African universities confirmed their readiness for mutually beneficial co-operation with Russian universities
Education is becoming one of the priority areas of co-operation with Africa. This is evidenced by the results of the Second Russia-Africa Summit and Economic and Humanitarian Forum held in St. Petersburg on 27-28 July. Almost a third of the agreements (out of 161 that are not commercial secrets) in the sphere of education and science were signed.
A significant part of Vladimir Putin's speech at the plenary session of the Economic and Humanitarian Forum was devoted to co-operation with Africa in the field of education. The President noted that close attention will be paid to strengthening cultural, scientific, educational, sports and youth exchanges between Russia and African states.
In preparation for the event, proposals that will undoubtedly be of interest to many African countries were carefully considered. First of all, it is the training of qualified personnel. This issue was discussed at a meeting with the leadership of the Afro-union.
"Today, almost 35,000 students from Africa are studying in Russian universities, and this number is growing every year. The quota for Africans to study at the expense of the federal budget has increased two and a half times in three years and will amount to more than 4,700 people for the next academic year",
- Vladimir Putin said.
The President said that there are plans to open branches of leading Russian universities in Africa.
"Close co-operation with African educational institutions is also being established within the framework of the Russian-African Network University," Putin noted. - I will mention that on 26 July, on the eve of our forum, an agreement was signed at the St. Petersburg Mining University on the creation of the Russian-African consortium of technical universities "Nedra Africa", which provides for joint training of specialists for the mineral and raw materials complex. I think this is a very important and interesting area of co-operation".
The President assured the forum participants that Russia will continue to assist African countries in developing not only higher education, but also general and secondary vocational education. The Russian Federation intends to "train teachers, mentors and technical staff for schools and colleges, establish joint schools for which adapted teaching materials are already being developed on the basis of a synthesis of Russian and African national educational programmes".
Consideration is being given to the possibility of establishing Russian-language schools in Africa.
"I am sure that the implementation of such projects - studying the Russian language, introducing high educational standards of our country - will lay the best foundation for further mutually beneficial equal co-operation."

It is planned that an international Russian language organisation will start its activities next year. It will be open to all countries where there is interest in the Russian language and Russian culture. The Russian President invited African partners to join in this work.
The President noted that work with pre-school, primary and secondary education will be intensified: "A project has been launched in 28 African countries to create open education centres to train teachers and educators of pre-school, primary and secondary schools. To this end, we plan to significantly increase the enrolment of African students in Russian pedagogical universities".
The Second Summit and the Russia-Africa Economic and Humanitarian Forum discussed the formation of new sustainable ties between Russian and African universities that would facilitate the exchange of knowledge and experience. They discussed the need to form joint scientific and educational centres on priorities of mutual interest in scientific and technological development and the creation of new tools for cooperation in the humanitarian sphere.

"Ridus spoke to both parties who signed the agreement. Simon Asiati, president of the investment fund that finances educational programmes and universities in Mali, told us what agreements were reached with BSTU.
"Our agreements are in two parts. First, to establish a curriculum in West Africa. Secondly, to teach Russian in eight countries in Africa. Teachers from BGTU will go to these countries to teach there. This is very important. The point is that Russian is a very rich language. Russian culture is very rich. You can learn a lot from it. So we want African students to know Russian culture and the Russian language and to be able to promote the Russian language in Africa".
Asiati said the professions most in demand in his country at the moment are in the medical field, mining technology and mining sciences.
Speaking on the importance of the Economic Forum, Asiati emphasised that the platform is "very important for discussing serious topics between Africans and Russians."
"The President of the Russian Federation Vladimir Putin has accurately voiced his intentions regarding the countries of Africa. And, of course, here it is worth considering in all spheres, what important operations, what actions, how properly they should be carried out in order for relations between the parties to be good."
Asiati admitted that this was his second visit to Russia. He liked our country very much and is ready to come again - for the next forum to be held in November.
"Ridus spoke to Professor Ruslan Lesovik, vice-rector for international activities at the V.G. Shukhov Belgorod State Technological University, adviser to the Russian Academy of Sciences, Doctor of Technical Sciences, Professor Ruslan Lesovik. According to him, the agreement with the Malian university will not only increase the number of foreign students, but also expand Russia's influence in this region.
