Establish proper rulings for contracts that 1) Force people moving from the junior ranks to have a neo-pro contract at some point and 2) Make proper compensation rules for the buying out in contracts aka the neutralize-alex-carera-rule. First one is self-explanatory I think. Second one is to force some financial fairplay which we are REALLY REALLY REALLY starting to need so we have contract clauses for buyouts that do NOT allow ridiculous shit like pogi's 200M buyout clause or whatever. But also compensates fairly the lower budget teams that are seeing their talents being bought out by the evil overlords of UAE - Visma and now Bora :'/
