PG&E Outage Darkens Northern California Amid Wildfire Threat

Pacific Gas and Electric of California declared bankruptcy in January in the face of tens of billions of dollars in liabilities from past fires. With strong winds forecasted in the hills and canyons on Wednesday resembling those that propelled deadly fires in the wine country, if you were a PG&E executive would you turn off electricity to 2.5 million people so electricity lines would not contribute to spreading fire damage: (1) Yes, (2) No? Why? What are the ethics underlying your decision?

The lights went off in stages in Northern California on Wednesday, from the forests near the Oregon border, down the spine of the Sierra Nevada and finally through the dense hillside communities across the Bay from San Francisco.

Hundreds of thousands of households lost power when California’s largest utility, Pacific Gas and Electric, shut down a vast web of electrical lines as a precaution against wildfires. Not knowing how long the outage would last, residents hurried to gas stations and supermarkets, stocking up on essentials as if a hurricane were bearing down.

It was an extraordinary moment for California. In the state that brought the world the iPhone and the internet as most people know it, residents fumbled for flashlights, hauled jerrycans of gasoline and read instructions on how to manually open their automatic garage doors. In the fifth-largest economy in the world, hundreds of thousands of people were forced off the grid.

The vast scope of the power shutdown suggested a new layer of vulnerability for California. A state prone to earthquakes, tsunamis, mudslides and wildfires now was faced with a power company’s decision to shut off the electricity, with relatively little notice.

By Wednesday afternoon, at least 500,000 customers — each customer can represent numerous family members or apartment dwellers — were without power. The company’s second phase of electricity shut offs, affecting an additional 250,000 customers, began late Wednesday evening. By one estimate around 2.5 million people were without power early Thursday morning.

Meteorologists said the strong winds that were forecast in the hills and canyons on Wednesday resembled those that propelled deadly fires in the wine country of Napa and Sonoma Counties two years ago. The power company, which declared bankruptcy in January in the face of tens of billions of dollars in liabilities from past fires, said it was not taking chances this time.

The shutdown led to the cancellation of classes at Humboldt State University, Mills College in Oakland and the University of California, Berkeley. It also contributed to multiple crashes at intersections where traffic lights went dark. Banks and businesses in some Northern California towns shut down; agricultural processing machines were inoperable in the thick of the fall harvest.

In the San Francisco Bay Area, one of the largest concentrations of wealth and cutting-edge technology in the world, the shut-off felt like an anachronism, something that might happen in a less-developed country. Long lines formed at gas stations a dozen or so miles from the headquarters of Apple and Google.

“What’s next?” said Robert Cruz Jr., an electrical foreman whose crews have installed fiber-optic cables at Facebook. He was at a gas station in San Jose, the country’s 10th-largest city, filling up a five-gallon container with gasoline for a generator he was on his way to buy from a friend. He and his wife, an executive assistant at Intel, spent Tuesday calling nearby stores for new generators but the closest store that had one was an hour and a half away in California’s Central Valley.

“We’re doing what we can to keep our refrigerator and our freezer going,” he said.

For many, the power shutdown was a reminder of how helpless they were without electricity. While wealthier residents were able to fall back on solar panels and battery systems for electricity, living off the grid was not an option for Sharmaine Lindahl.

The power outage had cascading consequences for Ms. Lindahl and her husband, who live in Arcata, nearly 300 miles north of San Francisco. On Tuesday night, she received a text message from PG&E warning her of the impending power shut-off. Five hours later the lights went out and all of the electrical appliances in her kitchen, the only way she can cook, were useless.

Most businesses were closed in Arcata on Wednesday, she said, and gasoline was scarce.

Wednesday was also her husband’s payday, but the bank was closed and his company paid him in cash because it could not print out checks.

“Our bank account is going to be overdrawn,” Ms. Lindahl said. “We live paycheck to paycheck. So this is going to hit us very hard.”

The Lindahls felt like their city was collateral damage: The fire risk is low in Arcata, a city along the coast whose weather this time of year is most often fog and rain.

As the outages spread on Wednesday, so did anger and frustration at PG&E, a company that has a history of negligence and safety violations, including a gas pipeline explosion south of San Francisco in 2010 that killed eight people and has it under criminal probation. The company’s equipment was also deemed responsible for California’s deadliest fire, the inferno that razed the city of Paradise last year, killing 86 people.

