Hello Weirdo! I hope all is well on your end✹
Coming off of reading “The Ffestiniog engines,” I was actually a bit surprised at how some aspects of Duke’s treatment/relationships with his classmates (Those are NOT his siblings dammit) matched with some stray headcanons I came up with for if CR no. 123 (The ‘Caledonian Single’) was a character in the RWS/ERS-verse.
This unique engine was initially built as an exhibition piece to represent the Caledonian Railway and its Chief Engineer at the International Expo of industry, science and art. So that means looking fancy and maybe pulling some coaches for show. And that got me thinking

if the engine is sentient, how would that affect it?
Like I was thinking, would this guy get lonely? He doesn’t have any siblings, and his intended purpose might’ve resulted in him getting isolated from the rest of his relatives and most other engines. And given that he wasn’t built to work, would said relatives think poorly of him? Kinda like the same mindset the rest of the George Englands have towards Duke being built to win a competition. Like “While we’re out here actually doing the work, he was built to just sit there and look pretty for the humans.” Might also result in him having poor mental health. And since he was constructed during the Victorian era, when attitudes towards that sorta thing were not very charitable
..I don’t think any mental health issues he may or may not have would be taken seriously, especially if like in your book about Duke’s origins, owners believe in the notion that “Engines should be seen and not be heard.” I can also kinda see him not having the greatest social skills around other engines?
But hey, no. 123 did eventually gain fame during the Race to the North in 1888, and even after grouping, proved to be a fast and reliable engine when put into regular service, and was the last Single-type express engine running in the UK. So I guess he got the last laugh.
Or maybe this is just me being unnecessarily angsty about an engine 😅

"I hope all is well on your end" - well... I got sick literally the same day I got this ask and spent the last 3 or so days in bed. Whoops...
Anywho! Caledonian 123 is such an interesting locomotive, and I feel like you've really given a lot of thought to how the poor engine being the only member of their class would affect them - though if I may, I'd like to throw out a slightly alternative idea.
Stick with me!
Ok - so CR. 123 was built in 1886 for a major international exhibition being held in Edinburgh. And back then, these international exhibitions were big deals for railway companies. The LBSCR sent multiple engines abroad (such as LBSCR Edward Blount) to win medals at these international exhibitions. And while the Edinburgh exhibition wasn't quite as big or grand as the Paris exhibition, it was a matter of railway (and national) pride for the Caledonian to send a locomotive.

This all wouldn't mean quite so much if CR. 123 hadn't won a gold medal at said exhibition, which would have - to the Victorian engines - been paramount to winning the train Olympics. CR. 123 instantly becomes the biggest star on the line (much to the enragement of the 66 Class 4-4-0s that felt like this 'modern relic' shouldn't have represented the railway).
This stardom is only improved when CR. 123 becomes practically the only Caledonian engine upholding the railway's honour during the Race to the North of 1888. Due to their fast speed and surprising strength (they could climb to Beattock Summit, which is the highest point on the entire WCML), they would only improve their image. After all, both the exhibition and the Race occur within two years of each other, and would probably have defined Caledonian Railway spirit for a generation of engines.

Then, they go on to become the favoured pilot engine for the Royal Train, which often travelled via the Caledonian Railway to get to Balmoral Castle - which would have been the highest of honours during the Victorian era.
And so CR. 123 becomes something of a Caledonian Railway star.
Note I said Caledonian Railway.
Once the Grouping happens, Caledonian engines were some of the first on the chopping block on the LNWR and MR dominated LMS. And while the Midland engines (which would've included the Johnson Spinners at this time) would have been more amenable to CR. 123 than the LNWR, by the time 1930 rolls around and CR. 123 is put into service as a regular engine again - they're all gone too. It's only the newer, bigger, English engines.

And I think it's in this time period: 1930 to 1935, when CR. 123 is painted in LMS black and running regular services as an outcast on the network, that they suffer from mental health issues. Especially cause this is the Great Depression era, when the elegance and showmanship of the Victorian railways is long gone and replaced by efficiency and hardline competition.
CR. 123 would likely gain a lot more popularity in 1935 when their image is revamped by the LMS (which is about to preserve the old engine) to become a symbol of the West Coast - East Coast rivalry.
But that's just my thoughts! CR. 123 is such a beautiful and fascinating engine, and this ask made me do some research into them (and by extension World Expositions - did you know that the LBSCR B1 Edward Blount and the Eiffel Tower both won gold medals at the same Exposition Universelle of 1889?)

