A Home Run for Self-Driving Vehicle Education in D.C.

In cities across America, access to transportation is important for people to move freely. Washington, D.C. is no different. Many residents across the District’s eight wards rely on public transportation to go to work, school, get food and more. Working closely with the city, Ford is focused on building a self-driving vehicle service that has the potential to improve people’s lives by providing additional access to a reliable, safe and convenient mobility service.
Outside of developing the technology, it is crucial we immerse ourselves in the communities where we will operate — not only to educate, but also to listen. Partners for Automated Vehicle Education found that 60 percent of Americans would trust automated vehicles more if they understood how the technology worked. People need to trust and find value in self-driving vehicles, and it’s up to us to educate them.
So we teamed up with the Washington Nationals Youth Baseball Academy, which is part of the nonprofit philanthropy arm of the Washington Nationals. The Youth Baseball Academy hosts a six-week summer program that focuses on baseball and healthy living, with an emphasis on STEM education. The goal is to give scholar athletes in the local community the opportunity to continue to learn, develop critical thinking skills and explore careers in STEM, so we were happy to team up.
While we had a live, immersive day planned for the scholar athletes at the Ford autonomous vehicle terminal in Ward 5, we needed to shift our plans due to COVID-19. Instead of an in-person event, we hosted a group of 50 students from fourth through eighth grade via a webcast to discuss how self-driving vehicles operate and opportunities they might take advantage of now to pursue a career in the self-driving vehicle space.

From our self-driving system provider Argo AI, these scholar athletes learned how the technology must mimic the most miraculous, complex creation of all time — the human body. A self-driving vehicle is designed to sense, think and move like the human body, with the structure and connectivity provided by its “skeletal nervous system” to make it all work. Most importantly, the group learned engineers have to teach the self-driving car to think and behave like a human driver, which is why our cars are on the streets of D.C. testing every day.

