Only One Bed: A Design Choice
For my trick or treater @glitrahasconsumedme, please enjoy this glitra fic I never posted! Happy Halloween! :)
(consider this the probably one full sized candy bar I had on hand and you got it for having the best costume of the night)
“Thanks for letting me crash again, Hordak’s been riding my ass but not paying me for the pleasure so the funds are not so great.”
Glimmer tried to not snort too hard as Catra dramatically flopped about her limited space in the passenger seat. She’d missed this. She’d missed her. By the stars and the moons, she was going to fix this and woo the girl in the process.
She carefully pulled into her driveway and tried to not be too excited. Catra might be jet lagged beyond reason (not that her sleep hygiene was ever great to begin with), but too excited would 100% give up the game. “I’d say fuck him, but don’t.”
Catra giggled a little helplessly while pawing at her bloodshot eyes. “Yeah. No Hordak fucking please.”
The woman she was desperately in love with might have trash humor and been stopped by security after being pegged as being high on drugs delaying them almost five hours, but gods fuck Glimmer had missed her garbage cat.
The ride went smoothly enough and while Catra was struggling to undo her seat belt and open her door, Glimmer grabbed her luggage and started towards the front door only to hear cursing.
“Wait. Where’s my bag? Shit. Fuck! Glimmer I fucking forgot my fucking-” Catra whipped around with wild eyes only to see Glimmer heft the duffle in the air proudly. “You’re laughing. I almost died from a heart attack, and you’re laughing!?”
“Yes!” She cackled, skipping inside her house and graciously ignoring the fond sounding bitch. Nope. No siree, didn’t hear a thing. Maybe you heard something, and if you did, get your ears checked. Be cool Moon, calm down! She was perfectly calm!
Now, she just had to be cool. Real cool. She could practically picture the lightning bolt flying around her non-existent sunglasses cool. Step two of her fool proof plan was a go-go. Glimmer watched as Catra hopped on one foot and crashed into the wall twice while trying to take her shoe off and winced. Step two was soon to be a go-go. “Need some help there?”
“I’m FINE!” Catra growled but did finally get her shoes off and stumble into the living room. “Uhhhh…”
Yessssss step two was a go-go!
“What’s up?” Be cool Glimmer.
“You...couch? You got a new couch? That looks uhm, a little, you know fancy. To be sleeping on?” Catra’s voice cracked slightly and she instantly felt horrible about this plan. She’d been banking on Catra being tired but not cry over something like this tired.
“Duh, you’re not sleeping on the couch silly. What are we? College students? C’mon, my California king came in a few weeks ago, plenty of space!” Glimmer gently bumped their hips together before looping her arm through Catra’s in apology. “Let’s get you passed out.”
Catra snorted softly but was clearly still recovering from the emotional trauma of thinking she was- gods, what? Sleeping in the bathtub? “Fuck you.”
“Ask nicely.” Glimmer pushed Catra into the bathroom. “Bath wipes on the sink, put them in the trash. Do not flush them or I will kill you.”
“Okay, and I’m supposed to?”
Don’t scream at her, don’t yell at her, she’s not being difficult on purpose for once, hold it together now. “Use them. Always feels better after a shit day or travel day to clean up.”
“Are you-” Catra cut herself off with another sniffle, carefully picking up the package of body wipes like Glimmer hadn’t bought them expressly because of her phobia. “Thanks.”
“You’re welcome, clean up I’ll pull your jammies and if I don’t like them you’re wearing mine.” Glimmer smirked over her shoulder, calling through the now shut door, “AND I’LL CHOOSE THE GIRLY GIRL ONES.”