Military pistols, machine guns, assault rifles, armor-piercing grenades were lost or stolen.
At least 1,900 U.S. military firearms were lost or stolen during the 2010s, with some resurfacing in violent crimes, an Associated Press investigation has found.
Because some armed services have suppressed the release of basic information, AP’s total is a certain undercount.
Government records covering the Army, Marine Corps, Navy and Air Force show pistols, machine guns, shotguns and automatic assault rifles have vanished from armories, supply warehouses, Navy warships, firing ranges and other places where they were used, stored or transported. These weapons of war disappeared because of unlocked doors, sleeping troops, a surveillance system that didn’t record, break-ins and other security lapses that, until now, have not been publicly reported.
While AP’s focus was firearms, military explosives also were lost or stolen, including armor-piercing grenades that went missing while being transported from Blount Island, the U.S. Marine Corps depot in Jacksonville, to Letterkenny Army Depot in Pennsylvania. They were found in an Atlanta backyard eight months later.
Weapon theft or loss spanned the military’s global footprint, touching installations from coast to coast, as well as overseas. In Afghanistan, someone cut the padlock on an Army container and stole 65 Beretta M9s. The theft went undetected for at least two weeks, when empty pistol boxes were discovered in the compound. The weapons were not recovered.
Even elite units are not immune. A former member of a Marines special operations unit was busted with two stolen guns. A Navy SEAL lost his pistol during a fight in a restaurant in Lebanon.
The Pentagon used to share annual updates about stolen weapons with Congress, but the requirement to do so ended years ago and public accountability has slipped. The Army and Air Force, for example, couldn’t readily tell AP how many weapons were lost or stolen from 2010 through 2019. So the AP built its own database, using extensive federal Freedom of Information Act requests to review hundreds of military criminal case files or property loss reports, as well as internal military analysis and data from registries of small arms.
Sometimes, weapons disappear without a paper trail. Military investigators regularly close cases without finding the firearms or person responsible because shoddy records lead to dead ends.
The military’s weapons are especially vulnerable to corrupt insiders responsible for securing them. They know how to exploit weak points within armories or the military’s enormous supply chains. Often from lower ranks, they may see a chance to make a buck from a military that can afford it.
“It’s about the money, right?” said Brig. Gen. Duane Miller, who as deputy provost marshal general is the Army’s No. 2 law enforcement official.
Theft or loss happens more than the Army has publicly acknowledged. During an initial interview, Miller significantly understated the extent to which weapons disappear, citing records that report only a few hundred missing rifles and handguns. But an internal analysis AP obtained, done by the Army’s Office of the Provost Marshal General, tallied 1,303 firearms.
In a second interview, Miller said he wasn’t aware of the memos, which had been distributed throughout the Army, until AP pointed them out following the first interview. “If I had the information in front of me,” Miller said, “I would share it with you.” Other Army officials said the internal analysis might overstate some losses.
The AP’s investigation began a decade ago. From the start, the Army has given conflicting information on a subject with the potential to embarrass — and that’s when it has provided information at all. A former insider described how Army officials resisted releasing details of missing guns when AP first inquired, and indeed that information was never provided.
Top officials within the Army, Marines and Secretary of Defense’s office said that weapon accountability is a high priority, and when the military knows a weapon is missing it does trigger a concerted response to recover it. The officials also said missing weapons are not a widespread problem and noted that the number is a tiny fraction of the military’s stockpile.
“We have a very large inventory of several million of these weapons,” Pentagon spokesman John Kirby said in an interview. “We take this very seriously and we think we do a very good job. That doesn’t mean that there aren’t losses. It doesn’t mean that there aren’t mistakes made.”
While AP’s analysis covered the 2010s, incidents persist.
In May, an Army trainee who fled Fort Jackson in South Carolina with an M4 rifle hijacked a school bus full of children, pointing his unloaded assault weapon at the driver before eventually letting everyone go.
Last October, police in San Diego were startled to find a military grenade launcher on the front seat of a car they pulled over for expired license plates. The driver and his passenger were middle-aged men with criminal records.
Stolen military guns have been sold to street gang members, recovered on felons and used in violent crimes.
The AP identified eight instances in which five different stolen military firearms were used in a civilian shooting or other violent crime, and others in which felons were caught possessing weapons. To find these cases, AP combed investigative and court records, as well as published reports. Federal restrictions on sharing firearms information publicly mean the case total is certainly an undercount.
The military requires itself to inform civilian law enforcement when a gun is lost or stolen, and the services help in subsequent investigations. The Pentagon does not track crime guns, and spokesman Kirby said his office was unaware of any stolen firearms used in civilian crimes.
The closest AP could find to an independent tally was done by the FBI’s Criminal Justice Information Services. It said 22 guns issued by the U.S. military were used in a felony during the 2010s. That total could include surplus weapons the military sells to the public or loans to civilian law enforcement.
Those FBI records also appear to be undercount. They say that no military-issue gun was used in a felony in 2018, but at least one was.
