LONDON — A 25-year-old man was charged on Saturday with manslaughter and a trafficking conspiracy in connection with the deaths of 39 people whose bodies were found in a refrigerated truck in southeastern England, the Essex Police said.
The man, the truck’s driver, who was identified on Saturday as Maurice Robinson of Northern Ireland, also faces 39 counts of conspiracy to assist unlawful immigration and money laundering when he appears at Chelmsford Magistrates’ Court on Monday, the Essex Police said in a statement.
Mr. Robinson was originally arrested on suspicion of murder after the grisly discovery in Essex, England, this past week spurred an investigation that stretched beyond Britain’s borders to Belgium, China, Ireland and Vietnam. The case bears all the markings of a global trafficking operation gone tragically wrong.
The charges were announced on Saturday shortly after the police in Ireland said they had arrested another man from Northern Ireland at Dublin Port in connection with an unrelated offense. But local news outlets reported he was wanted for questioning in the investigation of the truck deaths.
The man, another truck driver identified as Eamon Harrison, 23, of Mayobridge in County Down, Northern Ireland, was detained on a bench warrant on charges of assault and criminal damage in the Republic of Ireland, according to The Irish Times, which cited information from Detective Patrick Flood of the Garda National Immigration Bureau.
The driver was arrested about 1:15 p.m. Saturday on a truck coming off an Irish ferry at Dublin Port, having spent the last three days in France and disposing of a cellphone before traveling to Ireland, according to The Irish Times court report.
A spokesman for the Essex Police would not confirm Mr. Harrison’s connection to the trafficking investigation, but the authorities said in a statement on Saturday night, “We are in liaison with the Garda police in relation to an arrest they have made today at Dublin Port.”
The Essex Police initially announced that the eight women and 31 men found dead in the truck container were Chinese citizens. But since then, community groups in Vietnam have said they believe some may have been from that country.
The police in Britain said the identification of the victims and verification of their nationalities would take some time, but the dearth of information has not stopped some Vietnamese from mourning victims they believe were once part of their community.
The Rev. Anthony Dang Huu Nam, a Catholic priest in the remote town of Yen Thanh in Vietnam’s northern-central Nghe An Province, told the Reuters news agency that many residents feared that relatives who had left home to find better lives abroad may be among the dead.
“The whole district is covered in sorrow,” Father Nam was quoted as saying. Prayers for the dead could be heard over loudspeakers throughout the town on Saturday, Reuters reported.
The rights activist Hoa Nghiem has said that the family of one Vietnamese woman, Pham Thi Tra My, 26, feared she might have been in the trailer. Vietnam’s embassy in London also said it was working with the British authorities after receiving requests for help from some Vietnamese families in verifying whether their relatives were among the victims.
While Detective Chief Inspector Martin Pasmore told reporters on Saturday that the police could not definitively confirm the victims’ nationalities, the department said it was undertaking “the largest mass fatality victim identification process” in its history in order to put names to those found in the truck.
The bodies have been moved from the truck at Tilbury Docks to Broomfield Hospital in Chelmsford for autopsies, the police said.
A Vietnamese community group said it had been in contact with the British police to pass on 20 photographs that families had provided to help in the process. But the Essex Police did not immediately confirm having received the images.
Three other people have been detained in the investigation: a man and a woman from Warrington, England, both 38, who are also believed to be originally from the Republic of Ireland, along with a 48-year-old man from Northern Ireland, taken at London Stansted Airport. They were arrested this past week on suspicion of conspiracy to traffic people and manslaughter, and remain in custody.
Officials have been trying to piece together a timeline to trace the path of the truck, find out why the 39 ended up in the refrigerated container and determine how they lost their lives.
The authorities said the cab of the truck entered Britain via Holyhead, a port town in Wales, last Sunday, having traveled from Dublin. The trailer arrived in the port of Purfleet, England, early Wednesday from Zeebrugge, Belgium. The cab and trailer left the port shortly after 1:05 a.m., the police said.
Someone called the authorities to an industrial park in Essex shortly before 1:40 a.m. last Wednesday, and an ambulance service discovered the 39 bodies in the trailer.
On Saturday, Belgian news outlets reported that the police there were on the trail of the driver who had transported the 39 people on the continental leg of their journey, after obtaining CCTV images of his vehicle from cameras at Zeebrugge.

As officials tried to piece together clues from Belgium, Britain, Bulgaria, China and Ireland, a Vietnamese woman’s relatives said they feared she might be among the dead.

LONDON — Two more men and a woman were arrested on suspicion of conspiracy to traffic people and manslaughter after 39 people were found dead in a refrigerated trailer in southeastern England, the British police said on Friday, the first indication from officials that the deaths were linked to human smuggling.
