The Patron Saint of Barangay Punta which is San Francisco Javier and his feast day is on December 3. Shown in the photo is Saint John Paul II in which he is the Station Mission Patron of Punta. Also Punta has a flowing water in which this was build during 1929 that help every puntahanon in everything especially which drinking, washing clothes, washing dishes and many more. We also have school which is the Punta Elementary School that before it is only from grade 4 but later on they decided to add two more grade which is grade 5 and 6 and the first valedictorian is Carmen Zamora. And lastly i know this all because of my grandfather Restituto Jumao-as he was a barangay captain back then and also my great great grandfather.To know all about Punta is that they have a book for each barangay captain to have a reminder of their duties and responsibilities back then.

Disaster Risk Reduction Management in My Community
Hazard Identification
Disasters are inevitable. Communities are not excluded from these unexpected occurrences, in fact, they are the most vulnerable. In my community, Brgy, San Bartolome, for example, there is a risk of floods because of a river nearby which is the Tullahan River and can also result to collapsing of the bridge connecting to the neighboring barangay, Brgy. Nagkaisang Nayon. Not only that, there is a possibility of having thousands of injuries and damages if the Valley Fault Line move and affect the communities along the Tullahan River.
Vulnerability, Elements, and People at Risk Assessment
There is about four areas that are vulnerable to the risks and hazards in Brgy. San Bartolome namely, San Dionisio Atlas Sampaguita Compound, Maries Village, Odelco Riverside, California Riverside, California Dream Homes, and California Village.
In San Dionisio Atlas Sampaguita Compound, there is about 200 families located in the area. The percentage of people according to age is as follows:
· 0-12 years old - 30%
· 13-19 years old- 28%
· 20-35 years old- 15%
· 36-59 years old- 25%
· Elderly- 2%
In Maries Village, there is about 180 families located in the area. The percentage of people according to age is as follows:
· 0-12 years old- 26%
· 13-19 years old- 15%
· 20-35 years old- 27%
· 36-59 years old- 30%
· Elderly- 2%
In Odelco Riverside, there is about 300 families located in the area. The percentage of the people according to age is as follows:
· 0-12 years old- 30%
· 13-19 years old- 20%
· 20-35 years old- 15%
· 36-59 years old- 30%
· Elderly- 5%
In California Riverside, California Dream Homes, and California Village, there is about 8000 families located in the area. The percentage of the people according to age is as follows:
· 0-12 years old- 20%
· 13-19 years old- 20%
· 20-35 years old- 25%
· 36-59 years old- 30%
· Elderly- 5%
If the Valley Fault Line did move, there is a possibility of having about 2,000 injuries, 3,000 collapsed structures and damages, and 5,000 displaced families.
When these disasters occur, there are vital areas of concern of the barangay that could contribute on the damages or holds a huge number of civilians every day. These are the areas that should be prepared at all times when it comes to risks and disasters so that injuries and damages would be lessen.
In the medium risks, there are business and amusements such as SM Novaliches, place of worships such as San Bartolome Parish, T.V. station and facilities such Meralco sub station and Channel 5. There is also a number of education facilities such as the Quezon City Polytechnic University and S.T.I. College that holds thousands of students an should conduct an annual earthquake and fire drills so that students wouldn’t panic when these disasters come.
Unfortunately, there are also high risk areas that could contribute on the damage caused by disasters such as the La Mesa Dam and LPG Depot.
Capacity and Disaster Management
Fortunately, the barangay has preparations in unexpected occurrences such as disasters. For example, when an earthquake hit the community, the barangay prepared command post and evacuation center for the affected victims.
In part with the BDRRM (Barangay Disaster Risk Reduction Management) Contingency Plan, the administration has a couple of officers that would attend to the preparation and damage control when unfortunate incidents occur such as:
Damage Control Officer- they are responsible for establishing a plan to attend to things that could cause more damage such as gas valve, power switches, and others. They are also responsible for correcting damaged utilities and report conditions that needs assistance. They are also responsible for clearing of debris and fallen trees on roadways and streets and cleaning canal and waterways with accumulated trash.
