At the forest entrance to Ada’itsx/Fairy Creek, a pickup truck aggressively swings in, engine revving and music blaring. Obscenities are yelled at the people on the ground. When the truck is asked to please go, lewd comments are sneered back. And then, the truck just stays, the two men inside glaring and watching the bystanders. One of them gets out and shifts around a parked vehicle, continuing to watch. After what seems like an eternity, the man gets back into the idling pickup truck and they peel out in a cloud of dust and black exhaust fumes.
What makes this obnoxious event stick out from any other, is that this is the same pickup truck that rammed through a Wet’suwet’en solidarity blockade just outside of Cumberland on February 10, 2020: an identical paint job, matching licence plates and the same plume of toxic black exhaust. In that February 10 incident, the men in the pickup truck filmed themselves giggling as they smashed through signs and wooden pallets with a confederate flag unabashedly displayed on their dashboard, as seen in footage broadcast by Global News. According to witnesses, men sporting masks with the Canadian flag on them then emerged from the forest and accosted land defenders. Chek news reported “close to 30 drunk people.”
Although these two incidents are 17 months apart, this pickup truck demonstrates a disturbing example of the presence and continuity of white supremacists actively engaged in disrupting both Indigenous and environmental organizing. To see the Confederate flag displayed alongside the Canadian Maple Leaf while assaulting Indigenous land defenders harks back to when a racist mob attacked Indigenous families at Whiskey Trench outside of Montreal in 1990. In that attack, hundreds of people assembled to pelt a convoy of Kahnawake residents with rocks while the police looked on, resulting in one death and dozens of injuries.
More ominous still is the consistency of this sort of behaviour with counterinsurgency tactics. British counterinsurgency doctrine, for example, emphasizes the use of vigilantes as an effective way to subdue anti-colonial movements and provide a means of evading responsibility. As vigilantes engage in their dirty work, the police are conveniently looking the other way or suddenly out of their jurisdiction. In a clever sleight of hand, the narrative is manipulated into one where the police become necessary to protect people’s physical well being from vigilante violence – a twist on the well used metaphor, ‘good cop, bad cop.’
It must be noted that the signs on the pickup truck – while harassing the people at the Ada’itsx/Fairy Creek entrance July 4th, 2021 – read, “Forestry feeds my family,” and, “I love Canadian Forestry.” These statements are misleading, considering last years’ workers’ eight-month strike against Western Forest Products, a Vancouver-based lumber company trying to chisel away workers’ safety, pensions and seniority benefits. With these pickup truck vigilantes openly displaying their allegiance to Confederate ideology and Canadian nationalism, their attempts to pass themselves off as forestry workers, or at least their allies, is nothing short of fraudulent. The essence and purpose of their actions are immediately laid bare when they are put against the core values of the labour movement: anti-racist, anti-colonial, and solidarity amongst exploited people. The interests, safety, and well being of forestry workers are directly opposed to the priorities of extractivist corporations to pry a profit. The history of labour struggle demonstrates the vast gulf between worker and company man.
In this chaos, the corporations and the Canadian state remain conspicuously silent. While playing the innocent, they continue to brutally subjugate Indigenous people for their own avarice; they continue to make fast money from ecological devastation; and they continue to squeeze profit from the ravaged bodies of workers and loggers.
While the Canadian state and its corporations engage in this exploitative rampage, they spin these issues as unrelated and non-existent. Nevertheless, they have their men on the ground, speeding around in pickup trucks adorned with Confederate and Canadian flags as well as in tactical gear with ‘Blue Lives Matter’ stripes adorning their police insignia.
The face-off at the Ada’itsx/Fairy Creek entrance is but one skirmish in the bigger picture. Do not let the issues be shifted away from their history and redirected into dead ends. Artificial barriers between struggles and people must be broken down, and solidarity re-energized. Indigenous and anti-colonial struggle, workers’ struggle, and ecological balance must not be played off against one another. With the status quo clinging onto power through violence and calculated skullduggery, their legitimacy is an empty myth. Through creativity, energy, and initiative, a more beautiful tomorrow is within reach. Every action creates a new reality!

