Renovations: Perfect Circle and SCAPE

After vital restoration works, the iconic Grade 1 listed Westminster Hall – the oldest part of the Palace of Westminster – has been returned to its full glory so it can be appreciated for decades to come. Works to clean the hall’s 14th century hammer-beam roof internally; carry out essential repairs to the roof timber trusses; repair and restore the lead-covered roof lantern; install fire safety equipment, including an automated fire detection and voice alarm system; and install all cabling infrastructure for a future lighting scheme have now been completed.
Built environment consultancy Pick Everard – operating under Perfect Circle’s unique collaboration – provided project management services for the scheme, which was accelerated by SCAPE Consultancy, a direct award framework that drives collaboration, efficiency, time and cost savings.
Gary Buick, director at Pick Everard, which is one of Perfect Circle’s shareholders and founding partners, said: “Westminster Hall is a key thoroughfare to the Palace of Westminster and used by hundreds of people daily. Over the past few years, restoration and maintenance works have been carried out to ensure the hall remains safe for public use.
“The roof lantern atop the hall has been carefully dismantled and restored using traditional craftsmanship. Hidden since 2005, the ornate timber interior of the lantern can be seen once more.
“Not only can the public experience Westminster Hall in its original glory, but the beams and lantern shouldn’t require further conservation work for another hundred or so years, providing a lasting legacy for generations to come.”
The hall – which is deemed to be the gateway to the Palace of Westminster, a UNESCO World Heritage Site – was originally built in 1097 by King William II and later remodelled to include the magnificent hammer-beam roof by Richard II in 1393. It is the only part of the palace that survives in almost its original form, despite being ravaged by a fire in October 1834 and damaged by an incendiary bomb during the Second World War.
The uses of the hall have included great state occasions, tournaments, coronation feasts, state trials and even a marketplace. Notable historical events include the trials of William Wallace and Charles I and, in more recent years, ceremonial addresses by the Queen, Nelson Mandela and Barack Obama. Today, it continues to be used as the venue for lying-in-state royals, as well as a raft of events and public displays.
After the hall was bombed in the war, the roof lantern that sits atop the roof was rebuilt in the 1950s. In 2005, a temporary crash deck was installed to ensure the structure was safe, but which obscured the view of the lantern – limiting public appreciation for more than a decade.
Gary said: “As the roof lantern is a timber structure with lead cladding, cast lead detailing and internal timber panels, its restoration required a lot of specialist carpentry works. For health and safety purposes, we couldn’t put any additional weight on the roof so a complex, self-supporting scaffold bridge was constructed so work could be carried out.
“It was of great importance that the lantern remained true to its roots, so the original sand-cast lead was removed, melted down and re-cast using the same traditional method that was applied when it was made in the 1950s.
“Now the repair and restoration of the lantern is complete, the temporary crash deck has been removed, which has once again opened up its true magnificence to all walking through the hall.”
Westminster Hall’s grand roof, which was commissioned by Richard II in 1393, is the largest medieval timber roof in Northern Europe. It is home to 13 oak hammer-beams, weighing some 660 tonnes, that were largely manufactured off site and transported to Westminster by barges and horse-drawn wagons for assembly.
Gary said: “When essential repairs and cleaning were being carried out on the roof, 360 litres of dust was removed from each roof truss. A fully automated fire detection and voice-activated alarm system was also installed as part of the works. The equipment has been obscured from view – remaining sympathetic to the traditional design but updating the technology to suit modern standards and safety requirements.”
Part of the project’s vision was for Westminster Hall to remain open to the public throughout the construction works, subject to closures as a result of the coronavirus pandemic.
“One of the biggest challenges was to maintain health and safety and the operational requirements of the hall so the public wasn’t inconvenienced by the works,” said Gary.
“This involved installing large vinyl canvases that included photos of the windows before the temporary, complex scaffolding was put up. Not only did these cover up the supporting framework but, as lots of tourists visit the hall, it meant they could still experience the oldest parts of Westminster rather than seeing a construction site. “A lot of the work was also undertaken out of hours during evenings and weekends so as not to disrupt the sitting of the House of Lords and House of Commons.”

[Fic] “Whose Allegiance Is Ruled by Expedience” - Naruto

Note: This is set pre-canon, and hopefully I've included enough context clues about which canon character and part of the story line I threw at my OC businesswoman. :D (1,600 words)

There was a limit to how hidden any ninja village could actually be, even with the bulk of the active ninja out on missions at any given moment. It took a lot of resources to support that many soldiers, and even more to support all their support personnel. Grains and vegetables had to be grown and stored, animals raised and slaughtered, cloth woven, metals mined, waste removed, etc.
