Hamas’s Political Leaders Aren’t in Charge
From the comfort of Doha, Hamas’s political leaders have been negotiating the release of Israeli hostages in exchange for Palestinian prisoners in Israeli jails. Others who live in Beirut under the patronage of Hezbollah sporadically brief the press. And yet according to at least four Israeli and Arab officials the key players are Hamas’s military leaders inside the Gaza Strip itself.
Every time there is a communication blackout in Gaza, negotiations for hostage release are set back, a Qatari official aware of the negotiations told Foreign Policy. While the political leadership in exile has a say in the ongoing hostage negotiations, two of the group’s more extremist leaders based in Gaza seem to have an upper hand.
Mohammed Deif, the chief commander of the al-Qassam Brigades, or the military wing of Hamas, and Yahya Sinwar, Hamas’s leader of the Gaza Strip and the man who helped form the brigade in 1991 to oppose the Oslo Accords with Israel, are the architects of Oct. 7 attack, and the top authorities laying down conditions for hostage release. For instance, the demand during negotiations that Israel stop flying its intelligence gathering drones was insisted upon by Hamas so the position of the men holding the hostages wasn’t exposed.
“They show us a united front,’’ an Arab source briefed on the matter said “but like in any war, anywhere, the military wing has more sway.’’ Hugh Lovatt, a senior policy fellow with the Middle East and North Africa Programme at the European Council on Foreign Relations (ECFR), said that, while Hamas still works through consensus, the military leadership is the dominant voice. “The al-Qassam brigade physically holds hostages so they are the ultimate power brokers,’’ he told FP, “but not the only ones.’’
Sinwar, 61, and Deif, 58, were both born in Khan Younis refugee camp in southern Gaza, the current headquarters of Hamas according to former Israeli Prime Minister Ehud Olmert. “They are probably hiding in Khan Younis and that’s likely where the bulk of hostages are held,’’ Eran Lerman, Israel’s deputy national security advisor between 2006 and 2015, told FP over the phone.
“With all due respect to the fat cats in Qatar, these are the guys who are calling the shots,’’ on hostage release. “These are very dangerous men,’’ he added pointing to suicide bombings and abductions carried out in Israel on the orders of Sinwar and Deif, both of whom have been designated as global terrorists by the United States.
There are many questions around the men who patiently schemed and planned the attack for at least two years. A look into their past, and of the organization they represent, offers an insight into their motivation and aims, and perhaps even explains the specific brutality displayed on Oct. 7.
An offshoot of the Muslim Brotherhood, Hamas was formed after the outbreak of the first intifada, or uprising, in 1987 and never recognized the existence of Israel. It was opposed to peace talks and violently pushed out Fatah from Gaza in 2007, albeit after winning an election. Over the years some of Hamas’s senior leaders were chased out of Gaza or chose to live elsewhere but soon enough they became unacceptable to their Arab hosts.
In 1999, the Hashemite Kingdom of Jordan suspected Hamas of fomenting trouble and kicked them out. They moved to Syria next. But that didn’t last. In 2012, the group sided with Syrian rebels in the civil war and fell out of favor with the autocratic Syrian President Bashar al-Assad.
Since then, Doha has been the hub of the political leadership and hosts Ismail Haniyeh, the chairman of Hamas’s political bureau, and senior leader Khaled Mashal, among others. Saleh al-Arouri, the deputy of the political bureau, and the group’s spokesperson Osama Hamdan, reside in Beirut. All these years while the leadership in exile spent its days comfortably, or luxuriously, depending on where they are, Sinwar and Deif roughed it out on the ground, often under the ground, to escape Israeli missiles.
Deif is the nom de guerre of Mohammed al-Masri, who has escaped seven assassination attempts by the Israel Defense Forces, which has earned him the reputation of local hero. “Put the sword before the sword, we are the men of Mohammed Deif,’’ is a popular protest slogan in occupied territories, while the man himself is often described as “the cat with nine lives.’’