We also discussed opportunities students can take advantage of now to start developing skills for a career, including joining a robotics team, taking additional math classes or an online coding class, or even taking an art or design class, since building out the interior of vehicles is important to the customer experience.
The bright minds of a future generation of engineers, mathematicians, designers and scientists were eager and excited to share their thoughts about self-driving vehicles with the Ford and Argo AI team — and we came prepared to listen. Some students went to their drawing boards to design and engineer what they would like to see in a self-driving vehicle. Must-have features included a phone charger and holder, a screen to watch TV and/or YouTube, as well as a map, a microwave and snack compartment.
The scholar athletes hit it out of the park with a clear vision for how they see self-driving vehicles impacting their own community, providing additional access to mobility to go to the doctor, restaurants or the movies, as well as getting groceries:
“When they come out in the future, they will have a huge impact on the way we live. The cars will be quick, safe and helpful. It will make our lives much easier. In my community, there is not a lot around except for houses, the metro and a park. Self-driving cars can be especially helpful for people in my neighborhood who do not have cars. Since a lot of things are far away, we can take a self-driving car. The self-driving cars can take us places like grocery stores, restaurants and entertainment spots like the movies.” — Nala M., fifth-grader.
“Self-driving cars can be safer by having less car accidents. They can help the community by delivering groceries, dropping off people at the hospital or doctor’s appointment, taking goodies to the homeless and providing a reliable service to the elderly.” — Rashaad M., fourth-grader
The group also saw the potential for a self-driving vehicle to impact their lives personally and how they and their families move around the city, including going to school:
“If I had a self-driving car, I would use it to go to different places that are not in my neighborhood. I would also use it for when my mom takes me to school. We could take the self-driving car instead of having to wait for the next train or bus. This is how and why self-driving cars will give a huge impact to us in the future and in my community once they are fully developed and released.” — Nala M., fifth-grader
The impact of COVID-19 was top of mind for these scholar athletes. They asked a lot of smart questions to see how our testing had been impacted and how we are keeping people safe. Others explained how a service like this would be helpful in a pandemic:
“You could deliver food to help people who cannot go outside due to this pandemic. For example, order various carryouts from restaurants where you put the food in the car and when it arrives, the customer can come and get it. You can also go to grocery stores.” — Caden C., sixth-grader
Some business development-minded students in the group were eager to give us tips and leave us with words of encouragement:
“This invention is great. I believe the level of technique and technology you put in the car pays off. I also think you should take into consideration expanding… to pair up with bigger companies. Oh, the Places We’ll Go: Why Education Is Pivotal for Launching a Self-Driving Service
We were so impressed with the level of knowledge, engagement and feedback provided and can’t wait to see where these students go next. One of the program’s leads, Pete Harbolick, emphasized how the Nationals Youth Baseball Academy is important because it gives these scholar athletes a place they can go with all the resources to excel in school, to gain baseball and softball skills and knowledge, and to try new things that may pique their interests. “Hearing them ask when the next academy event is or say they’re sad it’s the weekend because they won’t see us for a few days really makes me feel the impact we’re having on them and in the community,” said Harbolick.
Educating and collaborating with the communities we operate in will continue to be a focus for us. Event: COVID-19 Situation Report and Reminders
On July 23, Panama’s Ministry of Health (MINSA) confirmed 56,817 cases of COVID-19.
The Municipality of Arraijan decreed a temporary dry law on weekends, starting July 24. The dry law runs from 7:00pm each Friday and continues until Monday at 5:00am.
On July 21, the Government of Panama announced total quarantine in the provinces of Bocas del Toro, Colon, and Chiriqui on Saturdays and Sundays. The curfew from Monday through Friday remains from 7pm until 5am.
Beginning Monday, July 27, businesses in Los Santos, Herrera, and Cocle provinces will be allowed to open businesses of car sales, private construction, and professional and administrative services. All businesses must meet biosecurity requirements.
Effective July 17, MINSA established new quarantine hours for the Panama and Panama Oeste provinces. Total quarantine begins on Friday at 7:00pm and ends on Monday at 5:00am. There is also a curfew from 7:00pm until 5:00am Monday through Thursday. Movement in these provinces remains restricted based on gender and ID number. Gender restrictions allow for movements as follows:
Women: Monday, Wednesday, and Friday
Men: Tuesday and Thursday.
These movement restrictions allow for a two-hour window, intended only for essential purchases, based on the last digit of each individual’s cedula number or passport number if an individual is not a citizen of Panama. U.S. Citizens in Panama should always carry their passports, and their Panamanian cedula if they have one. The two-hour windows are as follows:
Last number is 7 – 6:30 – 8:30am
Last number is 8 – 7:30 – 9:30am
Last number is 9 – 8:30 – 10:30am
Last number is 0 – 9:30 – 11:30am
Last number is 1 – 12:30 – 2:30pm
Last number is 2 – 1:30 – 3:30pm
Last number is 3 – 2:30 – 4:30pm
Last number is 4 – 3:30 – 5:30pm
Last number is 5 – 4:30 – 6:30pm
Last number is 6 – 5:30 – 7:00pm
There is a special window for those over 60 years old, regardless of cedula or passport numbers, between 7:00am and 10:00am (gender restrictions still apply).
Normal exceptions apply for holders of permission letters (salvoconductos).
Parents may take one child per family outside near their home or in the social areas of their apartment building during the two-hour window of the accompanying parent.
Exercises such as bicycling, running, and skating are permissible if done within one kilometer of your home, with a mask, and inside your two-hour window.
Private sector employees are required to enter their places of employment by no later than 8:00am. Public sector employees are required to enter by no later than 9:00am.
All other provinces have a curfew from 7 pm to 5 am, Monday through Sunday. Children are also free to move about from 4 pm to 7 pm, accompanied by a parent, guardian, or caretaker. The use of masks and social distancing are still required. This new flexibility does not permit social group activities, cultural events, festivals, visits to the beach, contact sports, or any other activity that violates social distancing. The Government of Panama still maintains security checkpoints on the roads and prohibits most interprovincial travel.
MINSA reminds citizens and residents of Panama that staying at home, not touching your face, and washing your hands frequently are the best means of prevention against COVID-19. It also requires the use of masks, even homemade ones, when in public.
The Embassy encourages everyone to prepare accordingly. Take the opportunity to stock up on any medicines and food supplies you may need to shelter in place in your homes for an extended period of time.
On July 17, the Government of Panama extended the suspension of international commercial passenger and domestic charter flights, originally announced on March 26, for an additional 30 days beginning July 22. The previous exceptions for cargo, humanitarian, medical supplies, medical evacuation, and vaccines remain in place.
On July 8, MINSA announced that Green Frog brand alcohol gel has been pulled from the market due to the content of toxic methanol. To report the sale or distribution of this product, call 512-9163 or 512-9170.
Effective June 8, Panama’s National Immigration Service opened and started a 90-day period during which foreigners may submit applications to maintain or adjust their immigration status in Panama without incurring fines. This applies to applicants whose immigration status expired between March 13 and June 7. For more details see www.migración.gob.pa.
On June 2, 2020, MINSA published a resolution stating that anyone leaving their residence must be wearing a mask that covers their nose and mouth. Any individual not wearing a mask is subject to possible detention and fine.
On June 1, the Government of Panama opened the second economic block. For more details about the Government of Panama’s plan to gradually reopen the economy, and the economic sectors opened in each block, see the infographic in this tweet from MINSA, also available with English translations on the Embassy’s COVID-19 Information page. The Government of Panama will evaluate every two weeks, but the date for opening additional business blocks remains unknown.
On March 19, the U.S. Department of State issued a Global Level 4 Health Advisory, advising U.S. citizens to avoid all international travel due to the global impact of COVID-19. The Centers for Disease Control and Prevention (CDC) has issued a Level 3 Global COVID-19 Outbreak Notice.
The Embassy is working on evacuation options via commercial humanitarian flights for those U.S. Citizens wishing to depart Panama. Please express your interest in consideration for potential evacuation flights by emailing: [email protected]. U.S. citizens who live in the United States should arrange for immediate return to the United States, unless they are prepared to remain abroad for an indefinite period.
On March 17, U.S. Embassy Panama suspended routine consular services. For emergency American Citizens Services, including emergency passports, please email [email protected]. For emergency visa services, email [email protected].
On March 14, the Department of State authorized the departure from any diplomatic or consular post in the world of U.S. personnel and family members who have been medically determined to be at higher risk of a poor outcome if exposed to COVID-19.
In response to the ongoing COVID-19 outbreak the Peace Corps has reduced/evacuated all Volunteers from Panama.
Schools and universities are closed nation-wide. Sporting events, festivals, and all gatherings larger than 50 people have been banned. Visit the local government COVID-19 website for updated information.
U.S. government personnel are restricted from non-essential domestic and international travel.