When the forecast winds failed to materialize in some areas on Wednesday, criticism mounted against PG&E. Was it necessary to turn so many lives upside down? Was this a ploy by the company to prove how much California needs it?

Jim Nielsen, a state senator who represents the area around Paradise, called the shut-off “unacceptable.”

“This policy has to change,” he said in a statement. “PG&E’s decision to protect itself from liability at the expense of hard-working Californians will not be tolerated.”

“Millions without electricity is what a third-world country looks like, not a state that is the fifth-largest economy in the world,” he said.

PG&E has for months warned that pre-emptive power blackouts would be likely as it tries to catch up on a yearslong backlog of maintenance work on the power grid.

The issue has been a frequent point of discussion in PG&E’s criminal probation proceedings. Fire victim advocates and Judge William H. Alsup of the United States District Court in San Francisco have repeatedly questioned why PG&E had not turned off the power as often as other utilities, such as San Diego Gas & Electric, in high-risk weather conditions.

PG&E said the sole reason for power shut-offs was safety.

“We are going to protect human life first,” William D. Johnson, its chief executive, said in an interview over the summer about the company’s grid strategy.

Bill Biasi, the mayor of Winters, a city surrounded by orchards and tomato fields in the Sacramento Valley, said the power shut-off would be a setback for nut processing businesses that need power for their equipment. But he said he sympathized with the company’s dilemma — how to provide power in a part of the state so prone to wildfires.

“PG&E is in a tough situation,” Mr. Biasi said. “I think they’re doing what they can to make sure that what happened last year doesn’t happen again. But is it frustrating? It’s frustrating to everyone.”

The changing climate has brought hotter summers that dry out vegetation and make it more vulnerable to fire. Of the 10 largest wildfires recorded in California, five have been in the last decade. PG&E is required by law to serve homes nestled in wildland areas and is liable if its equipment starts a fire, whether or not it was found to be negligent.

PG&E has not offered a concrete timetable on when the power will be restored. Every inch of every line needs to be inspected before lines can be re-energized, the company has said, and that process could take up to five days.

The prospect of being without power for so long has been especially difficult for the most vulnerable.

In Oakland, Stacey Milbern spent more than two hours on Tuesday afternoon calling PG&E to find out whether power would be cut off to her home. Ms. Milbern uses a ventilator for breathing and needs other medical devices.

On Wednesday afternoon she still had electricity.

“I’m hoping that means my house won’t be affected, but it’s on the outage maps,” she said. “For the everyday disabled person, it’s so scary.”

California heat spurs 1st rolling power outages since 2001 | National News

LOS ANGELES (AP) — California on Friday ordered rolling power outages for the first time since 2001 as a statewide heat wave strained its electrical system.

The California Independent System Operator (California ISO), which manages the power grid, declared an emergency shortly after 6:30 p.m. and directed utilities around the state to shed their power loads.

Pacific Gas & Electric, the state’s largest utility, tweeted that it would turn off power to about 200,000 to 250,000 customers in rotating outages for about an hour at a time. Other utilities were told to do the same.

The emergency declaration ended just before 10 p.m. and California ISO said power had been restored statewide.

“Extreme heat is really the driver behind this,” said Anne Gonzales, spokeswoman for the power grid operator.

The move came as temperatures around the state hit triple digits in many areas, and air conditioning use soared.

Temperatures were 10 to 20 degrees above normal in some areas, Gonzales said.

In addition, cloudy weather from the remnants of a tropical weather system reduced power generation from solar plants, she said.

The state tried to prepare for the expected rise in electricity use by urging conservation and trying to buy more power but a high-pressure system building over Western states meant there was less available.

Temperatures and energy use were expected to drop during the evening, and California ISO expected the outages to end at midnight.

The heat wave is expected to last through next week and the power grid operator will decide whether to continue the rolling outages on a day-to-day basis, Gonzales said.

“We’re dealing with weather, clouds, wildfires … these are quickly evolving situations, quickly changing,” Gonzales said.

The last time the state ordered rolling outages was during an energy crisis in 2001. Blackouts occurred several times from January to May, including one that affected more than 1.5 million customers in March. The cause was a combination of energy shortages and market manipulation by energy wholesalers, infamously including Enron Corp., that drove up prices by withholding supplies.