Security Officer- basically they are responsible for protecting the people in vacate areas, evacuation centers, and areas of operation. They also implement and enforce personal identification to unauthorized person in cordoned areas. They also have escort duties to transport supplies and equipment.
Supply Officer- they are responsible for identifying the supply requirements needed by the action teams.
Transportation Officer- they are in charge f the transportation needs of the barangay.
The barangay also has a BDRRMC Incident Command System wherein group of people is responsible in case any incidents happen. There are five major management functions that are the foundation upon the organization develops namely:
Incident Command- has the overall responsibility for the incident.
Operations- establishes tactics and directs all operational resources.
Planning- supports the incident action planning process by monitoring resources, analyzing information and maintains documentation.
Logistics- provides resources and services needed to achieve incident objectives.
Finance and Administration Monitors- provides accounting, times recording and cost analysis.
Safest and Hazardous areas, places, spaces, practices, lifestyle, issues in the community
For me, this area in our community is probably one of the safest areas when severe typhoons hit because its more elevated than the other areas which makes it safe from floods.
It probably sounds like a bit religious but for me, San Bartolome de Novaliches Parish is probably one of the safest places in our community because it has been renovated numerous times which is a possibility of a strong structure and the church is big enough to accommodate a great number of people, perfect for making it as an evacuation center. It is also closer to the barangay hall so it would be easier to reach out to the local government for the victims’ needs.
MY THOUGHTS
But even with the barangay’s preparations in these disasters and knowing the safest places to go, one cannot deny that the huge factor that one should be concerned about is the community members’ cooperation and unity. I think that since the areas are far from each other, is hard to communicate with one another and be prepared of the disasters as a community. The community’s awareness of the Disaster Risk Reduction and Management should also be a big concern too.
That’s why the local government should implement disaster risk reduction and management seminars so that the community would be aware of the proper preparation when these unexpected occurrences happen. The barangay should also make the community aware of their plan for these disasters such as the location of command posts and evacuation centers so that they would know the safest areas. The community members, on the other hand, should be cooperative with the barangay so that injuries and damages would be reduced. The community should be aware of what to do when disasters come and where to go for them to be safe. There should also be a way where community members can coordinate with the barangay.
With these kinds of issues such as incoordination of both the community members and the local government, it would be harder to address these problems in a larger scale such as with the whole country. Even though the government is already taking precautions and planning how to reduce the damages that these disasters will bring, it still going to be ineffective without the cooperation of its citizens. For example, people who are in at risk areas during typhoons and any other disasters always choose to evacuate when it’s too late or at the brink of the disaster. Most of the citizens may also be unaware of the things that they should when disasters happen which is why there are more injuries, deaths, and damages. The solution to lessen the effects of these disasters in our lives should start in disciplining ourselves and learning the right things to do. The government should also push its citizens to attend seminars where they can learn these things and they should become more involve with the security of their citizens when it comes with these disasters. That’s why cooperation should really start on a smaller scale which is the barangay.
As I observed my community and surroundings I realize some things. First, that preparation for disasters should be a priority of each citizen. I think that it’s not bad to be a little paranoid on the fact that disasters can happen anytime and there’s no harm in being prepared to these kind of things. Second, I think that even though natural disasters are unavoidable and the only solution is for us to be prepare to lessen the damages, we can still avoid other disasters that results on our own negligence like floods. The small trash that’s not properly discarded can clog the sewages that should be flowing freely. If the community is responsible enough, there would be less damages. Third, the local government and the community members should coordinate more so that everyone would be prepared on the incoming catastrophes that we’re all going to face in the future.
As a member of the community, I am responsible of my actions as do the community members. I will probably start with taking care of my own trash so that it will not clog on the sewages. I could also start with my family and later I could impart my knowledge with disaster risk reduction management and be a good example to the younger people in our community. I could also coordinate with the barangay and persuade them to inform the residents who is most vulnerable when disaster like floods and earthquakes occur. The key thing is to inform everyone about preparing ourselves with the incoming disasters that we will face in the future and reduce the damages it would cause us.

Discipline is questionable. Can this community be ready for the change?
