South Florida’s place in the real estate big leagues was cemented in 2019, as uber-wealthy hedge funders and other investors from high-tax states poured millions of dollars into luxury properties. Palm Beach gleaned many of the benefits, with sky-high record sales.
At the same time, major players from New York, the Kushners and Michael Shvo — set their sights on South Florida, with big development plans.
The year also saw a few major milestones for big local projects. Condo towers underway for years, including Paramount Miami Worldcenter, Brickell Flatiron, Residences by Armani/Casa and Ritz-Carlton Residences in Miami Beach, were completed. Magic City was approved. And developers caught on to the short-term rental craze, with several launching plans for mid-priced condos that can be rented by the day.
Opportunity Zones continued to be top of mind for investors. And in breakup news, sister-and-brother Jackie Soffer and Jeffrey Soffer divided up their business.
Here is a sampling of the top real estate news of 2019.
SALT tax refugees Fleeing state income taxes and new limits on deductions, deep-pocketed investors continued to sink their cash into ultra-luxury homes and condos in South Florida. In Miami Beach, nine single-family homes priced at more than $5 million, each, sold for a combined $120 million in the first quarter, alone, according to The Real Deal’s analysis of multiple listing service data.
Palm Beach is hot In Palm Beach two homes sold for about $105 million, setting all-time records. Billionaire hedge funder Steven Schonfeld and his wife Brooke closed on a 10-bedroom waterfront estate for $105 million in December, six months after the estate of the late Broadway producer Terry Allen Kramer sold her sprawling Palm Beach home for $104.99 million. In September, billionaire hedge funder Ken Griffin bought the 18,452-square-foot Palm Beach mansion of billionaire and real estate investor Frank McCourt for $99.1 million.

Entering South Florida for the first time, New York-based Kushner Companies rolled out plans to build three major apartment projects in South Florida that will create a total of 3,000 units at a cost topping $1 billion.
And New York developer Michael Shvo and his partners, Bilgili Holdings and Deutsche Finance America, bought three neighboring hotels on Collins Avenue in South Beach, with plans for a 200-foot-tall residential project. In February, they bought the Raleigh Hotel for $103 million from Tommy Hilfiger and the Dogus Group. In August, they closed on two adjacent properties, paying $87.85 million for the Richmond Hotel and $52 million for the South Seas. In all, Shvo and his partners paid $242.85 million for the three hotels.
Luxury condo towers completed Major condo towers opened their doors to residents this year, capping years of construction. They included Dan Kodsi’s Paramount Miami Worldcenter and Ugo Colombo’s CMC Group’s Brickell Flatiron, both in Miami; Lionheart Capital and Elliott Management Corp.’s Ritz-Carlton Residences, Miami Beach; Dezer Development, the Related Group and Armani Group’s Residences by Armani/Casa in Sunny Isles Beach; and The Bristol in West Palm Beach.
Magic City approved After five public hearings where strong opposition was voiced, the Miami City Commission in June approved the Magic City Innovation District, a $1 billion mixed-use project in Little Haiti. Magic City is planned to have a 30,000-square-foot studio, a 15,000-square-foot innovation center for start-ups and co-working tenants, retail spaces, and 2,670 apartments in buildings up to 25 stories tall. The project’s development group now includes Neil Fairman’s Plaza Equity Partners, Cirque du Soleil partner Guy Laliberte, Metro 1’s Tony Cho, and New York developer Zachary Vella.
More condo buildings offer short-term rental option

Amid the ongoing slowdown in luxury condo sales, some developers are choosing to build a new product type: more affordable units that buyers can rent out however and whenever they want. The projects are mostly clustered in downtown Miami and Brickell, with prices in the $300,000 range and up – a sharp contrast to the glut of $1 million-and-up condos on the market in Miami. Among them: Smart Brickell, by Habitat Group; YotePad by Aria Development Group and AQARAT; Natiivo, by NGD Homesharing; and an as-yet unnamed project by the Related Group and ROVR Development.

The federal government released its long-awaited and latest set of Opportunity Zone regulations in April, spurring investors to begin developing projects in distressed areas nationwide, including in South Florida.
Real estate developers are seeking to raise funds into the billions of dollars for the investment. The federal program gives developers and investors the ability to defer or potentially forgo paying capital gains taxes if they invest in a designated Opportunity Zone.