Canada’s explosive wildfires have damaged a forest carbon offset project
Scientists argue that it is a 'risky bet' to count on trees – temporary stores of carbon – to compensate for the carbon dioxide released by burning fossil fuels that stays in the atmosphere for centuries.
Canada’s explosive wildfire season has already pumped millions of tons of carbon dioxide into the atmosphere. Some of that carbon is coming from vegetation burned at a carbon offset project, highlighting the fragility of a tool the world is relying on to fight catastrophic climate change.
With Canada facing what’s on track to be its worst wildfire season on record – and climate change fueling ever more destructive blazes – climate experts and offset developers are concerned it could be a harbinger of what’s to come.
On June 3, British Columbia fire officials spotted a blaze that has impacted the BigCoast Forest Climate Initiative project, according to Domenico Iannidinardo, senior vice president for forests and climate at Mosaic Forest Management Corporation, which runs the project.
“About 100 hectares of our 40,000 hectare project was involved in this fire,” or about 0.25% of the project, Iannidinardo told Bloomberg Green. That’s an area equivalent to roughly 140 football pitches worth of forest.
So far, little is known about how the fire will impact BigCoast’s carbon removal capacity or how much carbon has been released. Werner Kurz, senior research scientist in the Canadian Forest Service, said its emissions could be up to 32,250 tons of carbon dioxide equivalent, depending on the fire’s severity. The impact is “clearly not trivial” for BigCoast or the local area, he said, but it’s a “rounding error” in terms of the climate impact of the wildfires that have ravaged the province.
As of June 23, crews had suppressed the fire so it was no longer spreading. Mosaic said that assessing the emissions from the area that was burned “will take some time.” They will be incorporated into future carbon accounting and be independently verified. Still, Iannidinardo described the “disturbance” as “negligible.”
Companies and countries are increasingly relying on carbon offsets to reach their emissions targets, a tool used in an attempt to compensate for their climate pollution by investing in projects that reduce or remove emissions elsewhere. But climate scientists and activists say the instruments, including those based on forests, aren’t generally effective at mitigating climate change, despite decades of experimentation and improvement. They point to forest fires – which are increasing in severity partly due to climate change – as a big reason. Grayson Badgley, research scientist at CarbonPlan, a U.S.-based nonprofit, said it’s a “risky bet” to count on trees – temporary stores of carbon – to compensate for the carbon dioxide released by burning fossil fuels that stays in the atmosphere for centuries.
In 2018, Mosaic, a logging company, and its partners committed to stop cutting down trees in the project area and instead protect them for 30 years. The company is measuring the tons of additional CO2 stored and the forestry-related emissions avoided, and packaging each of those as a carbon credit for sale to companies or individuals looking to offset their carbon footprint. Each credit represents one ton of CO2 removed or not added to the atmosphere.
The project has already issued 1.4 million credits, an amount equivalent to the total emissions of Sierra Leone in 2021. They’ve been bought by U.K.-based AI company Dataiku, global insurance firm Aspen and the American Institute for Foreign Study, a travel and insurance company, among others, according to Bloomberg Green analysis of public data. There’s currently no information to indicate any of those companies’ credits have been impacted by this year’s fire.
Under the rules of the offset registry Verra, whose standard Mosaic uses, the company has 30 days to report any damage to its forests and up to two years to submit a “loss report” detailing its impact. As a type of insurance mechanism against wildfires and other risks, project developers must contribute a portion of their credits to what’s known as a buffer pool. If disaster strikes and impacts a project’s carbon inventory, the standard states that an equivalent number of credits are taken out of the pool.