Her threats were unnecessary, because Catra had at least listened to her this time about bringing proper pajamas. The last time they’d taken a trip together Catra had thought she was being hyperbolic about the jammies situation. Her mistake. Glimmer had few demands of her travel companions, but bringing real pjs and a ceramic mug were non-optional. Catra had learned that the hard way by wearing a purple silk sleep set while being forced to drink the coffee Glimmer made from the trusty ten cup drip she brought with her on every trip out of a stoneware mug covered in babies. Right on top of everything else Glimmer found a soft t-shirt wrapped around a pink and brown mug with “pussy play” surrounded by cats proudly emblazoned on it. Under that was a pair of shorts so fucking comfortable looking that Glimmer had to remind herself to not steal them instantly.
After passing Catra her clothes and changing into her own jamjams, Glimmer quickly set the bed up and prayed that the quick wipe bath wasn’t long enough for Catra to try and fight her about sleeping conditions. Or fall asleep on the toilet. Damn there were more variables than she’d intended.
But it turned out she shouldn’t have worried about that. She should have worried more about Catra’s entry into the bed, which consisted of her flicking the lights off and screaming while somehow doing a cannonball into the center of the mattress. By the time Glimmer stopped shrieking and having her heart beat through her chest, Catra’s cackling had died off into soft snoring.
Step three was a go-go.
Glimmer scooted over and wrapped herself around the little adorable ball, completely on purpose, and went to sleep.

Several Years Later
“Well,” Catra snickered, “we got together because of a cliche really. It only actually happened because I had to sleep in Glimmer’s bed when I was visiting, so there really was only one bed.”
Perfuma and Scorpia exchanged confused glances.
Oh shit. Glimmer tried to signal them but it was too late.
“What do you mean? Was something wrong with the pull out?” Scorpia asked.
Oh no.
Catra squinted at them and pointed to the pink leather cushions her friends were sitting on. “The pull out? What pull out? She had this couch by then!”
Perfuma had the gall to giggle as she waggled her eyebrows while standing up. Rude! “Oh silly, this is a pull out couch.”
“...no it isn’t.” Catra wasn’t really glaring so much as confused, right until she saw Glimmer’s bright red face. “Oh my god.”
“Oh yeah, we’ve slept on this puppy a few times!” Scorpia helpfully got up to unfold it to demonstrate as if Catra hadn’t already cottoned on to Glimmer’s old scheme.
Catra blinked at it before glaring proudly at her girlfriend. “You bitch!”
Glimmer tried to put on her best puppy dog eyes, not that it seemed to work well.
“You MANUFACTURED bed scarcity!”
“For a good cause!”
Was Glimmer ever going to live this down? No. Was she going to get kisses for life from Catra? Yes.
Worth it!

Nothing is supposed to go wrong during the siege of Bright Moon.
“Oh, nothing’s supposed to go wrong,” Glimmer echoes, making a face at her. “Look at you, Force Captain, all high and mighty, you think nothing’s going to go wrong?”
“I think nothing’s supposed to go wrong,” Adora snaps. One of her hands goes up to her Force Captain badge, a strange gesture of reassurance. She runs her thumb along the edges of it, letting it press into her fingers. It’s not comforting, exactly, but it’s nice to remember that she has the badge. “I’m not going to sit here and say it’s a perfect raid just because I’m leading it.”
Glimmer arches an eyebrow at her without saying anything. Adora winces. She’s been trying really hard not to let the whole Force Captain thing go to her head - Glimmer’s words, not hers. Adora kind of thinks she’s allowed to let it go to her head. Not everyone gets to be a Force Captain. This means something. Adora wants it to mean something.
(And, okay, Glimmer’s been really annoying about this whole thing. Not just jealous, which is the kind of thing Adora knows how to deal with; she and Glimmer have been cycling between best friends and bitter enemies for their entire lives. There are plenty of digs about whether or not Adora deserves to be Force Captain, but she’s been getting those from everyone.
The problem is that Glimmer has been saying things about the Horde, the kind of things that normally end with people going away. Adora’s been trying her hardest to try and keep that stuff behind closed doors, because she thinks this place would actually be a lot worse if Glimmer were gone. But that just means that Adora gets to hear every minute of Glimmer’s crises of doubt, and that’s horrible. It feels some days like she’s holding a bomb, and she doesn’t know why Glimmer keeps giving her the detonator.)