“We are starting to run, but the gun hasn’t fired:” Investors dash into Opportunity Zones

Investors and developers in Miami-Dade County have been pouring money into Opportunity Zones.
From April through September, property sales in those areas tallied $942 million, a 25 percent increase from the same time in 2017, according to The Real Deal’s analysis of records.
Enacted as part of the December 2017 tax overhaul plan, Opportunity Zones began catching the eye of savvy investors last summer, who were eager to get in on a program that provides incentives for new investment in low-income areas.
The program allows developers and property owners to defer and possibly forgo paying some of their capital gains taxes, or taxes resulting from the sale of certain assets. To reap the full tax benefit, those who invest in the more than 8,000 Opportunity Zones around the nation must hold the asset for at least 10 years.
In Miami, where land is scarce, the tax advantages could drive up property values significantly.
In the second and third quarter, North Miami Beach saw the biggest increase in sales in Opportunity Zones sites, shooting to $83 million from about $8 million the year before.
“They (investors) are out there raising money, they are buying properties, they are penciling the numbers out,” said Philip Rosen, chair of the real estate practice group at the law firm Becker. “We are starting to run, but the gun hasn’t fired.”
That’s because the government has not released all of its guidelines about the program. The lack of clarity on some key questions is delaying what experts say could be an even bigger rush of investment. The questions range from strictly tax questions, to what happens when an owner refinances an Opportunity Zone investment to can a developer still reap the benefits if the property is only partly in an Opportunity Zone.
The IRS and Treasury Department released more detailed regulations in October, but public hearings that had been set for earlier this month on those regulations were canceled when the partial government shutdown took effect.
Despite that, the program has been popular in Miami-Dade. Since May, there were at least 10 property sales of $10 million or above in Opportunity Zones, according to TRD’s research and analysis of county property records. Under the program, only properties that are new construction or are substantially rehabilitated qualify for the tax break.
“We are probably fielding 10 to 15 calls a week from prospective clients [about Opportunity Zones],” said Marc Feigelson, co-leader of the Miami accounting firm Kaufman Rossin’s real estate and construction industry advisory group.
In South Florida, Opportunity Zones span distressed areas such as Opa-locka, North Miami Beach and Carol City, along with places where major development is already taking place.
Several of the Opportunity Zone tracts encompass some of the wealthiest enclaves and megaprojects in Miami, such as Turnberry Associates’ Aventura Mall and the Magic City Innovation District, a planned $1 billion development in Little Haiti, led by Tony Cho and Bob Zangrillo.

Opportunity Zones are designed to be in areas that have a poverty rate of at least 20 percent, but some of those areas also include pockets of wealth.
To receive the full tax benefit, property owners and developers would have to deploy their capital into Opportunity Zone projects by the end of this year. That has increased the demand for shovel-ready construction sites.

Gerard Yetming of Colliers International South Florida happened to have the listing for an Opportunity Zone property in the heart of the so-called Arts & Entertainment District at 1765 North Miami Avenue. Yetming first listed the 30,000-square-foot vacant lot in 2016. He didn’t get any serious offers and pulled it from the market.
Late last year, he relisted and got the full asking price of $6 million. Yetming said the Opportunity Zone designation heightened interest in the site, which is now under contract to a regional development group.
High-density zoning also helps the Arts & Entertainment District when it comes to Opportunity Zone investments, according to market pros. Yetming’s site allows a developer to potentially build a high-rise — up to 9.1 times the land square footage — in this case 273,000 square feet.
The Arts & Entertainment District has “an abundance of land and has high-density zoning, and there is not enough development in that zoning,” said Peter Mekras, managing director at Miami-based Aztec Group, a real estate investment and merchant banking firm.
Other brokers are trying to sell property in areas that may benefit from longer-term investments, such as in Little Haiti. Colliers International’s Mika Mattingly has a listing near the planned Magic City Innovation district at 260 Northeast 60th Street in Little Haiti for $2.7 million. The site has yet to sell, but Mattingly said she has been getting interest from buyers because of its Opportunity Zone designation.

Pebb Capital managing principal Todd Rosenberg said the Boca Raton-based firm has already invested in Opportunity Zone projects in South Florida and two sites in the Northeast. The projects are in what he calls “the fringe edge of gentrified areas. Places that have been gentrifying but ultimately that have been substantially improved,” he said. Rosenberg added that the investment firm would have considered developing in those areas even without the Opportunity Zone incentive.
That has been Avra Jain’s approach since she first heard about the program. The founder of the Miami development firm Vagabond Group and a former Wall Street bond trader, Jain had a number of existing Miami properties in Opportunity Zones.

Firms like Fundrise, EJF Capital, Youngwoo & Associates, and Normandy Real Estate Partners have all launched funds. Most have target raises of between $250 million and $500 million each for future Opportunity Zone investments nationwide.
Meanwhile, LeFrak CEO Richard LeFrak has partnered with Turnberry Associates to develop a $4 billion megaproject in North Miami, on the site of a notorious, now-shuttered landfill inside an Opportunity Zone. The project has been in the works for a number of years.