There was a lot of money in running a city on a constant, low-grade war footing, if you knew where to look and didn't mind the risk of invasion.
For those who didn't mind risk and who weren't encumbered by deep emotional ties to any one country, there was even better money in supplying missing-nin. Renouncing their political allegiances didn't let missing-nin renounce basic physical necessities, and Kuwa Natsume had rarely met a ninja who was willing to spend actual time and effort on practical logistics when they could subcontract the headaches out instead. The less of a pre-existing support structure they had, the more they were willing to pay to recreate it.
Twenty years of profits had let her buy and refurbish a very nice set of warehouses in her hometown of Asase: a quiet Fire Country harbor near the ruins of Uzushiogakure, popular with smugglers and missing-nin alike. In twenty more years? As long as she exercised some basic precautions, the sky was the limit, wasn't it.
The first trick was keeping the hidden villages from using her records to spy on her clients. Natsume managed that mostly via scrupulous compartmentalization: anything she and her staff didn't need to know, they carefully never learned, so there was no point questioning them for secrets they couldn't reveal. Her willingness to supply off-book missions for the hidden villages didn't hurt, either. Her company was far more useful as a neutral logistics resource than as a reluctant source of probably compromised information. (This didn't stop some ninja from following her staff to various dead-drops, but if her clients weren't alert to potential ambushes at inherent weak points, that wasn't Natsume's problem. Her contracts were explicit on that subject.)
The second trick, of course, was making sure her clients didn't start thinking of her as a threat instead of an asset. Again, compartmentalization helped. So did a track record of honesty and cost-effective results. She'd started small -- little things like food drops, clothing orders, finding convenient gaps in property claims where a hidden camp could go unnoticed -- and by now her reputation did a lot of the hard work for her. The remaining danger was the spice that kept her sharp.
And her latest potential client was certainly dangerous. Natsume had trained herself not to speculate on her clients' names, origins, or intentions, but she was sure this one could kill her in a breath if he wanted. She'd just have to make sure he never wanted to.
Natsume scanned the architectural plans that the missing-nin -- a tall man with paper-white skin, long black hair, and flashy earrings, probably attractive if you went for the sociopathic pretty-boy look -- had handed to her, sighed, and let the scrolled sheets roll back up with a rattling snap.
"Science labs aren't my thing, so I'll assume you know what you need on that front. The rest of it? That's a mess. You'll need a lot of water for a single base this size, let alone a whole series of them. Sound Country's a mess, but political disorganization won't stop farmers from poking around if you divert some streams; that's a nuisance I'm sure you'd prefer to avoid. If you release the used water to rejoin its original streams, you'll need good sewage treatment facilities or people will notice the contamination in the watershed; again, that leads to all kinds of inconvenience. And that's just the plumbing. I could go on about heating and ventilation, but we'd be here all day."
The missing-nin frowned, an expression conveyed more by the wave of frigid potential violence suddenly swamping Natsume's office than any tensing of his facial muscles. Natsume's pulse kicked up. Sweat prickled the edge of her hairline and the small of her back. Her breath caught and her knees wobbled. She didn't bother trying to hide any of that, but she didn't retreat or let her tongue loose, either. You had to let ninja make their little power plays, had to show you were scared -- missing-nin especially could get interested in people who seemed resistant to their skills -- but you couldn't actually knuckle under or you'd never get anywhere.
After an unpleasant minute, the missing-nin smiled and tucked away his killing intent. "I believe I was correct to come to you, Kuwa-san. How soon can you present me a revised set of plans?"
Natsume took a deep breath and forced herself to speak evenly. "That depends on how much you're willing to pay to expedite the process. Overtime hours aren't any cheaper for architects and engineers than for ninja, and yours isn't the only construction contract on our plate."
The missing-nin named a price.
Face carefully blank, Natsume ran a quick set of mental calculations. "Four days, pay half now and the rest upon completion of the contract. And then you should review them in the same room as my team, to save time with the inevitable corrections and additions. Shall we say nine in the morning, five days from now?"
"We shall." The missing-nin stood from his chair in a swift, graceful motion. "I look forward to the fruits of your labor, Kuwa-san, as well as to your continuing discretion. If I'm sufficiently impressed, I may consider signing a supply contract as well as a building contract. We could do business for many years to come."
Natsume smiled, dryly. "So long as you keep yourself alive, I'm happy to keep taking your money. Five days, nine o'clock. Please knock on the door instead of sneaking in so my staff don't have to waste an hour resetting all our alarms and traps."