When asked why Israeli spies and forces have repeatedly failed in finding Deif, IDF spokesman Jonathan Conricus told FP, “because he is very careful, very disciplined, willing to sacrifice comfort, family and pleasantries of life.’’ Lerman, however, attributed his survival to “sheer luck.’’ Lerman said that once Deif “crawled out of a bombed building,’’ and another time the IDF had to abandon the operation to assassinate him out of the fear of causing too much collateral damage, “another very lucky escape.’’
His 7-month-old son, 3-year-old daughter, and wife, however, were killed in an Israeli airstrike in 2014. Some experts believe that to some extent Deif is formed by his personal experiences, that led him to plan an attack that involved killing anyone who came in the way, including children.
“He was the brain behind the (Oct. 7) attack, in cooperation and dialogue with Sinwar,’’ Lovatt of the ECFR said. “Very little is known about him so there is a risk of overanalyzing but what we do know is that he is a hardliner and has personally suffered tremendously in the past.’’ Deif lost his family and some of his limbs were reportedly amputated in Israeli strikes. “That personal history has affected how he views the course of Palestinian liberation and clearly fed into the way how he approached October 7.’’
Deif is the most secretive leader of the organization with just three known photos: In one he is masked, another is from ages ago when he was in his 20s, and the third is a silhouette that was last seen on a Hamas channel shortly after the attack when his audio message was aired. “If you have a gun, get it out,’’ he said in the audio recording. “This is the time to use it. Get out with trucks, cars, axes. Today the best and most honorable history starts.”
Thus far, Deif has failed in provoking an all-out Palestinian uprising and the response from Hezbollah in Lebanon and Houthis in Yemen has been ceremonial, smashing any plans to turn this into a regional war. But he has succeeded in redefining Hamas, not a governing body responsible for the welfare of Gazans but an armed revolutionary force dedicated to fighting Israel.
According to a survey conducted in Gaza by Arab Barometer, a research network, days before the attack as many as 75 percent respondents said they ran out of food over the last 30 days and didn’t have enough money to purchase more. Two years ago, 51 percent made the same claim. But as Gaza’s people were going hungry, Deif and Sinwar only pretended to be concerned. They quietly trained their men and planned the attack while fooling the Israeli authorities that they had no appetite for war and were, instead, concerned about Gaza’s economic issues.
“Sinwar sat in Israeli jails for years. He knew us from the inside,’’ Lerman said. “He misled us and hinted he was willing to work out a relationship, a quid pro quo, goods for Gaza and working permits’’ for the people of Gaza to work inside Israel.
Sinwar was among the 1,027 Palestinian prisoners released in exchange for one Israeli soldier in 2011. That experience perhaps convinced him that taking Israeli hostages was the surest way of seeking a prisoner swap. Israel has agreed to release three Palestinian prisoners for every hostage abducted in the October attack, and experts believe the return of Palestinians to their homes all over the occupied territories will earn Deif, Sinwar and the al-Qassam Brigades more fans. Arab officials believe large-scale killings in Gaza are likely to have the same effect.
“In the next 10 years, the children orphaned in this conflict are not going to be pacifists,’’ an Arab official told FP on the condition of anonymity. “With every generation we see Hamas’s leaders are getting more extremist. Khaled Mashal was a moderate, Haniyeh is more extreme, Sinwar and Deif are even more extreme. As long as we are in a bad cycle on the ground this can be expected. The only way to combat this is to provide real solutions, right now there is none.’’
The survey by Arab Barometer found that a majority of the people in Gaza were frustrated with Hamas’s ineffective governance and preferred a two-state solution. Forty-four percent said they had no trust in Hamas at all, however, the group added that according to its research, every time Israel cracks down on Gaza there is an upswing in Hamas’s appeal.
The long-term impact of the attack on the Palestinian cause remains unclear, but some Palestinians feel it has brought Palestine back into news and made the world pay attention. Ali Jarbawi, a former minister of the Palestinian Authority, said the world can no longer ignore the Palestinian struggle. “I ask you, who was talking about the Palestinian freedom before the attack?’’ No one. Are we talking about it now? Why are the Americans talking about the two-state solution now?’’