"We plan to open the Russian language centre of our university there, to organise a preparatory faculty for foreign citizens. We would also like to see children from Mali as applicants for the summer language school we will be holding next year. This will make it possible to establish mutually beneficial co-operation between our universities in particular and between our countries in general",

The Vice-Rector of BSTU emphasised that all the necessary conditions for establishing cooperation and signing agreements had been prepared at the highest level.

"In recent years, we have noticed a significant desire to co-operate with our university. Judging by conversations with colleagues, this is also felt at other universities in Russia. Students and universities in Africa are open to mutually beneficial co-operation with universities in Russia."

At the moment students from 79 countries of the world study at BSTU. Africa is represented by 32 countries (more than 700 students). These specialities are mainly related to construction and mechanical equipment, emphasised the Vice-Rector of BSTU.
Lesowik also spoke about the alumni association, which allows the university to keep in touch with African students after their studies.
According to him, such international co-operation will give Belgorod Region not only an increase in the number of foreign students, but also an opportunity for the region's enterprises to enter the market of African countries. Especially since the university already has experience of such co-operation after the People's Diplomacy Forums - two enterprises worked with Sudan and Ethiopia.

Baseball was warned. In a 1974 article about the lack of Black MLB managers, the Sporting News pointed to an equally pressing concern: the decline of the Black player. Editor C.C. Johnson Spink wrote that over the previous five years, there had been a significant drop in the numbers of African-American players drafted, from 40 percent to roughly 15 percent. Spink also wrote that, statistically, Black players had outperformed their White counterparts.
If Black players left baseball, he concluded, then the game would suffer.
Three years later, Atlanta Braves general manager Bill Lucas, the league’s first Black GM and also the highest ranking Black official in MLB at the time, sounded a similar alarm, telling a reporter, “I’ve noticed a decline of Black ball players drafted and being funneled into the minor leagues and a decline in the number pursuing the major leagues. It’s an indication we may be losing some good athletes to other spring sports.”
Lucas wasn’t alone. The popular Black sportswriter Doc Young wrote numerous editorials about the decline of the Black superstar. Investigative pieces in newspapers across the country highlighted the general decline of Black American players. MLB officials publicly stated there was a problem. Monte Irvin, who integrated the New York Giants in 1949 and was at that time working in the commissioner’s office, said, “Black kids are not just playing as much baseball as they used to.” His solution? Get the kids when they were young. As he put it, “in the inner cities, a kid may have baseball ability right after he gets out of grade school but doesn’t know what to do with it. We have to get scouts to dig him out, to tell him where to play.”
The numbers told the story: From 1947, the year Jackie Robinson broke into the major leagues, to 1973, the number of Black players in MLB increased. But from 1973 to 1976, Black participation dropped from 144 to 109 players, or from 24 percent to 18.2 percent of the league.
Still, Lucas seemed largely unfazed. “I don’t think it’s serious, though,” he said. “The Black ballplayer’s not becoming extinct, or anything like that.” MLB lacked urgency, too. Perhaps the sport’s leaders were blinded by the fact that, in 1977, Black superstars were still prominent. Though Henry Aaron, Willie Mays, and Jackie Robinson were gone, players such as Joe Morgan, Reggie Jackson, Willie Stargell, and an aging Lou Brock were thrilling fans. MLB had two Black MVPs in George Foster and Rod Carew; two Black Rookies of the Year in Eddie Murray and Andre Dawson; a host of rising Black talents including Dave Parker, Dave Winfield, and Willie Randolph; and a Black No. 1 draft pick in Harold Baines.
That year, the most MLB did to reconnect with Black youth was to use Jackie Robinson Week – the 30-year commemoration of his breaking the color barrier during All-Star Week – to, as Irvin put it, “make them (young Blacks) aware of Robinson’s contributions.”
That would not be enough.
At the game’s lower levels, the Black talent drain already was underway. For years, Black players had argued that teams had unwritten quotas governing how many Black players they would have on their rosters. Because of these quotas, they believed that Black players had to be great – or else they would never get a real chance to carve out playing careers. Black kids believed this, too. Gates Brown, a former Detroit Tiger who worked in the organization after his retirement, said in 1977 that when he tried to recruit Black kids, “you still get the same line: you got to be twice as good as the White kid.”
