A new book by a collective of 12 authors, ‘Transgender in the Post-Yugoslav Space: Lives, Activisms, Culture’ says progress has been made – but deeply rooted transphobia remains.
A recently published book, Transgender in the Post-Yugoslav Space: Lives, Activisms, Culture, tells the unknown histories of trans lives, activism and culture in the post-Yugoslav states.
Written by an interdisciplinary collective of 12 authors, it sheds light on the transgender community’s survival in a post-Yugoslav region known for its deeply rooted transphobia. The book also underscores the potential for self-transformation and opens a new critical perspective for left-oriented social engagement in the region.
“This is the place of our gathering through which we oppose strong forces of separation, such as homophobia and transphobia, but also a place from which we give voice to our own experiences, support each other and write queer and trans lives – thus ourselves in the history of the region,” one of the editors, a sociologist at the University of Vienna, Bojan Bilic, told BIRN.

Transforming “Queer” into “Kvar”

Serbian LGBT activism has a relatively short history given that homosexuality was decriminalised in 1994. Soon after this routine revision of the penal code, which came as a surprise to the LGBT “community”,[5] the first gay and lesbian organisation Arkadija, operating from the early 1990s, was officially registered in July 1994. As the activist “scene” slowly differentiated, lesbian activists separated from Arkadija in 1995 to form a specifically lesbian non-governmental organisation, Labris (Mlađenović, this volume; Hura, this volume). It was this group that, inebriated by the ephemeral enthusiasm that followed the fall of Slobodan Milošević’s oligarchic regime in October 2000, misread the apparent “opening” of the political field and decided to stage the first Pride March in June 2001. The Pride—a feeling presumably “reserved” for other kinds of belonging in highly patriarchal environments—encountered an explosion of hooligan resistance and ended with around forty seriously injured activists (Bilić, 2016; Bilić & Kajinić, this volume). The then-Prime Minister Zoran Đinđić said in the wake of the event:
“I think that it is too early for a country that has been isolated for so long and under a patriarchal repressive culture to endure such a tolerance test. I am, of course, a supporter of tolerance in every sense and everyone is entitled to express their difference as long as they do not harm anyone else, and in this case there can be no harm because someone has different sexual affinities. That is the highest level of tolerance and I am afraid that we still need a certain period of time to reach it.” (B92, 2001, online)
The first attempt to stage a Pride March started the pairing of LGBT-oriented street protests with overtly homophobic aggression and inaugurated a chain of activist actions and immediate nationalist reactions sustained by the Serbian Orthodox Church. After the 2001 Pride, which became known within activist circles as the “massacre parade”, there was no initiative for Pride organisation in the following two years. In 2004, when the activists thought that the time was ripe for another attempt, they realised that they still could not count on political/state support and were yet again faced with homophobic threats, eventually cancelling the manifestation. In the words of Dušan Maljković (2013, online), a long-term LGBT activist from Belgrade:
“Forms of activism are often a local copy & paste of Western ones, which is very problematic because it implies a failure to consider the local context. This is the case, for example, of Pride parades, which many believe should be carried out like in the West at all costs, rather than reflect on how they might be reinvented to be made more effective.”
Queer Beograd Collective appeared in this context as a group of activists who decided to establish a safe haven in which the fluidity and richness of sexuality could be expressed and celebrated. A hamster with wings riding a bicycle was chosen as a logo because, as the activists stated (personal communication with Irene Dioli, 2009), “forming a queer collective in Belgrade was about as likely as finding a hamster with wings riding a bicycle”. They started condemning homophobic violence, which they perceived as a symbiosis of war,[6] clericalism, nationalism, militarism, and machismo that became deeply ingrained in the way in which politics was done by Serbian officials.[7] Accounting for the appearance of the Collective in their first Manifesto, issued in May 2005 as a “programmatic” statement of their first festival, the group members said:
“[…] the state and citizens are still ignorant toward problems of the LGBT population and all the others who are different. […] human rights are abused on a daily basis.