The missing-nin offered what had to be a deliberately off-putting smile before dissolving into a pile of writhing snakes, which then dissolved into smoke that filled the room from floor to the high warehouse-style rafters.
Natsume waited a minute to be sure her knees had stopped shaking. Then she stood, flung open her window, and leaned out into the sun-drenched afternoon. For a good five minutes she breathed the clean, salt-scented air, watched a ship's crew carefully load and stow the myriad irregular shapes of its cargo, and listened to the irritable scream of gulls and steady rush and slap of waves against the harbor breakwater. Asase, her beloved town, living and growing again, forging new economic lifelines across the continent to replace the ones shredded and drowned by Uzushio's destruction.
Eventually she turned back to the dim interior of her office and said in a conversational tone, "You don't need to spy on me. I'm not going to report your boss to hunter-nin or cheat him on his plans. I don't even know his name. If you'd like to contribute to the design process, though? That could save your boss some valuable time when he comes to review our work."
The office was silent. The nondescript money pouch on her desk offered no clues; it could have appeared at any time, via any number of tricks. Ninja liked their dramatic gestures.
Natsume shrugged. If she'd been talking to an empty room, nobody would ever know. If the missing-nin had left a spy, maybe an extra body would turn up in the project room sometime over the next few days. Or maybe not.
Either way, she had better things to do than fret about ninja paranoia. Storage scrolls didn't order themselves, to say nothing of the copper ore she needed to move from Sand Country to Sky Country, the salt she needed to move from Sky Country to Fire Country, the subcontractor she needed to find for a massive bandage order, the numerous small farms whose pre-optioned output she needed to keep tabs on, and so on and so forth.
Natsume gathered the scrolled plans from her desk, and walked out through her secretary's office. "New client," she said in response to the young woman's curious glance. "Clear my afternoon until, mmm, three o'clock. This one needs a bit of personal attention to make the pieces snap into place, and you can handle everything except client meetings by now. I'll be in the drafting room if you run into any documents official enough that a forged signature won't pass inspection."
Her secretary sat straighter in her chair, looking both terrified and flattered. Smart girl: time to see if she'd sink or swim. Natsume was betting on the latter, but if not, she could smother any fires before they grew too large.
In the meantime, she headed down the hall to the bare, industrial room her chief architect and her chief engineer had claimed for their shared office and workspace. A missing-nin with this much money to throw around, planning for a truly ridiculous number of followers -- almost like he was trying to set up his own village -- most likely meant one of the hidden villages was in crisis. It probably also meant another shake-up in Sound Country. But that wasn't Natsume's concern. All she needed to know was whether the man would honor a contract, and the weight of the pouch in her hand gave her a good feeling on that front.
Whistling to herself, Natsume knocked on the drafting room door.

(I am pretty sure Natsume uses his company for shipping, since that's something she'd rather subcontract out to avoid headaches.)

If you aren’t aware, a few days ago there was a fatal fire in a council-owned high-rise tower in Kensington, in London. As a Londoner who lives relatively near there, and as a working class person, like most of the families who lived there, I have been pretty much consumed by the news on a daily basis. 
What happened at Grenfell Tower was completely avoidable, if the council and government did their jobs and put people’s lives before profits. Gentrification is a rampant issue in London, which means that prices sky rocket and the poorer citizens of London are forced to live in cheap old fashioned estates or high rises, whilst the rich are able to own several houses at once, one of which can house three families. 
Last year, Grenfell Tower was ‘refurbished’ at a cost of £8.7 million. However, this refurb was purely cosmetic, as middle class locals complained that the Tower was an eyesore. The refurb consisted of adding PLASTIC cladding to the outside of the building. It was this cladding that caused the fire to engulf the tower from the 4th floor up to the 20th within 15 MINUTES. 
A resident board last year brought to the council’s knowledge that LACK of fire alarms, fire doors, sprinklers, and the building consisted of ONE stairway.
One stairway, up to 24 floors. On each floor was an average of 6 rooms. With an average of three people per family, that amounts to an average of 432 people. Some families were of five, like the family of five on the top three floors, who are all missing and presumed dead.
A mother thew her baby out of the 10th floor window in an attempt to save its life. Miraculously, the baby was caught by a men on the ground floor. The fate of the mother is unknown.
At this point, 17 are confirmed dead, but there are hundreds still missing. A five year old boy was separated from his mother in the smoky corridor. 
We are angry. We are people who are forced to live in cheaply made, unsafe homes. Every single familiy in Grenfell who survived is now HOMELESS. 