Brown had no remedy except to say, “Be tough, hang in there.”
Crucially, baseball’s scouting system had changed. According to Hall of Famer Frank Robinson, when barrier breakers like Jackie Robinson came in, most teams started to sign Black talent, believing that was the best and cheapest way to compete. A generation later, however, scouts felt that they had tapped that mine. So they stopped looking for Black gems – or even showing up at all. One Black player concluded that White scouts refused to go to the inner city and scout Black players because they were afraid. Meanwhile, Black scouts were disappearing. Of the 566 official MLB scouts in 1982, only 15 were Black. Fourteen teams did not have any full-time Black scouts. That led the great Joe Morgan to ask, “How can you expect to sign a lot of Black players if you don’t have a lot of Black scouts?”
This lack of Black scouts coincided with teams’ increasing dependency on drafting college players. From 1972 to 1982, MLB teams went from drafting 334 collegians to 615, a near reversal of numbers when compared to high school players. Pittsburgh Pirates player Bill Madlock believed that this was intentional, done because fewer Black players played in college. Purposeful or not, the change had a huge impact on the Black talent pool for two reasons. First, by the 1970s, a number of Historically Black Colleges and Universities, or HBCUs, had begun dropping baseball. As Black Sports reported in a 1971 article, these schools lacked the resources to field teams. Most did not offer scholarships. Without that, many potential players instead chose to concentrate on their books. Second, the predominantly White institutions that could offer baseball scholarships were limited to only 13 per team. As a result, a host of young Black athletes who looked to college sports for potential economic mobility saw limited chances in baseball and so tried their luck with football and basketball, "They seemed to be turned off by baseball,” said Brown, the Tigers lifer. “More concentrate on football and basketball. There's more money, and they get to the big-time quicker."
Baseball also lost Black talent because America’s structural inequalities had taken their toll on the inner city game. In the late 1970s, youth coaches noted that while the sport was doing fine in the mostly White suburbs, inner cities struggled to field teams from the Little League to high school levels. As one youth leader in Miami put it, they lacked money for league sponsorships, kids couldn’t afford equipment, and the facilities were neglected. MLB officials understood this, and, Irvin concluded, “they don’t have the wide-open spaces for baseball anymore.” But the sport didn’t do anything about it.
With MLB unwilling to truly step in, it mostly fell on individual Black players to do what they could. In the late 1980s in Los Angeles – a city that had a rich history of producing Black talent – Black stars such as Darryl Strawberry and Eric Davis saw the warning signs. They returned to practice at Harvard Park, a public gathering place in the middle of one of the most dangerous sections of the city, the type of place where you were more likely to see someone struck by a bullet than struck out by a pitch. They helped youngsters with tips and gear and otherwise remained a presence, letting Black kids know that baseball could be a future home for them, too. Soon, programs like Reviving Baseball in the Inner Cities, which is run by MLB and still exists today, would follow their lead to provide kids with opportunities to play ball.
But by then it was too late. Baseball’s failure to get out in front of the problem in the 1970s and early 1980s had real and lasting consequences. The number of Black players in MLB remained relatively stable from 1977 to 1987 – and then the well nearly dried up. Today, the number of African-American players sits at an all-time low of roughly 7 percent. If MLB wants to increase Black American participation in the game, the league will have to make massive investment in youth baseball, bring more Black decision-makers into the fold, and stop repeating the same tired lines that the game isn’t as cool or appealing as basketball and football.
Today’s baseball fans, a demographic group that itself is also shrinking, have far fewer Black stars to get excited about. Yesterday’s icons warned us this day was coming. But the league never righted the ship. And that makes it fair to ask: Even now, is the league truly dedicated to fixing this problem?

The door slams behind him as Bucky storms into his house.
He has lunch plans but Raynor’s words and eyes and behavior stick to the corners of his mind, sickening like too-sweet candy he shouldn’t have eaten. Except he didn’t even want to eat it. It was shoved into his forced-open mouth. He tried to spit it out but he couldn’t. It was too late. It was already clinging to his teeth.
