIMA stated, “The government has adopted a conservative oil price benchmark of $57 per barrel, a daily oil production estimate of 2.18 million barrels per day and an exchange rate of N305 per dollar for 2020. “However, this statement appears at odds with Nigeria’s current crude oil output (1.69mbpd) and the Minister of State for Petroleum’s recent statement that Nigeria is fully committed to complying with OPEC’s new production quota of 1.774mbpd. This raises some concerns on the revenue projections expected to fund the budget.” But the NACCIMA National President,  Alhaja Suratu Aliyu, commended the Federal Government for  making efforts to revert the budget  cycle to the January to December period. The Director, Delta State Innovation Hub, Chris Uwaje, expressed displeasure at the inability of the government to double the allocation to the education sector as obtained in other African countries. The government allocated N48bn to the education sector in 2020 budget, a 1.5 per cent increase from N47.29bn in 2019 Uwaje said, “We need to double the budgetary allocation to education like Rwanda and other African countries are doing. A country where we have 10.3 million children out of school not to say those who are in school are not equipped to be educated.”

The quantity of dirty and unfit naira notes in circulation and scarcity of small denominations of N10, N20, N50 and N100 notes, is becoming a major concern to Nigerians, especially those engaged in commercial transactions. These days, even over-the-counter and Automated Teller Machines (ATMs) transactions are disbursing dirty and unfit notes, just as commercial banks and the Central Bank of Nigeria (CBN) trade blames over who is responsible, directly or indirectly, for the situation. More worrisome to banks’ customers is that ATMs have not only become outlets for these dirty and sometimes, unfit notes, but are also deliberately mixing them with few new notes and once dispensed, even the same bank do not accept them back when presented in the banking hall. A customer of one of the top three banks in the country, who identified himself simply as Sampson, told The Guardian how he withdrew money across the counter and hurriedly left, but later discovered that two bundles of N500 notes were almost unfit.
“When I brought it back to them, they rejected the money and denied ever paying the money to me. I avoided creating a scene in the banking hall and could not push further because I was in a hurry to join a bus coming back to Lagos from Enugu,” he said. Taofeek of Festac Town, Lagos, also told The Guardian that he went to deposit money in another top three bank, but the bulk teller rejected some notes and told him that if she collected them, the amount would be deducted from her salary. “The notes were weak and some dirty, but the numbers are there and that was how I collected them, too, from others. “In fact, one of my customers withdrew some of the notes in my very presence from the ATM and paid me. Why are they doing this?” he queried. The Guardian’s poll of customers in 24 branches of 11 different banks, including the top five banks, across Lagos, showed that there are more of dirty notes and some near unfit ones than clean notes in many banking transactions these days. Another bulk teller said that his boss has told staff that the CBN charges banks for the unfit notes when returned for replacement. But spokesman of the apex bank spokesman, Mr. Isaac Okorafor, has consistently debunked this, saying banks have deliberately refused to sort the dirty and unfit notes and return them to CBN and instead choose to mix them up and when this happens, it will be sorted by the CBN and the banks charged as such. “They are playing tricks. They will see unfit notes and re-issue them again, because they don’t want to make investments in sorting the money. “It is their duty to return unfit notes to us and we will replace them with new ones. “If banks sort the money before bringing to CBN, we don’t charge them, but if they don’t, we will sort and charge them. “It is only when they mix up the unfit and good ones together, which is what they do, that we charge them for sorting. “But it is our duty to issue new notes in place of the unfit and that we have been doing,” he said. He advised any person with such complaints to direct it to CBN’s consumer protection department through [email protected], stating the name of the bank. Okorafor reiterated that the problem for rejection should not be the dirtiness of money, but if the numbers on the money are complete, adding: “If the numbers are complete, no bank has any right to reject the currency, no matter how dirty it is.” Across the country, shortage of small denominations is gradually affecting commercial activities and transactions, thereby affecting the economy of the middle and low-income class. It is also breeding disagreement between service providers and customers, and “marriage of inconvenience” between transporters and passenger Happiness, a tricycle operator in Enugu, charges his passengers according to their distance. Most operators of tricycle charge N50 per trip.  