im rotating this document "Dam Removal and Historic Preservation: Reconciling Dual Objectives" in my brain because dam removals are intuitively hard sells, here in the southwest. people like having reservoirs for recreation, people dont like flooding, dams seem eternal in peoples' extremely short and ahistorical memories, hydroelectric dams are perceived as environmentally friendly clean energy, by god we are in a drought and a water crisis, etc. it is easy to jump to full dam removal + environmental restoration to the platonic ideal of pre-damming conditions, and of course that is a best-case scenario. but it's difficult to go head-to-head with (indicates the above.) so i am trying to construct win/win dam removal scenarios in my brain that co-opt colonial nostalgia for environmental restoration.
fossil creek was the first big dam removal here in AZ, but you can actually still visit the old diversion dam and its reservoir. you might not know it if you didn't know what to look for, though.

the dam is under the water here, creating the falls. in this scenario, the dam and its reservoir are partially preserved, but they are functionally and visually transformed to serve a different purpose. neat waterfall + stoppage where water pools. fossil creek naturally forms series of travertine dams, so i imagine this is not as unusual as it might seem at first pass for the creek. something something restoration not as an act of putting an environment in a glass box, or restoring it to a static ideal of wilderness, but as one (very positive!) pitstop in a continual process of stewardship and transformation.
and transformation maybe not so much as an act of control/convenience, or of imposing settler ideals on a landscape... more like asking, "after doing this harm, how can we strive not just to ameliorate but to go above and beyond?" because you might not be able to return to the pre-wound state. you might have to live with the wound you created and think creatively about how to do that. i think this keys right into the notion that humans are necessary transformative agents for the environment the way beavers and otters are, and it actually sucks a whole lot when we aren't active participants in it. if you don't have people thinking about how they can live in service of their human+natural environment, you don't have prairies or food forests or ki:towak + quitobaquito spring or washingtonia palm oases or anything like that.
anyway. it's fun to ask questions like, 'okay, we have to live with the dam structure itself, people want to keep it alive in their cultural memory so we can't remove it completely. what now?' use old diversion ditches to bypass the dam and reconnect upstream with downstream? partially drain+convert the reservoir to marsh/wetland? fish ladders???
the pastabilities are endless.