BigCoast’s buffer pool is 15.5% of its issued credits, Mosaic said. But none of these are earmarked for natural risks like extreme weather, pest outbreaks and fire, according to project documentation. That’s because the company evaluates that risk – calculated according to a matrix of significance and likelihood – to be zero.
That assessment is “mind-boggling,” said William Anderegg, director of the Wilkes Center for Climate Science and Policy at the University of Utah. Fires are a “really dramatic risk” that forest offset projects face, he said, along with other risks such as drought stress and insect outbreaks.
Mosaic said its risk assessment is based on the fact that “the project is geographically and ecologically diverse and distributed,” meaning the likelihood of widespread damage due to fires or something else measures as “insignificant.”
Under Verra’s rules, credits allocated against other risks can backstop a fire incident, but in the long run this could have a serious impact on the insurance efficacy, Anderegg said. If wildfires eat up more than was budgeted, that has “very real impacts on whether these projects are likely to succeed over a century,” he said.
A team of researchers led by Barbara Haya at the University of California at Berkeley’s Goldman School of Public Policy recently identified a set of shortcomings in carbon offset registry methods, like those used by BigCoast, that could “critically undermine” their buffer pool policies. None take into account how climate change may increase fire risk, for example. In the U.S., CarbonPlan’s Badgley and a team of researchers found California’s buffer pool to be “severely undercapitalized.”
Verra relies on “the historical likelihood of an event occurring” to guide its buffer pool policies, said company spokesperson Joel Finkelstein. The company is set to update its insurance tool later in the summer to better account for changing risks due to climate change.
Canadian offset developers across the country are nervous about the rest of the fire season. “This is a wake-up call,” said André Gravel, chief executive of Société de gestion d’actifs forestiers (Solifor), which runs the Monet Forest Conservation Project. “The frequency of fires is increasing,” he said.
“Everyone is very concerned and on high alert,” said Adrian Leslie, manager of a Nature Conservancy of Canada forestry offsets project called Darkwoods in British Columbia. The group said approximately 4,485 hectares of the project burned in 2021, or less than 10% of the total area. That equates to about 36,700 tonnes of CO2 being released, according to a preliminary estimate shared by Leslie.
“The IPCC has made it very clear that every ton matters, every year matters, every degree matters,” Kurz said. Wildfire risk is increasing and project developers must recognize and address this: “We have to bend the curve.”
Bloomberg’s Demetrios Pogkas contributed to this report.

Most Tree Planting Programs Are Not Eco-Friendly
When we clear-cut, it makes us feel guilty, and there are risks involved. Clear-cutting can affect our water quality, it increases the chances of flooding and landslides, and more. To make matters worse, it is common practice to put down herbicides to slow the growth of everything but conifers.
“In Canadian forestry, glyphosate-based herbicides have been used on over 96% of the forest area treated in the past decade.” ForestInfo.ca
To help repair the damage, people (sometimes even the logging companies themselves) do tree planting programs to replace the removed trees. However, while these programs do sometimes help in some ways, they are not perfect.
“You’re creating basically a sterile landscape,” said Paul Smith, who runs Botanic Gardens Conservation International, an umbrella group that works to prevent plant extinctions. “If people want to plant trees, let’s also make it a positive for biodiversity.” Tree Planting Is Booming. Here’s How That Could Help, or Harm, the Planet.
1. Tree planting programs do not diversify tree age
Most (if not all) tree planting programs plant trees of the exact same age, which is not healthy for the forest. Doing it that way has them all competing at the same time, so they all focus on growing tall as fast as possible. This leaves discarded branches on the bottom end of the trunk that is perfect fuel for a forest fire.
In a forest normally, trees are various heights and sizes, which creates a varied canopy with gaps that give opportunity for new growth. As well as all that, the matriarch trees will make room for their seedlings, send more nutrients, and tell them how to deal with stresses.