He rips the gloves off of his hands, then the jacket off of his back. There is light in the room, the light from the outside streaming in through the one window he keeps unshaded. There is the tv, playing an endless loop of soccer. The green and the gold bounce against the glass protecting the Smithsonian postcard he put up on the wall.
Steve Rogers and Bucky Barnes, laughing at some stupid joke he can’t remember. He’s looking at Steve like he hung the moon, and in that moment, he knows that’s exactly how he felt about this sun-kissed Brooklyn kid.
It hurts to think about this picture. To see himself smiling like this. To know he was already Hydra’s, even if he thought himself free. To know he’d probably already lost Steve.
He forces himself to take a deep breath. The expanding of his lungs is uncomfortable.
Why is this upsetting to you?
Because I don’t get to have secrets. I don’t get to be a person. My mind is yours to tear apart and put back together and you’re just Hydra wrapped in star-spangled banner paper.
This isn’t the first time he’s come back from seeing Raynor feeling like there’s a vice-like grip on his heart.
She doesn’t care enough to do her job properly. She doesn’t care enough to do the paperwork to get him someone who will be good for him. So he’s stuck, because she can’t be fucked to make life less terrible for him.
No one fucking cares enough. Not Raynor, not the people at the VA, not his superiors in the taskforce. And not Steve.
The Smithsonian postcard is an insult. 4 dollars and change for a snapshot of a memory. 4 dollars and change and you can bring home Captain America and Bucky Barnes, and look at the card and think you know what it was like to be either of them in 1944. Best friends since childhood. Inseparable. Bullshit.
Bucky wants to tear that card from the wall and throw it away with all of his strength. But he doesn’t. He knows he’ll regret it. He knows he’ll hate himself for it. He’s supposed to keep loving Steve even if he’s gone. He’s supposed to think of him as this… beautiful, glorious, perfect man. He’s supposed to be okay with this.
He told him he’d be. He told him he would be fine, that he could go, that he’d manage.
And now it’s been a little over 2 months and he’s not fine. He’s not managing. And he wants to slap himself. He should have told Steve to stay. He should have told him he needed him. But he hadn’t. Because Steve wanted to leave, and Bucky’s always been the one to tell Steve to pursue what he wanted. Because he made sure he could afford those art classes by taking that second job on the docks, because he kissed his cheek and told him he was going to be famous one day. That he was going to be respected, too.
Bucky’s never been an obstacle in Steve’s way. And he wasn’t going to stop now. So he told him to go.
And now he wants to scream for him to come home to him. To come get him. To come rescue him from this horrible fucking life he’s made for himself.
He knows Steve won’t come though. He didn’t come in ‘45, when the Soviets got their hands on him. He didn’t come in ‘50, when Zola bought him from the Soviets, in the same breath he bought a bomb. He didn’t come in the following years, and eventually, Bucky forgot the name Steve.
Some nights, he hears his own begging. Steve, Ma, HaShem. No one came. No one saved him. And no one is going to save him now, in 2024. He’s going to drown in the sorrow of too many lifetimes.
What else can he do? Once his brain stops coming up with names to add to the list, what will he do?
He has no idea. And he doesn’t want to think of it. Once he’s not useful anymore, what will he be? The list is his expiration date. Sometimes, he hopes the names keep coming.
There is pent-up energy in his bones, but he doesn’t know how to get it out. It’s broad daylight, and he can’t go on a proper run right now. People will see. He has no desire to go into the military base’s gyms right now. He can probably go into the guest room and pull out the punching bag and rip it to shreds.
He doesn’t have a lot of time. Lunch is coming up. It’s Wednesday. One of the names on his list is waiting. He needs to do that. To fulfill the promises he made. It’s his purpose now.
He feels like an open wound, standing in his living room, bleeding out everywhere, burning and stinging with every miniscule spasm of muscle, every brush of air.
When he shows up at Izzy’s, Yori will ask what’s wrong with him, and he’ll lie. He can’t tell him. Yori thinks he’s just a sweet, if a little lost, guy. Moved away for a while, only recently came back to Brooklyn. Ex-military. All things that aren’t exactly lies. They aren’t exactly truths either.