The arrests were announced as officials from at least five countries in two continents tried to piece together the movements of the people in the truck, and China’s Foreign Ministry on Friday said it could not confirm that the dead had all been Chinese citizens, as the British police had suggested.
The Essex Police said in a statement Friday that they had made two additional arrests in the case, holding a 38-year-old man and a 39-year-old woman from Warrington in northern England. The names were not released.
On Friday evening, another arrest was announced — that of a 48-year-old man from Northern Ireland who was taken into custody at Stansted Airport on suspicion of conspiracy to traffic people and suspicion of manslaughter.
Hua Chunying, a spokeswoman for China’s Foreign Ministry, said at a news conference on Friday that the British police were working on verifying the identities of the eight women and 31 men found in the truck.
“We hope that the British side will confirm their identities as soon as possible, ascertain the truth and severely punish those involved,” Ms. Hua said.
There were fears that at least one victim was Vietnamese, according to a social media post on Friday from a rights activist.
Much of the case has remained shrouded in mystery since the bodies were discovered early Wednesday in Grays, about 25 miles east of London, after someone called an ambulance.
The driver of the truck, identified as Morris Robinson, 25, from Northern Ireland, is still being held for questioning by the police on suspicion of murder. He has yet to be charged.
The case bears all the marks of a smuggling operation, officials and experts have said, and has links to Britain, China, Belgium, Ireland, Bulgaria and possibly Vietnam. The British authorities were scrambling to investigate who the victims were, who had facilitated their journey and what exactly their movements were.
On Thursday, the British authorities began removing bodies from the truck, which had been driven to a secure site so that the victims could be removed in a manner that preserved their dignity, officials said.
The bodies of 11 victims were taken to a hospital to undergo post-mortem examinations, the Essex Police said in a statement, adding that the process was likely to take some time.
A Twitter post on Friday by the rights activist Hoa Nghiem revealed that the family of a Vietnamese woman, Pham Thi Tra My, 26, feared she might have been in the trailer. Her younger brother, Pham Manh Cuong, reached by phone on Friday, said his sister had traveled from Vietnam to China in early October, before flying to France.
From there, Mr. Pham said, she attempted to travel to Britain but had been stopped by the police and returned to France. Her relatives said they believed she had then made a second attempt to travel to Britain: They received a frantic message from her around 10:30 p.m. British time on Oct. 22.
“I’m sorry Mom, my path to abroad didn’t succeed,” she wrote. “Mom, I love you and Dad so much! I’m dying because I can’t breathe.”
They haven’t heard from her since.
Vietnam’s Embassy in London confirmed that it had received requests from some Vietnamese families asking for help in verifying whether their relatives were among the victims. It said it was working with British authorities.
During a news briefing on Friday, Pippa Mills, the deputy chief constable of Essex, said that while the police had an “initial steer” on the nationality of the victims, it was now a “developing picture.”
She also urged family members who believed their loved ones may be involved to contact the authorities.
“I know you may be worried about speaking to the police,” she said. “I would like to reassure you that we just want to be able to give the victims’ families answers about what has happened. I can’t begin to comprehend what some of you must be going through right now.”
In 2000, 58 Chinese migrants were found dead in a refrigerated truck in Dover, Britain’s busiest port. The authorities said they had asphyxiated in the container, in which cooling and ventilation were switched off.
That container had also been shipped across from Zeebrugge, Belgium, and the authorities later said the immigrants might have been brought from the Chinese coastal province of Fujian by a criminal gang.
The deaths scandalized China at the time and prompted the government to announce a crackdown on human trafficking. But even as China has become the world’s second-largest economy in the 19 years since, the discovery on Wednesday was a reminder that many Chinese people remain mired in poverty and some make desperate attempts to seek better lives abroad.
Some Chinese attempting to make their way to Western countries pay middlemen known as “snakeheads” to facilitate the journey. It can cost about $50,000 to $60,000 to be smuggled into Europe and $70,000 to $80,000 for the United States, according to Sheldon Zhang, a professor at the University of Massachusetts Lowell who specializes in human smuggling involving Chinese.
“Frankly, I am just as shocked to learn that these dead migrants were Chinese nationals,” Dr. Zhang said in an email on Friday. “I thought the snakeheads would have learned by now, from the Dover incident in 2000, not to use the lorries to transport human beings.”
Many of those who died 19 years ago were economic migrants who came from Fujian province, where businesses in some towns offer “courier services” for people to send their children to the West.