I am angry. I have lived in poor parts of London my entire life, and I have accutely felt the Conservative government attempt to push poor people down. We are victims of social cleansing. They was money, so they buy properties poor families could lie in, and sell them to rich people who don’t even use them, forcing us to live on estates that were built in the 1940s. And then they blame US. 
Enough is enough. Please help the angry working class people of London find some answers, find justice, find homes, find their missing family members, and help us urn the tide.

Una vez mas en Mexico (One more time in Mexico
The temperature is somewhere between 75 and 80 degrees F. I am sitting at a table on a covered terrace facing the pool. Behind me, I can hear the waves of the Gulf of Mexico gently licking at the sand on the beach. The day began with some promise but now clouds are invading the sky and I doubt we will see much sun. Stil, I KNOW we won't see any f**king snow and that's a good thing.
We are presently in a little village near the nortwestern tip of the Yucatan Peninsula called Chelem. It is located on a long sandy spit just 11 kms from Progreso; a fairly well known sun destination.
We are ensconced in a large-ish studio apartment on the ground level of a beachfront villa. The villa features two one-bedroom apartments at the foot of the property beside the gate with the owner's residence situated at the beach end. The property is owned by a Canadian gentleman named Bob who happens to hail from Ottawa. The villa is nice looking and has promise but is in sore need of refurbishing. It happens to be up for sale and, after a little more than 36 hours in Chelem, I can say with certainty that we would not buy this, or any other property in Chelem,under almost any circumstances.
We flew out of Ottawa on Saturday February 18th. The weather was perfect. After a terrible aeroport breakfast of hard-poached eggs on a sliver of toast we arrived at our gate to see our plane at the gate a posted announcement that the flight was delayed by about 75 minutes 'at the request of Air Traffic Control'. The alarm bells begin to go off. You see, we were flying into Cancun and the Cancun aeroport is notoriously busy on Saturdays. It turns out that the volume on this particular Saturday was so great that Mexican authorities had requested (demanded??) that flights be delayed to spread out the traffic. Okay so no big deal. 
Our Westjet flight was one of those without any form of in-flight entertainment (unless, of course, you find listening to screaming children and watching frazzled parents entertaining). Instead, you have to download the Westjet app which allows you to access music, films, etc. Now I have, in fact, downloaded this app but, being dinosaurs from the Ikea age, this last thing we wanted to do was huddle over a 10-inch screen to watch a film we can barely hear. We had lots of reading material and we survived. For some inexplicable reason, the flight attendants handed us the wrong immigration forms to fill out before arrival. The ones they gave us were for Mexican nationals, were entirely in Spanish and did not include the mandatory visa portion. So we had to fill out new forms in the (barely) controlled chaos of the terminal. Then the fun really began.
Our plan was to rent a car and immediately set out for a town called Rio Lagartos, situated roughly halfway between Cancun and Chelem, which is the home of Mexico's world famous and justly popular pink flamingoes. Had everythng been on schedule we would have landed at 3:10 and been on the road heading out of Cancun by about 5:00. Unfortunately, we arrive close to 90 minutes behind schedule and, because of all of the staggered arrivals, the terminal was full of people being told to step out of line to fill out the proper visa forms. The volume of people and vehicles outside the terminal made it difficult for the shuttles to the rental agencies to easily get through. Once at the car rental (which shall remain nameless but has the initials 'Thrifty') we had to wait 15-20 minutes to get to an agent and he took 20 more minutes to process our request which, let us not forget, had been booked in advance. Sigh! We love Mexico but loving Mexico means accepting that things are often done at Mexican time. Once processed, we waited close to an hour - AN HOUR - for them to bring us our vehicle. A new standard, even for Mexico. By now the sun had set which meant we would be driving close to three hours in darkness. And it has been years since I have driven a vehicle with so few 'extras'. No power locks, power windows, cruise control, power seats, nothing. Even the trunk is opened with a key. I guess that's what rentals of $2.00/day will get you. But here things began to change. 
Most rental agencies advertise themselves on their vehicles. Thrifty is more subtle than most as the only visible sign is a 'Thrifty' frame around the licence plate. The problem is that those agency identifiers also identify the occupants as visitors or, in other words, prey. Our car, luckily, had no such identifier. I think Thrifty was too embarrassed to proclaim that this was one of their cars. Still, that lack may spare us some irritation in the coming weeks.