However, “it is always a problem, especially, in the morning hours, to get passengers, who would pay you the exact fare,” he said. Asked how he has been coping with the development, he stated that he either abandons the passenger with the N50 note or look for those he would drop on charter. He told The Guardian that getting lower denominations of the naira is now a difficult thing, adding that in some cases, they pair passengers to enable them settle for a higher denomination before they are taken to their destinations. Michael Dibia, a resident of Ahoada, explained that the scarcity of smaller denominations have led to increase in the price of foodstuffs and transportation. “I have observed of recent that you could barely buy spices used for cooking soup at N5 or even N10. I blame this on the non-availability of smaller denominations. Most traders prefer to sell them at N20 or N50 and above. Before a customer buys something in the market these days, the seller will ask whether the customer has the required money. Very often, the customers, like me, have to compromise to buy what I don’t intend to buy because of change. This is affecting the cost of living for people like us,” he said. Similarly, Tonye Oruwari, who owns a grocery in Port Harcourt, stated that in the absence of small denomination currencies, the grocery shops have evolved a unique way to address the issue by offering chewing gums and sweets against balance, in place of the small denomination currencies. Also in Kwara State, while some traders complained of the scarcity, they agreed that it had assisted in swelling their profit margin. Alhaja Afusat Wakilu popularly called “Iya Azeez” at Lanjoorin Street, Murtala Mohammed Way, Ilorin, said many of her customers often forfeit their balances with her without realising the magnitude of gains conceded to her. “For instance, if you buy a sachet of water that used to be N10, few months ago, some customers would insist on getting their N10 balance while many others would not even wait for it. The implications of this is that such buyers without them knowing has added over 100 per cent gains to my profits margin,” she said. This has forced many traders to go to churches on Sundays, after services, to look for these denominations, from offerings, to enable them transact their businesses conveniently. A source from CBN, who pleaded anonymity, said the concern now should be more about preserving the currency and the law enforcement agencies being alert to their duty, as notes are being destroyed by the activities of currency hawkers, who make brisk business at various party centres across the country, particularly, Lagos State. Investigations showed that the sale of the clean notes for older ones currently goes for as high as 20 per cent of the value being exchanged, that is, exchanging N800 new notes for N1000 old notes. The source cited CBN Act 2007, Section 21, sub-section 3 and 4, which said: “For the avoidance of doubt, spraying of, dancing or matching on the naira or any note issued by the Bank (CBN) during social occasions or otherwise howsoever, shall constitute an abuse and defacing of the naira or such note and shall be punishable under Sub-section (1) of this section. “It shall also be an offence punishable under sub-section (1) of this section for any person to hawk, sell or otherwise trade in the naira notes, coins or any other note issued by the bank.” He urged Nigerians to embrace the alternative payment solutions being provided, such as the Point of Sale (PoS), Internet and mobile money services to reduce cash-based transactions and preserve the available notes. Not Again! Suspected Fulani herdsmen attack, rob passengers enroute Kaduna
According to Lawrence, the assailants raped the female passengers and escaped with their money as well as other valuables.
Some passengers on their way to Kaduna were reportedly attacked and robbed by suspected Fulani herdsmen on Saturday, May 5, 2018.
LIB reports that one of the victims identified as Odirichukwu Chima Lawrence is currently receiving treatment in a hospital.

According to Lawrence, the assailants raped the female passengers and escaped with their money as well as other valuables.
 The victim said, "Thank God for saving my life after a horrifying attack by herdsmen on our way to Kaduna. They robbed us, raped women and took away our monies and other valuables."
Police action on the case remains unclear as of the time of this report.
Army troops nab 3 suspects linked to recent Benue killings
Three suspected herdsmen have been arrested and paraded by the Nigerian Army yesterday, Friday, April 28, 2018.
The suspects were reportedly arrested by the Nigerian troops following intense gunfire exchange at Tormatar village in Benue State.
 The Commanding Officer of 72 Battalion, Lt. Col. Suleiman Muhammad, revealed that the troops of the 707 Special Forces Brigade in Makurdi, nabbed the trio while they were planning further attacks on the state.
“Troops of the 707 Special Forces Brigade conducted a fighting patrol on a suspected militia herdsmen camp located close to Tormatar village on Thursday.
"The armed men were massing up for another possible attack on innocent citizens in the local government area. On getting to the militia camp, the herdsmen fired at our troops but the troops immediately returned fire and dislodged them,” he said.