Meanwhile, authorities in central California are still finding AK-74 assault rifles that were among 26 stolen from Fort Irwin a decade ago. Military police officers stole the guns from the Army base, selling some to the Fresno Bulldogs street gang.
At least nine of the AKs have not been recovered.
The people with easiest access to military firearms are those who handle and secure them.
In the Army, they are often junior soldiers assigned to armories or arms rooms, according to Col. Kenneth Williams, director of supply under the Army’s G-4 Logistics branch.
“This is a young guy or gal,” Williams said. “This is a person normally on their first tour of duty. So you can see that we put great responsibility on our soldiers immediately when they come in.”
Armorers have access both to firearms and the spare parts kept for repairs. These upper receivers, lower receivers and trigger assemblies can be used to make new guns or enhance existing ones.
“We’ve seen issues like that in the past where an armorer might build an M16” automatic assault rifle from military parts, said Mark Ridley, a former deputy director of the Naval Criminal Investigative Service. “You have to be really concerned with certain armorers and how they build small arms and small weapons.”
In 2014, NCIS began investigating the theft of weapons parts from Special Boat Team Twelve, a Navy unit based in Coronado, California. Four M4 trigger assemblies that could make a civilian AR-15 fully automatic were missing. Investigators found an armory inventory manager was manipulating electronic records by moving items or claiming they had been transferred. The parts were never recovered and the case was closed after federal prosecutors declined to file charges.
Weapons enter the public three main ways: direct sales from thieves to buyers, through pawn shops and surplus stores, and online.
Investigators have found sensitive and restricted parts for military weapons on sites including eBay, which said in a statement it has “zero tolerance” for stolen military gear on its site.
At Fort Campbell, Kentucky, soldiers stole machine gun parts and other items that ended up with online buyers in Russia, China, Mexico and elsewhere. The civilian ringleader, who was found with a warehouse of items, was convicted. Authorities said he made hundreds of thousands of dollars.
Often though, recovering a weapon can prove hard.
When an M203 grenade launcher couldn’t be found during a 2019 inventory at a Marine Corps supply base in Albany, Georgia, investigators sought surveillance camera footage. It didn’t exist. The warehouse manager said the system couldn’t be played back at the time.
An analysis of 45 firearms-only investigations in the Navy and Marines found that in 55% of cases, no suspect could be found and weapons remained missing. In those unresolved cases, investigators found records were destroyed or falsified, armories lacked basic security and inventories weren’t completed for weeks or months.
“Gun-decking” is Navy slang for faking work. In the case of the USS Comstock, gun-decking led to the disappearance of three pistols.
AP learned that the Army, the largest of the armed services, is responsible for about 3.1 million small arms. Across all four branches, the U.S. military has an estimated 4.5 million firearms, according to the nonprofit organization Small Arms Survey.
In its accounting, whenever possible AP eliminated cases in which firearms were lost in combat, during accidents such as aircraft crashes and similar incidents where a weapon’s fate was known.
Unlike the Army and Air Force, which could not answer basic questions about missing weapons, the Marines and Navy were able to produce data covering the 2010s.
The Navy data showed that 211 firearms were reported lost or stolen. In addition, 63 firearms previously considered missing were recovered.
According to AP’s analysis of data from the Marines, 204 firearms were lost or stolen, with 14 later recovered.
To account for missing weapons, the Pentagon relies on incident reports from the services, which it keeps for only three years.
Pentagon officials said that approximately 100 firearms were unaccounted for in both 2019 and 2018. A majority of those were attributable to accidents or combat losses, they said. Even though AP’s total excluded accidents and combat losses whenever known, it was higher than what the services reported to the Pentagon.
The officials said they could only discuss how many weapons were missing dating to 2018. The reason: They aren’t required to keep earlier records.
The Air Force was the only service branch not to release data. It first responded to several Freedom of Information Act requests by saying no records existed. Air Force representatives then said they would not provide details until yet another FOIA request, filed 1.5 years ago, was fully processed.
The Army sought to suppress information on missing weapons and gave misleading numbers that contradict internal memos.
Army spokesman Lt. Col. Brandon Kelley said the service’s property inventory systems don’t readily track how many weapons have been lost or stolen. Army officials said the most accurate count could be found in criminal investigative summaries released under yet another federal records request.
AP’s reading of these investigative records showed 230 lost or stolen rifles or handguns between 2010 and 2019 — a clear undercount. Internal documents show just how much Army officials were downplaying the problem.
The AP obtained two memos covering 2013 through 2019 in which the Army tallied 1,303 stolen or lost rifles and handguns, with theft the primary reason for losses. That number, which Army officials said is imperfect because it includes some combat losses and recoveries, and may include some duplications, was based on criminal investigations and incident reports.
The internal memos are not “an authoritative document,” Kelley said, and were not closely checked with public release in mind. As such, he said, the 1,303 total could be inaccurate.
The investigative records Kelley cited show 62 lost or stolen rifles or handguns from 2013 through 2019. Some of those, like the Beretta M9 used in four shootings in Albany, New York, were recovered.