In recent years, experts said, the main regions sending economic migrants have expanded to include the depressed northeastern provinces of Jilin, Liaoning and Heilongjiang and Wenzhou, a bustling coastal city in eastern Zhejiang Province.
“There are still a large number of people desperate to leave China and go overseas,” mainly because they think they can make more money, said Ko-lin Chin, a professor at the Rutgers School of Criminal Justice who has studied human smuggling in China.
“In the rural areas, there’s a competition going on to see who can build a bigger house,” he added, involving families receiving remittances from abroad. “If you go to the villages and you see a five- or six-story house, you will understand what this is all about.”
Ms. Hua, the Foreign Ministry spokeswoman, bristled when asked during a news conference about Chinese nationals wanting to make such an arduous trip despite the country’s economic progress.
“The Chinese people’s sense of happiness, security and satisfaction is unprecedented,” she said, later adding: “If you look around the world, there are many countries with illegal immigration issues. China is not the one with the serious problem.”
As investigators in Essex tried to fill a major gap in the timeline of events — when and where the 39 victims had boarded the refrigerated container — Belgian officials on Thursday indicated that the container arrived in the port of Zeebrugge on Tuesday afternoon.
But they said it was still unclear when the victims had entered the container, meaning they could have been inside for longer than the nearly 11 hours between 2:49 p.m. Tuesday, when the container arrived in the Belgian port and 1:40 a.m., when the British police reached the truck.
The container was unaccompanied while it traveled from Belgium across the English Channel to the British port of Purfleet and was collected by the driver, who had entered Britain a few days earlier from Ireland, officials said.
It is still unclear whether the driver knew what was inside the container he picked up. Shipments to Britain from other parts of Europe are typically sealed until the point of delivery.

Another grieving family set up a makeshift altar for their missing daughter who paid $10,000 in hopes of pursuing a career as a nail technician in Britain. A desperate father is searching for his son, who frequently calls home but hasn't since last week.
They are some of the dozens of families looking for any information about their loved ones following the discovery earlier this week of 39 bodies in the back of a sealed truck in southeastern England. The investigation into the gruesome case is still in the early stages, but British officials have deemed it one of the deadliest cases of people smuggling ever reported in the country.
British police charged the 25-year-old truck driver Saturday with 39 counts of manslaughter and conspiracy to traffic people. Five people are being questioned by police, including the truck driver and three people who were arrested Friday on suspicion on manslaughter and conspiracy to traffic people. Irish police said another man was arrested Saturday in connection with the case.
British police said Saturday they have removed all the bodies from the truck and are awaiting autopsies. Identifying the victims is expected to be difficult and officials said very few documents were found with the bodies. Smugglers normally take the passports of their passengers to obscure their identities, stripping them of their names and giving them new documents when they arrive at their destinations.
Police initially believed the victims were Chinese but later acknowledged that the details were still evolving. The Vietnamese government also announced Sunday its own investigation into the deaths and set up a hotline for families.
That comes after attention shifted to Vietnam Friday, when the family of a 26-year-old Vietnamese woman released text messages suggesting she had suffocated in the truck. Relatives of Pham Tra My told the BBC they had been unable to contact the 26-year-old since receiving a text Tuesday night saying she was suffocating.
"I'm so sorry mom and dad. ... My journey abroad doesn't succeed," she wrote. "Mom, I love you and dad very much. I'm dying because I can't breathe. ... Mom, I'm so sorry."
In the village of Yen Thanh in north-central Vietnam, the mother and a sister of Bui Thi Nhung mourned Saturday as they set up an altar for the 19-year-old woman. A family friend in the U.K. told them their relative had died in the tragedy.
Nhung paid an agent thousands of dollars in hopes of finding work at a nail parlor in Britain.
"Many families in Yen Thanh got rich from money sent back by their children working abroad," said Le DĂŹnh Tuan, a neighbor who had gone to her house to check on her mother.
The father of 20-year-old Nguyen DĂŹnh Luong fears his son is among the dead. He told The Associated Press he hadn't been able to reach his son since last week, when the young man told his father he planned to join a group in Paris that was trying to reach England.
"He often called home, but I haven't been able to reach him since the last time we talked last week," Nguyen DĂŹnh Gia said. "I told him that he could go to anywhere he wants as long as it's safe. He shouldn't be worried about money, I'll take care of it."
His older brother, Pham DĂŹnh Hai, said Luong had a tattoo of praying hands on a cross on his right shoulder. The family said they shared the information with local authorities.
Desperate families are now reaching out to the media, community organizations and acquaintances in the U.K., hoping for any scrap of news. A representative for VietHome, which serves Vietnamese people in the U.K., said it had forwarded to police the pictures of almost 20 people who have been reported missing.