Hazard Identification
Barangay San Dionisio had experienced calamities such as typhoon, earthquake and fire. It had made a huge impact to various factors in the barangay such as housing and stock of resources. Yet, the most dangerous hazard barangay San Dionisio have experienced is the fire. Almost every year, there will be dozens of fire hazards — may it be from an establishment or a house, its scare is as twice as the scare in typhoons happening every month.
Through these reports, the barangay officials, together with the DRRM Parañaque unit, they wanted to ensure that their response to emergencies are in tip-top condition. Provided with technological resources, warnings will be sent throughout the community with the use of local news. Furthermore, the barangay ensures that all devices, such as cellphones, telephones, walkie-talkies and radios, are ready to use whenever, wherever. Usually, officials depend on the warnings given by the respective departments such as PAGASA & PHIVOLCS, in order to know when to suspend classes.
Vulnerability, Elements & People at Risk Assessment
Calamities have always affected the livelihood of the people and it made a great impact to everyone no matter what social status they have, where it usually affects their businesses. What’s more unfortunate with calamities is that it also endangers life.
I asked ate Rose which place she considers to have the most number of hazards in terms of geographical location. With no hesitation, she exclaimed that Tacloban is the place to be; its area is low and also near the ocean, which can be prone to tsunamis. Meanwhile, in the context of barangay San Dionisio, ate “Rose” believed that the informal settlers of the barangay will be more prone to hazards, since their houses are not that intactly built and the place is also too crowded to even have the proper exit. That is why the barangay ensured that everyone in the barangay will have an easier access to safety.
“Sa barangay naman, prinovide na namin yung evacuation centers para sa lahat hindi lang doon sa squatters, lalo na doon sa mga madalas binabaha o mga nasusunugan. Open naman yun sa lahat, kahit walang disaster pwede pa rin nilang magamit.”
Yet, calamities are not the only problem barangay San Dionisio is experiencing. For years, they have tried to restore better streets and safety procedures for the people, but it is the community’s own irresponsibility who blocks the development of the barangay.
“Sa totoo lang ah, ang titigas kasi ng ulo nung iba. Pinaka-cause na talaga nung madalas na pagbaha dito ay yung pagtapon ng basura kung saan-saan eh. Basta walang makitang basurahan o basta tamad lang talaga, ayun kung saan-saan na itatapon.”
This is where the barangay officials are having a hard time — teaching proper waste disposal.
Capacity & Disaster Management Assessment
In order to help the barangay develop in a much more disciplined community, the officials conduct seminars regarding proper waste disposal, yet this may not be enough.
With regards to other calamities, as ate Rose have said, everything is prepared for the people of San Dionisio. There are available resources for the community in case of emergencies.
“Meron kaming mga transportation katulad ng boat, ambulance — name it, kompleto ang barangay niyan. Kung kumulang man, andiyan naman yung pinaka-office ng DRRM Parañaque at meron din tayong mga volunteers katulad ng Red Cross Parañaque. Kaya wala dapat alalahanin yung mga tao.”
Ate Rose exclaimed that she is happy with the efforts of the DRRM staff of Parañaque (noting Dr. Teodoro Gonzales, DRRM-Parañaque Head), yet she is still looking for solutions to help her barangay be in their best in managing their wastes.
Conclusion
With this, I have seen how disaster-ready barangay San Dionisio can be. They have numerous evacuation centers, transportation vehicles, first aids & employees that are ready to respond in case of emergencies.
Yet, the discipline of this community can be tricky, and this is where my mission begins as a part of this community — create a solution that will not hinder the development of barangay San Dionisio and to not endanger the lives of the people.

MODULE 3: DRRM KWENTUHAN
ADDRESS: Brgy. San Dionisio, Sucat, Parañaque City
I live in Parañaque City for 19 years now and I am grateful to explore our barangay. Kagawad Rodolfo Miranda Santos is the barangay official.
HAZARD IDENTIFICATION
The natural calamities which strikes the community are the earthquakes, fires, epidermic and typhoons. There have been times when typhoons pass by the community cause floods in the small areas and if there is an earthquake, minor aftershocks were felt. Other hazards that exists around the community is having a Improper Waste Disposal which also results to flood.