An ill elderly disabled woman becomes among the latest victims of the police (and so called "healthcare"):
"The Knoxville Police Department released footage Thursday of several officers’ interaction with Lisa Edwards, the 60-year-old woman who died in custody.
Police officials said that the four officers involved are still on administrative leave, as an internal investigation is still ongoing. That investigation will determine whether the officers violated police policy, according to communications manager Scott Erland.
Edwards was taken into custody for refusing to leave Fort Sanders Regional Medical Center. She had come to the medical center the day before, complaining of abdominal pain and being diagnosed with constipation at Blount Memorial Hospital. After spending the night at the medical center, she was discharged around 7 a.m. on Feb. 5.
After she refused to leave, hospital security called police to have her evicted from the property. The responding officer decided to take her into custody after speaking with her. He, along with several other officers, then tried to put her into a police wagon, but decided it was too high off the ground for Edwards, who was in a wheelchair, to get into.
From there, the officers called in a patrol car, which they loaded Edwards into. On the way to a detention center, the officer in the patrol car responded to a reckless driver. While he was stopped, he noticed that Edwards had become unresponsive, and an ambulance took her back to Fort Sanders. From there, Edwards was placed on life support before she died.
An investigation by the DA’s office found that Edwards died of a stroke, clearing the officers of any criminal charges. (are you kidding me?!)
That DA investigation also found that Edward had been having multiple health issues leading up to her interaction with the police, including a previous stroke." ...

