The recent amendments to the rules for obtaining a driver's license in Bulgaria have sparked mixed reactions among the public. According to new regulations published on September 10 in the State Gazette, which will take effect on December 10, 2024, prospective drivers will be allowed a maximum of four attempts at both the theoretical and practical tests.

Seven organizations involved in driver training have expressed strong opposition to the proposed changes, particularly concerning the introduction of electronic driving hour cards and limits on practical test attempts. Trendafil Marinov, the chairman of the Bulgarian Driving Instructor Union, confirmed plans for a protest scheduled for tomorrow, September 25.

Marinov voiced concerns during an interview with BNR, arguing that the new regulations do not align with existing educational standards. He criticized the push towards digitalization, labeling it "complete ambiguity" and questioning how the proposed changes would improve road safety.

He highlighted the additional financial burdens the new requirements would impose on driving schools, noting that each training vehicle would need to be equipped with specific devices that maintain a permanent Internet connection, necessitating contracts with mobile service providers.

Currently, the Automotive Administration employs inspectors who can effectively verify the validity of paper driving cards on the road, according to Marinov. He pointed out that these cards include essential identification information and photographs.

Additionally, Marinov raised issues regarding the limited number of examiners available to provide practical driving tests, leading to potentially long waiting periods. He questioned the rationale behind limiting attempts to four and the six-month timeframe for testing, calling for a collaborative working group with industry representatives to address these concerns.

Concerns about potential corruption have also emerged, with Marinov asking why a single company should develop the required software instead of promoting competition through multiple software solutions.

The protest is set to take place in front of the presidency, with activities planned from 1:30 p.m. to 4:00 p.m.

Krasimir Georgiev, manager of the Association for the Qualification of Motorists in Bulgaria, offered a contrasting perspective during a discussion on the national radio. He argued that the new regulations will effectively eliminate corrupt practices, which he claims opponents are afraid of.

Georgiev emphasized that the exam should serve as a test to assess knowledge gained during training, rather than as part of the training itself. He suggested that driving schools fearing the new requirement of four exams within six months indicate they are not adequately preparing their students.

He noted that after years of stagnation, reform is finally underway. "If the existing requirements were followed, there wouldn’t be so many driving schools. Many only had a classroom to obtain permits, while their actual operation occurred in their cars, which often served as family vehicles."

He further explained the prevalent practice of maintaining two sets of training cards: one for the instructor and student, and another that reflects the full 30 hours of required instruction, often fabricated to satisfy inspections by the traffic police.

Georgiev dismissed concerns regarding the financial burdens that driving schools would face, arguing that they often do not invest or reinvest profits, and are unfamiliar with tax concepts such as "Profit" or "Dividends."

He also mentioned that some civil servants work as driving instructors, asserting that there are sufficient examiners available.

Georgiev announced plans for a procession to support the reforms, scheduled from 11 a.m. to 1 p.m. at Alexander Battenberg Square. He noted that over 12 NGOs focused on road safety are backing the rally, which will culminate in a declaration supporting the reforms to the Ministry of Transport leadership.

basically he gets turned sometime in like. basics. he almost fucking dies because he understands the whole vampire concept but he just does not want to attack anyone but EVENTUALLY he gives in and drags florida to the caves and feeds on him but then grif finds them and hes like What the fuck.

so then grif has to deal with the fact his fucking newfound teammate is a fucking vampire and. simmons feeds on him once. total accident. (grif was provoking him.) and grif has AB type blood so it's real fucking good and simmons fucking loves it like. it could not even compare to florida's

at some point, ~6 weeks after simmons feeds for the first time, he comes up to grif and is like "Hey man i need a favor" and he asks if he can feed off grif like once a month and in exchange simmons like? doesnt rat him out to sarge when hes slacking. that typa stuff.

it's like that. for years. and they hide it from everyone else and ALSO simmons sucks at being a vampire. like genuinely he is the worst. comedically terrible. so he cant really control the thrall thing so when he bites grif and accidentally messes with his fucking hormones (turning him on) and simmons is just fucking terrified of it he always backs off immediately and grif is like Can you please stop doing that. and simmons says Ok. and then it happens again. usually the way this would happen would to be to convey the way the vampire wants their victim to feel about the bite and such but simmons is just so bad at controlling it he fucks up alllll the time.

