کینیڈا نے غیرملکی طلب�� کو دو سال کے لیے ویزوں کے اجرا کو محدود کرنے کا اعلان کرتے ہوئے اس کی وجہ سے ملک کے اندر رہائشی سہولتوں کی کمی بتائی ہے۔ برطانوی خبر رساں ادارے روئٹرز نے حکومتی اعداد و شمار کا حوالہ دیتے ہوئے بتایا ہے کہ پچھلے برس کینیڈا نے 10 لاکھ سٹوڈنٹ پرمٹ جاری کیے جو عشرے کے دوران جاری ہونے والے پرمٹس کے مقابلے میں تقریباً تین گنا تھے اور تازہ اعلان سے پرمٹس میں تین گنا تک کمی آنے کا امکان ہے۔ کینیڈا کے وزیر برائے امیگریشن مارک ملر کا کہنا ہے کہ حکومت طلبہ کے لیے جاری ہونے والے پرمٹس میں دو سال کے لیے کمی لا رہی ہے اور 2024 میں تقریباً تین لاکھ 64 ہزار ویزے جاری کیے جائیں گے۔ اس نئے اقدام سے غیرملکی طلبہ کے پوسٹ گریجویٹ ورک پرمٹ میں بھی کمی آئے گی اور اس میں ایسی تجاویز بھی شامل ہیں جو انہیں اپنے ملک واپسی کی ترغیب دلائیں گی۔ کینیڈا میں مستقل رہائش اختیار کرنے کے لیے سٹوڈنٹ پرمٹس کو ایک آسان راستے کے طور پر دیکھا جاتا تھا۔ اب ماسٹرز یا پوسٹ ڈاکٹریٹ پروگرامز میں حصہ لینے والے افراد تین سال کے ورک پرمٹ کے اہل ہوں گے۔ مارک ملر کا یہ بھی کہنا تھا کہ ’دوسرے ممالک سے تعلق رکھنے والے طلبہ کے شریک حیات، جنہوں نے انڈرگریجویٹ اور دوسرے کالج پروگرامز میں داخلہ لیا ہے، وہ مزید اس کے اہل نہیں رہیں گے۔‘ ان کے مطابق ’2025 میں سٹڈی پرمٹ کی منظوری رواں سال کے آخری میں جانچ پڑتال سے مشروط ہو گی۔‘
حکومت نے یہ قدم کیوں اٹھایا؟ کینیڈا گزرے چند برس کے دوران ایک ایسے ملک کے طور پر ابھر کر سامنے آیا اور مقبول ہوا جہاں پڑھائی کے بعد ورک پرمنٹ نسبتاً آسانی سے مل جاتا جاتا ہے۔ تاہم دوسرے ممالک کے طلبہ کی بہت زیادہ آمد کے بعد وہاں کرائے کے اپارٹمنٹس کی قلت پیدا ہوئی ہے اور دسمبر کے دوران پچھلے برس کی نسبت کرایوں میں سات اعشاریہ سات فیصد دیکھنے میں آیا۔ ملک میں اشیا کی قیمتوں میں اضافے سے وزیراعظم جسٹن ٹروڈو کی مقبولیت بھی متاثر ہوئی ہے اور حزب اختلاف کنزرویٹیو کے رہنما پیئررے پائلیور اگلے برس ہونے والے انتخابات سے قبل رائے عامہ کے جائزوں میں ان پر سبقت حاصل کر چکے ہیں۔ رہائشی مقامات کے کرایوں کے بحران کے علاوہ حکومت کی جانب سے کچھ اداروں کے تعلیمی معیار پر بھی تشویش کا اظہار کیا جا رہا ہے۔
کون متاثر ہو گا؟ بین الاقوامی طلبہ کینیڈا کی معیشت میں ہر سال تقریباً 16 ارب 40 کروڑ کا حصہ ڈالتے ہیں اور تازہ اقدام سے ان تعلیمی اداروں کو نقصان کا سامنا کرنا پڑ سکتا ہے جنہوں نے ملک کے کئی علاقوں میں طلبہ کی آمد کی امید پر کیمپس کھول رکھے ہیں۔ سب سے زیادہ طلبہ ملک کے سب سے زیادہ گنجان آباد صوبے اونتاریو کا رخ کرتے رہے ہیں اور حکومت کے تازہ اقدام سے یہ خدشہ پیدا ہوا ہے کہ وہاں ریستورانوں اور خوراک سے متعلق دوسرے کاروباروں کے لیے عارضی کارکنوں کی کمی درپیش ہو گی۔ ایک لابی گروپ نے پچھلے ہفتے روئٹرز کو بتایا تھا کہ کینیڈا بھر میں ریستوران مجموعی طور پر ایک لاکھ کے قریب کارکنوں کی کمی سے دوچار ہیں اور 2023 کے دوران فوڈ سروس انڈسٹری میں تقریباً 11 لاکھ کارکنوں میں سے چار اعشایہ چھ فیصد دوسرے ممالک کے طلبہ تھا۔ نئے طلبہ کی آمد سے کینیڈین بینکوں کو بھی فائدہ ہوتا رہا ہے کیونکہ ہر طالب علم کے لیے ضروری ہے کہ اس کے پاس کے پاس 20 ہزار کا گارنٹیڈ انویسٹمنٹ سرٹیفکیٹ ہو، جو طالب علم کے اخراجات کے لیے جمع کرانا ضروری ہوتا ہے۔ غیرملکی طلبہ میں سب سے زیادہ تعدداد 40 فیصد کے ساتھ انڈیا کی رہی ہے جبکہ چین دوسرے نمبر پر آتا ہے اور اس کے طلبہ کی تعداد 12 فیصد تک ہوتی ہے۔ ٹورنٹو یونیورسٹی کی جانب سے ایک بیان میں کہا گیا ہے کہ وہ ہر مرحلے پر حکومت کے ساتھ کام کرنے کو تیار ہے کہ سٹڈی پرمٹ سے متعلق مسائل کو حل کیا جا سکے۔

hello!! idk if you're from the US, but if that's where you're moving from, make sure you do EXTENSIVE research on the financial aspects of living abroad. there are a lot of really stupid (and sometimes nit-picky) rules that you'll have to take care to adhere to. also you'll still pay US taxes (the annual kind) even tho you're abroad :( Evan Edinger on youtube has some good videos that can serve as a jumping off point for expat financial topics.