Muhammad gave the names of the suspects as; Abubakar Umaru, Adamu Likita and Yusufa Alhaja.
According to the reports, one of the suspects was wounded during the gun battle.
Two AK 47 rifles with six rounds of 7.62MM special ammunition weapons were recovered from the suspects while one AK47 rifle and five rounds of 7.62mm special ammunition were also found in the bush in Naka village.
However, one of the suspects revealed to newsmen that they had been grazing their cattle when they were handed guns by their master and asked to run away with them after the soldiers engaged them in a gun battle.

ROCHAS OKOROCHA'S COMFORT ZONE! BY SOC OKENWA
Owelle Rochas Okorocha, the executive Governor of Imo State, is one bloody big man of big dreams! He once dreamt risibly of becoming the President of Nigeria but that tall dream died a natural death much like that of the former Abia State Governor, Orji Uzor Kalu. He once dreamt of becoming a world-renowned philanthropist a la Bill Gates but he did not go far with that because he possessed not the resources required to power through with his dream. He dreamt of governing Imo State and since six years or thereabout he has been 'ruling' the state like an absolute monarch. Today, he still dreams big -- realising some and abandoning others. As a dreamer not all dreams are realisable. And sometimes we allow our sentiments to becloud our sense of what is possible and what exists in the realm of impossibility. 
As Governor the handsome mercurial over-fed man from Orlu has become an "abomination" in Owerri. Among the 36 Governors in Nigeria Owelle Okorocha seems to be the most controversial yet less performing. But Okorocha can, at least, compete successfully in one area with some of his peers: Guber braggadocio. In Ado Ekiti Governor Ayodele Fayose had established the "stomach infrastructure" scheme with which he was wooing the youths and attracting their support. In Port Harcourt, Governor Nyesom Wike has graduated as a studious student of political thuggery and electoral brigandage and now he has become an executive godfather of political thugs and electoral bandits! And in Lokoja Governor Yahaya Bello is always entangled in the web of intrigues and recriminations over Senator Dino Melaye but that did not prevent him from commissioning recently a posh mansion for himself in town worth millions of Dollars!

Rochas has done nothing 'great' worth talking about. Rather, what we have been reading and hearing about him are scandals, obscenity, nepotism and cronyism. If leadership is all about bamboozling the led and fooling them or replicating the clownish tendencies of Mr Ibu or Zebrudaya then Rochas would have come up tops among his peers! Alas it is a serious business involving great ideas and concrete achievements.
Okorocha is a very happy big man indeed! And now the happiness he enjoys knows no bounds. It would seem that he has achieved his paradise here on earth so whosoever is telling him about paradise hereafter is wasting his time. The Governor is 'preaching' happiness to Imolites as if he loves them exceptionally whereas his government is owing senior citizens of the state their pensions and workers their salaries for months running! If this does not amount to hypocritical executive lunacy then one wonders what else would. Okorocha may not be a psychopath but he may still need some medical help as what he is 'achieving' lately in Imo state has surpassed what even a megalomaniac could lay any claim to in any sane clime. But ours is an insane clime where anything goes!
Governor Okorocha loves Christmas like a pampered spoilt child. (And that unique annual season of goodwill is upon us once again!) That was why during the Yuletide of last year he 'dutifully' built a monumental Xmas tree, the tallest and costliest in the world worth millions of Dollars! He celebrated his 55th birthday with pomp as if everyone in Imo State no longer complained of hardship. He invited the randy South African President to Imo State and built a statue for him, conferred a chieftaincy title on him and named a street after him. He equally invited over the out-going Liberian President, Ellen Johnson-Sirleaf, and commisioned her own statue too in Owerri. The Imo State capital city has suddenly become the capital of statues in Nigeria!