he doesn't really get better at it ever so grif just sucks it up. no one out of the rnbs know that simmons is a vampire aside from the freelancers and caboose (lucky guess).

also, season fifteen. while they're separated, simmons is practically starving because he hasnt fed off of anyone else in years so hes just. suffering. mentally and physically. he has to attack a fucking zealot when hes with the bnrs because hes so hungry but the blood tastes godawful he can barely get it down. simmons can quite literally only survive with grif. they keep each other alive. temple also outs him as a vampire while theyre in the cells (he know because of access to freelancer files) right before grif comes in and it pisses him off so fucking much hes so fucking angry he is rattling the bars and Hissing n shit its cray.

also, simmons gets to fucking murder gene! which is fan-fucking-tastic! hes just so fucking angry at gene and he hates him so goddamn much after grif shoots him simmons instead pins him to the floor and actually rips out his fucking throat. its the only time hes ever attacked someone for violent intent and grif, for once, is actually fucking scared of him. grif has to literally drag him off of gene to get him to calm down AND he has to cut himself to simmons can smell his blood and snap back to his senses.

even after the bnrs incident grif keeps a little distance from simmons (he doesnt want to) only because of the way simmons attacked gene and grif is just a little. shaken up. he still doesnt let simmons feed off of him for days/weeks because he just needs to get used to being with him again in general so its just. Eugh.

also simmons is very considerate . after every time he bites grif he makes sure to keep him comfortable and get him food and drinks after so he doesnt pass out from blood loss or something.

My Bill and Ted head-canons that no one asked for 😌❤️

Bill is trans and bisexual

Ted is non-binary and omnisexual

When Ted was younger he used to stim a lot

But his dad being, well, his dad would always get angry at him for it

After a while it got to the point where he would only stim when he was with Bill and felt extremely safe (and even then he would sometimes catch himself and stop)

Once he moved out on his own he started stimming again without feeling bad about it (though it took a while plus lots of reassurance from Liz, Jo, & Bill)

This one I was going to save for its own post but since I'm making a head-canon post here we go!

The first person Bill ever came out to as trans was, ofc, Ted

But the very next person was his dad

His dad, while he didn't 100% understand, was extremely accepting

Was also great at making sure to use Bill's proper pronouns (and if he did accidentally mis-gender him he would immediately catch and correct himself)

(from what we see of his dad in the first movie, and technically the second movie bnr, it seems like he honestly doesn't care what Bill does as long as he's happy, safe, and not hurting anyone)

Flash forward to when his dad's getting married to Missy

They have to take measurements to make sure the suits fit the groomsmen and to make sure the dresses fit the bridesmaids (Bill is ofc the best man)

Later on, a few weeks-months after the wedding (basically when they get back from their 'honeymoon'), his dad takes the measurements they had taken for Bill's suit and buys him a binder as a surprise/early birthday gift

He wraps it up and leaves it on Bill's bed for him to find when he gets home from school

Bill almost cried when he opened it and realized what it was

Firstly, because it's his first binder and he finally has an actual binder but also because his dad got it for him

A poll done for public broadcaster Bulgarian National Television (BNT) by the Alpha Research agency has found that 47 per cent of Bulgarians believe that the third and final attempt to get a government elected will fail and the country will head to early parliamentary elections.

The results of the poll were released on the evening of January 9, after the We Continue the Change (WCC) formally returned the mandate it had received to seek to form a government.

WCC, Parliament’s second-largest group, received the mandate on January 3, after Parliament’s largest group, GERB-UDF, failed in its bid to get a government elected.

The head of state now has a free choice as to which of the remaining parliamentary groups to offer the third and final mandate.

The Alpha Research poll found that, asked “who has the best chance of forming a government with the third mandate?” 23 per cent named the Democratic Bulgaria coalition, BNT reported.

Fifteen per cent said that the Bulgarian Socialist Party had the best chance, nine per cent said Stefan Yanev’s Bulgaria Ascending party, four per cent the Movement for Rights and Freedoms and two per cent Vuzrazhdane.