“Nothing’s supposed to go wrong,” Adora repeats, with more confidence than she actually feels. “What could even go wrong? They don’t have a princess, and nobody’s seen Queen Angella in action in a long time. That alliance of theirs is falling apart. It’s the perfect time for us to take a runestone.”
“If you say so,” Glimmer says. There’s something underneath there, simmering beneath the surface, and maybe if it were another day Adora would ask about it. Glimmer is avoiding her eyes. She keeps looking at where the Force Captain badge is pinned to Adora’s jacket.
And if it were another day, Adora would drag her to a quiet corner and ask about it. She’d listen to Glimmer rant and yell, and then they’d spar or something, and then they’d be fine again. But today is the most important day of Adora’s life. It’s a day where she gets to be a little selfish about this. She’s a Force Captain now; she has to think of the Horde, and by extension herself.
“I do say so,” Adora says. And that’s the end of it.
Glimmer turns away from her. Adora rolls her eyes. What a baby.

It would be so much less annoying if the siege failed, Glimmer thinks. It would be so much less annoying if Adora were wrong about things sometimes.
And, sure, Adora’s been wrong about plenty of things. But she tends to be irritatingly right about the things that matter. She’d plotted a way through the Whispering Woods, not one that could get a huge squadron through but still a path that could get them into Bright Moon. It was a simple mission: steal the runestone.
The siege starts off well, which is the other problem. It’s them and a dozen other people, all dressed in plainclothes and blending in just fine with everyone else from Bright Moon. A couple of people stare at them, but Glimmer pulls her hood up, and that seems to help.
“Hoods up make you more suspicious,” Adora whispers to her.
Glimmer rolls her eyes. “It feels like people are staring,” she complains. “And I can still see where we’re going.”
The Moonstone is on a giant, gleaming pedestal in the middle of the city. It would be remarkably hard to miss. By the time they get to the base of it, Glimmer’s feet are screaming in pain, and she’s exhausted, and Adora keeps just grinning the way she does and it’s driving Glimmer insane.
Adora reaches into her pack and pulls out two of the grappling hooks. “Ready?”
“Aren’t you afraid of heights or something?” Glimmer mutters as she takes the hook. Of course Adora isn’t afraid of heights, because Adora might be tiny but she doesn’t have any real weaknesses or fears. But Glimmer likes heights, in a way that Adora doesn’t. The weight of the grappling hook in her hand is comforting and solid.
Adora doesn’t bother answering, just takes aim towards the top of the pedestal. Glimmer sighs, takes a moment to hope that these’ll get them far up enough that they don’t have to climb a lot, and fires her grappling hook.
There are guards that start shouting right away, but that’s why Hordak gave them a squadron. The point of this mission is Adora and Glimmer, and that’s nice to remember as Glimmer flies up through the air. She managed to hook onto a spot higher up on the pedestal than Adora, ha, so it’s a short climb to the top.
The Moonstone is massive. Glimmer has never seen a runestone in person, other than the couple of times she’s glimpsed the Black Garnet, but this one seems even bigger. The light reflects off of it in strange ways, and she’s entranced by it, just her and the stone.
“Whoa,” Adora says, which brings Glimmer back down to earth. “I was, uh…”
“Thought it’d be smaller?” Glimmer says, unable to keep some of the smugness out of her voice. “What exactly was our escape plan?”
Adora shoots Glimmer a dirty look. The light from the Moonstone bounces off the Force Captain badge, nearly blinding her. “I had an escape plan.”
“Whatever,” Glimmer sighs. “We should see if we can lift it, and then we can deal with carrying it.”
“We’re not going to carry it,” Adora says, as though it’s obvious. She produces a chisel from her pocket. “We’re going to break it.”
Glimmer stares at her. “Are you crazy?”
“We just have to disable it, right?”