Izzy’s a Japanese restaurant. The building it’s in is old, the kind of old that Bucky actually remembers. In his day, it was a butcher shop, a non-kosher one. Before his mother died, Steve would sometimes be sent to get some leftover pork trimmings from there, to thicken the soup. It smelled bad at the end of the day.
Now it’s a clean and chic place, all painted in dark colors. It’s busy at lunch time, every day. It’s also busy at dinner time, when he walks by on his way back to work. Sometimes, he grabs something to go.
He’s starting to know his way around a sushi restaurant’s menu. He’s not an enormous fan of the rice, so he usually orders those thin slices of fish, the sashimi. Izzy’s has this plate, red tuna and salmon with a side of seaweed salad. The red tuna has a meaty quality that surprised him at first, but he really enjoys it. It tastes thick and fat on his tongue. He surprises himself with the diverse arrays of foods his palate accommodates.
Thinking about the food, about Yori, and Leah, the lady that serves them at Izzy’s somewhat feels good. They’re relatively untouched by the horrors of his mind. At least for now. One day, he’ll have to tell Yori he killed his son.
For now, he wants to be a little selfish. Yori’s old. The kind of old that makes Bucky feel comfortable.
He still has to watch himself, make sure he doesn’t talk too much like an old man, that he doesn’t tell stories he shouldn’t know about. When he says things about the old Brooklyn he grew up in, he says they’re his grandfather’s stories. If no one looks too close at the details, it works.
It doesn’t help the weird distant feeling he has sometimes when it comes to his life. It pulls him away from it. As if it wasn’t really his life.
He guesses he has little in common with the James Barnes of the 1930s. A name. Some memories. Nothing else. His family’s gone, his neighborhood’s gone, his friend is gone, his shul is gone.
He eats sashimi now, with that spicy green paste - wasabi. He watches soccer on a tv in color that he can afford. He has a computer - that he doesn’t use - and a mobile phone. He’s a soldier. He never went to college.
He was smart, back when he was James Barnes. He could have gotten into university despite the quotas. That was what his father used to say. And then he died.
He departed years before Bucky lost his mind to Hydra. He was 16 the first time he led the family in Shabbos prayers. He remembers the quivering of his voice as he stood at the head of the table, in his father’s place, and recited kiddush. He remembers the tears in his ma’s eyes.
He remembers his father teaching him how to shave with steady hands. He asked him to shave him when Bucky was barely a man, before even his bar mitzvah. His hands still remember how to use both the safety razors and the straight-edged ones. Even with decades of Hydra, he remembers it. He’s thankful for that, because the clippers and electric razors people use now are out of the question for him.
The clock ticks and tocks, minutes melting away as he stands there lost in feelings and memories.
Suddenly, he’s late to meet with Yori and he almost runs to the restaurant where the old man sits at the counter like he always does, saving a seat for him.
“You’re late,” Yori points out and Bucky finds himself sheepish.
“Didn’t see the time.”
He takes his seat by Yori’s side. They talk about sports and the papers, and the obituaries. Bucky finds himself looking through the names and wondering if he knew any of them, if they were the loud kids from down the streets when he was a teenager.
Leah comes over with a smile. Today’s special is subuta.
“What’s that?” Bucky asks in a hushed voice to Yori as Leah walks away with a smile and lets them think through their options.
Yori leans back towards him. “Sweet and sour pork. Very tasty. Izzy’s the best in town. You should try it.”
“Ah,” Bucky sighs softly. “I don’t eat pork.”
It’s a lie. He’s eaten a lot of pork in his life. Pierce loved his bacon. But it’s also true. He hasn’t touched pork since he’s left Hydra. The smell of it cooking makes him think of Pierce. And there’s something inside of him that avoids it, even if he doesn’t keep kosher in any other way. He hasn’t ever announced it that way.
Yori nods quietly, not realizing what those four words mean.
There’s no way he can know. It’s Bucky’s secret.

In the third decade of the 21st century, the Social Register still exists, there are still debutante balls, polo and lacrosse are still patrician sports, and old money families still summer at Newport. But these are fossil relics of an older class system. The rising ruling class in America is found in every major city in every region. Membership in it depends on having the right diplomas—and the right beliefs.