Bernie Gravett, a former Metropolitan Police officer who now advises the European Union on human trafficking, told the BBC that the use of false identification and the sheer numbers of people traveling to Europe make such efforts difficult.
"It's a cruel stage for the families, because hundreds if not thousands are currently on those routes, so I appreciate we are getting calls from Vietnam saying my loved one is missing and my loved one may be on that lorry (truck), but they could be on another lorry," he said.
The investigation stretches across Europe and authorities are trying to track the movements of the truck before the victims were discovered early Wednesday morning at an industrial park in Graves, England, a town 25 miles (40 kilometers) east of London.
This is just the latest smuggling tragedy as tens of thousands of people move across Europe in search of security and economic opportunity.
Groups of migrants have repeatedly landed on English shores in small boats after making the risky Channel crossing, and migrants are often found in the back of cars and trucks that disembark from the massive ferries that link France and England.

UK police have charged a truck driver with 39 counts of manslaughter and conspiracy to traffic people in connection with 39 deaths in the back of the truck he was driving in southeastern England.
Police say Maurice Robinson, 25, of Craigavon, Northern Ireland is due to appear at Chelmsford Magistrates Court on Monday. He was the first of those arrested to be charged in what is seen as one of the U.K.'s biggest cases of people smuggling.
Four others have been arrested in the case. U.K. police are struggling to identify the victims, who are believed to have come from Asia, and autopsies are being performed. The Vietnamese Embassy in London has set up a hotline for families to call about missing family members.

Police in Ireland say they've arrested a man in his early 20s who was being sought by authorities in connection with the deaths of 39 people found in a truck in southeastern England.
Irish police say Saturday the man from Northern Ireland was being sought by Essex Police as part of the investigation into the tractor-trailer deaths, one of Britain's deadliest people-smuggling cases ever. He was arrested at Dublin's port.

GRAYS, England (Reuters) - British police want help from the Vietnamese community in Britain and abroad to identify the 39 people found dead in the back of a refrigerated truck on Wednesday, a senior officer said on Saturday.
Detective Chief Inspector Martin Pasmore said his officers had found “very, very few ID papers” among the bodies and hoped to identify the dead through fingerprints, dental records and DNA, as well as photos from friends and relatives.
Police initially said they thought the victims might be Chinese, but have since said they do not want to speculate on the victims’ nationality before they have been formally identified.
“We don’t know exactly the nationality of our individuals. But at the moment I am going to focus and engage as much as I possibly can within the Vietnamese community,” Pasmore said.
People from a rural region in central Vietnam have said they fear friends and relatives seeking to move to Britain make up a large number of the dead, who were found in an industrial park around 20 miles east of London.
The truck driver, a 25-year-old man from Northern Ireland, has been arrested on suspicion of murder, and three others are being held on suspicion of human trafficking and manslaughter.
Irish police on Saturday said they had arrested a fifth person in connection with the investigation.
Pasmore, who is in charge of identifying the bodies but not running the criminal investigation, said his colleagues were keeping an open mind about whether the dead were victims of a wider human trafficking conspiracy.
“Criminals and murderers are taking more and more chances with these vulnerable people,” he said.
Pasmore said he had spoken with Vietnam’s ambassador to Britain to seek assistance with fingerprint records.
Pasmore said he had also contacted the operator of a Vietnamese community website and hoped Vietnamese people in Britain would “take a leap of faith” and help police identify friends and relatives, even if they were in Britain illegally.

Thirty-nine people were found dead in a refrigerated container truck in Essex, southeastern England, on Wednesday. The case is one of the United Kingdom’s deadliest human trafficking disasters.
Police have arrested four people in connection with the deaths as the investigation continues. On Saturday, they charged the 25-year-old driver of the truck with manslaughter.
Police initially suspected the victims were all Chinese nationals; then several families from Vietnam contacted authorities believing their loved ones were likely in the truck. Here’s what we know so far.
THE STATUS OF THE INVESTIGATION
On Saturday, police charged the driver of the refrigerated truck, a 25-year-old from Northern Ireland, with manslaughter, people trafficking, immigration offenses and money laundering. Police initially arrested him on Wednesday and did not release his name, though some U.K. media have identified him citing local sources and social media.
On Friday, police also arrested three people: a 38-year-old man and woman from Warrington, England, and a 48-year-old man from Northern Ireland (the latter whom they stopped at Stansted Airport.) They were held “on suspicion of conspiracy to traffic people and on suspicion of 39 counts of manslaughter,” The Washington Post reported.