Now, some groups are going in and girdling the tree. That is when you cut a ring into the bark, which slowly kills it. This gives the tree enough time to send nutrients back into the forest, and killing it reduces the stress on the other trees by opening the canopy. That gap will allow more light in, allowing the other trees to slow down.
2. Species Selection
When replanting, companies often only plant the species of trees they want to cut down in the future, ignoring all the mosses, fungi shrubs, and everything else that was killed during the deforestation process.
Sometimes, the species are not even native to the area, and instead people are picking trees they think would be the most valuable, and they either can not make it in the climate, or they could be invasive.
3. Planting Where It Is Not Necessary
Sometimes, tree planting programs head into places where there were never trees to start. They mean, well, but it is the wrong type of vegetation for the area. The first may actually cause more carbon, while the second could spread invasive species, or take valuable nutrients away from native plants.
"Savannas and natural grasslands may have relatively few trees, critics noted, but these regions already hold plenty of carbon in their soils. When that carbon is accounted for, the carbon uptake benefit from planting trees drops to perhaps a fifth of the original estimate." Why planting tons of trees isn’t enough to solve climate change
___
So what is the answer for spaces already clear-cut? Rewilding might be it! This is a hot topic term in the UK as they try and bring forests back and reverse many years of damage.
Instead of just thinking about how to set up the forest so you can cut it down in the future, you instead think about how you can repair the forest just enough that you can let it heal.
That means nurturing all the removed vegetation (not just ones that offer future profit) and bringing back wildlife.
“Rewilding is a progressive approach to conservation. It’s about letting nature take care of itself, enabling natural processes to shape land and sea, repair damaged ecosystems and restore degraded landscapes. Through rewilding, wildlife’s natural rhythms create wilder, more biodiverse habitats.” Rewilding Europe

The Canadian Forester: Nurturing Forests for a Sustainable Future 🌲
Forestry, the science and practice of managing forests, plays a vital role in Canada's natural landscape and economy. At the heart of this crucial field lies the Canadian forester, a dedicated professional trained to ensure the responsible stewardship of our forest resources. Let's delve into the world of Canadian foresters and explore the essential role they play in shaping our forests' future.
While the term "Canadian forester" encompasses various professionals with diverse backgrounds, the Canadian Institute of Forestry (CIF) has established standards that outline the knowledge and expertise expected of a professional forester. With approximately 12,000 foresters in Canada, a significant portion being CIF members, these experts contribute their skills in government agencies, private companies, and non-profit organizations.
The responsibilities of Canadian foresters are multifaceted and impactful. Here are some key areas where their expertise shines:
1️⃣ Forest Management: Canadian foresters develop and implement comprehensive plans to ensure the sustainable management of forests. This includes activities like timber harvesting, wildlife management, and promoting ecosystem health.
2️⃣ Forest Inventory: Conducting surveys and assessments, foresters evaluate the quantity and quality of forest resources. This valuable data helps shape forest management plans and monitor the well-being of our forests over time.
3️⃣ Forest Protection: Foresters play a crucial role in safeguarding forests from threats such as pests, diseases, and wildfires. They also contribute to mitigating the impacts of climate change on forest ecosystems.
4️⃣ Forest Recreation: Enhancing our connection with nature, Canadian foresters develop and manage recreational opportunities within forests. They create avenues for activities like hiking, camping, and fishing, allowing Canadians to appreciate and enjoy the beauty of our forests.
Embarking on a career in forestry requires proper education and training. Pursuing a degree in forestry or a related field from an accredited institution is an essential step. Numerous universities and colleges across Canada offer recognized forestry programs. To further establish expertise and credibility, aspiring foresters can pursue certification through the CIF's program.
The demand for skilled Canadian foresters is anticipated to grow in the coming years as sustainable forest management practices gain prominence. With increasing challenges posed by climate change, forest protection, and the need for sustainable resource use, the role of foresters is more critical than ever.