“We’re not supposed to break the runestones! We’re supposed to take them to the Fright Zone to be studied!”
“And whether or not they can be repaired is a great thing to study.”
Adora takes a step towards the Moonstone, and Glimmer doesn’t think before shifting in front of it. “We can’t do that.”
“You going to stop me?” Adora takes a step closer, and Glimmer instinctively takes a step back. “Come on, Glim, we both know how this is going to end.”
“I’m not going to let you break it,” Glimmer says, but she can feel panic rising. Adora’s pretty good in hand-to-hand combat. She’s not bad herself, sure, but Adora doesn’t need to take Glimmer out. She just needs to get past her.
“You’re not going to let me,” Adora repeats, an odd, mocking edge to her voice. Glimmer takes a step back and nearly gasps when she feels her back press up against the Moonstone. That’s not good. “What are you going t- Glimmer?”
Glimmer blinks. Her back feels weird.
She lifts a hand in front of her face. It doesn’t look as… solid as it’s supposed to. Normally hands are pretty indisputably solid, but hers is turning pink and vague around the edges. She can see where her fingers are supposed to be, but she can’t make out any individual ones. Her entire body feels staticky, like her limbs are falling asleep - no, she realizes, that’s not right. Like her limbs are waking up.
“Adora?” she says, voice wavering. When she tears her eyes away from her hand, Adora is staring at her in something like horror. “What’s going on?”
“You,” Adora says. “You- Glimmer-”
“What’s happening?” Her voice cracks in desperation. She doesn’t want to be here. She doesn’t want to be here. She wants-
A small voice in her head says, you want to be together again.
Glimmer doesn’t know what that means, but she knows that it must be better than being right here, feeling this new kind of electricity inside her. So she chases that feeling, and barely has time to regret it when everything in front of her explodes into pink glitter.

Catra should’ve seen this coming. It’s all she can think from the second she hears the alarm: she should’ve known. One day, they were going to figure out how to get through the Whispering Woods, and Catra had thought that she’d be ready for that day. She thought that she’d have enough warning.
“You couldn’t have known,” Angella says, which would be nice except for the part where it’s Catra’s job to know. You don’t get to be the general of a rebellion by not knowing things. And now she’s locked in the war room with the queen and no idea when they’re going to be able to get out.
Catra sighs. Now’s not the time to get mad at Angella. “What are we going to do?”
Angella tilts her head. “It depends on the aftermath.”
“The aftermath,” Catra repeats. Angella has been nothing but kind to her as she worked her way up through the ranks. Catra still isn’t used to the kind of compassion that she’s receiving, but Angella is… tired, in ways that can only breed bitterness or compassion. And luckily, despite her losses, Angella chose the latter. It’s the kind of thing Catra could never have the grace to do herself.
“They’re targeting the runestone,” Angella murmurs, probably to herself. Catra’s stomach clenches; there’s so much potential for things to go badly if they get their hands on the runestone. Angella doesn’t use its powers much, but she does use them. “They’re-”
She cuts herself off with a gasp. Catra looks over sharply, just in time to see Angella stagger a couple of steps back. “Angella?”
“Glimmer,” Angella gasps, and Catra’s claws slide out, and then a girl pops into existence in front of her.
Catra freezes.
Princess Glimmer of Bright Moon went missing when she was just a toddler. She’s been missing for over a decade, presumed dead. It was a devastating blow, followed by the death of the king not long afterwards. Catra doesn’t remember any of it, but she sees the way it affects Angella every single day. She’s seen the grief firsthand.
She’s also seen the pictures of Princess Glimmer as a toddler. And while a decade changes a person, the young woman in front of her has the same eyes.
“What,” Catra says slowly.
Glimmer - it has to be her, how else would she have the Moonstone’s powers? - whips around, looking frantically between Angella and Catra. “Wh- how did I get here?”
“What are you doing,” Catra says sharply. Angella is still staring, perfectly still, not that Catra could possibly blame her. “Where did you come from?”