To observers of the American class system in the 21st century, the common conflation of social class with income is a source of amusement as well as frustration. Depending on how you slice and dice the population, you can come up with as many income classes as you like—four classes with 25%, or the 99% against the 1%, or the 99.99% against the 0.01%. In the United States, as in most advanced societies, class tends to be a compound of income, wealth, education, ethnicity, religion, and race, in various proportions. There has never been a society in which the ruling class consisted merely of a basket of random rich people.
Progressives who equate class with money naturally fall into the mistake of thinking you can reduce class differences by sending lower-income people cash—in the form of a universal basic income, for example. Meanwhile, populists on the right tend to imagine that the United States was much more egalitarian, within the white majority itself, than it really was, whether in the 1950s or the 1850s.
Both sides miss the real story of the evolution of the American class system in the last half century toward the consolidation of a national ruling class—a development which is unprecedented in U.S. history. That’s because, from the American Revolution until the late 20th century, the American elite was divided among regional oligarchies. It is only in the last generation that these regional patriciates have been absorbed into a single, increasingly homogeneous national oligarchy, with the same accent, manners, values, and educational backgrounds from Boston to Austin and San Francisco to New York and Atlanta. This is a truly epochal development.
In living memory, every major city in the United States had its own old money families with their own clubs and their own rituals and their own social and economic networks. Often the money was not very old, going back to a real estate killing or a mining fortune or an oil strike a generation or two before. Even so, the heirs and heiresses set themselves up as a local aristocracy. Like other aristocracies, these urban patricians renewed their bloodlines and bank accounts by admitting new money, once the parvenus had served probation and assimilated the values of the local patriciate.

In short, for two centuries there was a double competition among regional American oligarchies. On the one hand, the local notables, particularly those from the newly settled regions, had to prove they were not backward bumpkins, but were just as up-to-date with regard to European fashions as the patricians in New York and Boston and Philadelphia. On the other hand, some of them dreamed that the city they ran, whether it was Atlanta or Milwaukee, would become the Athens or Renaissance Florence of North America, and favored local writers, poets, and artists, as long as their work was in fashionable styles and did not inspire seditious thoughts among the local masses. The subnational blocs of New Englanders, Southerners, and Midwesterners fought to control the federal government in order to promote their regional economic interests.
The status of Harvard and Yale as prestigious national rather than regional universities is relatively recent. A few generations ago, it was assumed that the sons of the local gentry (this was before coeducation began in the 1960s and 1970s) would remain in the area and rise to high office in local and state business, politics, and philanthropy—goals that were best served if they attended a local elite college and joined the right fraternity, rather than being educated in some other part of the country. College was about upper-class socialization, not learning, which is why parochial patricians favored regional colleges and universities. If your family was in the local social register, that was much more important than whether you went to an Ivy League college or a local college or no college at all.
American patricians of earlier generations would have been surprised that rich people, many of them celebrities, would scheme and bribe university officers to get their children into a few top universities. Scheming to get into the right local “society” club—now that would have made sense.
Upper-class women were the chief enforcers of local “society.” Anybody who thinks that women are somehow naturally more generous and egalitarian than men has never encountered a doyenne of high society. Mrs. Astor’s 400 families in New York had their counterparts throughout the United States, from the Mainline elite in Philadelphia to the Highland Park set in Dallas.

The egalitarianism of the American frontier is greatly exaggerated. Some of the myth comes from European tourists like Alexis de Tocqueville, Harriet Martineau, and Dickens. For ideological reasons or just for entertainment, they played up how classless and vulgar Americans were for audiences back in Europe. On their trips they mostly encountered the wealthy and educated, who might have been informal by the standards of British dukes or French royalty, but who were hardly yeoman farmers. If these famous tourists had spent their time in slave cabins, immigrant tenements, miners camps, and cowboy bunkhouses, they might have gotten a different sense of how egalitarian America actually was. Elite Americans might have been more likely than elite Brits to smile politely when dealing with working-class people, but they were no more likely to welcome them into the family.

White poverty in the United States today is concentrated in greater Appalachia, because the Scots Irish settlers, often illiterate squatters, were priced out of other areas and ended up in the hills of Appalachia, the Ozarks, and the Texas Hill Country. As soon as the affluent discover the scenic views in those areas, they will be forced to move once more, just as old-stock families are already being priced out of the Texas Hill Country by rich refugees from California, bringing with them their cultural heritage of trophy wineries and boutiques, New Age spirituality and organic cuisines.