Forestry offers a rewarding career that allows individuals to work in harmony with nature, make a positive impact on the environment, and contribute to Canada's green economy. If you are passionate about the outdoors, conservation, and sustainable resource management, consider exploring the vast opportunities that await you in the field of forestry.

Canada Wind Power Market: 4.63% CAGR Growth Expected by 2028
Canada Wind Power Market is expected to grow owing to growing public awareness and support for renewable energy, along with concerns about climate change throughout the forecast period.
According to TechSci Research report, “Canada Wind PowerMarket – By Region, Competition, Forecast and Opportunities, 2018-2028”, Canada Wind Power Market is expected to register robust growth during the forecast period. Government policies and incentives at both the federal and provincial levels play a significant role in driving the wind power market. Programs such as Renewable Portfolio Standards (RPS), Feed-in Tariffs (FIT), and tax incentives provide financial support and regulatory frameworks for wind energy projects.
The Canadian government and several provincial governments have set ambitious renewable energy targets and implemented policies to support the growth of wind power. These policies include Renewable Portfolio Standards (RPS), Feed-in Tariffs (FIT), and Renewable Energy Credits (RECs), which provide incentives and regulatory frameworks for wind energy projects.
Based on application, the Industrial segment is expected to dominate the market during the forecast period. The mining sector in Canada involves extracting various minerals and resources, such as metals, minerals, and fossil fuels. It often operates in remote locations with limited access to the grid. Wind power can be a viable solution for remote mining operations, where the cost of grid extension is prohibitive. Wind-diesel hybrid systems are increasingly used to power mining sites, reducing reliance on diesel generators. The mining industry's adoption of wind power aligns with its growing focus on environmental sustainability and reducing greenhouse gas emissions. Oher industries, such as forestry, oil and gas, and chemical processing, also utilize electricity for their operations. The adoption of wind power in these segments varies depending on factors like location, energy needs, and environmental goals.
Wind power can be an attractive option for industries looking to reduce their carbon footprint and reliance on fossil fuels. Many companies in these sectors are investing in renewable energy projects, including wind farms. Overall, the industrial segment in the Canadian Wind Power Market is diverse, with each industry having unique energy requirements and motivations for adopting wind power. The trend toward sustainability, environmental responsibility, and cost savings is driving increased adoption of wind energy across these industrial sectors, making it an essential component of Canada's clean energy transition. No, it literally doesn't.
If you knew even a shred of why these wild fires keep happening, you'd realize nothing else matters besides forest management and the logging companies.
It's amazing how many people who know fuck all about this topic come out and start thinking they have a solution for this just because the east coast is getting the same treatment the western states (specifically the PNW) have been enduring every year. Every. Year. The same thing happens here. Why? The logging companies and bad forest management.
By just touting "it's climate change!" you're doing nothing but playing into the hands of those responsible for this. It's a sickly level of Green Washing done on behalf of those who have names, addresses, and job titles who are actively contributing to the conditions that cause these wildfires.
If you really want to call your reps, start asking them things like "When are we going to support more modern and effective methods of forestry management?" "When are we going to hold foreign and domestically owed logging companies accountable for creating conditions that cause forest fires?" "When are we going to start holding the Canadian government responsible for their active encouragement of conditions that lead to these wild fires"?
US Folks: Call your rep today!
Right now, Thursday June 8th, Washington DC is under an air quality emergency due to wildfire hundreds of miles away. I just got hit with the same disaster, so I can tell you: Unbearable stink, burning eyes and throat, apocalyptic orange skies, pollution numbers three times the immediate danger level.
This is horrible, but it creates an interesting political opportunity. Take a page out of our enemies’ playbook and never let a crisis go to waste!
The House and Senate are in session, so they and their staff are in town. They are enduring the pain of climate change firsthand, perhaps for the first time in their lives.
Call them today, and say something like, “Look out the window! Look at what climate change is doing! What are we going to do about reducing carbon emissions and mitigating the effects of climate change?”