Counties up and down the state reported scattered outages, although the city of Los Angeles, which has its own power generating system, wasn’t affected.

Police departments warned people to watch out on roads where stoplights were out.

In Sonoma County in the wine country, the Santa Rosa Police Department received a flood of calls and pleaded with residents: “Please do not call 911 unless you have an emergency.”

The heat wave brought dangerously high temperatures, increased wildfire danger and fears of coronavirus spread as people flock to beaches and parks for relief.

Heat records fell in several cities. Downtown San Francisco hit 90 degrees, topping a high for the date of 86 that was set in 1995. Salinas hit 102, 18 degrees above the record set just last year. Palm Springs hit 120, breaking a 2015 record by several degrees.

Sweltering weather was expected to continue into Wednesday across greater Los Angeles, the Central Valley, Sierra Nevada foothills and parts of the San Francisco Bay Area.

Santa Clara, Alameda and Contra Costa counties opened cooling centers that will welcome people this weekend from the afternoon to the early evening. San Francisco officials said the city is recommending people stay home and that if the heat indoors gets intolerable to go outside to a shady place where they can stay cool and distant from other people.

“Congregate indoor sites are not safe necessarily during COVID-19. It is better to follow other instructions during this heat wave,” said Mary Ellen Carroll, executive director of the Department of Emergency Management.

Carroll encouraged residents to check on family, friends and neighbors, especially older adults and those in frail health, and reminded people to always wear a face mask when in the vicinity of people who don’t share their household.

“We know it’s going to be beautiful out this weekend but we just want everyone to remember that we are in a very serious response to this COVID-19 virus,” Carroll said.

Ernesto Guerrero bought a small air conditioner this week for La Tapatia, his restaurant in Martinez, northeast of San Francisco, where triple-digit temperatures are predicted. But he said the unit doesn’t do much to cool the cooking areas because the stove runs all day.

“It’s difficult. I tell you, the guys in the kitchen, they should be awarded special hazard pay, because it gets very warm in the kitchen,” Guerrero told KTVU-TV.

Los Angeles opened cooling centers, but with limited capacity because of virus social distancing requirements.

The scorching temperatures are a concern for firefighters battling blazes that have destroyed several homes and erupted near rural and urban foothill neighborhoods, driving through tinder-dry brush.

In addition to the possibility of heat stroke and other hot-weather illnesses, health officers were concerned that people will pack beaches, lakes and other recreation areas without following mask and social distancing orders — a major concern in the state that has seen more than 600,000 coronavirus cases.

Israel saw a COVID-19 resurgence after a May heat wave inspired school officials to let children remove their masks, Dr. George Rutherford, an epidemiologist at the University of California, San Francisco, told the San Francisco Chronicle.

“People will want to take off their masks when it’s hot,” Rutherford said. “Don’t do it.”

The Next Target in the Climate-Change Debate: Your Gas Stove

Dozens of cities in liberal-leaning states such as California, Washington, and Massachusetts are studying proposals to ban or limit the use of natural gas in commercial and residential buildings. The movement opens a new front in the fight against climate change that could affect everything from heating systems in skyscrapers to stoves in suburban homes.

Berkeley, California, in July became the first U.S. city to pass an ordinance banning gas systems in new buildings, and it may soon be followed by many others, according to interviews with local officials, activists and industry groups. Los Angeles and Seattle are among those considering laws that could drastically reduce natural gas consumption.

“Berkeley is the opening salvo,” said Bruce Nilles, managing director of think tank Rocky Mountain Institute’s building electrification program.

Local officials and environmentalists cite mounting evidence that unburned gas leaking from pipes and compressor stations harms the climate more than carbon dioxide, the byproduct of burned fossil fuels.

Many environmentalists until recently considered natural gas a “bridge fuel” to a future of renewable energy because gas burns cleaner than oil or coal. Now local officials are stepping into what they call a federal regulatory void under the administration of President Donald Trump, who argues fossil-fuel restrictions needlessly damage the economy.

They want buildings switched to electric power from a grid that is increasingly powered by renewable energy. U.S. utilities currently derive about 35% of their electricity from gas but have also nearly doubled their use of renewable fuels in the past decade, from 9% to 17% of all power, according to the EIA.

