The first shutdowns came the very next year, when the government closed on three separate occasions for a total of 28 days. The longest shutdown — 21 days — was in 1995, when President Bill Clinton and House Speaker Newt Gingrich found themselves at an impasse over domestic spending cuts. Government funding is designed to work through an annual process, with Congress passing a dozen different year-long appropriations bills designating funds by for each agency and program. The House and Senate must finish the appropriations process by Oct. 1, the start of the new fiscal year. When Congress doesn't meet that deadline, the government goes into a partial or full shutdown, depending on the number of agencies that still need funding. Sometimes funding gaps only last a few hours and do not last long enough to affect government operations. That is what happened last February. Congress passed a spending bill nine hours after the funding deadline passed. When shutdowns extend into work hours, non-essential federal employees are furloughed and a number of government operations, such as the process that verifies workers' legal status, halt. Which services stop also depends on whether it's a partial or full government shutdown. Currently Congress has funded about three-fourths of the government, so the ongoing budget impasse is technically a partial government shutdown. Data via the Congression Research Service. Sense of security: Essential government workers are also still on the job, though some might be working without pay until the shutdown ends. Air traffic controllers, the FBI, Boarder Patrol, Coast Guard, Transportation Safety Administration officers and most of the Department of Homeland Security will be working. Furloughs: More than 380,000 employees will be furloughed — including nearly all from NASA and Housing and Urban Development and 41,000 from the Commerce Department. About 16,000 National Park Service employees — 80 percent of the agency's workforce — will be furloughed. Also among those who will furloughed: 52,000 staffers at the Internal Revenue Service, slowing analysis and collection of hundreds of thousands of tax returns and audits. No park(ing): In the past, the vast majority of national parks were closed, but beginning with the last government shutdown in January, the Interior Department has tried to make parks as accessible as possible despite bare-bones staffing levels. Some are staying open thanks to funding from states and charitable groups. Locally, Canaveral National Seashore and the Castillo de San Marcos in St. Augustine are closed. Shutdown history: Shutdowns happened every year when Jimmy Carter was president, averaging 11 days each. During President Ronald Reagan's two terms, there were six shutdowns, typically just one or two days apiece. Before a three-day lapse in January, caused by Democrats' insistence that any budget measure come with protections for young immigrants known as "Dreamers," the most recent significant shutdown was a 16-day partial shuttering of the government in 2013. That one came as tea party conservatives tried to block implementation of President Barack Obama's health care law. NOWCAST Coming up Soon WMUR-TV Advertisement Dow Jones sees largest one-day point jump in history Market still on track for worst December since 1931 Updated: 10:39 PM EST Dec 26, 2018 Jess Moran NEW YORK — Following the worst Christmas Eve in New York Stock Exchange history, the Dow Jones Industrial Average jumped 1,086 points Wednesday, the biggest single-day increase in stock market history. The Standard & Poor’s 500 Index also gained 5 percent Wednesday. Advertisement >> Download the FREE WMUR app “Well, today’s rally, at least for one day, was pretty exciting,” said Marc Hebert, a certified financial planner and president of the Harbor Group Wealth Management & Financial Planning in Bedford. Hebert said it may just have been a matter of time before the markets rebounded. “I think what's happened is that the markets have been down so much over the last number of weeks, we were bound to get some sort of up day and this was one of them,” he said. Hebert said the exact reason for the success is hard to pinpoint. “The front news talks about the president talking about how much the stock market was a bargain,” he said. “I don't think it was that. I think there's some technical trading going on. I think people are ready to jump back in.” The market is still on track for its worst December since the Great Depression in 1931. “Volatility has been back in the last few months,” Hebert said. “We really had a long period of time where we didn't see any volatility, and this is really normal. We also are coming off a bull market that’s been the longest ever." During these times of uncertainty, Hebert advises thinking long-term. “I think as a long-term investor, you need to stay put,” he said. “You need to rebalance your portfolios and think of today as just a nice day.” The Dow is down more than 2,600 points for the month of December. Three trading days remain before the end of the year.