That is why this year we had a new concept—we refused to spend time on worries about violence that might happen and hiring private security or police. We wanted to build exciting cooperation between people on an international and local level, to have fun, and to promote queer politics. In this context to be queer means to refuse social rules and to constantly re-question supposed norms of patriarchal tradition. To create space beyond the rigid boxes of LGBT or straight sexuality, allowing each other the ‘privilege’ of self definition. To present a radical politics that sees the interconnectedness of all forms of oppression.” (Queer Beograd Collective, 2004)
The first “manifesto” introduced the concept of queer in its English original and announced that the initiative would attempt to offer a “holistic” approach to the frequent abuse of human rights by showing how various forms of discrimination stem from the same patriarchal nucleus. Over five days of the first festival, Do It Yourself, which took place in an abandoned building and gathered participants from Serbia, Croatia, Slovenia, Macedonia, Germany, Austria, and the United Kingdom, there were numerous art exhibitions, film screenings, performances, concerts, and workshops as well as a self-defence training. This event, which can be considered the start of grassroots queer activism in Belgrade, ended with a street party in the centre of the city, symbolically marking an attempt by the activists to, at least temporarily, claim a public space without provoking violent reactions (Dioli, 2011a).
However, after the initial enthusiasm to put an end to the incessant lamentations about Serbia’s backwardness and exclusion from the world, it became clear that the physical safety achieved through the use of the term queer did not come without a price. The activists and their sympathisers continued to grapple with the concept, some of them believing that the lack of violence and a sense of empowerment produced by the first festival could become possible because “queer” masked their sexual identities, which needed a more explicit politicisation.[8] At the “Queer Beograd Party & Politics” roundtable, organised within the second festival that took place in December 2005 and which lasted for three days, one of the participants said:
“I would like to describe a bit why I predominantly don’t identify or name myself queer, but rather lesbian. […] For me, using this term—which more or less has an Anglo-American connotation—is very questionable. […] There are these western paradigms which are most commonly translated, not just translated but sometimes copy/pasted to other regions, but not the other way around. This is also often the case with the term queer. It is very questionable, what we do with this translating of the concepts.” (transcribed by Irene Dioli, see Dioli, 2011a)
Thus, in the wake of the first festival, activists understood that “queer” did not really feel at home in the Serbian sociopolitical context. Although it could serve as a “folding screen” that would for a little bit of time keep hooligans “in check”, the concept was not widely known either within the Serbian LGBT “community”, which was supposed to be addressed by and take part in the Queer Beograd Collective festivals. Bearing this in mind, Jet Moon, a performer and one of the group’s founders, said in December 2005:
“After our first festival in Beograd, we realised it’s not enough to try and stage a queer DIY festival in Serbia, because for a start no one knows what queer is! On the one hand this is useful because the fascists and homophobes don’t come to attack us, on the other it means we don’t make contact with the community of people we want to play with. We don’t want to make a new kind of closet, but we use the word queer for a reason, for us it means more than the right to freedom of sexual expression.” (Moon, Party & Politics Roundtable, transcribed by Irene Dioli, see Dioli 2011a)
The second festival, self-financed like its predecessor a few months earlier, brought yet another series of performances, movie screenings, parties, and theoretical discussions on gender, sexuality, politics, and art. It was organised and attended by activists and artists from the former Yugoslav states and their guests from the United Kingdom, Italy, and the United States. In contrast to the first event, which was supposed to acknowledge the presence of those who tend to be left out of the heteronormative paradigm, the second one was devoted to a closer engagement with the creative political potential of the concept of queerness in the Serbian/post-Yugoslav context. As a result of these discussions, the third Queer Beograd festival, which took place in October 2006, rounded the evolutionary trajectory of the concept of queer within the initiatives of this activist group by substituting it with the Serbo-Croatian word kvar, meaning malfunction. Thus, the “manifesto” of the third festival read:
“In Serbian there is no word that means queer, no way to say what we mean about queer being more than LGBT equality. For us queer means radical, inclusive, connecting to all kinds of politics and being creative about how we live in this world. So our new festival is called “Kvar”, a technical term literally translating to mean “a malfunction in a machine”, because in this world of capitalism, nationalism, racism, militarism, sexism, and homophobia, we want to celebrate ourselves as a malfunction in this machine. We dare to resist conformity and go against what is accepted to create something about living and justice, not false productivity, war, and money. We are happy to present to you “Kvar—the malfunction”, a festival celebrating diversity and freedom of sexual expression, celebrating everyone who fights against the system.” (Queer Beograd Collective, 2006)
Dioli (2011b) notes how the translation of queer as kvar preceded the publication of Judith Halberstam’s book The Queer Art of Failure, which questions conventional notions of success in a heteronormative, capitalist society. The choice of the word kvar, thus, becomes particularly relevant in the context of the so-called “queer asynchrony” and “temporal disjunction” that Mizielińska and Kulpa (2011) use to explain the relationship between Western and Eastern queer activisms. Although departing with a noble goal of “de-centring” Western sexualities, they stick to a Western point of reference that inevitably portrays Eastern European countries as lagging behind their Western “models” (Takács, 2013 ). With this in mind, “the Serbian queer movement may almost seem to have anticipated the times. This may help dismantle some stereotypes of ‘Eastern’ LGBT and queer movements running after ‘Western’ thought and conquests in a linear trajectory of development” (Dioli, 2011b , online). By opting for the word kvar, which, while being phonetically similar to the word queer, encapsulates the essence of their politics, the Belgrade Queer Collective activists showed how a foreign concept can be appropriated in the local context. “The local subjects found a brilliant synthesis on the linguistic as well as semantic level, and thus fully ‘localised’ the original term” (Dioli, 2011a , p. 164).

Late Fitness Check GW21
It only seems like yesterday that I was scribbling down my squad for the umpteenth time ahead of the opening weekend, and yet, here we are, already past the half way point of 2016/17. Hopefully, the festive programme didn’t hit too hard and you’re ready to push on as we return to Premier League normality.
Note: There are concerns that a belated Christmas cold snap could affect some of this weekend’s fixtures. Watch this space, and the weather channel……
Paul Clement takes charge in the league for the first time [he did watch from the stands at Palace], with Swansea languishing in 19th place. A victory on Saturday would mean would back-to-back wins for the first time since May. Fortunately, the Jacks boast a pretty healthy squad, and it will need to stay that way if they have any chance of beating the drop.
Marco Silva has his work cut out with up-to 13 players at risk of missing out game week 21. The Tigers are down to their bare-bones [Hull could only name six substitutes at Old Trafford on Tuesday], and they will be pushing hard throughout the transfer window to bring in some fresh faces. Everton striker Oumar Niasse has already joined on-loan until the end of the season while 30-year-old Evandro from Porto followed soon after, on a two-and-a-half-year deal. Both players COULD be available.
Tottenham start the ball rolling and a win would put the Lilywhites into second spot, for a few hours at least. Meanwhile, Mourinho will be hoping to make it 10 straight wins [all competitions] in the final game of the weekend, a north-west derby against Liverpool, who have stuttered of late [only 1 win in four].

Johann Berg Gudmundsson and Scott Arfield are "unlikely" to feature against Southampton after limping off at the Stadium of Light with hamstring injuries. George Boyd and Jon Flanagan could be back on Saturday following a return to training on Thursday. Ashley Barnes has also recovered from a minor knock. Patrick Bamford [illness] should be included in the match day squad and Joey Barton is in line to make his Premier League debut after completing 90 minutes in the FA Cup last weekend.
Steven Davis picked up a knock on Wednesday and he will be assessed. Other than that, Southampton have no fresh injury concerns. Claude Puel would "prefer" to leave José Fonte out of the team [at the moment] following his transfer request earlier this month – Maya Yoshida will deputise. Jordy Clasie [fatigue] has been passed fit but Charlie Austin, Alex McCarthy, Jake Hesketh, Matt Targett and Sofiane Boufal remain on the sidelines.
Hull City – vs – AFC Bournemouth
Michael Dawson [shoulder] and Curtis Davies [hamstring] trained on Friday and "both players are in contention to feature against Bournemouth." Josh Tymon is also available after recovering from the knock he picked up at Old Trafford on Tuesday. Jake Livermore is over his recent bout of illness but following scans and a specialist assessment, Hull confirm Markus Henriksen is likely to be sidelined for between 2-3 months with a shoulder injury.