“Am I inside the palace? ”
“Were you at the Moonstone?” Something sinks in Catra’s chest. “Are you with the Horde?”
“The Horde,” Glimmer repeats, and lunges forward, grabbing one of Catra’s hands in both of hers. Catra hisses and goes to pull back, but she’s stronger than she looks; she holds steady. “You have to help me, they’re trying to break the Moonstone.”
“You don’t want to break the Moonstone?”
“We’re not supposed to,” Glimmer says exasperatedly. “And besides it- it just- I don’t know what it did, I was up there and now I’m in here and my entire body feels like it’s on fire but the fire is pink and-”
“Glimmer,” Angella says abruptly. “Breathe.”
Glimmer turns. “How do you know my name?”
“We’ll discuss that later,” Angella says, and Catra scoffs despite herself. Angella’s eyes sharpen. “General.”
“Yeah, yeah,” Catra mutters, feeling chastised despite herself. “Listen, there’s a lot going on that we don’t have time to explain if your Horde buddies are trying to break the Moonstone. We need to get back up there, stat, and then we can do the whole… whatever this is going to be.”
Glimmer’s eyes narrow. “You know something.”
“You know a lot of things about the Horde, we know a couple things about you. We’ll call it a fair trade, if you can help us keep the Moonstone in one piece.”
“I don’t-” she swallows. “The Horde is going to know I betray them.”
“You’ll stay here,” Angella says. There’s a note in her voice that Catra has never heard before, tight and restrained and full to bursting with love. “We can work out the details after you’ve ensured the Moonstone’s safety. General Catra, can you go with her?”
“Of course.” Catra looks at Glimmer, who’s biting her lip. “Hey, sparkles.”
Her eyes flash. “It’s Glimmer.”
“Well, pardon me,” Catra drawls. “You know how you got down here? Now you’ve gotta get both of us back up there.”
“I don’t know how to do that.”
“Sure you do.” She lifts a hand to Glimmer’s shoulder to brace herself. “You know how you were talking about pink fire? Think about that pink fire being next to the Moonstone. Or whatever Horde buddy was with you up there.”
Glimmer takes a deep breath and squeezes Catra’s wrist. Catra only has time to glance at Angella for a moment, to see her lift a hand to her mouth, before everything dissolves into pink glitter. It feels different than the handful of times she’s done this with Angella, namely because they appear a foot off the ground and crash down gracelessly.
Catra gets to her feet before Glimmer. There’s a blonde girl there - kind of pretty, staring at them in shock, chisel held up near the Moonstone. That last part is going to be a problem.
She pops her claws out and offers up a lazy smile. “Hi there,” she says. “I’ve heard you’re here to cause problems. I’m here to make sure that doesn’t happen. No hard feelings?”
The blonde girl lifts her chisel, lets out a yell, and lunges towards her. Catra feels her smile tug itself into a sharp grin, and pounces.

Hello there. I was reading How to Quit You again and I have a question. What is in the reports on Catra that the Moons keep referencing? Maybe I just missed it in the fic cause my english is not very good. I was just curious.
So, uh, this got a LOT longer than I thought it would and then I started including pictures and basically this got wildly out of hand. Kind of like the fic itself, so I’m not sure what I was thinking lol.
You totally didn’t miss anything! I purposefully left it vague so that people could insert whatever they thought was appropriate (well, inappropriate in this case) there. Essentially to let people ramp things up or down more to their comfort. It was also done in part because back then I wasn’t sure how intense I wanted to make things either. This fic has honestly gotten darker and more mature than I ever thought it would, so leaving it vague has certainly been a benefit to my changing whims lol.
But these days I do have a solid idea for the things that went down. So what I know see happening there is mostly a lot of her mouth getting her in trouble (and not just mouthing off, god Catra wields words like surgical scalpels), but there are a few notable cases where she did physically attack others. 