But for many others, particularly in the West, the brutality of Hamas’s attack has made it hard for them to see the group as a resistance force or even a militant group. When it barged in people’s bedrooms and shot them dead it resembled more as a terrorist organization. That too is the legacy of Sinwar and Deif, the duo that the IDF has vowed to find and kill, but not just them.
“All Hamas leaders, inside and outside Gaza, are dead men walking,’’ Conricus, the IDF spokesman, added with an air of confidence. “Either we will get our hands on them or our missiles will find them, wherever they are,’’ he said, alluding to assassinations on foreign soil that has historically earned Mossad its reputation. “It is just a matter of time.’’

GITJ Post 318: Anderson and the Thugs

“These simps are just as big a problem as the bitches,” grunted the buzz-cut ex-coast guard Petty Officer as he pushed aside the phone, the picture he was being shown, and went back to cleaning the tip of his firearm with what looked like an olive-green toothbrush, “fawning over these chicks…”
“...Voting for them, letting them do whatever the hell they want,” agreed the gray man holding the phone, sitting alongside on the threadbare couch in the basement of hi-…well, his wife’s family’s…home. He, also, had been working on a rifle, one of the half-dozen or so he’d started to amass in his downstairs armory. She liked to call it his “Man Cave” but haha she had no clue what they were doing, what they were planning. It was currently “Headquarters” or, as Buzzcut would call it, “HQ”. It had everything they needed: lots of room for physical training, internet, a lockable storage area, a separate entrance. And yeah okay a bar and a leather couch and some Bears posters. But it wasn’t just a man cave anymore. This was HQ for Resistance Cell IL5. The gray man took one last glance at the Senator-elect from California’s ass and put the phone away.
In the meantime, Anderson stood, awkwardly, over by the pool table. He’d only just arrived tonight, after spending the past week “on the run”, moving from location to location, sleeping where he could, laying low in case they were after him. He knew he wasn’t safe at his home any longer; his sister Mary Jane was onto him, and had been trying to lure him back. Life had become hard, he was hungry and exhausted, but the Resistance needed him! After some effort, he’d been able to secure a place to stay, here in the basement of a fellow malcontent/freedom fighter with whom he’d been in contact on the forums. He’d been used to living in a basement, so this would be fine even if it did smell like cat pee.
Boxes of what he figured was ammunition lay aside the scattered billiard balls, along with several greasy takeout bags from The Meat Shack and a pile of laundry. Ned apparently always asked to do laundry, when he came over for meetings.
“NED!! WOULD YOU TURN THAT GODDAMN VIDEO GAME OFF?!?” shouted Buzzcut, “We need to talk strategy!!”
Both Anderson and the fifth member of their little group, a tall, rail-thin man of sunken cheeks, nervous eyes and a full mustache, jumped at Buzzcut’s shout. The grey man on the couch barely flinched - he was more concerned about disturbing his wife upstairs, who had work in the morning. Ned - a large, poorly-shaven lump of male sunk into a huge beanbag chair in front of a huge TV screen - didn’t seem to hear anything at all.
“Get him off that thing,” Buzzcut instructed Mustache, obviously irritated but setting down his M40 gingerly. 
After a polite request, a more insistent nudge and then a slap to the side of the head, Ned was finally pulled from his game - which, he claimed, was actually training for when they finally got pulled into action….shooting chicks would be just like shooting vampires or whatever it was he was doing. The television was changed to one of the 24-hour news stations, at which Buzzcut scoffed, and Ned awkwardly twisted his impressive bulk in his beanbag to face the others. Maybe it was Ned that smelled like cat pee?
The five of them discussed what had recently become the chatter on the resistance forums. Buzzcut voiced it himself, here: now that the elections were over, would something else happen to them? Would these implants they’d all been somehow infected with suddenly activate in some new way?