In the community, the risk that also experience is thief and commonly reasons why people come here.
The News especially PAGASA and PHIVOLCS and also the media are the source when it comes to typhoon and earthquakes. The barangay is updated all the happenings in news 24/7 for the safety of the people.
VULNERABILITY, ELEMENTS AND PEOPLE AT RISK MANAGEMENT
The most affected area around the barangay is the palanyag road wherein floods is very high and many disposed materials are in there. Many informal settlers also lived there which cause over popularity.
Mostly likely the people who will be affected are the ones who is living in a small areas in parañaque and especially the informal settlers. Also, the places who is also prone in floods like the Gatchalian Subdivision, Olivarez Plaza and Kabihasnan.
When the typhoon strikes in the community, the people would have experience low productivity in services. In terms of economics, the stores will be close,which the customers can’t accommodate it when a natural disaster strikes.
The most safe area during typhoon is your home. But when your area is affected in flash floods, you may go in the basketball court near the barangay. When it comes to earthquake, the safest place is an open area but before going there, make sure to perform duck, cover, and hold to the area where you are before going out.
The problems that the community experience sometimes is the lack of food and resources which the government cannot provide in a certain period of time and also the manpower. But the staff is always active and prepared any cases in the community.
CAPACITY AND DISASTER MANAGEMENT
The barangay have an equipment such as a disaster kit, first aid, rescue boat in case of emergency. There are also inspections in the community to inspect and assist those in need such as the response team to ensure the safety of the people. The barangay also inform via public address and social media to announce the upcoming disaster. Lastly, the barangay provides relief goods such as food and clothing to those affected.
The one who is in charge of preparing and dealing with the natural disasters is the Mayor and the Barangay Disaster Risk Reduction Commitee (BDRRC).
COMMUNITY WALK
Hazardous Places
The pictures above shows the hazard which commonly happens in the community. The unorganized waste disposal, floods happening and the traffic jam causes hazard by creating massive destruction that affect the barangay.
SAFEST PLACE
The safest place for people to stay is the church which they allow to evacuate the people during the state of calamity. Also, the open area beside the barangay hall is a safest place because they provide equipment and relief goods to the community.
BEST PRACTICES
The best practices in order for us to have a better community is keeping the peace in the society. With peace, unity will occur and everybody can rely with one another and help each other out in times of trouble. Also, practicing seriously the drills provided by the safety officers can prepare us in all forms of disasters that will come.
REFLECTION
In my interview with the barangay head, I notice that many challenges in our life and with the community will come. We cannot stop the hazards around us but we can minimize and be prepared on what we will do during calamities. The barangay is always prepared and ready in action. Without them, we would not unite and many problems will not be solve without them. As I explore the community, changing our perspective and taking care of the community is not too late. Change should start with us so that we can have a peace and clean community.

54K register in National ID system Step 2 in Iloilo
#PHnews: 54K register in National ID system Step 2 in Iloilo
ILOILO CITY – Over 50,000 individuals here have already completed Step 2 of the ongoing registration for the national identification system, according to the Philippine Statistics Authority (PSA).
In a phone interview on Friday, PSA Iloilo Chief Statistical Specialist Nelida Amolar said that as of March 10, they have already registered 54,818 in 12 registration centers.
Step 2 involves the validation of supporting documents and capturing the biometric information such as fingerprints, iris scans, and photographs.
PSA is also conducting trainings for the rollout of registration in the fifth district, which covers the municipalities of Ajuy, Balasan, Barotac Viejo, Batad, Carles, Concepcion, Estancia, Lemery, San Dionisio, San Rafael, and Sara.
Additional centers will operate beginning March 16 to cover all municipalities.
“For now, nine municipalities are open and we will be adding four more next week until we cover 35 municipalities where the Step 1 pre-registration was conducted,” she said.
The Philippine Identification System (PhilSys), in its report on March 1, said 20,133,869 have registered for Step 1.
Amolar said the Bangko Sentral ng Pilipinas is already integrating the data of those who registered in February.
By next week, the ID cards will already be delivered to the preferred addresses of the registrants or can be picked up from registration centers.
“The key to receive the ID is to show their confirmation receipt that was given to them after the registration,” she said.
