DIGOS CITY, Davao del Sur, Jan. 29 (PIA) – Governor Douglas Cagas has recently sealed a memorandum of agreement (MOA) with multi-sectoral stakeholders, which outlines the operationalization of the Davao del Sur Provincial Local Governance Resource Center to cater to the needs and concerns of the former rebels in the province.
The DDS-PLGRC will also be known as the “Katuparan Center” which will serve as the capacity development center for the former rebels and their people’s organizations.
As stipulated in the MOA, among the functions of the center is to reorient and reorganize the mindset of the underground mass organizations (UGMOs) of the CPP-NPA-NDF into more productive and self-sustaining people’s organizations.
It will also become a venue for the POs to be equipped with skills, knowledge, tools and equipment for a sustainable livelihood.
Mika-Chan Magtulis, provincial director of the Department of the Interior and Local Government (DILG) Davao del Sur, explained the need of developing the people’s organization of the former rebels for them “to become productive and self-sustaining by providing needed assistance or interventions coming from the government.”
The operationalization of the “Katuparan Center” is part of the implementation of the Tupad Pangako Program which is a joint endeavor of the provincial local government of Davao del Sur, DILG Davao del Sur, Philippine Army’s 39th Infantry Battalion and Davao del Sur Provincial Police Office (DSPPO), and the Mindanao Baptist Rural Life Center (MBRLC).
“I am now in my fifth term as governor of this province. Dili ko musugot na kaning pangako karon mapakyas (I will not allow this promise will fail),” Cagas stated in his message during the recent MOA signing ceremonies at the Davao del Sur Coliseum in Digos City.
The MOA has also formalized the creation of the Multi-Stakeholder Advisory Committee (MSAC) which will oversee the “Katuparan Center.”
The committee will be chaired by the Provincial Administrator of Davao del Sur and co-chaired by DILG Provincial Director.
Among the roles of the provincial government include the formulation of policies and guidelines and allocation of funds for the operationalization of the center.
On the part of the DILG Davao del Sur, it will monitor and evaluate the impact of the center and contribute in the development of good practices in the local governance and its replication.
The 10th Infantry Division of the Philippine Army through the 39th IB will conduct Community Support Program (CSP) and Peace Building Seminars, among others.
The MSAC is expected to initiate steps towards building their respective organizations as Knowledge Centric Organization and to contribute relevant local governance knowledge products to the center.
Magtulis underscored the involvement of various stakeholders, saying “the effective operationalization of the Davao del Sur PLGRC requires the active involvement, support and partnership among NGE’s, LGU’s, NGO’s CSO’s, resource institution in the various local governance stakeholders.”
The other members of the MSAC are: DSPPO; Bureau of Fire Protection; Technical Education and Skills Development Authority; Department of Trade and Industry �� Davao del Sur; Philippine Information Agency – Davao del Sur; Department of Education – Davao del Sur; Cor Jesu College, Inc.; MBLRC; and DavSur Chamber of Commerce and Industry.
The TPP, which was launched in October 2020, recently opened the way for 21 former rebels to acquire new knowledge and skills from a three-month livelihood training held at the MBRLC in Bansalan town.
The FRs received their certificates of graduation in the commencement rites on January 27, 2021 at the Davao del Sur Coliseum in Digos City, where the “Katuparan Center” MOA signing was also held. (PIA-XI/Carina L. Cayon)

If you work in tech or spend any amount of time with engineers, you’ve probably heard about “Scrum” and “Agile.” It’s a system mentioned in reverent tones by tech types and seems to have its own strange language. Terms like “planning poker,” “stand-ups,” and “sprints” are thrown about by its can all be a bit intimidating to the uninitiated. So, Buckle up, because we’re about to “sprint” through an intro to Scrum.
What do you mean by Scrum and Agile?
“Scrum” and “Agile” seem to be used interchangeably, but there is an important distinction.
Agile refers to a set of “methods and practices based on the values and principles expressed in the Agile Manifesto,” which includes things like collaboration, self-organization, and cross functionality of teams.
Scrum is a framework that is used to implement agile development. It relies on a self-organizing, cross-functional team.
Who Can Benefit From Scrum?
“Scrum can be used for any sort of complex project; the caveat is that it works best when there’s a concrete product being produced,
Scrum has been used by everyone from the FBI, to marketing agencies, to construction crews. Any time you’re producing some sort of product, be it software or an email campaign, Scrum can help you organize your team and get more work done in less time.
The People and Parts of Scrum
Within agile development, Scrum teams are supported by two specific roles. The first is a Scrum Master, who can be thought of as a coach for the team, helping team members use the Scrum process to perform at the highest level.
The product owner (PO) is the other role, and in Scrum software development, represents the business, customers or users, and guides the team toward building the right product.
The Scrum Master role involves the technical side of projects, while the product owner role involves the business side
Scrum utilizes short iterations of work, called sprints, and daily meetings, called scrums, to tackle discrete portions of a project in succession until the project as a whole is complete.
Scrum calls for four ceremonies that bring structure to each sprint:
Sprint planning: A team planning meeting that determines what to complete in the coming sprint.
Daily stand-up: Also known as a daily scrum, a 15-minute mini-meeting for the software team to sync.
Sprint demo: A sharing meeting where the team shows what they’ve shipped in that sprint.
Sprint retrospective:A review of what did and didn’t go well with actions to make the next sprint better.
Three Essential roles within Scrum
A scrum team has a slightly different composition than a traditional waterfall project, with three specific roles: product owner, scrum master, and the development team. And because scrum teams are cross-functional, “the development team” includes testers, designers, and ops engineers in addition to developers.
The product owner
Product owners are the champions for their product. They are focused on understanding business and market requirements, then prioritizing the work to be done by the engineering team accordingly. Effective product owners:
Build and manage the product backlog
Closely partner with the business and the team to ensure everyone understands the work items in the product backlog
Give the team clear guidance on which features to deliver next
Keep in mind that a product owner is not a project manager. Product owners are not managing the status of the program. They focus on ensuring the development team delivers the most value to the business. Also, it’s important that the product owner be an individual. No development team wants mixed guidance from multiple product owners.
The scrum master
Scrum masters are the champion for scrum within their team. They coach the team, the product owner, and the business on the scrum process and look for ways to fine-tune their practice of it. An effective scrum master deeply understands the work being done by the team and can help the team optimize their delivery flow. As the facilitator-in-chief, they schedule the needed resources for sprint planning, stand-up, sprint review, and the sprint retrospective.
Scrum masters also look to resolve impediments and distractions for the development team, insulating them from external disruptions whenever possible.
Part of the scrum master’s job is to defend against an anti-pattern common among teams new to scrum: changing the sprint’s scope after it has already begun.
Scrum masters are commonly mistaken for project managers. A scrum team controls its own destiny and self-organizes around their work. Agile teams use pull models where the team pulls a certain amount of work off the backlog and commits to completing it that sprint, which is very effective in maintaining quality and ensuring optimum performance of the team over the long-term. Neither scrum masters nor project managers nor product owners push work to the team (which, by contrast, tends to erode both quality and morale).