Construction is underway but since parts of the project have not broken ground, LeFrak and Turnberry could potentially qualify for Opportunity Zone incentives.
In August, LeFrak told Bloomberg that some of the biggest returns could be found in building office space and relocating companies into the Opportunity Zones. LeFrak and Turnberry did not respond to requests for comment for this story.
So far, the largest sale in an Opportunity Zone in Miami has been the $60 million deal for the former Archbishop Curley Notre-Dame High School in Little Haiti. An heir to The Gap family fortune acquired the 15.5-acre property in November.
The project is going to be redeveloped into an elite private school called Avenues: World School, whose tuition at its New York City campus runs about $54,000 a year.

The popular food truck concept signed a lease for 1,250 square feet at 6910 Biscayne Boulevard, in a building owned by developer Alex Karakhanian. It’s expected to open as early as May.
Felix Bendersky of F&B Hospitality Brokerage and David Morales of Morales Legal P.A.
represented El Bagel, while Zach Winkler of JLL represented Karakhanian’s 6910 Biscayne LLC. El Bagel signed a five-year lease with options.
Oh My Gosh Brigadeiros also inked a five-year lease at the property, with options, for a 1,250-square-foot space. Bendersky, along with Michelle Gonzalez of Floridian First Realty, represented the Brazilian pastry shop. Winkler represented the landlord.
AT&T is already a tenant at the retail building. Asking rent for the remaining retail space is $45 per foot, triple net, Karakhanian said.

Block Capital Group secured tenants for the property at 285 and 295 Northwest 27th Street.
A high-end steakhouse run by a Latin American operator is leasing about 4,600 square feet at 285 Northwest 27th Street, said Gaston Miculitzki of BM2 Realty. The restaurant, which could open by September or October, signed a 10-year lease.
Giache Crepes & Art, with 2,500 square feet, is expected to open the first week of March. The crepe cafe will take up about 500 square feet of the space, with the art gallery filling the rest. It signed a five-year lease with a five-year extension option.
D’Cajon, a casual Peruvian restaurant, leased 1,800 square feet of space at the building, Miculitzki said.

Block Capital’s projects include the Bradley, a mixed-use apartment building it’s developing with the Related Group and equity partner Greenstreet Real Estate Partners at 51 Northwest 26th Street in Wynwood.

Blue Bottle Coffee is brewing no more in Miami.
The Oakland, California-based specialty coffee shop company is closing its cafes at Aventura Mall and at 3800 Northeast First Avenue in the Design District, according to the Miami News Times.
Blue Bottle has 18 locations in the San Francisco Bay area, 14 in Los Angeles, 13 in New York City, six in Washington, D.C. and three in Boston. CEO Bryan Meehan said the company is focusing on the Northeast and California.
Blue Bottle was also planning on opening at 3034 Grand Avenue in Coconut Grove.

If New York has Fifth Avenue, Miami Beach has Lincoln Road. South Florida’s premier outdoors shopping has a great diversity of shops, cafes, restaurants, and bars. The place is busy day and night, a great destination to enjoy the atmosphere of the city and watch the movement of people at any time of the day. The only problem? It is increasingly difficult to keep small stores open due to the high commercial rent of the region.
That’s why The Shoe Shop decided to close its store in August. “There are too many corporate stores on Lincoln Road,” said Jessica Elmaleh, a part owner of the store in an interview to the Miami Herald commenting about her decision to close the business. “There’s a price war, and we’re not Amazon. We can’t compete. People even try to negotiate shoes that are priced for clearance. Lincoln Road is just like Aventura Mall now. They don’t make small businesses want to stay.”
The increase in rent is mostly due to national and international investors buying properties on the spot, hoping to capitalize big bucks, which means high rent prices. What for small businesses like The Shoe Shop means two things: close or relocate.
“We’re paying 50 percent more in rent than we paid ten years ago, but sales aren’t the way they were ten years ago,” commented Books & Books’ owner Mitchell Kaplan. “Our rent is 25 percent of our sales now. There’s no way we can make that work. My landlord has expressed that he’s willing to negotiate with us and we’re going to try to find a potential solution. It’s becoming untenable for small businesses like mine to stay on Lincoln Road, which has become a sort of Dadeland without a roof.”
Which does not mean the decay of the iconic destination; quite the contrary, more and more new tenants are replacing the old stores with their newly designed one, custom made by renowned architects. The changes that Lincoln Road is undergoing are seen as inevitable to accommodate the public that frequents hotels and luxury condominiums annually, making the city a cluster for high net worth individuals.
“Who’s going to be able to afford to shop at these higher-end retailers? The people who are staying at the higher-end hotels and condos on Miami Beach,” said Adam Lustig, a partner at the real estate group of the law firm Bilzin Sumberg. “Lincoln Road is evolving from a cute mom-and-pop street that was very walkable into a hub for global fashion brands. The street has always been charming, and locals have always enjoyed it. But the influx of high-net individuals is luring large national and international tenants who can pay these huge rents.”