Catra is still in a bit of Horde mindset here so anything she perceives as someone trying to hold power over her or kick her down demands she respond. Because if you aren’t on top, then you’re getting crushed under someone’s boot and Catra has both 1. Long grown tired of being abused and 2. Gotten used to being the one on top. So she responds with more force than needed and uses preemptive strikes to protect herself.
We need a little backstory here so:
When the whole Erlandia thing went down, Catra was 2nd in command of the Horde. Technically Weaver was, but everyone knew that it was actually Catra calling the shots. She’d had Hordak’s favor for years by that point and practically was the boss of their little posse. But Hordak is VERY vicious in this fic since we didn’t have a Horde Prime when I started writing this (If I were to do a full re-write I’d make Prime be the big guy and the characterization would fit so damn well tbh), and he operates under a fuck you model of catch 22. If you mess up you are fucked, and if you are honest about messing up you are only barely mildly less fucked. So if you can successfully lie or deflect the blame then his wrath won’t fall on you, but get caught lying? Woof. 
So either way is a great way to end up dead (RIP Mantenna I will release your death fic someday), and the higher up the chain of command you are the farther you have to fall.

(Catra had a long way to fall whenever Hordak decided to kick her down)
Once she saw her wanted posters Catra knew she had to flee Horde territory or else she would be captured and probably brutally tortured for weeks before finally dying. And the Horde, who had suffered under Catra’s relentless pace and high expectations (look, they certainly were 400% more efficient at first and then people start dropping for exhaustion and mutiny and worse), they would’ve loved the opportunity to do literally anything they wanted to her. That’s why she ran.
So Catra’s still somewhat in this mindset of “I’m running this operation and if you try to contradict me or undermine me I have full permission to kill you for it” those first few years in Etheria.
Some of the worst of her behavior was actually contained at the Archer’s house where she was living until she got the Brakeman job. (Bow is currently being a little fickle but I am writing from his PoV for another one shot in this AU where he’ll touch on these things a bit too.) By the time she gets that job, Catra is already starting to try and be a better person. Begrudgingly and with a lot of frustration for sure. But she is trying and it’s a painful growing process.

So those reports contain her mostly being a smart ass. 
But she also verbally eviscerates people, picking them apart piece by piece in public settings. She caused at least one mental breakdown on the tracks where people need to keep their heads for safety. 
Think of her like someone on twitter who keeps the receipts (and wisely spends her limited time alive compiling them into a list) and jumps on someone for making a mistake, which she then blows out of proportion while never giving them the chance to learn and grow. All while making every bad faith interpretation she can and poisoning the well. She delights in this, she loves tearing someone down to nothing because it means she WON and she was right, and in the moment people seemed to cheer her on. But afterwards, when everyone else gets tied up in the shame and guilt of their actions she doesn’t and it puts her more on the outs. 
The thing about this sort of behavior is that it’s hard to prove when it’s verbal and everyone else involved is too ashamed to admit they participated. So it’s more “hearsay” than anything else. Honestly, kind of like real life there’s a lot of people being told to suck it up, ignore her, or be the bigger person while she is being an outright bully. It’s not right, but it’s what happened.
On top of that, she lies and deflects and blames as well. Nothing can be her fault (because Hordak would’ve killed her, Weaver would’ve tortured her, and worse), so she is conniving and scheming and manages to twist everything so she’s never the root problem even when she is. The higher ups are usually doing their best to interpret what they are hearing (although not always) second or third hand, and Catra can dance verbal circles around her co-workers. 
This doesn’t endear her to anyone either.
I hesitate to say as a consequence of her behavior, because that is some strong ass wording, but essentially her coworkers are fed up with being attacked by her. And they decide to get back at her, and they certainly can’t do that through talking or arguing (some have tried, almost all have failed). So a small group of them do physically attack her.