Recently, online reports had it that the Imo Governor had created a novel Ministry of Happiness & Purpose Fulfilment and appointed his blood sister, Mrs. Ogechi Ololo, as the supervising Commissioner of same. In the state, there are about 28 Commissioners, some doing practically nothing and others duplicating the efforts of others. The Governor is known for his generosity in the distribution of posts to his favoured boys and girls -- including the Nollywood 'crying' actress, Nkiru Sylvanus!
Okorocha is said to be working very hard for the emergence of his son-in-law, Uche Nwosu, as his successor. Incidentally, Nwosu is the current Chief of Staff to the Governor! On this imposition for the 2019 guber poll in the state the Governor has clashed with a lot of political interests in the state but he is adamant on his plans. Okorocha is smart enough to know that trouble awaits him after his exit if a 'godson' is not made to take over from him. But we have seen this kind of godfatherly role before and how it turned out at last for the godfathers.
Hardly had the national controversy that trailed the recent state visit of the randy South African embattled President, Jacob Zuma, died down than Okorocha drew yet another round of controversy to himself and his government with the new Ministry that brought to the fore his penchant for mundane nonsense. Perhaps in Okorocha's silly world nonsense comes before sense as it were. As an APC Governor, he must be feeling like a local analphabetic king living above the law in his infantile mind. But there ought to be a limit to gubernatorial hubris, nay, bravado.
The fiery Catholic Priest, Rev. Ejike Mbaka, recently fired a salvo towards Okorocha from his Enugu base. Mbaka declared that 99% of Governors in Nigeria are thieves and rogues! He hinted that he never knew which kingdom Rochas emanated from describing him as not a blessing to Imolites. More shockingly, however, the Adoration Ministry man of God denounced a situation where the Imo Governor had issued a bounced cheque of N50 million to Assumpta Catholic Cathedral, Owerri!
Pray, how could a state Chief Executive have given a dud cheque to a Church? Does it mean that he has no respect for God or His servants? By the way, what is the Governor's true faith? Is he a Christian, Muslim, Bhudist or "Christislam"? (That is, a confused belief, due to geography of one's birth, region or paternity, in both Jesus Christ and Prophet Mohammed). Okorocha can afford to go to Mecca with the Alhajis and Alhajas and go for pilgrimage in the Vatican or Jerusalem with the faithful. Yes, he can worship in the Church and pray in the Mosque, no problems!

Before Fr. Mbaka's declaration, some prominent Imo state citizens had risen in unison to condemn Okorocha for his latest 'invention'. For Chief Emeka Ihedioha, the former Deputy Speaker, House of Representatives: “Honestly, I am completely tired of talking about this man and his style of administration. You can be sure that before we finish talking about the creation of Ministry of Happiness, he will come with a more bizarre thing”. And for Chief Ikedi Ohakim, the immediate past Governor of Imo State: “This is a sort of abomination. How can this man continue to insult the sensibilities of Imo citizens? Whose happiness are they looking for when salaries and pensions are not paid? Are we looking for the happiness of the Okorocha family and friends?”
And for the ex-President of the Performing Musicians Association of Nigeria (PMAN) and convener of the #Resume- Or-Resign Protest Charles Oputa (better known as Charly Boy): “I am heartbroken at the nonsense going on in Imo State; I am depressed by the monumental rape of our heritage. I am frustrated by the ignominy one man is bringing to the Ibos at this time....How can one man, Rochas Okorocha, an adigboroja(rickety bus without break) hold Imolites to ransom by proliferating weapons of poverty in our land? With impunity, he is destroying many lives and diverted large sums of public funds. The future of Imo State is bleak and one man is busy creating Ministry of Happiness and Couples Fulfillment in Imo State where the dead are better than the living.”
Owelle Rochas Okorochas has effortlessly turned Imo State into his comfort zone; a place where anything bizarre can happen with little mortals crying only foul and doing nothing. But the blissful 'party' would come to an end in 2019. Now is the time for the electorate in Imo State to prepare themselves for a real change, one quite unlike what the ruling APC party at the federal and state levels were promising more and delivering less.