The video footage is appalling, they left her flailing practically on the ground, in nothing but hospital clothing that barely covers her, in cold temperatures while making remarks about how she was faking her health problems. They even offered her a cigarette after she repeatedly stated she had breathing problems.
She died of a stroke because of serious hospital and police negligence and mistreatment.

Sun Ra (born Herman Poole Blount, May 22, 1914 – May 30, 1993)
Herman Poole “Sonny” Blount from Birmingham, Alabama, became Le Sony’r Ra, from Saturn. In adopting a new name and birthplace and erasing ties to his past, Ra provided an example for others who yearned to shed their given names—a constant reminder of slavery and oppression.

Sun Ra’s name went through several transformations, with which he sought to distance himself from his given name. Sun Ra’s biographer, John F. Szwed, outlined several name changes and the reasons behind them in his book Space Is the Place, Ra’s names over time included: Sonny Blount, Sonny Bhlount, H. Sonne Bhlount, the last of which he deciphered to mean “the sound of God.” Several name variations later, Ra approached his friend and band manager, Alton Abraham, about officially changing his name. Abraham was supportive. Ra debated between “La Sun Ra, “Le Sun Ra” and “Le Sony’a Ra,” but ultimately settled on “Le Sony’r Ra.” The reasons for this final change to his name before making it official in 1952 remain a complete mystery and a secret that Ra never revealed. The last little bit of information regarding his name must—appropriately—remain a secret, to reinforce the symbolic connection that mankind can never know all the secrets of the Cosmos.