If you work in tech or spend any amount of time with engineers, you’ve probably heard about “Scrum” and “Agile.” It’s a system mentioned in reverent tones by tech types and seems to have its own strange language. Terms like “planning poker,” “stand-ups,” and “sprints” are thrown about by its can all be a bit intimidating to the uninitiated. So, Buckle up, because we’re about to “sprint” through an intro to Scrum.
What do you mean by Scrum and Agile?
“Scrum” and “Agile” seem to be used interchangeably, but there is an important distinction.
Agile refers to a set of “methods and practices based on the values and principles expressed in the Agile Manifesto,” which includes things like collaboration, self-organization, and cross functionality of teams.
Scrum is a framework that is used to implement agile development. It relies on a self-organizing, cross-functional team.
Who Can Benefit From Scrum?
“Scrum can be used for any sort of complex project; the caveat is that it works best when there’s a concrete product being produced,
Scrum has been used by everyone from the FBI, to marketing agencies, to construction crews. Any time you’re producing some sort of product, be it software or an email campaign, Scrum can help you organize your team and get more work done in less time.
The People and Parts of Scrum
Within agile development, Scrum teams are supported by two specific roles. The first is a Scrum Master, who can be thought of as a coach for the team, helping team members use the Scrum process to perform at the highest level.
The product owner (PO) is the other role, and in Scrum software development, represents the business, customers or users, and guides the team toward building the right product.
The Scrum Master role involves the technical side of projects, while the product owner role involves the business side
Scrum utilizes short iterations of work, called sprints, and daily meetings, called scrums, to tackle discrete portions of a project in succession until the project as a whole is complete.
Scrum calls for four ceremonies that bring structure to each sprint:
Sprint planning: A team planning meeting that determines what to complete in the coming sprint.
Daily stand-up: Also known as a daily scrum, a 15-minute mini-meeting for the software team to sync.
Sprint demo: A sharing meeting where the team shows what they’ve shipped in that sprint.
Sprint retrospective:A review of what did and didn’t go well with actions to make the next sprint better.
Three Essential roles within Scrum
A scrum team has a slightly different composition than a traditional waterfall project, with three specific roles: product owner, scrum master, and the development team. And because scrum teams are cross-functional, “the development team” includes testers, designers, and ops engineers in addition to developers.
The product owner
Product owners are the champions for their product. They are focused on understanding business and market requirements, then prioritizing the work to be done by the engineering team accordingly. Effective product owners:
Build and manage the product backlog
Closely partner with the business and the team to ensure everyone understands the work items in the product backlog
Give the team clear guidance on which features to deliver next
Keep in mind that a product owner is not a project manager. Product owners are not managing the status of the program. They focus on ensuring the development team delivers the most value to the business. Also, it’s important that the product owner be an individual. No development team wants mixed guidance from multiple product owners.
The scrum master
Scrum masters are the champion for scrum within their team. They coach the team, the product owner, and the business on the scrum process and look for ways to fine-tune their practice of it. An effective scrum master deeply understands the work being done by the team and can help the team optimize their delivery flow. As the facilitator-in-chief, they schedule the needed resources for sprint planning, stand-up, sprint review, and the sprint retrospective.
Scrum masters also look to resolve impediments and distractions for the development team, insulating them from external disruptions whenever possible.
Part of the scrum master’s job is to defend against an anti-pattern common among teams new to scrum: changing the sprint’s scope after it has already begun.
Scrum masters are commonly mistaken for project managers. A scrum team controls its own destiny and self-organizes around their work. Agile teams use pull models where the team pulls a certain amount of work off the backlog and commits to completing it that sprint, which is very effective in maintaining quality and ensuring optimum performance of the team over the long-term. Neither scrum masters nor project managers nor product owners push work to the team (which, by contrast, tends to erode both quality and morale).

The scrum team