Residential and commercial buildings account for about 12% of U.S. greenhouse gas emissions, according to the Environmental Protection Agency. They are also crucial to natural gas sales: Direct gas consumption amounted to about 8.45 trillion cubic feet in 2018, rivaling the 10.63 tcf used by utilities to power the grid, according to the U.S. Energy Information Administration (EIA).

If gas bans in buildings become widespread, they could upend the business models of some of the world’s biggest energy companies, which are investing billions of dollars to produce and ship more natural gas on the belief the fuel will play a key role in the transition to a cleaner energy economy. Big gas producers including Exxon Mobil  <XOM.N>, Shell <RDSa.L>, and BP <BP.N>, argue gas improves the environment by replacing dirtier fuels such as coal.

Natural gas companies alarmed by the trend are pushing back with ad campaigns and research promoting gas as a superior cooking fuel and an affordable option in a country that has become the world’s top gas producer.

“We are trying to get ahead of it,” said Stuart Saulters, the Director of Government Affairs of the American Public Gas Association. “We think there is a chance this can domino.”

The American Petroleum Institute, which represents the U.S. oil-and-gas industry, rejects claims that natural gas is bad for the environment, arguing its increased use has helped cut U.S. carbon emissions. Spokesman Reid Porter said that the industry is also limiting methane emissions with improved leak-prevention technology, citing data from the Environmental Protection Agency showing a decline in recent years.

LOS ANGELES, SEATTLE, MINNEAPOLIS RETHINK NATURAL GAS

Nilles, of the Rocky Mountain Institute, said some 50 California municipalities are studying new limits on natural gas in buildings, including Silicon Valley-area cities such as Palo Alto, Sunnyvale and San Jose, the nation’s 10th most populous city. Los Angeles set a goal in April of powering all its buildings with renewable energy by 2050, starting with new buildings by 2030.

San Luis Obispo last week became the second city, after Berkeley, to pass a law limiting gas installations in new buildings. Kate Harrison, the Berkeley council member who spearheaded the city’s gas ban, said she has been contacted by dozens of cities studying similar measures in states including Massachusetts and Minnesota.

Officials in the Boston suburb of Brookline, for instance, will vote in November on a measure to ban gas hookups in new buildings. In Minnesota, three-quarters of the state’s residential heating – largely fueled by gas – would have to convert to electricity to meet the state’s goal of an 80% carbon emissions reduction by 2050, according to a report by the McKnight Foundation, a philanthropic organization.

New York City in April also passed a bill requiring buildings of more than 25,000 square feet to cut greenhouse emissions 40% by 2030 – a standard expected to reduce natural gas use.

Seattle City Council Member Mike O’Brien is working on legislation to ban gas hookups in new buildings. The fuel, he said, “is odorless and invisible but has a huge impact on the climate.”

The American Public Gas Association’s ad campaign is aimed at 25- to 44-year-old homeowners with incomes of more than $75,000, according to a slide presentation about it seen by Reuters. It features Facebook and Instagram ads showing people enjoying hot showers, cooking on gas stoves and relaxing by a firepit. Campaign director Saulters said it was one of the group’s most expensive promotional efforts to date, without disclosing its cost.

In July, a group called Californians for Balanced Energy Solutions – formed by Sempra Energy <SRE.N> unit SoCal Gas – held a press conference with Southern California restaurant owners who favor gas stoves.

“We need instant, really strong fire,” said Charles Lu, the owner of a Chinese restaurant chain who participated in the event. “Otherwise, I think it will kill the business.”

Wealthier homeowners may also resist electrification of kitchens and fireplaces, according to Nic Dunfee of environmental consulting firm TRC Companies Inc, who oversees an incentive program to rebuild homes in wildfire-stricken Sonoma County. Builders are pushing back on proposed mandates for electric stoves, he said at a recent meeting of California energy regulators.

“They don’t feel that they are able to sell a home that doesn’t have natural-gas cooking,” he said.

  When I think of beautiful homes in Florida, I immediately think of LunDev Custom Homes, which I am sure you remember from seeing their work featured on Home Bunch several other times, including here, here and here. This home was staged and the washer and dryer weren’t installed at the time these photos were taken. Despite that, I thought this laundry room offers a great layout and I hope it inspires some of you.

The master bathroom is divided into three parts: water closet, vanity are and shower. Great usage of space!
