On the border of Peru and Bolivia, the Waru Waru—an indigenous Quechua word that means ridge—are once again protecting potato and quinoa crops as they did in the region 2,000 years ago. "It is an agricultural system that lets us face climate change, which has changed the seasons of the year. It is very beneficial in times of drought and frost," farmer Cesar Cutipa, 42, told AFP. Puno lies on Lake Titicaca about 3,812 meters (12,507 feet) above sea level. Farmers have made six Waru Waru nearby in flood-prone fields. Furrows form a rectangular platform, where planting is done. Surrounded by water, the planting beds are up to 100 meters long, between four and 10 meters wide and one meter high. The water around the plants creates a microclimate, absorbing heat from the sun during the day and radiating it back at night to ward off frost in sub-zero temperatures. "The Waru Waru cannot flood during the rainy season because they have an intelligent drainage system that reaches the river. They have many advantages," agronomist Gaston Quispe told AFP. In 2023, when Puno suffered one of the largest periods of drought in almost six decades, Waru Waru helped farmers cope with lack of water and avoid food shortages. The area is home to mostly indigenous farming communities, mostly Quechua in Peru—and up the Andes—and both Quechua and Aymara in Bolivia. "We are able to live here peacefully because we have our potatoes, our quinoa and barley. We can be in peace without going to the city," said 22-year-old farmer Valeria Nahua.

Abogado propone rondas campesinas como apoyo a la inseguridad en Puno

El abogado César Quispe Calsín alertó sobre el preocupante incremento de la delincuencia en Puno, donde los criminales actúan con impunidad debido a la falta de acción de las autoridades. Según Quispe Calsín, el gobierno central y el Congreso han aprobado leyes que, en lugar de combatir el crimen, lo favorecen, agravando la situación en la región. Además, el ingreso de bandas extranjeras, como el Tren de Aragua, ha empeorado el panorama, mientras la policía prioriza labores administrativas sobre la protección ciudadana.

Ante esta crisis, Quispe Calsín propone una solución desde la ciudadanía: fortalecer las rondas campesinas. Estas organizaciones, presentes en 12 de las 13 provincias de Puno, podrían convertirse en un escudo contra la delincuencia si reciben apoyo logístico de los gobiernos locales. El abogado destacó que las rondas tienen el potencial para enfrentar la ola de crímenes que afecta a la región.

Para lograr este objetivo, Quispe Calsín sugiere la coordinación entre las rondas campesinas, el uso de tecnologías como cámaras de videovigilancia y la comunicación rápida a través de redes sociales. Sin embargo, señaló que el serenazgo enfrenta serias limitaciones, según reportes de la Contraloría. Unidades vehiculares inoperativas, cámaras defectuosas y personal insuficiente son algunos de los problemas que impiden una respuesta efectiva.

El abogado exigió a los alcaldes y al gobierno regional que cumplan con su obligación de invertir en seguridad ciudadana, tal como lo establece la ley orgánica de municipalidades. Quispe Calsín hizo un llamado a la población para que denuncie la inacción de las autoridades y exija resultados concretos en materia de seguridad.

Finalmente, Quispe Calsín instó a la ciudadanía a organizarse, tanto en zonas urbanas como rurales, para enfrentar la delincuencia y evitar que Puno siga el camino de otras regiones con altos índices de criminalidad. La esperanza, según el abogado, está en la acción colectiva y en la presión constante a las autoridades para que cumplan con su deber de proteger a la población.