The first half of our drive to Rio Lagartos was on the well-maintained four-lane toll highway to Valladolid. From there we had to take a two-lane road north for more than 100 kms to Lagartos. Roughly half way up this road is a large town called Timizin. They have fire and the wheel in Timizin but it seems that the notion of 'a straight line' has quite reached there yet.. To travel from the south end to the north involves several twists and turns and, inevitably we missed a turn and wound up going the wrong way down a one-way street. And two municipal cops pulled us over. Neither spoke a word of english or french but we muddled through with my spanish and, after only a minute or two, the policemen offered to lead us out of town. It took a while and there was at least one time when Diane and I both thought that they were leading us to the jail (or worse) but eventually we reached the northen town limits on the right road (with a sign indicating Rio Lagartos). As we made our way uninterrupted through town, with one of the policemen flashing his red and blue lights and no one daring to cut in or pass, Diane said that it felt like we were the President driving slowly through town. I guess they REALLY wanted us out of town. At the end we thanked our new friends who replied that they were happy to be of service and we went our separate ways.
We finally arrived at Rio Lagartos at around 9:30 local time (10:30 our time) having eaten nothing but a few chips since noon. Our fear was that the hotel would be closed for the night. That fear was unfounded. As we pulled up a young woman received us, checked us in while I apologized for our late arrival, showed us to our room, bade us good night, and then proceeded to lock up the hotel. The kitchen at the local restaurant was closed but they served us a very good guacamole with two satisfying adult beverages and we called it a day.
There are two claims to fame for this area of Mexico. One is the habitat for the pink flamingoes and the other is the salt lagoons; also pink. To see the pink flamingoes involves a three-hour boat ride. We were tired and we had forgotten to set our clocks back one hour so, thinking it was already a little late, we decided to pass on the boat tour. We did, however take a short detour to see the pink salt lagoons. The water was bright pink. So CHECK on the salt lagoons.
From there we had to retrace our route to Timizin where we failed to encounter our new police friends (nor did we go the wrong way down one-way streets for that matter). We went west a ways then turned north to a little place called Dzilam el Bravo where begins a coastal road that takes us right to Progreso. I looked at a map and was assured that Dzilam el Bravo is not, in fact, at the end of the world but I swear you can see it from there. Anyway, as we drove west along the coast there is a lot of marsh and, eventually, a large lagoon. We stumbled onto a few more salt lagoons and then, suddenly, there were around 40 or so pink flamingoes. From the Department of useless trivia; flamingoes are born grey but they feed in briny water (which tends to be pinkish) and the creatures on which they feed contain a particular mix of chemicals that causes them, and eventually the plummage of the flamingoes, to become pink. So we saw the flamingoes feeding. CHECK!
All along the road to Progreso there are visible signs of construction as more and more wealthy people, many of them expat Canadians and Americans, build villas or condos. Paradise lost? When we arrived in Progreso one of the first things I did was start down the wrong way on a one-way. Luckily I noticed immediately and corrected my error. I suspect the locals knew then that we were turistas even without the Thrifty logos.
Progreso is a fishing village that is being converted into a tourist centre, in part due to the proximity of Merida some 40 kms away inland. The sea here is shallow so they have built a giant pier that extends some 6.5 kms into the gulf. The main reason for this was to draw cruise ships which now make Progreso a regular stop. There are apparently a number of decent restaurants in Progreso which we will try to sample over the next couple of days. When we arrived Sunday there was at least one cruise ship in town (so to speak) and thousands of people were strolling the beachfront malecon. At first glance the beaches were not as impressive as the ones on the Riviera Maya south of Cancun or even as attractive as those near Puerto Vallarta. Traffic was incredibly slow. Between Progreso and Chelem is village called Yucalpeten. It features a large sheltered marina and' I believe, a small shipyard. Apart from the marina (if you like marinas) the town does not appear to have any redeeming qualities except, maybe, low prices. I suspect Progreso and Chelem have become too pricey for the locals and many of them now live in Yucalpeten.
Our instructions were a little vague and, being without a working phone for the moment, it took a little while to navigate our way to our lodgings. The owner has two small black dogs. One, mostly scotch terrier, is aloof and barks a lot. The other looks like a pug-bulldog mix and is very sociable. His name is Yogi. Diane is allergic to dogs which seems to serve as a magnet for Yogi, who whined at our door for Diane this morning. I know this because he all but ignored me as I stepped outside.
Yesterday was a lazy day of checking out the beach in front of the villa (it is badly eroded and probably not a lot of fun to swim in) basking by the pool and catching up on our reading and sleep, in no particular order. Today we will brave the masses (there is another ship in town) and explore Progreso a bit. Tomorrow will probably be more of the same. Thursday we head to Merida to celebrate Carnaval and explore some more. Guy