In short, a historical narrative which describes a fall from the yeoman democracy of an imagined American past to the plutocracy and technocracy of today is fundamentally wrong. While American society was not formally aristocratic it was hierarchical and class-ridden from the beginning—not to mention racist and ethnically biased. What’s new today is that these highly exclusive local urban patriciates are in the process of being absorbed into the first truly national ruling class in American history—which is a good thing in some ways, and a bad thing in others.
Compared with previous American elites, the emerging American oligarchy is open and meritocratic and free of most glaring forms of racial and ethnic bias. As recently as the 1970s, an acquaintance of mine who worked for a major Northeastern bank had to disguise the fact of his Irish ancestry from the bank’s WASP partners. No longer. Elite banks and businesses are desperate to prove their commitment to diversity. At the moment Wall Street and Silicon Valley are disproportionately white and Asian American, but this reflects the relatively low socioeconomic status of many Black and Hispanic Americans, a status shared by the Scots Irish white poor in greater Appalachia (who are left out of “diversity and inclusion” efforts because of their “white privilege”). Immigrants from Africa and South America (as opposed to Mexico and Central America) tend to be from professional class backgrounds and to be better educated and more affluent than white Americans on average—which explains why Harvard uses rich African immigrants to meet its informal Black quota, although the purpose of affirmative action was supposed to be to help the American descendants of slaves (ADOS). According to Pew, the richest groups in the United States by religion are Episcopalian, Jewish, and Hindu (wealthy “seculars” may be disproportionately East Asian American, though the data on this point is not clear).
Membership in the multiracial, post-ethnic national overclass depends chiefly on graduation with a diploma—preferably a graduate or professional degree—from an Ivy League school or a selective state university, which makes the Ivy League the new social register. But a diploma from the Ivy League or a top-ranked state university by itself is not sufficient for admission to the new national overclass. Like all ruling classes, the new American overclass uses cues like dialect, religion, and values to distinguish insiders from outsiders.
Dialect. You may have been at the top of your class in Harvard business school, but if you pronounce thirty-third “toidy-toid” or have a Southern drawl, you might consider speech therapy.
Religion. You may have edited the Yale Law Review, but if you tell interviewers that you recently accepted Jesus Christ as your personal savior, or fondle a rosary during the interview, don’t expect a job at a prestige firm.
Values. This is the trickiest test, because the ruling class is constantly changing its shibboleths—in order to distinguish true members of the inner circle from vulgar impostors who are trying to break into the elite. A decade ago, as a member of the American overclass you could get away with saying, along with Barack Obama and Hillary Clinton, “I believe that marriage is between a man and a woman, but I strongly support civil unions for gay men and lesbians.” In 2020 you are expected to say, “I strongly support trans rights.” You will flunk the interview if you start going on about civil unions.
More and more Americans are figuring out that “wokeness” functions in the new, centralized American elite as a device to exclude working-class Americans of all races, along with backward remnants of the old regional elites. In effect, the new national oligarchy changes the codes and the passwords every six months or so, and notifies its members through the universities and the prestige media and Twitter. America’s working-class majority of all races pays far less attention than the elite to the media, and is highly unlikely to have a kid at Harvard or Yale to clue them in. And non-college-educated Americans spend very little time on Facebook and Twitter, the latter of which they are unlikely to be able to identify—which, among other things, proves the idiocy of the “Russiagate” theory that Vladimir Putin brainwashed white working-class Americans into voting for Trump by memes in social media which they are the least likely American voters to see.
Constantly replacing old terms with new terms known only to the oligarchs is a brilliant strategy of social exclusion. The rationale is supposed to be that this shows greater respect for particular groups. But there was no grassroots working-class movement among Black Americans demanding the use of “enslaved persons” instead of “slaves” and the overwhelming majority of Americans of Latin American descent—a wildly homogenizing category created by the U.S. Census Bureau—reject the weird term “Latinx.” Woke speech is simply a ruling-class dialect, which must be updated frequently to keep the lower orders from breaking the code and successfully imitating their betters.
Mrs. Astor would approve.
