Owen Sound now forecasting $560,000 operating deficit due to COVID-19

City officials now anticipate Owen Sound’s 2020 operating budget will take a roughly $560,000 hit from the COVID-19 pandemic, but warn that number could double if organized team sports can’t take place as planned this fall.
“Estimated shortfalls in facility booking revenues continue to be the greatest risk area for lost revenues. Currently, my estimate is that we have a $450,000 deficit, however, there’s an extra $500,000 at risk depending on what happens as we get into the fall with minor sports and organized sports,” corporate services director Kate Allan told council Monday.
“Right now, my (total) estimated deficit is around half a million dollars, with the additional revenue at risk up to $1 million.”
Pam Coulter, Owen Sound’s director of community services, said the city is continuing to monitor what the province is allowing in terms of minor sports.
“The revenue projection wasn’t assuming any revenue from field and diamond rentals this summer. So the question really will come in the fall and, certainly, our fingers are crossed that minor sports will be able to go ahead in the fall. It will likely look different,” she said.
Owen Sound Minor Hockey Group posted on its website this week that it has decided to put registration on hold for the time being until more direction/information is available from the Ontario Hockey Federation and Ontario Minor Hockey Association regarding return to play.
Owen Sound closed its Harry Lumley Bayshore Community Centre and Julie McArthur Regional Recreation Centre to the public in March due to the COVID-19 pandemic.
Allan said at this point, with the projected operating deficit due to COVID-19 at $560,000, the city is not expecting that it will have a year-end shortfall that will have to be covered by external financing, like a debenture.
“Based on the estimates that I have, I believe that we will be able to cover the deficit. That is also based on the fact that I strongly believe there will be some sort of package from the province that is directed towards recovery and stimulation. I’m counting on that,” she said in an interview.
If that funding doesn’t come through, the city will have to make “some very difficult decisions that revolve around utilizing reserve balances,” she said.
“But I don’t believe we’ll have to debenture a deficit at this point in time,” she said.
Any reserve funds the city uses to combat the deficit will have to be replenished in future years or the project the reserve was intended to finance would have to be cancelled, she said.
Several organizations, including the Federation of Canadian Municipalities, are calling on the senior levels of government to provide emergency funding to help municipalities recover from the COVID-19 pandemic.
FCM says Canada’s municipalities now face a near-term financial gap of $10 to $15 billion due to revenue losses from things like user fees, facility rentals and transit fares and added costs associated with the pandemic.
Owen Sound council voted June 15 to add the city’s voice to the growing choir calling for federal-provincial COVID-19 funding for municipalities.
Council’s motion supported a May 8 letter from Association of Municipalities of Ontario president Jamie McGarvey to Prime Minister Justin Trudeau and Ontario Premier Doug Ford that urges both governments to collaborate to immediately provide essential financial assistance to help municipalities recover from the COVID-19 pandemic.
Both Owen Sound’s motion and the AMO letter say that Ontario municipalities are not allowed to run deficits, so the only financial tools available to civic governments to address COVID-19 costs and shortfalls are property tax increases, service cuts on a massive scale or the deferral of capital investments.
Both AMO and the Municipal Finance Officers’ Association of Ontario have asked for municipal feedback on a potential government support package for municipalities, which Allan said is a positive sign.
“The fact that they’re asking for input and receiving input suggests to me that they’re considering what that program might look like,” she said.
Owen Sound has spent about $90,000 on COVID-specific expenses so far, such as personal protective equipment, Allan told council.
“This amount, however, is the most likely to be funded by any provincial programs geared towards emergency and/or pandemic recovery,” she said.
City officials initially estimated in late April that the financial hit from COVID-19 would be about $1.1 million. That projection dropped to $850,000 in the city’s May COVID-19 financial forecast due to an earlier reinstatement of mandatory bag tag fees, transit fares and parking enforcement.
Allan told council that the main reason the anticipated shortfall has decreased again is because she has factored in some estimated year-end surpluses, primarily from police and fire services, that are not necessarily COVID-related, but might be used to offset the net deficit.