Benik Afobe is cleared to play after choosing not to represent DR Congo in the upcoming Africa Cup of Nations. The Cherries welcome Ryan Fraser back into the match day squad. The winger was given the all-clear following a scan on his calf after limping off against Arsenal. Lewis Cook is expected to travel after being named on the bench last weekend. Simon Francis serves the second of his three-game ban and Marc Wilson is expected to be fine: "We initially thought he’d pulled his hamstring. In the end that turned out to be cramp, so that was good news.” Eddie Howe is disappointed Chelsea chose to recall Nathan Ake: "He was improving with every game and was putting in consistent performances." However, they have every right "and we respect them for that, we hope the loan benefited all parties." Max Gradel is away on international duty.
Sunderland – vs – Stoke City
"With a bit of luck, we might have Billy Jones [hamstring] back," reveals David Moyes. "But I'm not expecting any more than that." That rules out Steven Pienaar [calf], plus several other long-term absentees. Victor Anichebe "isn't ready for this weekend" either but Jordan Pickford could be back "sooner than what we thought.” The young goalkeeper is progressing well after straining knee ligaments and is targeting a return within a month.
Stoke confirm Jon Walters has undergone knee surgery and the Republic of Ireland international will be missing for some time. Bojan Krkic faces a late fitness test due to an issue with his hip but Phil Bardsley and Marc Muniesa have trained and come into the reckonings. Geoff Cameron travelled to the US earlier this week and had a couple of ‘procedures’ on his knee: "It was more about getting some peace of mind. We want him back playing as soon as we can. Hopefully now it will settle down, he'll be back next week. Mame Diouf, Ramadan Sobhi and Wilfried Bony are away on international duty: “We wish the guys well and hope they come back safe." Mark Hughes is still "hopeful" a deal can be done for Saido Berahino, but Baggies boss Tony Pulis confirmed on Friday that Stoke are not the only club interested.
Swansea City – vs – Arsenal
Initial reports suggest Neil Taylor [fractured cheekbone] will be back in February following a collision with Wayne Routledge in training: "He had surgery [on Wednesday] and it went well. He’s looking at three weeks of non-contact, though he can work physically. He will have to be fitted out with a face mask." Modou Barrow is almost certain to miss the game after picking up a knock playing for the Under-23s on Tuesday. New signing Luciano Narsingh is not available because of a slight calf strain. Jefferson Montero [hamstring] is still a week or two away.
Mesut Ozil has recovered from illness but Hector Bellerin and Francis Coquelin are still out "they can make next week, they are not far [from a return]." Laurent Koscielny, Petr Cech and Alexis Sanchez return to the squad after being rested in the cup. Theo Walcott remains in the treatment room, his 'minor' calf problem is becoming a 'major' concern and it could be the end of January before he is ready: "He was not comfortable when he started to train, but I am not concerned. I think two weeks.” Carl Jenkinson is closing in on a move to Palace, possibly within next 2/3 days, but talk of Torino striker Andrea Belotti joining Arsenal are met with a straight bat: “Fake news”.
Watford – vs – Middlesbrough
Stefano Okaka [hamstring] has a good chance of making the squad while Valon Behrami could also return. Heurelho Gomes and Jose Holebas are lurgy free and Walter Mazzarri is expected to recall both as the Hornets injury problems begin to ease. Juan Zuniga looks to have recovered sufficiently from an ankle injury but Daryl Janmaat [groin] is struggling to make the game - Isaac Success [hamstring] is still out. Craig Cathcart faces a late test after he was forced off last weekend with a head injury.
George Friend could return to the side at Vicarage Road with Antonio Barragan [hamstring] ruled out. That would see Fabio da Silva switching flanks and starting at right-back. Daniel Ayala begins a three-match ban. Victor Valdes is available and Viktor Fischer is back with the team “so he is fit to play." However, Gaston Ramirez could miss another week or two because of a knee problem: "We thought it was going to be a few days but now we will wait and see what is happening. We hope it is not serious but you can’t rush this type of injury."