The 12 PhilSys registration centers are in Midtown Hotel, Annex Building; Iloilo Science and Technology University in La Paz district; North Fundidor Gym, Barangay North Fundidor, Molo district, all in Iloilo City; and in the municipalities of Santa Barbara, Oton, Passi City, Leon, Tigbauan, Maasin, Dingle, Pototan, and San Dionisio.
Only those who have rescheduled and were informed through text will be entertained in the registration centers.
Signed into law by President Rodrigo R. Duterte in August 2018, Republic Act 11055, or the Philippine Identification System Act, aims to establish a single national ID for all Filipinos and resident aliens.
The national ID shall be a valid proof of identity that will simplify public and private transactions, enrollment in schools, and opening of bank accounts.
It will also boost efficiency, especially in dealing with government services where people will need to present just one ID. (PNA)

The History of Barangay San Isidro
Barangay San Isidro was created under Presidential Decree No. 1321 on April 3, 1978. The following subdivisions such as San Antonio Valley 2, 6, 12, 15, Clarmen Village, Salvador Estate, Lopez Village, Villa Mendoza and Parañaque Greenheights was separated and detached from Barangay San Dionisio to form and constitute a distinct and independent barangay known as Barangay San Isidro.

MODULE 3: Barangay San Dionisio by Chelsea Faei Tamayo
Last December 14, Saturday, early in the morning I prepared to go to Parañaque all the way from my dormitory at España, Manila. I was really excited because it felt like a mini adventure for me. There, I went to the barangay hall of Barangay San Dionisio to interview their BDRRMC about the disaster risk reduction and management of their area. Unfortunately, the BDRRMC isn’t there. But the desk officer advised me that I can just go to his house, which is just nearby, so I can push through with the quick interview. The desk officer drew a sketch on how to go there, and so I followed it and went there.
After knocking on their gate several times, I felt nervous thinking what if the BDRRMC refuses to get interviewed there, or at this hour in the morning. But a kind lady opened the gate for me, said I should come in and wait for the BDRRMC to prepare. I waited in their balcony, and can’t help but notice the fresh air. I also saw a bunch of kids having fun together, playing. I also observed how clean their area is, there was none to very minimal trash scattered.
The BDRRMC came with a smile as he introduced his self. His name is Rodolfo Miranda Santos, a kagawad, BDRRMC, and chairman of peace and order in Barangay San Dionisio.
The interview felt like a kwentuhan for me, it was very light and I discovered a lot about their place regarding the DRRM matter. He said that after all the typhoons that came by to or country, Paranaque didn’t encounter any serious problems. However, he and his team, as well as the Chairman, in Barangay San Dionisio are on high alert for almost 24-hours during times like that. Their rescuers and volunteers, and first-aiders are always prepared. Three evacuation centers in their barangay are also ready. They are always updated on PAGASA to know any possible catastrophic events that might occur, because according to him, PAGASA is the only one in the Philippines who knows when a calamity might occur. Fortunately, barangay San Dionisio rarely experiences any great tragedy during times of calamity since they can still fight against it. As what Kagawad said, “Hindi pa nila (residents) naramdaman kung paano sila babangon kasi hindi pa naman sila nadapa.” However, if rougher times might occur, he thinks the most affected area in their barangay would be the Lupang Pangarap in Tramo Uno, given that it is located in a low and squatter area. This saddens him, that’s why he always makes sure that he and his team, specifically the rescuers, are always prepared to do rescue actions. He also recalled a situation where fifteen family residents behind SM Sucat, where a creek is nearby, are rescued and are evacuated to Palanyag gym. They took care of them, fed them, and gave medical assistance for more or less 3 days. Besides Lupang Pangarap and the area behind SM Sucat, he also mentioned that Gatchalian phase 2-C are prone to floods, however, since it is a subdivision, they have their own logistics who can provide them immediate care, but another problem found there is transportation. Just this last typhoon named Tisoy, Gatchalian phase 2c experienced a waist-high flood, and the people couldn’t get out of their homes immediately. Kagawad said that this is something they’ve been trying to study, to see what they can do to help. The barangay hasn’t really experienced a bad effect or downfall with their economy and also in