Owen Sound joins call for federal, provincial COVID-19 aid for municipalities

Owen Sound’s plea Monday for federal and provincial emergency funding to help municipalities recover in the wake of the COVID-19 pandemic will likely be this council’s most important request, says Deputy-mayor Brian O’Leary.
Without the assistance, he said municipalities will be forced to address pandemic-related revenue shortfalls and cost increases with their only available tools – hiking property taxes, slashing services and deferring capital spending – and each of those options would only work against ongoing recovery efforts.
“A good example of that is raising taxes. How do we go through all this now and then try to make up for it by raising taxes? And if you cut services then you’re going to hurt yourself economically. There’s just no way out of it unless the government steps up and sends the cash our way. I think municipalities deserve that,” he said in an interview.
In a rare move, Owen Sound Mayor Ian Boddy left the mayor’s chair – switching seats with O’Leary – so he could move a motion that adds the city’s voice to the growing choir calling for federal-provincial COVID-19 funding for municipalities.
Council’s motion supports a May 8 letter from Association of Municipalities of Ontario president Jamie McGarvey to Prime Minister Justin Trudeau and Ontario Premier Doug Ford that urges both governments to collaborate to immediately provide essential financial assistance to help municipalities recover from the COVID-19 pandemic.
Council also directed staff to forward its resolution of support to Trudeau, Ford and other federal and provincial government officials as well as the region’s MP Alex Ruff and MPP Bill Walker.
Owen Sound’s motion notes that municipal funding sources have been “severely challenged” by the response to the pandemic.
In Owen Sound’s case, the city is anticipating a budgetary shortfall of about $850,000, driven by revenue shortfalls rather than increased costs, according to a report to council from city manager Tim Simmonds.
But, with no indication of how long the pandemic will last or the full extent of mitigation actions that may be required, he said the financial toll is continually being monitored.
An updated COVID-19 financial forecast is to be presented to council June 29. Council will be presented with options at the end of this year on how to fund any persisting deficits, he said.
Simmons’ report says staff anticipates that the “federal and provincial governments may outline a financial package for municipalities that will offset a majority of the costs and potentially recover lost revenues associated with the COVID deficit.”
However, O’Leary said he felt it was still important for Owen Sound to pass its own motion calling for that assistance.
“The more pressure the government gets from municipalities, I think the better your chances are of receiving something,” he said.
Boddy said as it stands today, the city would have to raise property taxes by about three per cent just to recover in one year the financial impact from the COVID-19 pandemic.
“I don’t think our taxpayers could take that hit all at once,” he said.
Boddy said the AMO letter highlights what all municipalities are saying to the federal and provincial governments: “we all need help.
“It isn’t just us; it’s everybody.”
AMO’s letter says municipal governments have an indispensable role to play as Ontario looks to economic recovery. Financial assistance for municipalities from other orders of government “is essential if we are to succeed,” it says.
“In Ontario, the added costs of fighting COVID-19 and protecting the most vulnerable, coupled with massive and immediate losses in revenue in services such as transit, and reduced future revenue, cannot be managed at the community level,” it says.
Like Owen Sound’s motion, the AMO letter notes that Ontario municipalities are not allowed to run deficits, so the only financial tools available to municipal governments to address COVID-19 costs and shortfalls are property tax increases, service cuts on a massive scale or the deferral of capital investments.
“Any of those options will harm, rather than support, the economic recovery of Ontario and Canada,” the letter says.
The Federation of Canadian Municipalities has also issued an urgent appeal for emergency federal operating funding to help municipalities recover from the pandemic.
An April 23 letter from FCM says municipalities are facing a minimum of $10 to $15 billion in near-term non-recoverable losses due to COVID-19. That amount includes foregone property taxes, utility charges and user fees.
The Canadian Global Cities Council and Business Council of Canada have also sent a joint letter to Trudeau that urges his government to provide more support for Canada’s municipalities facing severe financial impacts from COVID-19.
The letter, sent last week, says the organizations appreciate the federal announcement that the allocation of $2.2 billion under the gas tax fund will be accelerated this year and provided in a single payment in June to help Canadian communities recover from the COVID-19 pandemic as quickly as possible.
However, it said while the money will help with short-term liquidity issues, it is not new money and does not address operating costs and the crisis of non-recoverable losses being faced by municipalities of all sizes.
Emergency support and new tools for municipalities are now critical, the letter said, noting this is not the time to cut back frontline municipal services and that shelving economically enhancing capital projects would directly undermine the economic stimulus that regions will soon require. Massive property tax levies next year would throttle businesses and consumers in the earliest days of recovery.
A COVID-19 financial forecast presented to city council May 25 says Owen Sound is expecting to lose about $370,000 in facility booking revenue as a result of having to close the Harry Lumley Bayshore Community Centre, Julie McArthur Regional Recreation Centre and other city buildings due to the pandemic. It is also anticipating a $360,000 hit by deferring final due dates for property tax payments and a loss of $100,000 in both transit and bag tag revenue.
City officials have told council that options to cover the year-end shortfall could include depleting some discretionary reserves or delaying certain capital projects planned for 2020.
But, Boddy said the city would have to increase property taxes at some point to replenish those reserves and the deferred capital projects will eventually have to be completed.