West Ham United – vs – Crystal Palace
Michail Antonio is a slight doubt: "He has a temperature this morning [Thursday] and will not train. Hopefully it will just be one day and he will be back," said Slaven Bilic. Dimitri Payet will not be allowed to train with the first-team until his attitude changes: "He does not want to play for us" and he wants to leave but "we are not going to sell him. This team, the staff, we gave him everything, we were always there for him. I feel let down. I feel angry." James Collins [hamstring] is training and the defender should be in the squad. Sam Byram and Reece Oxford came through an U23s game unscathed this week and could be added to the group with a number of players missing through injury and/or international commitments. Arthur Masuaku [knee] is likely to be at least another month and Alvaro Arbeloa is still recovering from the calf injury he suffered against Arsenal in December. Gokhan Tore is ruled out for the season and Diafra Sakho won't be back until March.
Sam Allardyce "thinks" Christian Benteke will be available to face West Ham. The Palace boss revealed last weekend that the striker may need an injection in his shoulder after he strained ligaments landing awkwardly against Swansea. Loic Remy is fit but he is not ready for 90 minutes just yet: "He's [only] played one half of football [in 2016/17]. He's in his own pre-season." Several players will be assessed ahead of the match -- Scott Dann [hamstring], James McArthur [calf] and Wayne Hennessey are among those struggling to make the game. "Our injury list has to reduce as quickly as possible. I'm not certain on the players who will be available." Jason Puncheon will return after missing the 0-0 draw with Bolton seven days ago.
Leicester City – vs – Chelsea
New signing Wilfred Ndidi looks set to start this weekend following his impressive display at Goodison Park: "I wanted this kind of performance [against Everton] and he’ll get better the more he plays.” Andy King and Jamie Vardy [both illness] have trained but “we will have to wait” on Leonardo Ulloa who has a thigh injury. Claudio Ranieri confirms Jeff Schlupp has asked to leave the club “and he can go if the right offer is made.” Riyad Mahrez and Islam Slimani are representing their respective countries at the Africa Cup of Nations.
Antonio Conte says he must check on "a couple of situations" before deciding his team for Saturday. One of those players could be Marcos Alonso who, according to the latest reports, has been struggling with a long-term muscular problem. No decision on whether Nathan Ake will be involved, but the 21-year-old has impressed since his return to the club. Conte dismissed rumours linking John Terry away from Chelsea: "He is an important player for this squad and this team. It is fantastic to have him help me in my first season." The skipper will sit this one out after his red card last Sunday.
Everton – vs – Manchester City
Ronald Koeman will assess Morgan Schneiderlin on Saturday to see if his new £20m buy is ready to start: "His fitness is OK [and] he will be involved in the squad against Man City." James McCarthy and Maarten Stekelenburg have trained all week "but we have to make a decision on whether they are game ready." Aaron Lennon has recovered from the knock which kept him out of the FA Cup third-round.
Vincent Kompany has trained: "He's back. Hopefully he can play and [we’ll] be able to use him for the second part of the season." Kevin de Bruyne has been sick, and missed two days training “but he’s recovered and the others are okay.” That should include Leroy Sane [hamstring] but Fernando is questionable although he could train ahead of the game. Gabriel Jesus isn't registered yet and therefore won’t be considered, similarly, Fernandinho who is suspended. John Stones returns to his former stomping ground and Pep is confident he can handle the Everton crowd: “He is strong enough, I don’t have doubts.”
Manchester United – vs – Liverpool
Jose Mourinho "thinks" Marcos Rojo and Zlatan Ibrahimović will be available but "cannot confirm with 48 hours to the match.” Eric Bailly is the only definite absentee, exception James Wilson, although Luke Shaw is unlikely to be involved due to a combination of poor form and fitness.
Jürgen Klopp hints at one, possibly two returners on Sunday: "You miss creativity," when Philippe Coutinho is not playing. "[The] same as Jordan Henderson [but] in a different role." Both trained on Thursday but “we have to wait for the reaction of these players.” Joel Matip has re-joined the group, however, he is further behind in terms of his fitness and may have to wait for his chance in the FA Cup replay against Plymouth.