“It’s not implants, I tell you,” insisted the gray man. Buzzcut was good at karate or jujitsu or whatever it was, but he was an idiot about a lot of things, “It’s some kind of virus.”
“I actually think it’s something called a prion,” Anderson spoke up, trying to sound a little less mousy amidst all this testosterone, “the European cells have people th-”
“Wait wait hold up,” Buzzcut stopped him with a raised hand, turning to the television, “We should listen to these cunts…”
The news commentator, a man of unfortunate facial hair, was interviewing a sitting Senator, the woman from New Mexico who all five men knew to be on the Resistance’s ever-growing “list”. She was a handsome, severe woman, and though he seemed obsequious to her she still did not seem to be suffering the fool’s questions lightly. She was taking the airtime opportunity to laud her gender’s new victories, and announce her switch of parties, from Republican to New Woman.
“They’re going to fucking run everything, aren’t they?” Buzzcut grumbled, again picking up and doing something to his firearm.
“Seems that way,” Gray answered, as the Senator continued to speak, “I mean, even before the election, the House and Senate were fucking majority women, but at least they were two different parties. They still fought, like they always did, right?”
“Yeah,” Ned grunted. He’d picked up his fully kitted-out AR-15 and was looking down the barrel.
“But now, all these goddamn women - Senators, Representatives, Democrats, Republicans - they’re all switching parties to New Woman,” Gray continued.
“Like this broad here,” Buzzcut growled, pointing his rifle at the television, “I’ve been hearing about it all day.”
“So even before these new people get sworn in, New Woman is going to have a majority in the House and Senate. They have it already, as of today,” Gray explained, “and when the incoming new electees take office in January, they’ll have overwhelming supermajorities.” It all sort of made Anderson’s head spin; it was happening so fast, just like they’d all feared. It was one thing to predict it, rant about the possibilities. Now that it was here, and things were going down, it was getting, uh, scary. Some people in the movement had gone quiet over these past twenty four hours, others had seemed newly aggrieved and energized, finally called into action. 
“Fucking cunts,” Buzzcutt muttered. 
“They can get some legislation started now, these changes we know they want to make,” the man on the couch continued, “but who knows what they’ll be able to do next year when they have total and absolute control of both houses?”
“And they've got the Presidency, too,” Anderson interjected, as if the group needed reminding that that blonde soccer-mom fitness-chick self-help guru from North Carolina had won in a landslide. 
“Exactly,” Gray agreed, picking up his rifle again and caressing the stock, “they’ve got both the fucking Legislative and Executive Branch. The Judicial Branch…” He looked around; were these people getting it? Ned looked particularly flummoxed. “Like, the court system?” Gray knew that the Supreme Court was already more than fifty-fifty female, and that the men on it were either all very elderly or had been struck strangely frail with recent illness. New appointees would be in the hands of the new Administration, and the lower courts would likely soon follow the Supreme Court into a female-dominated system. It was too complex to explain to these morons here and now, but Jesus these women had it all planned out, didn’t they?!?
“Do you boys want cookies?” came a voice from the top of the basement stairs, “I just made some!”
“Honey n-n-n-not now!” Gray screamed out.
“Okay sweetie I’ll leave them up on the counter if you change your mind!” the woman called, “Have fun with your friends I’m going to bed love you!”
“G-g-g-go to b-b-b-bed!” he yelled. 
Ned and Buzzcut began to laugh. “A-a-a-a-are yuh-you sh-sh-shure?  Y-you c-can h-have muh-milk and c-c-c-cookies?” Buzzcut jided his couchmate, who tended to stutter when speaking to his wife. 
“Yeah you can suck it from her tits,” added Ned, strangely, in his incongruously high voice.
“Don’t joke about that sort of thing,” Anderson muttered, in a quiet aside, horrifying images of what he’d seen at home flashing through his brain. 
Buzzcut was maybe the only one who heard him, and cocked an eyebrow his way but then turning to address Mustache. “Speaking of, we need to know more about this clinical site, this chick in charge - Monroe, is it?”