infrastructures. When need of evacuation, there are three gyms available: Palanyag gym, which is located at avery high area, gym at the old barangay, and lastly a gym in their barangay which is unfortunately close to a river, that is only used when the river is calm and on low tide. If these three aren’t enough, there are still other gyms inside the subdivisions in barangay San Dionisio that are open for evacuation. One thing that worries Kagawad though, is that barangay San Dionisio can be in danger of the big 2, the equivalent of tsunami. Given that San Dionisio is on a coastal area, where can the people pass through if ever the big 2 occurs? They can’t travel through Las Piñas, as it is a coastal area as well, same with Pasay. That leads the people to pass through San Isidro, Sucat which is the safest option. They can’t get there on time considering that tsunamis move as fast as a jet. Another thing that concerns him is that if an earthquake damages the subdivision near Sucat, since there is a fault line there. Its damages can likely affect the nearby areas in their barangay. That’s why they conducted an information dissemination regarding first aid and CPR to be ready. Every week, they go down to areas just to disseminate information to people. They do have a lot of programs and seminars regarding DRRM, including a lot of sectors in their barangay, like the chairman, and his self who is the BDRRMC and the chairman of peace and order, and as well as the participation of the residents. They conduct meetings to discuss the best effective way to help the each and every one during times of calamity.

Plant a Tree, Plant a Life

The CPU-Rotary Club of Jaro Centraline once again showed its commitment to serve. On Tuesday morning, November 6, CPU-RCJC, in partnership with the Community Environment and Natural Resources Office (CENRO-Sara Center), carried out a tree-planting activity in San Dionisio, Iloilo at Barangay Pangi. The youth organization, CPU-RCJC Rotaract, was also involved in the said activity. Seedlings were provided by the Department of Environment and Natural Resources.
The tree-planting activity is in response to the government’s reforestation program. More than 800 hectares is dedicated for the project of reforesting and generating income for several community volunteers including the Pangi Active Community Development Association (PACDA).
DENR provided seedlings to the volunteers who will receive PhP 25.00 for every tree that grows in 10 months. The CPU-Rotary Club of Jaro Centraline waived the incentive and instead asked that it be awarded to PACDA.
The successful activity was fully supported by Mr. Rene Grande Abordo, Officer in Charge of CENRO Sara Area of Operation.
CPU- RCJC President Evelyn Rose Abordo Catilo promises more such programs and projects to be pursued this year. “The CPU-RCJC will have more community service activities since the partnership of our club and Central Philippine University has benefited many communities in Iloilo,” Catilo said.
CPU-RCJC has been reaching out to recipient communities and organizations on projects such as medical and dental missions, education, and other advocacies.

MANILA – A basketball arena is set to be built at the heart of Parañaque City.
Mayor Edwin Olivarez said Tuesday the sports center would become the official home court of the city's National Basketball League (NBL) teams, the Aces in the men's division and the Lady Aces in the women's side.
"Ang city natin ay planong magtayo ng sariling coliseum. May pondo na tayo doon (Our city plans to build a coliseum. We already have funds for this)," Olivarez said during the Aces' press launch held at the city's government hall. "Magkakaroon ng sariling bahay ang Parañaque Aces (The Parañaque Aces will have their own home)."
The new arena will be situated beside the Parañaque City College at the corner of Cavitex and Victor Medina Street, making it proximate from Baclaran, the shared business district of Parañaque City and Pasay City.
"It's about 5,000 seating capacity para totally ma-support natin ang ating basketball teams (so that we can totally support our basketball teams)," he added.
In the previous years, the Aces were playing their home games at the multi-purpose gym of Barangay San Dionisio.
While they may miss their home turf for now as the NBL looks to hold its upcoming men's and women's basketball season inside a bubble due to the pandemic, the Aces, once everything eases up, might get to play their first home game back in the new arena.
Parañaque won the inaugural NBL title in 2018 and looks to take the men's title back this season, while its women's team is among the preseason favorites with a stacked lineup led by skipper Vanessa Santos and national team players Allana Lim and Clare Castro. (PNA)