Leave your name and town, if you are comfortable doing so, to prove that you are a constituent.

The Canadian government has announced investments of nearly $15 million for the set up of greater than 2,350 electric automobile chargers, together with 2,a hundred throughout the Greater Toronto Area.
As a specialist in forestry financing, I, unfortunately, too usually see contractors select their financing partner for the acquisition of a brand new piece of apparatus based on straightforward financing and low interest rates. But that only represents a small a half of a business’ expenses compared to maintenance, productivity and a supplier’s ability to properly serve their clients (e.g., giant half inventory for breakdowns, an available service staff, efficient gear, and so on.). “As an organization that provides financing options focused on the United Nations Sustainable Development Goals, we firmly imagine that electric transportation not solely positively impacts our environment but can finally enhance our quality of life. Therefore, a difference of 1 per cent in an rate of interest could have little or no impact on your money outflows. On the other hand, a six-month amortization difference may represent five to 10 occasions the one per cent difference in interest rate. The similar is true for the preliminary deposit, though it immediately impacts the company’s working capital. In quick, generally, an excessive amount of significance is given to the interest rate in comparability with the construction and choosing the right financing associate. A few lines in business news last week marked the emergence of a new powerhouse in Canada's forestry sector, as a company called Paper Excellence officially gobbled up Montreal-based Resolute Forest Products.
After 15 years of buying up Canadian pulp, paper, and lumber mills, Paper Excellence is now the largest paper mill in the country, with about 20 percent of all mill capacity—50 percent more than its closest rival, Canfor, according to data from pulp-market analysts TTOBMA.
But for such a major player, Paper Excellence is remarkably quiet about the inner workings of its business.
Who exactly runs the company? Who is Jackson Wijaya, the elusive founder and CEO, from whom it borrows billions of dollars to fund its acquisitions, and what does it plan to do with the nearly 22 million hectares of Canadian forest it now manages--an area four times the size of Nova Scotia?
The answers are hugely important for one of Canada's most iconic natural resources, its immense tracts of forest.
"Jackson Wijaya established Paper Excellence… with a dream to build a strong business in the pulp and paper industry in the Americas and Europe," the company said in a statement to CBC and five other media outlets last week, and is to create and develop a healthy and sustainable business."
But a months-long investigation by CBC News, in collaboration with Canadian and international media partners as part of a wider look at the global forestry industry by 40 media outlets under the umbrella of the Washington-based International Consortium of Investigative Journalists, has found that reality and rhetoric often don't align.
The people behind or associated with Paper Excellence appear to have a pattern of using thickets of corporations, including in tax havens, to effectively shield transactions and assets from public and government scrutiny.
The company won't open up about its past financing, some of which was facilitated by the China Development Bank, which is owned by the Chinese government.
CBC's investigation also found leaked records and insider accounts that show that Paper Excellence, at least until a few years ago, appeared to have been closely and secretly coordinating business and strategy decisions with Asia Pulp & Paper, one of the world's biggest pulp and paper players, which has a track record of environmental destruction.
"It's not normal for a company that has such a huge impact on such a vast area of forests, which goes to the heart of Canadian identity in so many ways… "A company with such impact wouldn't have transparency," said Shane Moffatt, head of the nature and food campaign with Greenpeace Canada.
Ask Greenpeace or any of a dozen environmental groups why they're concerned about Paper Excellence, and they link it immediately to a conglomerate called Sinar Mas. Owned and run by a billionaire Indonesian family of Chinese origin, the Wijayas family has interests in palm oil, real estate, financial services, and a controlling stake in Asia Pulp & Paper (APP).
Sinar Mas and its subsidiaries have been the target of environmental advocacy groups for years, with reports of tropical rainforest clearing, peatland destruction, and "extensive ties" to companies linked to fires and deforestation in Indonesia.