Alpha Research head Boryana Dimitrova, speaking to Bulgarian National Radio (BNR) on January 9, described the probability of a government being elected on the basis of the third mandate as “nil – it’s about 10 per cent”.

“Even before the first mandate was handed over, all the comments were about what would happen with the third mandate, as if the first and second were doomed,” Dimitrova told BNR.

She said that it was a pity that the chances of Parliament electing a government were nil “because in a situation of such unprecedented crises, for Bulgaria to be without a regular government for so long, speaks of a rather serious crisis of the political system”.

There was nothing in the behaviour of the political actors to suggest that a government could be formed, Dimitrova said.

Bulgaria held regular parliamentary elections in April 2021, which were followed by a failure to elect a government, resulting in early parliamentary elections in July 2021, again followed by a failure to elect a government. After the year’s third parliamentary elections, in November, a quadripartite coalition government was elected. That government fell after the desertion of a minority populist party. The current process of attempts to form a government is a sequel to the early parliamentary elections that were held on October 2 2022.

Should the third and last attempt fail, there would be the fifth parliamentary elections in three years in Bulgaria, which is due – in any case – to hold scheduled mayoral and municipal elections in autumn 2023, and scheduled European Parliament elections in summer 2024.

Bokutachi no Remake – 09 – The Price of Success

Kyouya has no idea why he’s now in 2018 any more than he knew why he jumped back from 2016 to 2006, but one thing’s certain: it’s not a dream. Aki is his loving wife, Maki is his darling daughter, and he has a job as a troubleshooter for a decent mid-tier game company. He may not want to admit it, but he was successful in remaking his life. He should be happy, and he would be…if only he never found out how he achieved his success.

Despite being suddenly thrust into a new life and job, the details of which he can only guess, Kyouya comports himself well, serving as a troubleshooter and talent whisperer on behalf of Eiko, who is also still in the business. The talent in question is Minori Ayaka, an illustrator with 200k followers, but who has seemed to lost her motivation and passion for drawing. When Kyouya praises a piece of her work that strongly resembles Shinoaki’s style, Ayaka seems to build a new head of steam for her work.

A good day at work, and the realization he’s fortunate to have such a cute wife and daughter, is soured when Kyouya brings up Comiket and asks if Aki will submit anything. The truth is, she hasn’t drawn in years…and the reason is the same as Ayaka: there was “nothing she wanted to draw anymore.” That’s now two members of the Platinum Generation from his original timeline who are now completely out of the creative world.

While having lunch with Eiko, Kyouya realizes she’s much the same, only even she seems to have suffered due to his success: she’s working at a smaller company in a lower-ranking position than his original timeline. He also learns that Nanako’s last song online has less than 2,000 views and she’s decided to retire from singing, stating she “doesn’t know what she’s singing for.” I half-expected Tsurayuki to show up as a doctor on Google, but all Kyouya finds is some blog entries.

Learning that by directing HaruSora with the Platinum Generaion, he inadvertently ruined their futures as creatives by sapping their creativity and passion for a greater commercial good, Kyouya is understandably beside himself. He gets completely boiled, lands in a literal pile of garbage, than stumbles home where his wife and young daughter have to console his tears. Knowing what lives Aki, Nanako, Tsurayuki, and Eiko would have lived without his interference, he can’t accept the lives they live now.

And yet, IMO, that’s exactly what he should do. BnR has not shed one single diode of light on the precise supernatural mechanism that shot Kyouya back ten years or forward eleven. Kyouya did what he thought was best, and while he did get a bit caught up in wanting to make something with the creatives who would end up celebrities in his present, he had absolutely no idea the damage he’d do.

Add on top of that the fact that everyone in this timeline has most likely moved on, and all he does by bringing it up is reopen old and long-healed wounds. While it’s sad that Nanako is quitting singing, she’ll be fine. Tsurayuki, who comes from money, will be fine. Aki, who has Kyouya and Maki, will be fine. In exchange, Kyouya got a second chance with his past, did something admirable with it, and now has a loving family and solid career. Maybe he needs to be fine too.