“Melissa,” added Anderson, feeling his throat tighten. He couldn’t believe they were talking about her, the girl that’d been a really cute freshman, and then THE hot sophomore during his miserable senior year at xxx High. 
“Whatever,” Buzzcut said, addressing Mustache again, “Any more info? You said she’s putting in a pool? In the basement? Hiring more girls?”
Mustache straightened, and brought a nervous comb of fingers through his greasy hair. He’d been working on a construction crew, revamping an office building on the outskirts of the city, and when he’d been told to reach out to and sign up with this group of guys who seemed to think there was some sort of worldwide chick-conspiracy, he was surprised how eagerly they’d taken him in. He was a valuable guy to them, but in his recent state he was a bag of nerves. “Uh….” he stammered. 
“She’s been doing this since high school, I know that,” Anderson interjected, “assembling girls around her, a squad…”
“Uhhh….” Mustache began again, images of the women who’d haunted his dreams and filled his every waking moment with their overwhelming tits ever since…when was it…that party? His memories of these past few weeks were really hazy, to say the least. 
“And now,” Anderson continued, seeing as Mustache was still struggling to find his words, “it sounds like she’s getting her hooks into her boss, the doctor at th-“
“Yeah you’d said that,” Gray stopped him, “And what are you thinking? Can we still get him as another inside guy?”
“I think he’s too brainwashed,” Mustache suddenly spoke up, blurting out what he didn’t know was maybe too much information. Things were so confusing, and he secretly wished he was back at work where it smelled better. 
“Brainwashed, huh?” grumbled Buzzcut, “He’s been compromised? We should do something about that.”
“I..I think he could still be an asset,” Anderson added, nervous that violence was being insinuated, “I’ve been in communication through secure email, and he seems receptive to listening…” He’s actually been ignoring me recently. “I think if we send him some support, reach out to him. There’s two people on the forum who are attorneys who s-“
“Lawyers,” Buzzcut scoffed, echoed by Gray, “I say we go in with guns. He’d listen then.”
“Yeah,” chuckled Ned. 
There was, suddenly, the staccato of rapping on the basement door, the one through which they’d all entered, the one which led to the backyard. 
“Speaking of guns, sounds like the grunts are here,” Buzzcut announced, standing up from the couch as a cocky, satisfied grin stretched across his clean-shaven face. “You turds ready for some Brazilian Jiu-Jitsu?”

BARCELONA, Spain — In an effort to ease traffic congestion and curb greenhouse gas emissions causing climate change, municipalities from Barcelona to Brussels have embarked on what has been called a “transportation revolution.” Urban centers across the continent have adopted a host of innovative schemes designed to steer vehicles out of crowded downtowns, creating so-called 15-minute cities — where cars aren’t needed and services like banks, barbers, grocery stores and doctors are a short stroll or bike ride away.
But a fierce backlash has emerged in recent months against the restrictions and plans to all but rid cities of the bulk of their automobiles.
“There’s a new aggressiveness in some of the pushback we’re witnessing,” said Barbara Stoll, director of the Clean Cities Campaign, which works with municipal governments to reduce incoming traffic. “A lot of that opposition is from a very loud minority, largely composed of men who rely on the car, which has on multiple occasions escalated into physical violence and threats to public officials.”
In response to objections from business groups and political opponents, who have demanded that economic assessments be conducted prior to converting more neighborhoods to traffic-free zones, the Barcelona City Council in December froze in place its “superblock” program. A plan to keep cars out of one district in Berlin is also up in the air after candidates opposed to the idea fared well in last week’s elections in Germany.
In sprawling Brussels, where traffic-calming measures that are part of the city’s Good Move mobility plan have created construction quagmires, some politicians are voicing loud dissatisfaction, with one party, the hard-right Vlaams Belang, launching a sarcasm-laden campaign called No Move.
“The only thing that the Brussels government has managed to do is aggravate the traffic situation in our city, which was already disastrous,” the group says on its Facebook page.