In 2007, APP lost its sustainability certification from the Forest Stewardship Council "because of substantial, publicly available information that APP was involved in destructive forestry practices," the FSC said. It has never regained it.
And that's where it gets tricky. Paper Excellence's official founder and CEO, Jackson Wijaya, is the grandson of the tycoon who created Sinar Mas in the 1960s and has held numerous positions with Sinar Mas, including as a director of an APP China holding company and offshore corporations set up in the tax haven of Barbados.
In return, he's benefited from his family's wealth and financial connections.
The first Canadian mill acquired, in Meadow Lake, Sask., in 2007, operated under the Sinar Mas banner for several years; the mill's website said it had been purchased by an Indonesia-based company in 2008; Paper Excellence was incorporated in the Netherlands next year; it was still a fledgling company, yet it received a $17-million US loan at near-zero interest from family-owned Bank International Ningbo.
Now, 16 years later, Paper Excellence insists there are no ties between the two sides.
"Paper Excellence is owned solely by Jackson Wijaya and is completely independent of Asia Pulp & Paper," it said in a statement to the CBC and its media partners last week, "and has never been or is the ultimate owner or controller of any of the companies in Paper Excellence."
That air of independence is important to its business. Most of Paper Excellence's operations have some kind of FSC certification, which enables a pulp-and-paper company to command higher prices for its output and attract environmentally conscious brands, which are shown to be a branch of the disqualified APP Excellence and could put its certification at risk.
The company's claims of independence are also impossible to verify as a private corporation, and despite saying it's Canadian-based, its ownership chain actually traces through companies set up in the Netherlands, Malaysia, the Malaysian offshore jurisdiction of Labuan, and two shell companies in the British Virgin Islands.
CBC and its media partners, including Glacier Media in B.C., the Halifax Examiner, Radio France, and the French newspaper Le Monde, twice asked Paper Excellence to provide some kind of proof of who really owns its company; it did not.
Behind the scenes, though, there is evidence that Paper Excellence and Asia Pulp & Paper have worked cheek by-jowl on everything from regulatory submissions to supply and pricing, at least until a few years ago.
Emails and internal company documents first obtained by the Halifax Examiner show there was close cooperation between APP staff in China and Paper Excellence personnel over a relatively short period of time in the late 2010s; these are not necessarily indicative of either company's practices today.
In 2017, for instance, Paper Excellence's Vancouver-based sales executive Edwin Widjaja emailed a vice president at APP in China, asking for information on how much he should charge a potential client for a kind of wood pulp known as unbleached kraft, or UKP.
The reply came quickly, in the form of a directive now: "Don't sell any UKP to non-sister mills," the APP executive wrote first, while we decide in a couple of days on what to do for 2018, and please don't commit to any long-term contracts till we get our UKP study done."
The next year, a sales executive for Paper Excellence's two mills in France had an email exchange with the same APP vice president in China, also about unbleached kraft, and asked for a monthly breakdown of how much one of the French mills was going to produce, so "we can plan ahead of time how to introduce this new pulp to our customers."
The exchanges blur the line between corporate entities that are supposedly independent, which is a red flag, according to Ottawa-based competition expert Keldon Bester.
"That kind of language is red meat for antitrust enforcers," he said to your competitors about quantity and distribution."
The leaked records were provided to the Halifax Examiner and later to CBC by a source who said that Paper Excellence's real nerve centre wasn't in Richmond, B.C., but in Shanghai, in the same offices as APP; in fact, at the time, Paper Excellence's entire back office, including the teams handling legal, accounting, finance, and market analysis, was run by APP, and there were no boundaries between staff working for one or the other company.
The source said, for example, that the sales manager for Paper Excellence's subsidiary in France attended strategy meetings at APP's Shanghai offices with other APP teams from Asia and Europe.
"It's extremely nebulous; you never know who's working for who," another former executive at that French subsidiary told CBC's reporting partner Le Monde, on condition of confidentiality because he still works in the industry.