Taking control of his destiny, starting with his own name, meant freedom and the ability to redefine words, breaking away from the confines and negative connotations of language. His deep interest and study of etymology—the re-naming and redefinition of words (with different spellings)— became an important factor for him and other African Americans. His teachings on religions and philosophy had a profound influence on his band members, and a wide circle of musicians, friends, and supporters. These themes are continuously re-visited in his music and lectures, as well as in the film Space Is the Place. Ra frequently gave lectures, before, during, or after his concerts, in which he weaved a narrative from historical, mythological, philosophical, and etymological perspectives. The Cold War, Space Race, and the Civil Rights movement of the 1960s and 70s had a profound effect on Ra’s music. As with Cage, and many other artists of the time, these historic events served as inspiration for many musical works of Ra. As an African American, the Civil Rights movement, coinciding with the Cold War and the Space Race, had an additional impact on Ra. Religion, race and identity played a central role in Ra’s career. However, Ra often found himself in disagreement with different religious groups (such as Nation of Islam followers, Baptists, or other Christians). Not fitting in any “box,” Ra devoted his time to the broad study of religions, etymology, history, science, and science fiction. This led Ra to unique and firmly held beliefs of his own particular views on religion and philosophy. Ra’s music became deeply rooted in his own “brand” of religion. He often spoke to his audiences about his religious teachings and philosophies, and by the mid-1950s Ra became an “international spokesman for the creator of the Omniverse,” writing, proselytizing and distributing leaflets.9 He carefully studied the Bible and other religious texts, deriving interpretations that did not always fall in line with the doctrines of traditional religions. Another source of influence for Ra was science and science fiction. Science fiction became very popular in the decades spanning the Cold War and the Space Race, and Ra was an avid fan of science fiction. The Cold War between the United States and the Soviet Union prompted a scientific and military push with the intention to outmaneuver the declared enemy. The control of land, water and air was crucial, but both countries had their sights set on a new frontier: space. Military leaders on both sides realized that satellites could be used to monitor or deploy weapons from space, without being easily detected. Now civilians also had to fear attacks from land, water and air, as well as from missiles launched from space. The media picked up on this scenario by releasing films, graphic novels, books, etc., all with the intent to answer one question: what is waiting for mankind out in space? How will these scientific advances (mainly robots) change life here on earth? Many artists added their own commentary to the Space Race movement. It was in this frenzy that Cage picked up a newly-published star atlas, which he used to write Atlas Eclipticalis. But unlike Cage, Ra and other African Americans did not have equal opportunities to pursue government sponsored space-related occupations, or to even be part of the main-stream media conversation on this topic. Arguably the greatest feat achieved by humankind—the moon landing—was to be done by an entirely white, male crew. Being left out of the scientific endeavors, Sun Ra and others in the black community turned to music as a viable tool to build a space-exploration narrative. Without access to space exploration technology, music became a means to “transport black people to other states of being in both material and spiritual terms.” Highlighting the unrest, inequality and lack of opportunity, Gil Scott-Haron released “Whitey on the Moon,” a poem set to music on his new album A New Black Poet – Small Talk at 125th and Lenox (1970). (‘cause Whitey’s on the moon) No hot water, no toilets, no lights. (but Whitey's on the moon) I wonder why he’s upping me? (‘cause Whitey's on the moon?) The lyrics paint a picture of the standard of living for millions of African Americans, in direct contrast to whites landing on the moon. It highlights the injustice of affording luxuries of space travel while an entire race was subjected to deplorable living conditions. How could these two extremes of such inconceivable human achievement coupled with sub-human treatment and living conditions exist within the same community? Although the development of Afrofuturism cannot be attributed to a single person, the term itself has frequently been ascribed to Mark Dery who describes it as: Speculative fiction that treats African-American these and addresses African-American concerns in the context of twentieth-century technoculture—and, more generally, African-American signification that appropriates images of technology and prosthetically enhanced future—might for want of a better term be called ‘Afro-futurism. Afrofuturistic” is a term frequently used to describe Ra’s music. Furthermore, Ra and his Arkestra members regularly played their concerts in costumes and clothing that were in line with Afrofuturism. There is no doubt that Ra was a key figure in spreading awareness on this topic. Various religions played a part in Ra’s music. Christianity, Islam, Egyptian, African or other ancient myths, are intertwined with his music. Ra’s study of religion was incredibly systematic. Although the entirety of his study cannot be discussed in the scope of this chapter, a sole example of one of his street-corner sermons will illustrate the point. To begin the discussion of his obsessive study of religious texts, etymology must be discussed first. John Corbett described Ra as a “logophile,” a lover of words and homophony, where the “words another form of music.” As mentioned before, etymology—the study of the origins and history of words, was a passion of Ra’s and played a significant role in his music and teachings. In many of his street-corner sermons, Ra used etymology to explain, deepen, or even re-interpret the meaning of a word. In one sermon, he begins with the study of the word “Christianity” and delves into historical, mythological, cultural, and religious meanings tied to the word. A section of a street-corner sermon outlining some of Ra’s views on Christianity and his obsession with etymology and words also shows his philosophical tendencies as well as his fascination with early Christian history: "Christianity is a religion based upon the of Christ, but when used in this manner it should be spelled Christionity. There is a difference between the people who believe in Christ and the people who believe on Christ. The meaning of this will require study by those who are interested. The word chrest is also significant, and we should not neglect the word crest because a crest is a shield or a coat of arms. Crest also means top. It is remarkable that people are in ignorance concerning these two words. We recommend that you research upon the words chrest and chrestion." Ultimately, Ra saw much of Christianity as false and oppressive. Ra explored these ideas further in the film Space is the Place, whose plot—although set in modern times— closely follows ideas of the Bible. Ra’s ultimate goal was to “awaken” the people to his teachings and to allow the Rapture to happen; this is depicted at the end of the film when Ra takes a few African Americans aboard his spaceship and takes them to a new planet, while the rest are left behind on a “fallen” earth controlled by the Devil. This event can also be viewed as an Exodus (like in the Old Testament) when Moses led his people out of the oppressed land of Egypt where they served as slaves, into the new land, where they were free to start anew. Ra and his Arkestra gained international fame in the 1950s as they toured across America, Europe, and Asia not only for their futuristic space-inspired jazz, but also for the costumes, headgear, and other visual aspects that accompanied Ra’s performances. Since the 1950s, Ra’s band, The Intergalactic Myth-Science Solar Arkestra, was commonly referred to as “the Arkestra.” Acknowledging a rare reference to his birthplace, Ra named his band Arkestra, joking that this is how “orchestra” is pronounced in his native Alabama. It was also fitting that the spelling of the word references the Biblical Ark.21 The symbolism of the Ark is a reoccurring theme in Ra’s work: it is a vessel, a ship, and a tool, sometimes physical, sometimes metaphorical, by which Ra transports himself and others to and from Earth, across the Solar system, into the past, and into the future. His band, the Arkestra, signifies a metaphorical ark that carries the music, ideas and the seeds of his philosophical and religious teachings as the group travels around the world. At other times, the Ark is the music itself, transporting Ra’s audience into the future through experimental, futuristic jazz; at other times still, the Ark is the spaceship in Space is the Place, which carries Ra and his passengers across the Solar System. Ra’s views and philosophies caused many to question Ra’s authenticity, sincerity, and commitment to his principles and his identity. However, this only seemed to strengthen Ra’s resolve: “I believe that if one wants to act on the destiny of the world, it’s necessary to treat it like a myth.” Ra held a life-long insistence on the necessity of myth, not only in history, music, and art, but also in every aspect of life. The subject of myth, myth-science, mythocracy, and mythology, which captures the vision behind Ra’s passionate pursuit of the subject. He insisted on the necessity of myth, not only in history, music, and art, but also in every aspect of life. In his eyes, to change the world, it is necessary to examine the boundaries of reality, truth, and mystery. There is a deeper truth to Ra’s philosophies and teachings: as he invites his listeners to examine these boundaries, they discover that there may not be any boundaries at all. If Arys Oakheart had been present for the meeting of the Kingsguard in Jaime VIII, ASOS (say Tyrion had sent Greenfield, Trant or Moore to Sunspear instead) - how do you think Jaime would have internally/externally assessed Arys?
I don't think Oakheart would have stood out in any special way? Jaime would have seen him as a skilled warrior, adequate as a KG and maybe better than the likes of Trant and Blount.
Oakheart does protest once about beating Sansa, however he still does not have the strength of character to say no (Even if Sansa appreciates that he hits her only lightly)
I do find Jaime's assessment of the KG to be rather hypocritical though. He thinks of Trant as sly and cruel and he is correct here. However, Jaime was also cruel. He was hunting a 9 year old child on the Trident to cut off her hand.

If it had been Jaime who had been there in KL instead of Tyrion, I am doubtful he would have stepped in to help Sansa and stopped her getting beaten by the KG.