David Leisterh, a member of Belgium’s Reform Party, told Yahoo News he now believes that the Good Move plan should go forward only if more than 50% of the city’s population supports it.
“I’m not against the idea,” Leisterh told Yahoo News about anti-congestion measures. “I’m against the way it’s been done so far.”
Claiming that the implementation of Good Move resulted in an 80% reduction in business, Christophe Durieux, who owned the upscale Brussels restaurant Le Rabassier, closed down the popular eatery late last year. “My customers tell me themselves, they will no longer come to my restaurant because it is too complicated,” Durieux told radio station BX1 in September. “It is becoming unbearable.”
Other downtown business owners have taken issue with Good Move. According to a poll conducted by the Neutral Union for the Self-Employed, two-thirds of small and medium-sized businesses in Brussels were considering moving due to the program. “This is a disaster for the vast majority of the self-employed and SMEs [small- and medium-sized enterprises],” the union told the Brussels Times in response to the survey. “If two-thirds of them already found traffic difficult before Good Move, more than 90% feel it is even worse now.”
Traffic barriers set up throughout Brussels have been vandalized and ripped out, and City Council meetings have turned increasingly testy, with protesters storming one recent meeting and making violent threats against the district councillor in charge of the mobility plan. At another meeting, a protest leader shocked attendees when she likened the plight of cars to Jews during the Holocaust.
“Are you planning to stick colored stars on our vehicles so that we can identify the ‘foreigners’ of the neighborhood ... the invaders, those who should be deported somewhere else?” asked Brussels resident Roxane Henry. “Someone had the same idea in the 1940s.”
In late October, demonstrations against Good Move turned violent with more attacks on traffic barriers. Seeking to control the crowd of roughly 100 demonstrators, several police officers were injured in the melee.
“Our will is to create social cohesion through dialogue and not confrontation,” Brussels City Councillor Vincent Vanhaleweyn, a supporter of Good Move, told Belga News Agency after the incident. “Our will is not to bury the project, but to bring together those for and against it in five months and find a solution for everyone.” Thus far, that hasn’t happened.
In several districts in Brussels, Good Move construction has not only stopped — it has reversed, with crews restoring streets to their original design, as planners go back to their drawing boards.
Even residents who support limiting traffic are ambivalent. “On the one hand, it’s good for the environment, and for reducing time spent in traffic jams — and the reduction of noise is good for residents,” said PR director Catherine Couplan. “But it’s bad for the residents living in streets where traffic is being redirected, and it’s bad for city shopkeepers, whose revenue is being severely impacted.” And while the idea of the city going greener is a long-term plan that Couplan supports, she said the everyday reality of the changes underway simply “creates chaos.”
“The protests seem to be the results of a combination of different factors,” said Stoll, pointing to issues from a “resistance to change” and “the current cost-of-living crisis” to feelings that low-income residents are being unfairly burdened by measures curtailing the use of cars.
In Oxford, England, problems started in late November, when county councillors approved a trial program to restrict traffic on six clogged arteries, a move that would help bolster the 15-minute-city concept. In 2024, officials plan to install traffic cameras and six “traffic filters” — boxes with signs on them informing motorists that traffic is restricted for private automobiles between 7 a.m. and 7 p.m. According to the council, the plan is meant to reduce private car traffic on busy streets during business hours; residents will be issued permits to allow them free passage, but nonresident vehicles that drive past filters will be subject to a 70-pound (about $85) fine during the restricted times. After the plan was announced, council members started receiving death threats.
“Staff and councillors have been subjected to abuse due to inaccurate information being circulated online,” Katariina Valkeinen, senior communications officer of the Oxfordshire County Council, told Yahoo News.
That “inaccurate information” began on Nov. 30 in an article by the independent British News outlet Vision News, with the headline “Oxfordshire County Council Pass Climate Lockdown 'trial' to Begin in 2024.” The article claimed the council planned to “lock residents into one of six zones” and keep them confined as part of a lockdown to fight global warming.