But an employee who worked for APP for nearly a decade said that didn't reflect his experience, which was that APP and Paper Excellence were "pretty well siloed."
However, records show APP employees seem to have handled important Paper Excellence business outright with outside lawyers, and the in-house legal department stickhandled submissions to Chinese antitrust authorities when Paper Excellence wanted to buy the Eldorado pulp mill in south-central Brazil; ironically, the drafts even went so far as to list APP as a competitor of Paper Excellence.
Paper Excellence did not respond to our inquiries about the above allegations.
APP said any suggestion that its staff have worked on behalf of or alongside Paper Excellence is wrong and has not shared confidential information with Paper Excellence nor have its employees engaged in any work with Paper Excellence," the company said in response to questions from CBC and its media partners.
Bester said the Competition Bureau's process doesn't provide much opportunity for the public to know what a company did or didn't disclose.
"If the bureau has been misled or things have been omitted that are relevant to the competition analysis, the bureau would be extremely interested in knowing that for sure because we don't know what they were and were not provided with."
It takes billions of dollars to build a new, world-class pulp mill. Paper Excellence's expansion in Canada deliberately took a different tack. Its early acquisitions initially under the Sinar Mas banner, and later in its name were older, often shuttered or insolvent mills in B.C. and Saskatchewan.
But then there were costs for upgrades and repairs, and the company's ambitions grew.
By 2012, Paper Excellence sought big financing which came in the form of a credit of $1.25 billion US obtained from a Chinese government-owned bank.
CBC's investigation has revealed that the China Development Bank had mortgages with a debenture for that amount on three Canadian pulp mills owned by Paper Excellence starting in August 2012 as part of the security for financing that was repayable on demand.
Paper Excellence would not answer questions about how much of that credit it drew on, nor why it sought financing through a Chinese government-owned bank.
The loan was typical of many of the bank's investments at the time, said Rebecca Ray, a senior academic researcher at Boston University's Global Development Policy Center and China Development Bank.
"The kind of very large-scale financing that you were talking about in 2012 for raw commodity production, that comes as no surprise to me in that's the same kind of financing in those years that we see to major commodity producers around the world … as China is establishing the supply chains that it needs to support its new cities."
The discharge of the loan also corresponds to a time frame when the China Development Bank was pulling back from large loans to natural resource companies. This was in favour of the government's revised policy of smaller, more strategic lending, she said.
Throughout 2020, the mortgages on the Meadow Lake, Mackenzie, and Howe Sound mills were discharged and replaced with loans from two Indonesian government-owned banks, Bank Mandiri and Bank Negara Indonesia, which can now be repaid as needed.
The financing to Paper Excellence is the only time the China Development Bank or the Indonesian banks have registered any mortgages in British Columbia, the province's land records show.
The company didn't directly answer why it chose to finance in this way. "Paper Excellence constantly reviews market conditions and market circumstances in determining its financing strategies/options," the company said last week.
"To see that one of the biggest forestry players on Crown land in eastern Canada is an Indonesian giant, formerly financed by China, is not reassuring to us. We do not want to plunder our forests here in Quebec," said Daniel Cloutier, executive director of the Unifor local that represents unionized workers at Resolute and Domtar.
Lumber and forestry have long been of interest to China, and the China Development Bank often plays a key role in advancing the country's goals, says Margaret McCuaig-Johnston, a former top official in the federal government's Industry and Natural Resources departments, and an expert on China.
"It's often one of the first organizations in the door when China wants to enter a market and acquire resources in another country," McCuaig-Johnston said.
McCuaig-Johnston said companies owned by foreign interests with Chinese partners could decide to export their production to China and Indonesia.
"The reason Canadians should care is that we have seen in China's behaviour in other resource companies that they will often export all of the product to China for China's use," she said. "Canada needs its products from its natural resources and we need to be assured that we will have access to them."