She uses that as justification to be a right bastard and decides to start doling it out again because it’s proof to her that she was right. She absolutely falls back into destructive, awful behavior. Everywhere is just like the Horde, they just hide it better. Catra doesn’t ramp up, but her attacks become more vicious and more directed after that. And this is also when she finally decides that the Archer’s were an anomaly and she absolutely needs to prove that no one can try to get the jump on her.
So the later reports are fewer in number, but more about her being caught or admitting to doing something physically violent instead of her being sarcastic or verbally cruel. These reports range from throwing a single punch to implying she’d attack with a weapon. Mostly it’s small scale (this is when we see Angella talk to Catra in a flashback), but there is one very notable exception.
Catra was working top with a motherfucker who had determined that no one liked her, so he thought he could try to push her around. They were literally assigned together because no one liked either of them, and they were both known for being violent. So the bosses went, “Let them duke it out on the trains, maybe calm them both down!” (Fucking idiots. Why yes, all this gunpowder should be stored next to the lit oil lamp!) She’s trying to keep it together, but she absolutely loses it and goes feral on him. This confrontation happens when she almost kills him by dangling him over the side of the train as they approached a tunnel. It could’ve been the perfect crime, brakeman is a dangerous fucking job for many reason but falling off the train or getting drunk and getting yourself killed isn’t uncommon. 
(Think like the miners at Cerro Gordo who would ride the ore carts back up from town, and be so fucking drunk they’d stand up and get their heads knocked clean off their bodies.)

Catra really almost does it too, but the last time she thought she’d had the perfect crime with Weaver she’d been caught and everything fucking fell apart. So she yanks him back to safety, and tells him to fuck off.
Somehow she really thought that would be the end of it (she made her points, made him piss himself, and is now top dog again; good job girlboss), but bastard boy ran to the bosses to report her.
(Look, picture this train going through a slightly smaller tunnel rocking side to side, depending on the rail up to a foot either side, so you would get crushed if you weren’t laying down on top or clinging to the back of the train. You’d be terrified and report someone too.)

This is what Angella is warning Glimmer away over. She’s thinking about this instance, where Catra claims that they did get into a fight and admits to starting it but denies threatening to kill him. He claims that he did nothing wrong while everyone knows he does shit wrong on a regular schedule. And everyone else says, “Well we weren’t there but it sounds like something she’d do.”
Catra is careful to never go too far where it can be proven, and in town she is as polite as can be. Everyone knows she’s a hard worker and slowly but surely she makes a place for herself in the community without even noticing. Most of the folks she works with don’t have the time, money, or energy to build their own reputation as individuals. Company housing was built specifically because the workers were known as being too rowdy. But Catra will burn the candle from both ends to see Bow, Adora, and Glimmer. So Angella is hearing stories from folks in town about that “lovely young woman” and horror stories from the rails about that “hellish bitch”, and she doesn’t know which to believe. 
She’s biased in Catra’s favor because she’s seen Catra be good and lovely, she’s biased because her daughter is crushing on Catra, she’s biased for a lot of reasons.
Angella is also a coward and conflict avoidant. 
It’s easier to give excuses, or look for reasoning, or even twist the narrative so that she doesn’t have to confront anyone. She won’t have to confront Catra and hurt her, which would hurt Glimmer and Bow. She won’t have to confront her workers either, no need to face them down when they are furious with her for inaction. She doesn’t have to fear a fight or even put her reputation on the line as long as she can “prove” that Catra didn’t go as far as the reports say she does. 
I love Angella to death, but the woman has a lot of problems and flaws and isn’t working on any of them. She does care about her workers health and happiness, but not enough to sacrifice her daughters (or herself). Frankly she barely sacrifices her pocket book but she does. Yes she’s semi-capitalist propaganda but this version of the “wild west” is more idealized for sure for sure. :\
Essentially, Catra got fucking lucky that Angella was looking for ways to prove that she was a good person. Because if Angella had actually put her glasses on and faced the truth? Catra would’ve been fired and practically run out of town.
Aaaaaaand that’s what I think was in the reports. :)