In the meantime, police are in contact with Chinese and Vietnamese authorities as they work to identify the victims and how they got there. They’ve appealed to the public to share any information they have.
“In addition to determining the identities of the victims — eight women and 31 men — authorities are trying to figure out how they died and whether organized crime groups were involved. Postmortem examinations of 11 of the dead were due to start Friday afternoon,” The Post reported.
THE VICTIMS
Essex police said Saturday that the bodies of all 39 victims have been removed from the truck container and are now in a mortuary awaiting autopsies, the Associated Press reported. The victims had few documents on them (as smugglers usually confiscate any identification) and none have been officially identified.
But some frantic families in Vietnam believe their loved ones are among the dead.
U.K. police initially suspected the victims were Chinese nationals. Then Vietnamese families began contacting authorities after being unable to reach relatives they knew were traveling to Britain around the same time as the truck.
“I’m sorry Mom. My journey abroad hasn’t succeeded,” Pham Thi Tra My, 26, messaged her family back in Vietnam Tuesday night. “Mom, I love you so much! I’m dying because I can’t breathe.”
Around 70 percent of Vietnamese citizens trafficked into the U.K. between 2009 and 2016 were caught in labor exploitation, such as producing cannabis and working in bars, a British government report last year found. Women and girls from rural areas are at particular risk of trafficking, according to the report.
Many of the victims may have come from Nghe An, one of Vietnam’s poorest provinces and where many are trafficked to Europe, and Ha Tinh, where an environmental disaster at a steel mill last year destroyed much of the local economy, pushing over 40,000 people to leave in the first eight months of 2019, according to Reuters, citing local media.
Heartbroken relatives of 19-year-old Bui Thi Nhung in a village in Nghe An province told Reuters on Saturday that they think she is among the dead.
“We are waiting and hoping it’s not her among the victims, but it’s very likely. We pray for her every day. There were two people from my village traveling in that group,” Nhung’s cousin, Hoang Thi Linh, said.
Nhung, who has relatives in the U.K., had posted a photo on Facebook on Monday and a friend had commented under it, asking how the trip was going.
“Not good,” Nhung had written back. “Almost spring,” she added, a Vietnamese phrase meaning that she was close to her destination.
Another Vietnamese family who suspects their relative, Nguyen Dinh Tu, is one of the victims told Reuters that he had incurred a large debt to be smuggled to Europe for work. Extended family in the U.K. was supposed to pick Tu up from a drop off point — but he never arrived.
THE ROUTE OF THE TRUCK
Ambulance services found the tractor-trailer early Wednesday morning in an industrial site about 25 miles east of central London, The Post reported.
It was registered to an Irish citizen in Varna, Bulgaria — a Black Sea port city known to be on a smuggling route into Europe. Bulgaria’s prime minister, Boyko Borissov, told local news reporters that the truck was registered there in 2017 and then immediately left the country and hasn’t since returned.
Essex police so far believe that the truck traveled from a Belgian port city, Zeebrugge, to Purfleet, a small Essex town. Its transport docked a little after 12:30 a.m. The truck then left Purfleet at about 1:05 a.m. Thirty-five-minutes later police said they received a call from local ambulances that bodies had been found in the container.
Authorities believe the truck took this route to bypass more stringent security at other crossing points into England, where sensors and other tracking measures would have been alerted to the human cargo.
The chief executive of Zeebrugge port, Joachim Coens, told local Belgian media that refrigerated containers in the port are kept completely sealed during inspection, the Guardian reported.
CONDITIONS INSIDE THE TRUCK
Rod McKenzie, managing director of policy and public affairs at the Road Haulage Association, a U.K. trade group, told The Post that conditions in the truck must have “hellish.”
“It would be completely dark, probably completely airless, no sanitary facilities, possibly freezing temperatures, with the likelihood of death from freezing or suffocation enormous,” McKenzie said.
Nonetheless, human trafficking and modern-day enslavement are on the rise, according to British authorities. As The Post previously reported, “National Crime Agency figures show that nearly 7,000 possible victims were reported last year — a 36 percent increase from 2017. Those people came from 130 countries, with Albanians and Vietnamese the most common foreign nationalities.”
THE QUESTIONS THAT REMAIN
Police still have much they don’t know. How did the smugglers and victims connect? What human trafficking networks or other criminal gangs were the smugglers involved in? What were the last hours of the victims lives like?
It also remains unclear who alerted the local ambulance about the truck’s whereabouts and what the driver knew about the contents of the container.
Another issue investigators will face: identifying the victims, as smugglers typically take away passports and other identification to hide the identity of their passengers before giving them new documents once they’ve reached their destination.
